The place I work at uses the dlci numbers as subinterfaces too. I guess this
adds to the uniformity . I suppose it also makes it harder to slip up when
configuring the router interfaces. It must work because I never
misconfigured the wrong dlci with the wrong subint yet.

It looks like the lines are configured with two stop bits instead of one:
no parity, 2 stopbits, 8 databits
Proper settings are 9600, 8, N, 1
8 databits, no parity, 1 stopbit
So unless your connecting to something that makes use of two stopbits this
could very well be your problem.
