Someone asked about staggered terms, All I did was report the background. Now to answer your question. The Council can do many things that are against the will of the people, A residential development instead of a destination development of the beachfront for example. By law they could change the form of government if they wanted to. With the demonstrated lack of interest by the majority of Asbury Parks residents many things are possible without repercussions. Werner, I'm totally in the camp of staggered terms but given that there was a vote and the people rejected it specifically what would you have the council do? I disagree with the way people voted but bottom line that's how people wanted it. I really don't think it's fair to criticize them for this. It they did it since the vote they'd be hammered for imposing their will against the will of the people. thanks werner. yeah, i see all sorts of things in the file section. i havnt been too up to date on checking that stuff out. its intersting to look back at the groups first comments, back in 1999. i was 17. i see a few of the same names, i think, but not many. probably becasue when the group first started, it was greatly composed of people supporting the save tiliie cause. and once that was over, the rest of the waterfront probably wasnt of interest to them. or not as much. - Don't pick lemons. Assuming this is true, all I can say is that if the city took as tough a stance with Partners over the past 4-5 years as it appears it is with mm, maybe we would be a little farther along or not in this mess at all. Assuming this is true, all I can say is that if the city took as tough a stance with Partners over the past 4-5 years as it appears it is with mm, maybe we would be a little farther along or not in this mess at all. The entire idea of a 2 phase (1st floor,2nd floor) restoration is just asking for problems. The building is an integrated unit. Do you realize that the sloped concrete bandshell seating area (the roof) is also the interior ceiling of the 1st floor storefronts. It would be much more prudent to Rehabilitate the entire building in one shot. Yes, sure they can get the 1st floor working by the summer, they have had storefronts there for several seasons already. That does not equate to restoring the building. My conclusion is that the extended and phased restoration agreement is just to buy them time since a comprehensive restoration will impact the entire building and render the 1st floor unusable. Sure storefronts this summer, just as in the past, perhaps a new operator for the former HoJo space. But no significant capital investment to actually restore the building. You're right, there are people who will blast it regardless of what it actually is, and others who will support it regardless. But there are also a great many people like myself who are open-minded and will judge on the merits. But I increasingly find myself moving to the skeptical side as I feel others probably are too. Over the past several years I've just heard so many concrete promises only to find the actual facts, agreements and actions are really set in jello. There's only so many missed commitments and over promises that a reasonable person can take and not become skeptical of everything they hear. Residents seek jobs in Springwood project Posted by the Asbury Park Press on 02/9/07 BY NANCY SHIELDS COASTAL MONMOUTH BUREAU ASBURY PARK Job opportunities for city residents are a top concern of people telling city officials what they think of plans to redevelop the faded Springwood Avenue corridor into new homes, businesses, parks and entertainment. The Springwood Avenue Advisory Committee held two sessions for the public on Tuesday and will hold a third at 10 a.m. Saturday at the Asbury Park Transportation Center. A fourth meeting for the public is scheduled for 6:30 p.m. Thursday at Sisters Academy, Springwood and Ridgewood avenues. The plan was first unveiled at the end of November. On Tuesday night, a small turnout of residents mixed with city officials and committee members to discuss the plan at the Asbury Park Village meeting room. A separate meeting for the public had been held earlier that day at Brookdale Community College's Higher Education Center downtown. "What we want this plan to do is to offer the community hope, and that the community can be a part of it," said City Councilman Jim Keady, a co-chairman with Councilman Ed Johnson of the Springwood Avenue committee. The city intends for the rebuilding of Springwood to see, at the least, a requirement that 20 percent of the workers and 20 percent of materials be from Asbury Park. That was not a requirement for the work on the waterfront, but rather the waterfront developers had to make a "best effort" attempt to meet the 20 percent benchmark for local labor and materials. "My dream scenario is to have job training here on the west side as part of it," Johnson said. A second concern is how much of the new housing on Springwood will be affordable housing. The city has said at a minimum it will be 20 percent, but it likely will be more. According to language in the plan, the committee's goal is to "advance a sustainable community model, which will include job opportunities, housing, entertainment, recreation, transportation, business development and a partnership with a developer who shares the committee's vision for job opportunities and skills education." The Rev. John Bradley, a Neptune minister who is president of the Neptune-Asbury Park Ministerial Alliance, brought up several concerns at the Tuesday night session. They included jobs for residents and former offenders, and whether jobs should be restricted to residents only from the west side. City officials said limiting those who could get jobs to only the immediate Springwood Avenue area was unlikely to work. City officials said the city's work force and employment program, Asbury Works, is working hard on those issues. "We're talking about putting black folks to work," Keady said at one point. Someone from the audience said: "No, not black, poor." City Manager Terence Reidy said that unlike the city's waterfront plan, the Springwood plan encourages small groups and investors, which means participation of Asbury residents can be higher. Hazel Samuels, the city's director of community development, said work force training is in place with the city's Asbury Works employment program but that there is a need to make sure residents can meet requirements to have a driver's license and pass a urine test for drugs. "You can't show up today and not show up tomorrow," Samuels added. Samuels and Keady pushed to get the city's churches more involved to help bring life back to Springwood. Keady said he would suggest that Bradley go on the board of the city's Asbury Works program. He also asked that the ministers find volunteers in their churches to help the West Side Community Center, which is just off Springwood Avenue but not part of the avenue's redevelopment plan. The center needs funding. When the public sessions end next week, the committee will review comments and work to deliver the plan to the council for approval before it goes to the city Planning Board for review. Yahoo! [AsburyPark] 5th Ave Pavilion Timeline
For anyone who is interested: - Specifically identified in the redevelopment plan as a significant historic asset worth preserving and restoring. Immediate structural evaluation recommended. - Building is "whitewashed" along with all the other pavilions. I make some calls, both a TRC member and Councilwoman are extremely upset with this. - The whitewashing is finished and cartoon murals of fake storefronts are painted on the building along with fake shoppers. - Parts of the exterior ramps and walkways begin to fall off. The recommened structural evaluation was never done to the best of my knowledge. - All the remaining exterior walkways are demolished. - A plan is presented to demolish the southern portion (bandshell) of the building to construct retail and office space. The plan does not allow office space. - Argument is made that the "Howard Johnsons" is being saved and that satisfies the Plan. (word was that Asbury Partners wanted to move their offices to the 'new' office space and demolish the 4th Ave Pavilion) - I circulate a letter with details from the plan confirming: - The entire building is to be restored, Office space is not a permitted use. The bandshell is to be retained. (see the files section) - The Preservation Committee is formed around this issue. I point out the requirements of the Plan. legal representation is retained and letters are sent to the Council. - A "Save The Bandshell" postcard campaign is initiated by the Preservation Committee. Hundreds of cards are received by the City Manager. - The Council holds off endorsing the office space idea and rejects forwarding it to the Planning Board. Guess they finally realized it violated the Plan. - The building is repainted in "Asbury Partners Colors" with the addition of Purple on the boarded up windows. - The dispute resolution agreement is entered into: - Paint to be removed from brickwork, a restoration plan is to be formulated and the entire building preserved and rehabilitated. - Howard Johnsons is gutted with the original 1960s furnishings and fixtures disposed of. (I need to confirm this - will have a look over there tomorrow) - Bids were to have been awarded by October 06. Entire first floor to be done by June 07.
