5 Charged in Texas Shooting Plot

WIMBERLEY, Texas (AP) -- Five junior high school students have been charged
with conspiring to kill students and teachers in an alleged plot similar to
the Colorado rampage, authorities said.

The boys, all age 14, were taken into custody Friday and were being held on
juvenile charges of conspiracy to commit murder, conspiracy to commit arson
and conspiracy to manufacture explosives, said sheriff's Sgt. Allen Bridges.

``The investigation determined that the group had started earlier this year
to plan the assault on the school,'' he said. ``Further evidence showed that
they had targeted fellow students and teachers they were going to kill.''

Officials believe the boys had been planning since January to carry out an
assault at Danforth Junior High School in Wimberley, a 450-student school
about 40 miles northeast of San Antonio.

``We do have evidence they had a relatively detailed plan,'' said David
Simmons, superintendent of the Wimberley School District.

Authorities said a school staff member and several students notified them
early Friday of the alleged plot. They apparently overheard the students on
several occasions discussing their plan.

Simmons said concerns about school violence in the wake of the Littleton,
Colo., shootings may have prompted acquaintances of the teens to take the
alleged threats more seriously.

Officials would not say what, if anything, they discovered during searches of
the boys' homes.

Dozens of students around the country have been suspended and arrested since
the Columbine High School shootings for making what were regarded as threats
to carry out copycat attacks.

Schools have been evacuated, locked down and closed as a result of the
incidents, which have taken place in big cities and small towns alike since
the attack in Colorado on Tuesday.

In an Associated Press story dated APRIL 22, 18:20 EDT:

Yes, and that is about all this guy said.  During this press conference,
Steve Davis said NOTHING.  When asked about--by name, one of the
students that had been arrested Tuesday, Steve Davis said, "I don't
*even* know who that is."

When the reporter who asked the question, informed Davis that the
name was of the student that had been arrested on Tuesday, Steve
Davis (who 15 seconds earlier did not know who the suspect was)
said, "He is no longer in custody."

Davis did not answer ONE question of relevance.  He took a flurry
of questions, for which, every single answer was a new and differ-
ent way of saying, "I don't know".  This man might have a future
in politics, if he can learn to master the art of appearing to answer
questions without really saying anything. The flat out, "I don't know"
only worked for him the first couple of questions.

I finally quit counting after the seventeenth- "I am not sures";
But this does not include the twenty-three "I don't knows",
and the twelve uses of "I am not aware at this time."

Keep in mind friends, that this is when I STOPPED counting, and
the "press conference" went on for at least another five minutes.

One reporter actually said, "Are you taking notes on *ALL* of the
questions for which you have NO ANSWER, so that you may ask
your superiors the answerSo we can get some actual answers
at the next conference?"

Davis said, "Well, I have a pretty good memory,
so I don't think I need to write them down."

In an Associated Press story dated APRIL 22, 18:20 EDT:

Gee, that is interesting language.  How appropriate.

DO THE AP STORIES ACCURATELY REFLECT
DENVER'S ATTITUDE TOWARD THIS EVENT ???

Just so those of us on the list are aware, despite how this AP article
reads, the local talk shows are buzzing with people who are irate over
the fact that the cops sat outside for such an incredibly long period of
time.  As a matter of fact, the greatest anger right now, is stemming
from the following issue:

Police had received phone calls from INSIDE the school, one of which,
was by students who were telling the police that the teacher, (who, do
to lack of police action, bleed to death), was inside; NO gunmen within
sight; and that he was still alive -- requiring immediate medical attention.

As we already know, the heroes entered the
building in time to announce the teacher dead.

Gee, thanks, HEROES.

More over, several callers have questioned the policy of S.W.A.T;
as many have pointed out (and no one has refuted the fact), that
in a hostage situation--when they HEAR GUNFIRE--S.W.A.T is
SUPPOSED to storm the building-- ALL BETS ARE OFF, as
gunfire indicates the probability of the loss of life to the hostages.

Still, the police sat outside--nice and safe--collecting their pay.

These courageous men sat outside for SEVERAL hours, while shots
still rang out inside the school, where a virtual unknown amount of
possible student victims awaited the shooters to reload.

Heroes?

MIND CONTROL'S FAILURE

It is obvious that these cops have not been conditioned by the
Hollywood movies which place heroes in the line of fire for the
greater good of those whom they are hired to "serve and protect".

IN CASE OF EMERGENCY, DIAL 911

Local radio stations are currently airing some 911 tapes; one in
specific, is of a frantic teacher and several frightened students
that were pinned down in a room, and just outside the door in
the hallway, one of the suspects was currently shooting.

You can actually hear the Trenchcoat yelling, and shooting, right
outside the door.  Just on the other side of this unlocked door,
more potential victims are waiting for the Special Weapons
Assault Team to storm the building and protect them.

This event gave police the exact location of the shooter.

The single adult and untold amount of children
were ALIVE and IN HARM'S WAY.

The police ask,
"Can you lock the door?"

The teacher says:
"The door has no lock, (terror in her voice),
and I am NOT going near it.  He HAS A GUN,
and he is SHOOTING OUT THERE!!!"

The police told the teacher to "Barricade the door if you can", and
to "try and hide"; as they weren't coming into the building *just yet*...

"Not just yet" = Several hours

Gee, thanks, you HEROES.

Incidentally, a few of these children have stated that when
they initially dialed 911, the line was busy for the first seven
to ten minutes.

I've been reading this group for a while, and eventhough its mostly a bunch
of ranting nut jobs, some of it is interesting...Since i've enjoyed it so
much, I decided to contribute my own little pet theory...
Here it is...

Recently our government publicly announced that China had stolen nuclear
secrets from the United States, and would use this information to further
its nuclear arsenal...
This was a bit odd from the start...
Firstly, I thought this type of thing was ussually kept secret...Why was the
government comming out with press conferences and shit..
Secondly, they fired the suspected spy, but never charged him with
spying...I guess they had no evidence.

About a month later, nobody really noticed as Congress passed funding for
the massive Star Wars anti-missle defense system..

Now all these stories are comming out that indicate that the accusations of
China's spying were false..

reports of spying to pass the anit-missle defense system..

This may sound a bit ungrounded, but this is the second situation that has
made me suspicious..
The first happened a year or so ago, When the government released these
starteling reports that Pentagon computers were broken into like 50,000
times a year or so...This seemed crazy when it first came out...the figures
quoted in the report that was made public seemed rediculous to anyone who
knows about computer security...
Shortly after the reports were made public, Congress passed some huge
anti-cybercrime bill...

It seems like there might be a pattern here.  When The US military is
worried about getting funding through Congress, they tweek the media a bit
to put things in thier favor..

UNITED NATIONS (AP) -- The World Food Program appealed for $260 million to
feed 8 million North Koreans over the next year, the largest number the
agency has sought to help since it started fighting famine in the communist
nation four years ago.

The appeal will target 1.1 million children between age 12 and 17 and a
quarter of North Korea's elderly -- groups that the U.N. agency's executive
director Catherine Bertini said Friday were especially vulnerable.

It will also include infants and younger children, orphans, hospital
patients, pregnant women and nursing mothers, and more than 1.6 million
people in WFP work projects who are paid with food.

``Large amounts of food aid and humanitarian assistance have been delivered
but the low level of commercial food imports and limited agricultural output
are jeopardizing the nutritional stability of the whole population --
especially women, children and the elderly,'' Bertini told a news conference.

An estimated 2 million elderly are being targeted by the new appeal because
they are the ``silent sufferers'' in North Korea's food emergency, often
without families to provide for them, she said.

WFP has often focused on feeding young children and infants, but has begun
targeting its efforts toward older students who also are showing the effects
of long-term famine, she told a news conference.

High-protein biscuits will now be given to secondary-school-age children
while they are in class -- to make sure they don't bring the food home and
share it with their families, said WFP spokeswoman Abbey Spring.

Even in years where natural disasters are absent, North Korea lacks about 1
million tons of food to feed its people, according to crop assessments
carried out by the WFP and the Food and Agriculture Organization.

Earlier this month, North Korea entered what is considered the most difficult
few months of the year, when food from the last harvest runs out and the new
crop of potatoes and vegetables isn't yet available. Until the first crops
are harvested in June, many North Koreans are forced to rely on wild food or
cakes made of bark or tree leaves that contain little or no nutritional
value, WFP said.

LITTLE ROCK (AP) -- FBI agents investigating Democratic Party fund-raiser Yah
Lin ``Charlie'' Trie sought evidence that Commerce Secretary Ronald Brown met
with a Chinese arms dealer the same day that the dealer attended a White
House coffee with President Clinton, according to court documents unsealed
today.

Trie faces federal charges in the campaign fund-raising probe. Agents
searched his Little Rock home in October 1997 after obtaining a search
warrant that alluded to a Feb. 6, 1996, meeting attended by Brown and Wang
Jun just weeks before Brown's death.

Trie, a central figure in the controversy over foreign-linked campaign
donations to Democrats, arranged for Wang to attend a White House coffee with
President Clinton the same day.

Wang's company, Poly Technologies, has been implicated in smuggling of arms
into the United States. He is identified as an adviser to the Chinese
government in the Senate Governmental Affairs Committee's report on its
investigation into illegal campaign fund raising in the 1996 election.

Wang's visit to the White House was previously reported and Clinton has said
it was inappropriate. Previous reports, however, did not mention a meeting
the same day between Brown and Wang.

Brown was a major player in Democratic politics. He was killed in April 1996
when the military transport he was aboard crashed into a mountainside in
Croatia. Thirty-four others aboard the plane as part of a government trade
mission also died.

The reference to a meeting between Brown and Wang adds a new twist to the
investigation into fund-raising irregularities.

Trie, a longtime friend of Clinton and a former Little Rock restaurateur, is
scheduled to go on trial May 17 on charges he made and arranged illegal
contributions to the Democratic National Committee to buy access to Clinton
and other top officials.

The indictment also claims Trie obstructed justice by ordering an employee to
destroy documents subpoenaed in 1997 by a federal grand jury and by the
Senate Governmental Affairs Committee.

Trie asked a judge to unseal the court file Thursday, claiming that an FBI
agent mislead the court in an affidavit that prompted a judge to issue a
warrant for a search of Trie's local residence.

Trie's lawyers said he had learned in late March or early this month that,
contrary to FBI Agent Daniel J. Wehr's affidavit, Wehr did not participate in
an interview of Dia Maria Mapili.

The longtime employee of Trie told agents she was instructed by Trie in 1996
to get rid of fund-raising-related documents stored at his home and garage
office.

Agents seized computers and accessories, records, books, business papers,
photographs, mail and other documents in the search of Trie's home, according
to court papers that U.S. District Judge George Howard Jr. unsealed Friday.

Georgian Pres. Endorses NATO Strikes

WASHINGTON (AP) -- Georgia President Eduard Shevardnadze, a former Soviet
foreign minister, enthusiastically endorsed the NATO bombing campaign in
Yugoslavia and said today that without it, ``we would have encountered a
catastrophe with 10 times the casualties.''

Shevardnadze, speaking at a dinner given by the Nixon Center, called for
unconditional withdrawal of all Serb armed units from the province of Kosovo,
disarmament of the secessionist Kosovo Liberation Army and the stationing of
international peacekeeping forces there.

``There is no other way but to use force,'' Shevardnadze said. ``This is the
only way to stop the ethnic cleansing and extreme separatism.''

Shevardnadze was foreign minister in the last days of the Soviet Union and
developed good relations with the United States, promoting the control of
nuclear weapons and urging Moscow to move toward a democratic system.

He quit his Soviet post, charging that the Soviet Union was headed toward
dictatorship, and his remarks here, while attending the NATO summit meeting,
again put him in sharp disagreement with Russia. A Georgian, he shaped a new
career as a leader of the former Soviet republic.

5 British Bystanders Shot

MANCHESTER, England (AP) -- Gunmen in a hijacked car led police on a wild
chase through northern England today, shooting five passersby and holding a
woman hostage before they were captured, police said.

Three men were arrested and five people were treated for gunshot wounds.

The chase began near Lancaster when a police officer tried to stop a
suspicious car and the suspects sped off, police said.

After a police helicopter joining the chase, during which shots were fired,
the suspects ditched their vehicle and stole a BMW, taking the female driver
hostage, police said.

The gunmen shot at pedestrians and wounded five as the chase continued. The
men were apprehended when their car crashed. The 27-year-old hostage was
unhurt, police said. A third man was arrested later during a search. Police
refused to say what prompted the men to flee.

The most seriously hurt victim was a 47-year-old man, shot in the back as he
rode a bicycle. None of the injuries was life-threatening, officials said.

China labels NATO bombings ``terrorism''

BEIJING, April 23 (Reuters) - China's state media on Friday branded NATO
bombings in Yugoslavia ``terrorism'' and said the alliance was walking a
dangerous road on its 50th anniversary.

A commentary in the official China Daily linked NATO's bombing of Serbian
government and military infrastructure with high-profile terrorist attacks
against U.S. targets.

``The scenes are vividly reminiscent of bloody scenes of the U.S. embassy in
Kenya and the U.S. federal government building in Oklahoma,'' it said.

``The fact that NATO's rampage is more professional and has an explicit
ideological gloss might put it into a slightly different category, but it
does not alter the terroristic nature of the attacks.''

The commentary also warned citizens of NATO member nations that they may be
the next victims of Western ``butchery.''

``The bell that tolls for the innocent people of Yugoslavia today may be
heard in their own neighbourhood tomorrow,'' it said.

The Communist Party newspaper, the People's Daily, also said NATO was
embarking on a dangerous new strategic road as its leaders converged on
Washington for a three-day 50th anniversary summit.

It said NATO would shift from a defensive posture and take a more active role
in international affairs. It also said NATO would seek continued eastward
expansion.

``Everyone take note,'' the paper said. ``The new NATO strategy is aggressive
and dangerous.''

``If the strategy is approved and put into action it will destroy the
existing international political and economic order.''

Iraq Accuses Iran of Attack Plan

BAGHDAD, Iraq (AP) -- Iraq has accused Iran of using the violent actions of
an Iranian opposition group to justify a possible attack against Iraq.

The accusation came in a letter from Iraq's foreign minister that was
delivered to U.N. Secretary-General Kofi Annan on Wednesday. Iraq's official
news agency issued a copy of the letter.

Foreign Minister Mohammed Saeed al-Sahhaf rejected Iran's assertions that
Iraq is to blame for the violent acts of the Mujahedeen Khalq, an Iranian
opposition group with bases in Iraq.

The group claimed responsibility for the killing of Iran's deputy chief of
staff, Brig. Ali Sayyad Shirazi, on April 10.

Shirazi was a senior army commander during Iran's 1980-88 war with Iraq. More
than a million people were killed or injured on both sides in the war. The
countries accuse each other of still holding prisoners of war.

Al-Sahhaf said the Khalq also has bases in countries other than Iraq, some of
them also neighbors of Iran.

Iran is only ``trying to find excuses and a cover'' for any aggression it
might carry out against Iraq and ``to interfere in Iraq's internal affairs,''
the letter said.

The Mujahedeen Khalq, which has a close relationship with the Iraqi
government, has more than 20,000 militarily trained men and women in at least
five camps near the Iranian border. The group's fighters often target Iranian
government sites.

Iran also hosts Iraqi opposition groups, and Baghdad accuses Tehran of using
them to foment trouble in Iraq. The exiled dissidents have been blamed for
assassination attempts on several Iraqi leaders including President Saddam
Hussein's son, Odai.

``Iran is trying to divert attention from the fact that it is supporting
traitors and terrorist groups inside its territory,'' al-Sahhaf said.

The letter accused Iran of killing Shiite religious leaders in Iraq in an
effort to arouse the underprivileged Shiite majority against the minority
Sunni rulers.

ISTANBUL, April 22 (Reuters) - The surprise victory of nationalist parties in
Turkey's weekend elections has clouded the future of already troubled
relations with the European Union.

The far right Nationalist Action Party (MHP) emerged a surprise second behind
Prime Minister Bulent Ecevit who himself has a hawkish reputation in foreign
policy. The pair appear to have begun a tentative courtship which could end
in coalition.

``The nationalist-led composition of the new Turkish parliament could lead to
the EU dropping Turkey from its new agenda of expansion,'' Faruk Sen, head of
the German-based Turkish Studies Centre, told Reuters.

Turkey's relations with the EU have been cool since 1997, when Brussels put
Ankara's membership bid on hold citing its shaky human rights record and
disputes with Greece.

The Turkish government responded by cutting off dialogue with the bloc on
sensitive political issues. Last month a senior foreign ministry official
said all trust and understanding had evaporated in relations between Ankara
and the EU.

Ankara has also been angered by EU failure to provide promised financial aid
to help adjustment to a 1996 customs union with the bloc. The funds were held
up by Greek vetoes.

Sen said MHP backers who come mainly from the conservative Anatolian
heartland, would pressure their party for a tougher policy against the EU.
Others said that Ecevit could also back a more aggressive role abroad.

``Ecevit is known as a foreign policy hawk and it appears he will carry on
this policy in the near future,'' said Kemal Sahin, head of the Association
of Turkish Businessmen and Industrialists in Europe.

While the far right MHP has said it is committed to a liberal economy, party
publications brand the EU a ``Christian Club'' and pledge to change those
aspects of the customs union seen as harming Turkey's economic interests.

Sen said MHP leader Devlet Bahceli was an unknown in Europe where there were
doubts about the party's supporters who earned a reputation for violence in
1970s street fights with leftists.

``The Greens who know the MHP of the 1970s very well are angered by the
Turkish election results,'' he said. Europe's Christian Democrats were also
upset with the outcome.

But there are bright aspects to the election outcome.

``Europe welcomes the Virtue Party's defeat since it is seen to mean Turkey
will not become an Islamic state,'' Sen added.

Businessman Sahin said an Ecevit coalition with the centre-right Motherland
Party (ANAP) could temper the nationalist wave. ``If ANAP leader Mesut Yilmaz
took part in a coalition government, there would not be any significant
change in the government's current foreign policy.''

Commercial realities, however, may restrain diplomacy. Some 60 percent of
Turkey's foreign trade is with the EU.

Some analysts say a nationalist-led government could strengthen the already
clearly perceptible drift towards the United States. The U.S. values Turkey
as a strategic ally and Washington officials are sensitive to the EU
rebuttal.

America has also been outspoken in its denunciation of Kurdish guerrilla
leader Abdullah Ocalan as a ``terrorist,'' where many western European states
have proved reticent.

``The MHP and DSP would prefer closer relations with the US rather than
Europe,'' said Izzettin Onder, economics professor at Istanbul University.
``The U.S. has a similar point of view on the Kurdish question and human
rights as the Turk nationalists.''

Turkey has been fighting separatist Kurdistan Workers Party (PKK) rebels in
the mainly Kurdish southeast for 14 years.

Europe says it will closely monitor the treason trial of Ocalan, whom Ankara
blames for more than 29,000 deaths.

Onder said a new government with a nationalist outlook could be ``another
excuse'' for Europe to keep Turkey out. Many here feel overwhelmingly Moslem
Turkey's exclusion from the EU is due to religious or cultural bias, that no
matter what progress is made in rights or economics the answer will always be
'no.'

But he added: ``Europe would not risk economic relations with a huge market
like Turkey.''

I don't believe this to be the case.  No doubt Nicola Tesla intuited much of

This is certainly a very probable scenario.  Cattle mutilation has always
been an area of confusion, but it should be remembered that this was a
phenomenon of the 70's, even though it continues today.  That was a time when
the government was working on biological weapons research as outlined in the
DOD request to congress for funding of that type in 1968 or 1969.  What they
were looking for was something to suppress the immune system, much like AIDs.
 Animal experimentation would naturally follow, before human experimentation
or it's subsequent release into the population, whether on purpose or
accidentally.  AIDs became a phenomenon in the 80's and has grown since.
AIDs is not a weapon of war because it is not an efficient killer.  It is,
however a very good POPULATION CONTROL DEVICE which is right in line with the

Well, there is a good starting point.  Yes, there have been observed lights
in the sky and anomalous objects seen throughout history.  In the absence of

aliens but I like to think that the nature of the people of this planet and

Nothing says that life has to be "as we know of it", or "like us".  When
people talk about statistical probability it makes the case that such MUST be
so, but that is erroneous.  Just because the Universe is X big and has Y
planets does NOT mean that there MUST be other life out there.  It is a
numbers game.

This is the first that I've heard mention of any sort of guards at
Columbine, whether existant or non-existant, armed or unarmed...

But it WOULD be interesting to find out whether the school DID pay to have
guards onsite...since I've worked private security myself, I'm well aware
of the calibre -- or lack thereof -- that one finds in the majority of the
private security industry...either part-timers supplementing their regular
income (and hence rarely will risk their lives), retirees supplementing
social security (again, rarely will they risk their lives), and then you
have the full-timers -- as a whole, a scary bunch; a lot of cop-wannabees
who have flunked the psychological requirements, and so get their jollies
by dressing up as rent-a-cops...it's this latter group where one finds the
armed guards, guys who get paid little more than minimum wage, with
minimal if any benefits...and who usually have a real ego problem...
often these guards aren't too much older than the school population, as
many are only 18 or 19 years old...

A private security guard known to school staff could perhaps explain how

..even if it didn't, one can guess that various guards probably had keys
to the building, and knew where the alarms were, making it easy to go into
the building. say in the wee hours of the morning, to plant explosive
devices...

Which in and of itself is not surprising, since contrary to the public's
misconception, private security guards do NOT get any sort of special
training in the use of firearms; anyone with a pistol permit can get hired
as an armed guard...

As I said, most private guards will NOT risk their lives, as most don't
even have medical benefits...I can tell you, when _I_ did private
security, _I_ wouldn't have had a long shootout with the perps (not that I
ever worked an armed assignment)...I would have called 911, helped other
students and staff get to safety, hung around and assisted the police by
explaining the layout of the school, etc.  But I wouldn't have risked my
own life by playing Rambo...

Most armed private guards are legends in their own minds...all bluster,
but 'wusses' when push comes to shove...make themselves feel like 'big
men' by pushing the client's staff around (in this case, it would have
been the students at the school), but when REAL trouble starts, they
crumble...

That is, if THEY aren't the cause of the trouble themselves...again, the
public has a misperception of the 'quality' (or more accurately, the lack
thereof) of people working in the private security industry, and very
often a criminal check isn't even made on applicants...so it's not
uncommon to find the fox is watching the henhouse...

Becaue presumably the SWAT team couldn't get into the building for hours
after they arrived...which raises questions as to just WHAT sort of
training SWAT teams get...

 Okay let's follow this logic of us being so insignificant that other higher
evolved forms wouldn't waste time with us. We experiment on animal,
manipulate them genetically, breed them, cross breed them, etc. All of this
is supposedly done under the guise of "Helping them" either to survive,
breed, or produce more milk, better meat, etc. So you see to may animals and
plants are considered beneath us and of no significance, yet we do to them
the same things that other higher life forms do to us, so your logic quickly
falters. As for not seeing andy evidence that other higher, non-human life
forms exist and are in fact here, visiting and interfering in our progress as
a species, you have not ACCEPTED the evidence. There is a difference. The
evidence is the abductions, the implants the craft in our skies daily. Yes,
some of the craft, some of these abductions are done by people from out
government, the larger  percentage are real, but it is much safer to believe
that ALL UFOs and ALL ABDUCTIONS and ALL CRAFT are man-made. By believing
that you can continue to perpetuate the system and not understand that the
reason we humans are "significant or of interest" to higher life forms both
human and non-human is the ability we have to CREATE REALITY THROUGH
INTENTION AND THOUGHT.
 Also we have eternity, because our lives are in fact not dependent on
biological or physical life, our life continues after our bodies die. And if
these non-human higher life forms can successfully splice our genetics with
theirs they can have it as well, and thereby continue forever enslaving more
planets and more species just like ours.

My logic does not falter.  We DO experiment on lower life forms and

is much more logical to assume that 1) if aliens do exist and they are coming
here that they are different from us in at least SOME ways. 2) sampling and
genetic experimentation would not need to be carried out for years and years
increasing exposure and running the risk of discovery it would be done all at
once if they followed any logic, especially since it must be an enormous
operation to send the ships here from such vast distances in the first place.
3) their testing would have to be to find out what we are like and they could
do that with a relatively few samples. 4) it is MUCH more logical to assume
that beings of the same genetic makeup (in other words HUMANS from the good
old Earth) are conducting the tests, since they have not far to go, the thing
can be ongoing with little additional fear of exposure since they can be
operated from military bases completely out of sight of the public, and that
the testing would be such that it would benefit them and their nefarious
schemes, genetic manipulation and germ warfare etc.
There may be aliens but they would have little reason to KEEP coming here
OVER and OVER.  I am much more inclined to believe that if aliens ever did
come it would be a quick peek to see what was going on and that would be it.
UNLESS, they are like us so very much that they must destroy us or take us
over like we would do, then this is all in preparation for an invasion and we
are doomed.  I'd rather focus on the enemy that we KNOW and that is the
illegal shadow government that has done and continues to do such t

1. HEA Reform Campaign Gets Boost

The student campaign to repeal the drug provision of the
Higher Education Act of 1998 got a boost this past week,
with four new endorsements of the campaign's resolution.
Student governments at the University of Wisconsin at
Richland, Illinois State University at Normal, and the
University of Texas at Dallas, voted to adopt the
resolution; and thanks to the efforts of the student
activists at Richland, the United Council of University of
Wisconsin Students, representing 140,000 students at the 24
University of Wisconsin campuses, endorsed the resolution
unanimously last Tuesday.  Other student government
endorsements include the Rochester Institute of Technology
(NY), Hampshire College (MA), Western Connecticut State
University, Pitzer College (CA), Western State College (CO),
and the Student Association of the State University of New
York.  The HEA drug provision delays or denies all federal
financial aid for any drug offender, and the student
resolution calls for the provision's repeal.

Over 30 organizations so far have signed on to a letter to
the Congress calling for passage of H.R. 1053, a bill
sponsored by Rep. Barney Frank that if passed will repeal
the HEA drug provision.  Signatories include the NAACP, the
United States Student Association, the American Civil
Liberties Union, the National Council of Negro Women, the
General Board of Church and Society of the United Methodist
Church, the Center for Campus Organizing and many more.

Also this past week, students at Ohio State University, with
supporters from the organization For a Better Ohio,

LITTLE ROCK (AP) -- FBI agents investigating Democratic Party
fund-raiser Yah Lin ``Charlie'' Trie sought evidence that Commerce
Secretary Ronald Brown met with a Chinese arms dealer the same day that
the dealer attended a White House coffee with President Clinton,
according to court documents unsealed today.
Trie faces federal charges in the campaign fund-raising probe. Agents
searched his Little Rock home in October 1997 after obtaining a search
warrant that alluded to a Feb. 6, 1996, meeting attended by Brown and
Wang Jun just weeks before Brown's death.

Trie, a central figure in the controversy over foreign-linked campaign
donations to Democrats, arranged for Wang to attend a White House coffee
with President Clinton the same day.

Wang's company, Poly Technologies, has been implicated in smuggling of
arms into the United States. He is identified as an adviser to the
Chinese government in the Senate Governmental Affairs Committee's report
on its investigation into illegal campaign fund raising in the 1996
election.

Wang's visit to the White House was previously reported and Clinton has
said it was inappropriate. Previous reports, however, did not mention a
meeting the same day between Brown and Wang.

Brown was a major player in Democratic politics. He was killed in April
1996 when the military transport he was aboard crashed into a
mountainside in Croatia. Thirty-four others aboard the plane as part of
a government trade mission also died.

The reference to a meeting between Brown and Wang adds a new twist to
the investigation into fund-raising irregularities.

Trie, a longtime friend of Clinton and a former Little Rock
restaurateur, is scheduled to go on trial May 17 on charges he made and
arranged illegal contributions to the Democratic National Committee to
buy access to Clinton and other top officials.

The indictment also claims Trie obstructed justice by ordering an
employee to destroy documents subpoenaed in 1997 by a federal grand jury
and by the Senate Governmental Affairs Committee.

Trie asked a judge to unseal the court file Thursday, claiming that an
FBI agent mislead the court in an affidavit that prompted a judge to
issue a warrant for a search of Trie's local residence.

Trie's lawyers said he had learned in late March or early this month
that, contrary to FBI Agent Daniel J. Wehr's affidavit, Wehr did not
participate in an interview of Dia Maria Mapili.

The longtime employee of Trie told agents she was instructed by Trie in
1996 to get rid of fund-raising-related documents stored at his home and
garage office.

Agents seized computers and accessories, records, books, business
papers, photographs, mail and other documents in the search of Trie's
home, according to court papers that U.S. District Judge George Howard
Jr. unsealed Friday.

NATO Expands the War to Journalists

By targeting Yugoslav television facilities, knowing it would be killing
journalists, NATO has crossed a significant line concerning the rules of
war.
Although it may not be part of the Geneva Convention, it has been common
practice, especially where there has been no formal declaration of war,
that journalists have been able to report conflicts on both sides of a
battle line without fear of being regarded as legitimate enemy targets.

NATO argues that Yugoslav's media is part of the war machine because it
is involved in propaganda. But Milosevic could, therefore, argue that
any national broadcasting service within NATO countries, either wholly
of partly funded by a government, is a legitimate military target in
this conflict.

It could also now justifiably target any journalist delivering
commentary which is unsympathetic to the Yugoslav regime and in support
of NATO action. This would presumably include such operations as the
part UK government funded BBC world service, the U.S. government funded
Voice of America, the heavily subsidized French national broadcasting
service, similar operations in Germany and many other NATO states.
Judging by comments made by the Yugoslav government information service,
many private sector broadcasters would also be considered part of NATO's
propaganda machine.

And if Milosevic begins to rate these targets as importantly as NATO
obviously does, he may well be ordering his military to draw up plans to
hit back. With Belgrade's limited ability to conduct air strikes outside
its territory, any such planning would have to include clandestine
terrorist strikes.

journalists still remaining in Yugoslavia, especially those who have

The American Union had been rescued and re-established by the profound
mobilization of our people by President Abraham Lincoln from 1861 to 1865.
More than 2.5 million men fought for the Union, taken from a population, in
the loyal states, of 22 million. When Eastern bankers had denied Lincoln the
credit needed to finance the war, the President had created a new national
banking system, printed 400 million new greenback dollars, and raised
government spending by 600% to $300 million per year.

A system of strict tariffs and preferential buying had been put into effect,
so as to force new industry into existence. Government-sponsored railroad
construction had been undertaken with a view to opening the vast continent to
industry, agriculture, and new cities.

At the victorious conclusion of the Civil War, the President had been
assassinated. But the spirit of national optimism—the feeling that we could
accomplish anything necessary for national progress, would determine the
political and social developments in the United States and much of the world
for the remainder of the nineteenth century.(1)

At war's end, the United States had the largest and best army in the world.
Over the next 20 years of peace; the American economy expanded at
unbelievable rates, until America became, suddenly, the world's industrial
leader. Between 1866 and 1887, operating railroads grew by 400% to 150,000
miles; American steel output, nurtured by Lincoln's legal framework, grew by
2000% to 340,000 tons per year.

Having failed to terminate the American Union in the insurrection of 1861,
the enemy British and allied oligarchs now faced an invigorated nation,
standing forth as a universal model and guide for the potential defeat of
oligarchism and backwardness. The world had seen the U.S.A. use Hamilton's
concept of national sovereignty over the economy, and the revival of Benjamin
Franklin's tradition of rationalism and alerted citizenship, to win
unprecedented military and civil triumphs.

Responding to this renewed threat to their existence, the old European
oligarchy created a great series of "reform" movements to block America's
progress. In the course of a half-century following the Civil War
(1866-1916), these reformers stopped our economic growth and seized control
of the finances, politics, and culture of our country. In the period since
the First World War, this "Eastern Establishment" has nearly succeeded in
eliminating the very idea of America, and its special purpose, from the minds
of living Americans.

We will attempt to show a sort of family history of the "reformers," and the
development of the anti- American machine they have created within the United
States. If the story is properly told, those who hear it will not be
surprised at the behavior of those who favor Khomeini, Qaddafi, and the
Soviet leadership over the United States, but will be prepared to retire them
from action.

Treason against a republic is the greatest crime, because the nation's past
achievements are defiled and buried, the present strivings of its statesmen
and citizens are ruined, and the future greatness of its children may be
prevented forever, their lives thrown away.
Whatever may be the immediate motivation for treason, the traitor typically
approaches his acts from the standpoint of a thoroughly criminal mind,
consciously reflecting on a variety of great crimes already committed.

This is a story of treason against the American republic, and thus, because
of America's unique power and promise, treason against all of humanity. We
shall see a remarkable connectedness between the perpetrators in different
times and places, and in what might have seemed diverse planes of activity.

Most notable, and not at all surprising, is the fact that the planners and
sponsors of the treason always prove to have some important connection to a

Ralph Waldo Emerson (1803-1882) may be thought of as the founder of American
Reform and its original guru. He gathered around himself and led the
"transcendentalists," such as Henry David Thoreau and Margaret Fuller, and
edited their journal, The Dial. With his reputation as a rebel against
established authority in the church, the government, and industry, Emerson's
writings and speeches inspired abolitionists, vegetarians, prohibitionists,
atheists, socialists, civil service reformers, free enterprise advocates—and
later movements such as the hippies of the 1960s and the greenies of the
1970s.

In the 1867 address quoted above, Emerson as an elder statesman is seen
passing the torch to the new generation of reformers in all fields. These
later reformers battled the authorities in American culture and displaced
them from power. The history books tell a story of greed and exploitation
being reversed or controlled by public-spirited men and women, inspired by
the courageous democratic souls true-blue Americans typified by Ralph Waldo
Emerson.

The real story is entirely opposite to this tradition. We have described in
earlier chapters the ugly role played by abolitionists in the creation of the
Civil War, and how the insincere sponsors of that movement deliberately
blocked the transformation of the South promoted by "moderate" American
System advocates such as Henry Clay and Abraham Lincoln.

Emerson was no democrat. He had no sympathy for the nation of Washington and
Lincoln. He was rather a lieutenant in a small army of foreign agents,
representing the imperial ambitions of Great Britain and the horrible
commercial appetites of certain Scots and their "old European" allies.

The Boston community into which Emerson was born was a tightly knit little
social island of British-connected merchants and Unitarian ministers. Since
the middle 1790s the leading families (Cabot, Lowell, Forbes, Higginson) of
this pro-Tory set had been in a state of rebellion against the United States
government, against the nation's new-won independence, against republicanism
in general.

Harvard College, the intellectual center of the treason, was run as a family
affair by the Boston secessionist leaders. Harvard's President John T.
Kirkland had greeted Aaron Burr when that disguised fugitive from justice had
snuck back into the country in May 1812. Kirkland had given Burr a check
drawn on the Harvard treasury to help him get back to New York.

Emerson, the son of a Unitarian minister, entered Harvard as the personal
servant, janitor, and family tutor for President Kirkland. That he was a good
candidate for the job of organizer for the British Party, may be seen by a
glimpse into some of his early diary entries.

These words were written when he was 19 years old:

I believe that nobody now regards the maxim that "all men are born equal," as
anything more than a convenient hypothesis or an extravagant declamation. For
the reverse is true that all men are born unequal in personal powers and in
those essential circumstances, of time, parentage, country, fortune. The
least knowledge of the natural history of man adds another important
particular to these; namely, what class of men he belongs to—European, Moor,
Tartar, African? Because nature has plainly assigned different degrees of
intellect to these different races, and the barriers between are
insurmountable.

This inequality is an indication of the design of Providence that some should
lead, and some should serve. For when an effect invariably takes place from
causes which Heaven established, we surely say with safety, that Providence
designed that result.

Throughout Society there is therefore not only the direct and acknowledged
relation of king & subject, master & servant, but a secret dependence quite
as universal, of one man upon another, which sway habits, opinions,
conduct the same pleasure and confidence which the dog and horse feel
when they rely upon the superior intelligence of man is felt by the lower

In 1838 Bowring, then an official in Palmerston's Foreign Office, began
organizing more forceful measures to deal with the problem of the Zollverein.
He dispatched Richard Cobden on an intelligence-gathering tour of Germany. On
September 10, 1838, Bowring held a meeting in Manchester where he described
the threat posed by the Zollverein. He claimed that the Germans did not
really want to develop independent manufacturing, but were being induced to
do so largely because of the British Corn Laws, which restricted imports into
England of foreign agricultural products.

Bowring then sent Archibald Prentice, editor of the Manchester Times, to
explain to the Manchester manufacturers the need for a new organization that
would seek a battle-policy of "free trade," based on the repeal of the Corn
Laws, so that German industrial development might be halted. The following
month the Anti-Corn Law League was formed by Bowring, the Manchester
manufacturers, and Cobden, who had returned from Germany with an account of
the strategic weaknesses of the Zollverein.

John Bowring was officially deputized by Palmerston in 1839 to negotiate with
Prussia to bring about the reduction of tariffs on English goods. The
Prussian junker nobility then occupied, in British strategic planning, a
similar position to that of the planter aristocracy in South Carolina: in
exchange for British agricultural markets, they were expected to sabotage
their own country's industrial development.
With this oligarchical alliance under construction, Bowring submitted to
Parliament the proposal for tariff changes which, after several years of
struggle, were put into effect later in the 1840s.

We may now look at the position of Frederick Engels within this "struggle"
being developed in England under the control of Palmerston, Mill, and the
radical imperialists.

Engels graduated from the Elberfeld Gymnasium in 1837, the year his father
entered his partnership with the Ermen brothers in Manchester. His first
major piece of journalism Letters from Wuppertal, appeared early in 1839 in
the Hamburg organ of Young Germany, Telegraph fur Deutschland. In this
sarcastic attack on his home town, Engels blamed poverty, sickness,
illiteracy, superstition, drunkenness, and general ugliness, not on the low
level of industrial and scientific development, but on "factory work"-itself.
He also calls for atheism as a means of freeing popular consciousness.

Early in 1841 Engels wrote the libretto for an opera on the tragedy of Rienzi
This is the story of the fourteenth-century Italian knight who liberates the
people and tries to recreate a Roman Empire to conquer the world. Engels's
libretto was not published in his lifetime. But Richard Wagner's opera on the
same theme, based on Englishman Edward Bulwer-Lytton's cult novel, The Last
of the Tribunes, had its first German performance in 1842 and established
Wagner's fame.

That he was no friend of the pro-American List's republican movement may be
seen in Engels' Reports from Bremen, published in August 1841: "It is the
German [emigrants] in the cities who have taught the Americans their
deplorable contempt for our nation. The German merchant makes it a point of
honor to discard his Germanness and become a complete Yankee ape When he
returns to Germany he acts the Yankee more than ever."(35)

Engels spent a year in the Prussian military service, simultaneously
immersing himself in the Young Hegelian movement. In 1842 he met the radical
democrat Karl Marx (1818-1883), who was then editing the Rheinische Zeitung
and looking for some new doctrine out of the orbit of Hegel and Young Germany.

Though Engels made little impression on Marx's thinking at first, he was to
supply that new doctrine after he himself received his British "finishing."

Frederick Engels, Sr. sent his son to England in 1842, to work his way up to
the position of overall manager of the family's Manchester textile mill. The
staged "revolutionary" process which greeted the young gentleman, and in
which he now joined, was described later by Engels himself:

Toward the end of 1838, some of the leading Manchester manufacturers founded
an anti-Corn Law association, which soon spread in the neighborhood and in
other factory districts, adopted the name of Anti-Corn Law League, started a
subscription fund, founded a journal (the Anti-Bread-Tax Circular), sent paid
speakers from place to place and set in motion all the means of agitation
customary in England for achieving its aim When ... at the beginning of
1842, the business slump turned into a downright commercial crisis which
threw the working class into the most atrocious poverty, the Anti-Corn Law
League became definitely revolutionary.

Ted Bundy had my neices billfold, all her ID's and the police contacted
her; she had attended a munitions banquet somewhere, and saw him take it
and saw his face.

She attended Suawnee school, etc, and her father was top secret
military...when I said list, let us say he got info on some of his
targets and she was one...like the two little college girlsever go
to a dance and leave your purse on a tablein those days you still
could and if you were in good company.

I was not given all the details on this; only that her father kept her
off witness list.   Bundy had a list, but some of it consisted of stolen
credit cards.

Might want to check into Billy Milligian and question why feds would
have an interest in him.

You do not have any inside information into this, but I dothough my
neice is a beautiful girl, with long blonde hair, or did have, that
alone may have drawn Bundy to take her billfoldregrdless, she had to
move at the suggestion of the police and her fatherI might add, the
USAF Academy and other projects of highly classified nature are all
located in Colorado, and the Joint Chief of Staff School, War College is
in Florida

So, you are wrong about the list; may be I used  list because the police
considered her a target.

The alternative between the New World Order and the neoracist
nationalists opposing it is a false one: these are the two sides of the
same coin.

The top winner in the contest for the greatest blunder of 1998 was a
Latin-American patriotic terrorist who sent a bomb letter to a US
consulate in order to protest against the American interfering into the
local politics. As a conscientious citizen, he wrote on the envelope his
return address; however, he did not put enough stamps on it, so that the
post returned the letter to him. Forgetting what he put in it, he opened
it and blew himself to death - a perfect example of how, ultimately, a
letter always arrives at its destination. And is not something quite
similar happening to the Slobodan Milosevic regime with the recent NATO
bombing? For years, Milosevic was sending bomb letters to his neighbors,
from the Albanians to Croatia and Bosnia, keeping himself out of the
conflict while igniting fire all around Serbia - finally, his last
letter returned to him. Let us hope that the result of the NATO
intervention will be that Milosevic will be proclaimed the political
blunderer of the year.

And there is a kind of poetic justice in the fact that the West finally
intervened apropos of Kosovo - let us not forget that it was there that
it all began with

That wasn't the 40s and 50s, I was single and working then.  In most cases I
knew, there were two adults working 40 hours per week.  That did the job
nicely, and if one worked days and one worked nights, it made it even better,
because it cost nothing for child care.  You're right though, life was a lot
more pleasant than it must be today when both parents have several jobs.

(CNNS, 04/24/99) -- You are living  in  a town, a "town that time
forgot."   Beside  the  old  city  hall  there's  a  small  park,
"crisscrossed by paths and dotted with benches.  On  warm  summer
evenings  the  townsfolk  gather  there  around  the bandstand to
gossip with their neighbors and listen to the concerts." [1]

Your town is  a  last  bastion  of  a  more  innocent time, still
flowing in currents reminiscent of 1900.  The newest craze is the
bicycle-built-for-two.  Young lovers sip ice-cream sodas  at  the
downtown drug store.

But  a  change  has occurred in your world, though you do not yet
see its effects.  In  the  past  few  years, giant shopping malls
have landed outside town; they encircle the city.   The  downtown
is being gradually sucked dry by the encircling octopus.

Like your "town that time forgot," your entire nation still rests
in currents  reminiscent  of  1900.   There  is  still  hope  and
idealism,  but these have been more and more strangled by another
encircling octopus:  the  outside  world.   "For  a long time the
United States had been able to develop independently,  thanks  to
her  abundance of raw materials...  [But] American industrialists
were soon in the thick of the world-wide scramble for markets and
more raw materials." [2]

This fight over  raw  materials  and  markets sucked your idyllic
nation into World War  I,  the  "War  to  End  All  Wars."   Your
neighbor's  boy, John, a fine, handsome lad, catcher on the local
baseball  team,  died  "over  there."   He  read  stories  in the
newspapers, horrible stories, about "evil  Huns."   A  passionate
young  man,  he put down his catcher's mit and picked up a rifle.
"Johnny got his gun," they say.

After the "War to End All  Wars," your nation was never the same.
Violence here seemed to grow after each of the subsequent  deadly
overseas "conflicts":  World War II; Korea; Vietnam.  There was a
strange "blowback":  the more we killed others overseas, the more
we killed each other here at home.

Yet   there  was  comfort:   we  controlled  more  and  more  raw
materials; we controlled more and more foreign markets.  With the
price of blood paid in  endless  gallons, material wealth was the
recompense.

Now a  new  "conflict"  draws  us  to  Yugoslavia.   Already  the
escalating  price  of  matter  is demanding greater payments from
spirit.  During the  Vietnam  "conflict,"  journalists were never
purposely killed by the "enemy."  Yes, journalists reporting live
from Vietnam risked danger.  But there was an unspoken  sense  of
honor,  that  non-combatants  weren't  to be knowingly shot dead.
But the inflationary price  of  raw materials and foreign markets
now has upped the ante:  on Friday, April 23, 1999, U.S.-led NATO
deliberately dropped bombs on the Radio-TV Serbia (RTS)  building
in  downtown Belgrade.  "There were many journalists, technicians
and other employees in the  building  at the time of the strike."

Here is an eyewitness account of  the  BLOODY  aftermath  of  the
USA/NATO bombing of the RTS building:

  We saw a  woman  shouting  from  the  ruins:  "Please, I am
  here, help me!!"  Some men tried to get her out.   She  was
  walking around like a lunatic, shouting:  "Where is Jelena?
  Jelena, she is still in the building!!"

  Then we saw somebody falling from the second floor.  We saw
  a man who was hanging upside down from the first, or second
  floor,  I  dunno.   His head was all covered in blood.  His
  legs  were  literary  crushed  by   the   concrete   block.
  Everybody tried to help him.   He  is (or was) around 20-25
  years old.

  People were running around dripping with blood.   Fire  and
  smoke  all over the place.  Blood could be seen everywhere.
  A real massacre.

  Then  a  friend  of  mine  shouted  "This man is dead!!"  I
  didn't turn my head  to  see  him  because  I thought I was
  about to faint.  My friends went a bit further, and saw the
  corpse lying without  a  head.   We  also  saw  a  pair  of
  (woman's)  legs lying crushed by another concrete block.  I
  think that she was  already  dead, even though people tried
  to pull her out.

  It was terrible.  I don't  know  if  I  described  it  well
  enough.  I  am  still  shaking  and  I'm  unable  to think.
  People  were lying wounded all over the place.  I can still
  smell the mixture of blood and smoke. [4]

What  will  be  the  blowback,  here  in  the United States, from
yesterday's newest carnage?  We  shall  see.  One thing for sure,
we've all of us aged quite a lot this past week:  first from  the
blood  spilled  at Columbine High; then from the blood spilled at
the RTS building.  We're all a  lot older now.  The town baseball
team has stopped playing.  The band concert has  been  cancelled.
The  soda  fountain  has gone out of business.  The bicycle has a
flat tire. The young lovers have broken off their engagem

Yes, it's the kids who get stuck in the "cool" they've created who seem to
become the problems.  I've wondered, too, when I read about teen suicide and
the desperate anti-social acts that are becoming so common if it isn't
because the kids are actually smarter today.

I wasn't happy with the world I lived in,  but I thought that with great
effort, I could change things.  By the time I realized I could not change
anything, I was far too involved in the world to have time to entertain ideas
of its destruction.  Perhaps young people today realize they can never change

NATO today - this man presumable a Nazi type - a General Klaus tells the
American people that force will always be used to further politcal
causesnow this butcher is in the ranks with our American Military.

Tough questions for married couples:

Sex as an activity does not involve higher thinking
skills.  To base a relationship on sex,
to base life on sex, removes the innocense of life.
Look around you, would life keep going if animals
and plants were to consider homosexualism a viable
alternative?  I like to eat and how long would we have
animals and plants if this were true?

Sex may be a drive, has been termed “Sex Drive”
but it is not the vehicle for understanding since it is
only ONE of the basic drives.  So what is the
vehicle for understanding life?  Education is
what is needed to understand life.  Education
is something that has to happen from the moment
that you are born if you are to continue living.

So it seems that it does not matter if a male gets
paid or if he pays.  (Gigalo or "husband")
If he is not involved in the education of the children,
at least to the extent of continuing his own education -
read a book that you have assigned to the kids too, and
expect a book report once a month.  If he is not to be a
role model for education, consistancy, and commentment
what is he.  If I had a husband that believed it was ok to
just spread it around than -- he would not be my husband
for long.  What commentment does that show?

Since the people that worship to Baal do not
see anything as “Politically Incorrect” to deleate
knowledge from our database is to leave the
door open to Human Sacrifice.

If the base line is education.  Does just studing
history / religion one day a week for social purposes
show a respect for education?

So the question behind door number one is...
What is the difference between a male that is hetrosexual

they have been wasting time and resources on a vain effort to become part of

The Rockefeller Empire is an outgrowth of the Standard Oil Company.
Rockefeller had built up with tremendous skill the powerful oil monopoly. By
1915, the Company produced almost one third of the oil yield of the United
States. Complete monopoly of the oil business in the United States and
throughout the world loomed as a conceivable goal and became the objective.

The dominant position in oil had been gained by gangsterism, that would make
Al Capone blush. Special railroad rates and rebates extracted from railroads
also played an important role in wiping out competition. In the process there
had been used the unsavory methods, ranging from theft to slaughter, which
were the custom of the time in business. Those methods did not differ
materially from those of the respected Morgans, Vanderbilts, Goulds and a
host of others of that time. Rockefeller's chief offense was his inordinate
success and his tactiturnity and independence.

Rivals who were less successful in the application of the identical methods
used by the Standard Oil Company, organized the "liberals" and the "socially
minded," the social service cliques of that era, together with the
demagogues, politicians, and crooked newspapers, for another type of battle
on their successful competitor—commercial blackmail.

As resentment against the Oil Trust grew, the Rockefeller Standard Oil
interests were held up by the poli ticians through the device of "strike
bills", and bad. gered by investigations and court actions. The muckrakers,
church organizations and social service groups exposed the ugly situation and
further finned public resentment. President Theodore Roosevelt, who had
succeeded Rockefeller's hand-picked ally, President McKinley, played to the
gallery by attacking the Standard Oil Company while indirectly he demanded
in. creased Standard Oil contributions to his campaign funds.

The situation reached its climax in 1907 with the decree handed down by Judge
Kenesaw Landis against the Standard Oil Company imposing a fine of twenty.
nine million dollars. Two weeks later the panic of 1907 was precipitated. In
1911 the dissolution of the Standard Oil Company was ordered by the Supreme
Court.

Rockefeller fiercely resented what he regarded as government interference in
his private business. He regarded its conduct as his own affair. It could
hardly be expected that he would not fight back. He respond. ed as keenly and
as incisively to the virulent and well organized slander and persecution as
he had to the other problems that had confronted him in his business. Two
modes of approach to such a problem were habitual; first was to compromise
with a powerful en. emy and to join forces with him; the second was to
engineer in the meantime to master and destroy him.

The enemies who confronted Rockefeller and who were responsible for the
situation were three-the Wall Street crowd whom he had bested, the welfare
and "liberal" crowd and the government. His score with Wall Street he paid
rapidly. Within two weeks after the handing down of the decree, there broke
loose the 1907 panic.

The effectiveness with which the welfare and "liberal" crowd had been used in
the campaign against him and his Company impressed Rockefeller. They could be
made to fit into the pattern of "philanthro. py,". They were cheaply bought
off; and he took them over lock stock and barrel. Among these "welfare"
agencies were the radical church element, the Federa. tion of Churches.

The social service and "uplift" organizations and their allies were taken in
hand and later organized through the New York Tuberculosis and Health
Association, under the directorship of Harry L. Hopkins, into a nation-wide
Social Service Trust. The control of social service and church organizations
served a dual purpose. It muzzled the sanctimonious and self-righteous
elements and covered all activities thus engaged in with a cloak of
respectability. But what was even more important, they tapped the pocketbook
of the gullible to the tune of four billion dollars a year in normal times.
That money could be put to many important uses.

Not one cent, for instance, of the money collected by the New York
Tuberculosis and Health Association from the sale of Xmas seals under the
direction of Harry L. Hopkins ever went to a person with tuberculosis or an
institution for his care. It was spent in building up the Social Service
Trust, in political activities, in building up a press censorship and for the
personal use of its bosses especially Hopkins. (Your Life Is Their Toy,

THE ANNENBERG CONNECTION

In this chapter we are going to explore the possibility that just as a large
corporation might find it profitable to have a representative occupy an
official U.S. diplomatic position in a foreign country, so might the National
Crime Syndicate. But immediately we face a substantial legal problem, one
that will be more and more present as the National Crime Syndicate evolves as
a force in the political and economic life of the nation. The events
increasingly will involve living persons who perform functions for organized
crime without having a criminal record themselves. And unless these persons
have had their day in court and been convicted, the libel and slander laws of
the United States correctly prevent any journalist from labeling them as
criminals or part of organized crime.

When Life and Look magazines investigated organized crime several years ago
and identified certain politicians as front-men, the publications soon were
defendants in lawsuits totalling many millions of dollars. The expenses
involved in these legal actions undoubtedly contributed to the demise of
these magazines. Because of this problem, in this volume we have identified
persons as being criminals only when they have been convicted in a court of
law or if government agencies have identified them as belonging to the
structure of national crime. Where a person has had criminal contacts, where
these contacts seem to be part of a purposeful pattern, where it seems
impossible that the person involved is not conscious of these contacts and
their implication, but does not have a criminal record, only one course can
be responsibly followed by a publication such as this.

Instead of making assertions that might be interpreted as being libelous or
slanderous, strong and pointed questions must be publicly asked, if it is
suspected that a presumably legitimate person is doing the bidding of the
National Crime Syndicate. And, even if the questions cannot be answered
immediately, the public interest requires nonetheless that they be voiced so
that ultimately the answers can be obtained. Is the person possibly a
participant in organized crime? Does he or she maintain connections with
organized crime figures that might be purposeful? These are the kind of
questions that we believe must be asked in relation to President Nixon's
appointment of Walter Annenberg as Ambassador to Great Britain. And if it is
found true in coming years that Walter Annenberg has had purposeful relations
with the National Crime Syndicate, then his appointment as ambassador will
prove to be one of the darkest stains of the Nixon era.

AMBASSADORSHIPS FOR SALE

One of the Watergate scandals which has received minimal attention is the way
the Nixon administration has paid off large campaign contributors with
ambassadorships to foriegn[sic] countries. Although this is a commonly
accepted practice, it is illegal if done too obviously. Herbert Kalmbach, the
former presidential attorney, on June 16, 1974, was sentenced to six months
in jail for soliciting a $100,000 campaign contribution in return for
promising a European diplomatic post to an ambassador assigned to the West
Indies. And Maurice Stans, former finance chairman of the Committee to
Re-elect the President, is being investigated by a federal grand jury on the
supposition that he was also too obvious in his official actions. Usually, of
course, no one gets prosecuted for selling diplomatic posts. It is very
difficult to prove in court that a campaign contribution was linked to the
promise of a governmental job—if none of the participants have reason to talk.

The record shows that of some 34 Nixon appointees to diplomatic posts, 15
were large campaign contributors and had little else to recommend them for
foreign service. Henry Catto gave $25,000 to the 1972 Nixon campaign and was
appointed ambassador to El Salvador. John P. Humes gave $100,000 and was
awarded the top diplomatic post in Austria. Anthony D. Marshall contributed
$48,000 and was sent to Trinidad as ambassador.

Ruth Farkas, wife of a department store magnate, gave $300,000 to Nixon's
campaign and asked to be named ambassador to Luxembourg. When the Farkas
appointment was approved by the Senate Foreign Relation,; Committee, an
almost automatic procedure after Nixon's nomination, Committee Chairman J.W.
Fulbright just about gave the game away. As he cast the lone dissenting vote,
he said: "I don't believe in paying this kind of money for these
appointments. It is demeaning of the office." But Dick Nixon did not invent
this game, although he plays it to perfection. One of Eisenhower's biggest
contributors, Maxwell H. Gluck, the owner of a dress-shop chain, was approved
as ambassador to Ceylon, even though he could not name that nation's Prime

I was rather amazed at their reticence, especially in light of the usual
knocking doors down and throwing everybody (male, female, child) to the floor

Computer Experts Warn Of New Virus

SAN FRANCISCO (Reuters) - A virus that can wipe out all the data on a
personal computer's hard drive and even make it impossible to start
programs up is set to hit next Monday, security experts warned.

The virus is a malicious piece of software code that has been turning up
in PCs for months, but the version that will strike Monday is the
most-feared variation.

The so-called CIH or "space filler" virus originated in Asia last summer
and hits on the 26th of each month. The CIH 1.2 that appears only once a
year in April is the "most prevalent and dangerous" form of the virus,
said Sal Viveros, marketing vice president for Network Associates Inc.,
the largest computer security company.

The CIH virus is far more dangerous to individual computers than
Melissa, the much publicized bug that spread relatively benign problems
far and wide on the Internet last month.

The CIH virus can irretrievably destroy data on a user's computer, and
even make the machine inoperable, while Melissa only really caused
embarrassment, by sending a list of porn sites from a target computer's
e-mail address book, and tied up some corporate e-mail systems with
traffic.

The CIH gets the name "space filler" because it uses a special technique
that secretly fills file space on computers and thwarts many of the
anti-virus softwares in place before its arrival. The virus is also
called the Chernobyl virus because it's timed to go off on the
anniversary of the Russian nuclear accident, one of technology's worst
disasters.

The virus is designed to hide from view by inserting itself into empty
coding slots on a computer's software utilities. Viruses are often
detected because they use up extra space on hard drives, but the "space
filler" helps CIH avoid that traditional method of detection. It can lie
dormant for months before causing damage.

The April version of the virus is particularly damaging because it can
also keep a computer from starting up by infecting the software on which
all the PC's programs depend, the basic input/output system, or BIOS. If
the BIOS is infected, the computer will not start.

Most up-to-date anti-virus software will spot the bug, if it's there,
and many corporate computers have recently upgraded their protection due
to the Melissa scare, said Network Associates' Viveros.

The biggest impact is likely to be on home computers, said Viveros, who
said computer users can download an antivirus program free of charge
from his company's site (http://www.nai.com/avertlabs). The virus can be
spread by e-mail over the Internet or in pirated software. It infects
Windows 95 and Windows 98 files.

"People should make sure they have the latest antivirus software run on
their computers," said Bill Pollak, of Carnegie Mellon's Software
Engineering Institute, which runs the Computer Emergency Response Team,
or CERT. The center has already prepared an "incident" note that it will
put on its site (http://www.cert.org).

A small New Hampshire company that wants to build a national database of
driver's license photographs received nearly $1.5 million in federal funds
and technical assistance from the U.S. Secret Service last year, according
to documents and interviews with officials involved in the project.
Congressional leaders who helped make those arrangements envisioned using
the photo file to combat terrorism, immigration abuses and other identity
crimes – applications that appear to go beyond recent company claims the
database would only be used to prevent check and credit card fraud.  "The
TrueID technology has widespread potential to reduce crime in the credit
and checking fields, in airports to reduce the chances of terrorism, and in
immigration and naturalization to verify proper identity," said a letter
about Image Data LLC from eight members of Congress in September 1997. "The
Secret Service can provide technical assistance and assess the
effectiveness of this new technology."  These details about Image Data's
development add fuel to an intense privacy debate that was touched off last
month by reports that the Nashua, N.H., company recently bought more than
22 million drivers' images in South Carolina, Florida and Colorado.  As the
company lobbied to gain access to motor vehicle files, officials apparently
told few people about its ties to the Secret Service or the money it
received from Congress. State legislators, motor vehicle administrators and
others who worked with the company said in interviews they had no inkling
that federal officials might be involved. Several officials from Florida
and South Carolina said they now feel misled by the company.  In response
to a surge of complaints after news reports on the transfer of license
images, Florida Gov. Jeb Bush (R) canceled a contract to sell 14 million
photographs. Colorado Gov. Bill Owens (R) halted the sale of 5 million
images, while the state legislature pushed through a bill that would ban
the transfer.  South Carolina Attorney General Charles M. Condon sued the
company for the return of 3.5 million digital photographs already being
used in a pilot project there. A state judge rejected that claim last week,
saying the company's True ID system is "no more intrusive on the privacy of
an individual than showing the driver's license itself." But Condon is
appealing the decision to the state supreme court.  State legislators,
meanwhile, have proposed laws blocking future sales and a South Carolina
woman filed a class-action lawsuit this week seeking to stop Image Data
from using the images. Officials in Florida, Colorado and New York also
have said they intend to study sales of personal information by their
states, with an eye toward new restrictions.  Officials at Image Data have
consistently defended the company's efforts, saying that photographs,
names, addresses, Social Security numbers and personal data would only be
used in a secure computer network to stop retail fraud. They said their
computers can briefly flash a tamper-proof photo of a person named on a
check or credit card to a tiny screen at a retailer, enabling a clerk to
verify the shopper's identity. A pilot program for check writers started in
South Carolina last August.  In an interview yesterday, Image Data founder
Robert Houvener said he believes his company has the potential to save
consumers, businesses and governments billions of dollars in losses to
identity theft – a fast-growing crime in which fraud artists take on the
persona of victims and rack up bills in their names. Houvener said that's
why he sought out federal assistance and welcomed the expert advice of the
Secret Service, which investigates identity theft and electronic crimes.
Houvener played down any contradiction between his recent statements and
the potential uses cited by congressional supporters, saying in every
instance the technology would be used to prevent a fraudulent transaction.
That holds true for airlines that use it to screen passengers buying
tickets, Houvener said, or for banks verifying the identity of welfare
recipients getting their benefit.  "An airline counter is the same as a
counter at a 7-Eleven," Houvener said. "It's the exact same situation. All
you're trying to do is prevent fraudulent transactions."  But state
officials said they are skeptical.  "The arguments against this program
become much more credible if the federal government and others ultimately
intended to use the technology and data on Americans for purposes broader
than fighting retail fraud," said Tom Feeney, a Florida Republican
legislator who, after meeting with an Image Data's lobbyist, sponsored a
law enabling the sale of the state's driver photographs last year.  As

Chapter effective 3 years after Sept. 13, 1994, with provisions relating to
implementation of section 2721(b)(11) and (12) of this title and further
provision that prior to effective date, personal information covered by
this chapter may be released consistent with State law or practice, see
section 33 of Pub. L. 103-322, set out as an Effective Date note under
section 2721
Sec. 2721. Prohibition on release and use of certain personal information
from State motor vehicle records
(a) In General. - Except as provided in subsection (b), a State department
of motor vehicles, and any officer, employee, or contractor, thereof, shall
not knowingly disclose or otherwise make available to any person or entity
personal information about any individual obtained by the department in
connection with a motor vehicle record.
(b) Permissible Uses. - Personal information referred to in subsection (a)
shall be disclosed for use in connection with matters of motor vehicle or
driver safety and theft, motor vehicle emissions, motor vehicle product
alterations, recalls, or advisories, performance monitoring of motor
vehicles and dealers by motor vehicle manufacturers, and removal of
non-owner records from the original owner records of motor vehicle
manufacturers to carry out the purposes of the Automobile Information
Disclosure Act, the Motor Vehicle Information and Cost Saving Act, the
National Traffic and Motor Vehicle Safety Act of 1966, the Anti-Car Theft
Act of 1992, and the Clean Air Act, and may be disclosed as follows:
(1) For use by any government agency, including any court or law
enforcement agency, in carrying out its functions, or any private person or
entity acting on behalf of a Federal, State, or local agency in carrying
out its functions.
(2) For use in connection with matters of motor vehicle or driver safety
and theft; motor vehicle emissions; motor vehicle product alterations,
recalls, or advisories; performance monitoring of motor vehicles, motor
vehicle parts and dealers; motor vehicle market research activities,
including survey research; and removal of non-owner records from the
original owner records of motor vehicle manufacturers.
(3) For use in the normal course of business by a legitimate business or
its agents, employees, or contractors, but only- (A) to verify the accuracy
of personal information submitted by the individual to the business or its
agents, employees, or contractors; and, (B) if such information as so
submitted is not correct or is no longer correct, to obtain the correct
information, but only for the purposes of preventing fraud by, pursuing
legal remedies against, or recovering on a debt or security interest
against, the individual.
 (4) For use in connection with any civil, criminal, administrative, or
arbitral proceeding in any Federal, State, or local court or agency or
before any self-regulatory body, including the service of process,
investigation in anticipation of litigation, and the execution or
enforcement of judgments and orders, or pursuant to an order of a Federal,
State, or local court.
(5) For use in research activities, and for use in producing statistical
reports, so long as the personal information is not published, redisclosed,
or used to contact individuals.
(6) For use by any insurer or insurance support organization, or by a
self-insured entity, or its agents, employees, or contractors, in
connection with claims investigation activities, antifraud activities,
rating or underwriting.
(7) For use in providing notice to the owners of towed or impounded
vehicles.
(8) For use by any licensed private investigative agency or licensed
security service for any purpose permitted under this subsection.
(9) For use by an employer or its agent or insurer to obtain or verify
information relating to a holder of a commercial driver's license that is
required under the Commercial Motor Vehicle Safety Act of 1986 (49 U.S.C.

(10) For use in connection with the operation of private toll
transportation facilities.

A good, basic text is L.S. Stavrianos, _The Balkans since 1453_ (1958).
Although old, Ferdinand Schevill's _A History of the Balkan
Peninsula_(1922, reprint 1971) and William Miller, _The Ottoman Empire and
Its Successors, 1801-1927_ (1936) remain useful and informative.
Various volumes of the "History of East Central Europe" series are very
good, especially  Charles and Barbara Jelavich, _The Establishment of the
Balkan National States, 1804-1920_ (1977) and Joseph Rothschild, _East
Central Europe between the Two World Wars_ (c. 1986).  Rothschild
also has a more recent work on post-WWII EE, _Return to Diversity_ (1993).
On Serbia/Yugoslavia, per se, see Michael B. Petrovich, _A History of
Modern Serbia, 1804-1918_ (1976), Stephen Clissold, _A Short History
of Yugoslavia from Early Times to 1966_ (1966), and Vladimir Dedijer, et
al, _History of Yugoslavia_ (1974).  The latter is more of less the
official Titoist version of things, most useful as an example of how
]matters of history and nationality were handled under that regime.
Also, keep an eye out for other, related works by Charles and Barbara
Jelavich and Peter Sugar.

"You have always had the power to go back to Kansas, Dorothy" said Glinda, the Good Witch, to the melancholy young girl stuck in the Land of Oz.  "All you have to do is look inside yourself and believe you can.  Just click your heels three times and repeat, 'There's no place like home, there's no place like home.' "

Dorothy wanted to believe Glinda--she wanted so much to believe--because she wanted so much to go home.   "There's no place like home…There's no place like home…There's no place like home," Dorothy faithfully repeated. With eyes tightly closed, she clicked the heels of the ruby slippers until --whoosh!--she was magically transported back to Kansas, Auntie Em and apple pie.  Life was, once again, normal.  Life was good, and all she had to do to make it so was to believe it would be.*  

After reading and listening to the scant, yet almost universally positive, media coverage of Y2K since bombs were first dropped on Yugoslavia and, after receiving calls from customers and friends telling me that their friends and co-workers told them they had heard and believed there is no need to worry about the food supply in Y2K, I  can't help but think that we Americans may have seen just one too many reruns of The Wizard of Oz for our own good.  We believe in magic!  Close your eyes, click your heels together and repeat after Dan Glickman, Secretary ,U.S. Department of Agriculture,  "Food will be there. Food will be there.  Food will be there."   If we believe it, it will happen because Glinda--uh--Dan said so.  Woosh!  Life is still good.  Would you pass the apple pie, please?  

Do you believe in fairy tales?  In magic?  Do you still accept and believe things that adults in authority tell you--without question? BELGRADE, Apr. 24 - The veteran war correspondent of The Independent,
Robert Fisk, was this London's daily's "Johnny on the spot" in Belgrade,
before and after NATO bombed the Serb TV building, killing at least 10
people and injuring scores of others.  Much of what Fisk wrote in his Apr.
24 dispatch matches up exactly with the eyewitness story we brought to you
yesterday, in the Day 31, Update 1, Item 1, Apr. 23 story:

"Once you kill people because you don't like what they say, you change the
rules of war'

Hanging upside-down from the wreckage was a dead man, in his fifties
perhaps, although a benevolent grey dust had covered his face. Not far
away, also upside-down - his legs trapped between tons of concrete and
steel - was a younger man in a pullover, face grey, blood dribbling from
his head on to the rubble beneath.

ROBERT FISK IN BELGRADE

Deep inside the tangle of cement and plastic and iron, in what had once
been the make-up room next to the broadcasting studio of Serb Television,
was all that was left of a young woman, burnt alive when Nato's missile
exploded in the radio control room. Within six hours, the Secretary of
State for International Development, Clare Short, declared the place a
"legitimate target".

It wasn't an argument worth debating with the wounded - one of them a young
technician who could only be extracted from the hundreds of tons of
concrete in which he was encased by amputating both his legs. Nor with the
silent hundreds who gathered in front of the still-smoking ruin at dawn
yesterday, lost for words as they stood in the little glade of trees beside
St Marko's Cathedral, where Belgrade's red and cream trams turn round. A
Belgrade fireman pulled at one of the bodies for all of 30 seconds before
he realised that the man, swinging back and forth amid the wreckage, was dead.

By dusk last night, 10 crushed bodies - two of them women - had been tugged
from beneath the concrete, another man had died in hospital and 15 other
technicians and secretaries still lay buried. A fireman reported hearing a
voice from the depths as the heavens opened, turning into mud the muck and
dust of a building that Ms Short had declared to be a "propaganda machine".

We had all wondered how long it would be before NATO decided that Radio
Televizija Srbija should join the list of "military" targets. Spokesmen had
long objected to its crude propaganda - it included a NATO symbol turning
into a swastika and a montage of Madeleine Albright growing Dracula teeth
in front of a burning building.

It never reported on the tens of thousands of Albanian refugees who spoke
of executions and "ethnic cleansing" in Kosovo. It endlessly repeated films
that depicted Yugoslav soldiers as idealised heroes defending their
country. It carried soporific tapes of President Slobodan Milosevic meeting
patriarchs, Cossacks, Russian envoys and the Kosovo Albanian leader Ibrahim
Rugova. The channel was showing an American interview with Mr Milosevic
when the first cruise missile smashed into the station's control room just
after two o'clock yesterday morning.

But did this justify killing the night staff in their studios and taping
rooms? Two weeks NATO's spokesmen had been suggesting that RTS would have
to carry six hours of Western television a day if it was to survive - CNN's
bland, safe coverage of events presumably offering some balance to the
rubbish churned out on the RTS news.

But once NATO decided this was as preposterous as it was impracticable, its
spokesman announced that the station was not on the list of NATO targets.
Then, on Monday, CNN's bosses called up from Atlanta to inform the
satellite boys in Belgrade that they should pull out of the RTS offices.
Against the wishes of other NATO nations, so the word went, General Wesley
Clark had decided to bomb Serb television. CNN withdrew from the building
in Takovska Street. And that night, we were all invited to have coffee and
orange juice in the studios.

The building was likely to be a target of the "NATO aggressor", according
to Goran Matic, a Yugoslav federal minister, as he walked us through the
ground floor of the doomed building. Yet, oddly, we did not take him
seriously. Even when the air-raid siren sounded, I stayed for another coffee.

Surely NATO wouldn't waste its bombs on this tiresome station with its
third-rate propaganda and old movies, let alone kill its staff.

Inching Toward the Abyss

The Western alliance is inching toward an abyss -- either a confrontation
with Russia or a split within NATO. These are the dangers courted by
President Clinton and British Prime Minister Tony Blair. Their strategy? To
bomb the Yugoslav army until it can no longer offer effective resistance to
a ground invasion.
Yugoslav President Slobodan Milosevic, his country under bombardment, is
given no alternative but to withdraw the Yugoslav army from Yugoslav
territory, making way for a NATO occupation. Milosevic now appears willing
to accept an international peacekeeping force on Yugoslav soil, providing
that NATO pulls back from the border and stops the air assault. But
President Clinton will not agree to Milosevic's compromise.

What is wrong with that compromise?

It appears that President Clinton wants the crisis to continue, if not
intensify.

More ominous yet, Washington has played a verbal game with the issue of
using ground forces in Kosovo. That verbal game continues. U.S. Secretary of
State Madeleine Albright said Wednesday that she does not "favor the
employment of ground forces" in Kosovo. But nonetheless, she declared it is
inappropriate to "rule anything out." Meanwhile, the White House opposes the
use of ground forces "at this time."

As for some other time -- the door is wide open.

Taking a closer look at official NATO statements, it would appear that a
ground invasion is, after all, in the works. On Thursday U.S. and British
officials claimed it was "prudent" to rethink NATO strategy in Yugoslavia
with regard to the employment of ground forces. NATO Secretary General
Javier Solana ordered NATO Commander Wesley Clark to update the military
assessment made in October on the use of NATO troops in Kosovo.

More striking yet, British Prime Minister Tony Blair has taken the lead in
pushing for an invasion. "Success is the only exit strategy I am prepared to
consider," said Blair on Thursday. "We will not have succeeded until an
international force has entered Kosovo and allowed the refugees to return to
their homes."

Blair further declared that NATO forces would enter Yugoslavia with or
without Milosevic's permission. "We are all internationalists now," said
Blair, "whether we like it or not."

(In the 1970s the British pop star Elton John released an album entitled
Madman Across the Water. It was supposedly a reference to President Nixon,
who bombed North Vietnam to secure a peace agreement in 1973. Perhaps an
American rock group will now return the favor, composing a run of song's
celebrating Mr. Blair.)

In other Western countries Blair's statements were greeted with skepticism.
One French diplomat took issue with the idea of a bloodless invasion of
Yugoslavia, saying: "The Yugoslav's have burrowed into the ground. They've
got tunnels everywhere."

Analysts say that 75,000 NATO troops would be required to invade Kosovo, and
if the war widened, 200,000 would be required to defeat the Yugoslav army.
Many observers think that Greece, Italy, and possibly Germany will shrink
from the prospect of a widened war.

Meanwhile, Russian mobilizations continue on land and sea. The Ukrainian and
Russian navies are presently engaged in training exercises. Dozens of
warships have been mobilized. At the same time, Russian diplomats are
courting Israel, Greece and France -- feeling out weaknesses in the West's
global position. Russia's ally, President Jiang Zemin of China, has once
again called on the People's Liberation Army to brace for a possible war.
There is "regional tension and unstable elements," he said earlier this
month. "The world is not safe."

If NATO takes its cue from the Madman Across the Water -- Tony Blair --
there might be a third world war, as Boris Yeltsin warned. If NATO countries
like Greece and Italy oppose Blair's plan of war the Western alliance could
suffer an irreparable split. What will happen next? Nobody knows. Let us
hope that cooler heads than Blair's will prevail, as Washington's doubletalk
resolves itself into a sweet song of peace.

 SAN DIEGO (AP) -- The U.S. government will start testing an antibiotic
this
month as a possible cure for the thousands of veterans who say they suffer
from Gulf War syndrome.

Thirty military and veterans clinic in the country will offer the
antibiotic,
based on the theory that the symptoms caused by an airborne bacteria and
may
be contagious.

``We're not dealing with a black plague,'' said Dr. Charles Engel, director

of the Gulf War health center at Walter Reed Army Medical Center in
Washington D.C. ``Most people feel relatively comfortable. It is not
infectious in the way that would result in some sort of catastrophic
epidemic.''

The $8 million study is one of two sponsored by the Defense Department and
the Veterans Affairs Department. A $12 million study will test exercise and

behavior changes as a possible cure.

An estimated 100,000 of the 700,000 Gulf War troops report suffering from
the
illness, characterized by extreme fatigue, joint and muscle pain,
concentration and memory problems, rashes, fever, diarrhea and other
symptoms
that last six months or more.

There are currently about 120 projects by the U.S. government investigating

the cause, characteristics and prevalence of the illness.

In the antibiotic study, researchers will look for strains of myscoplasma,
a
bacteria known to cause some plant and animal diseases. If the bacteria is
found to be the cause, that means the illness can be treated, but is likely

mildly contagious.

Flawed foray, weasel words

You say Kosovo, we say Kosova. You say criminal blitz, we say surgical
strikes. You say Milosevic household, we say Serb army command centre. You
say defence against Albanian terrorism, we say ethnic cleansing. You say
market garden, we say mass graves. You say refugee convoy, we say military
column ...

Err, hang on, we say refugee convoy too.

Suddenly, the wheels had come off the well-oiled NATO propaganda machine.
And in Brussels, the alliance's chief spokesman, 45-year-old Jamie Shea, the
face that justifies daily the campaign of the self-proclaimed alliance "for
peace and stability", started to founder.

Soon, the rhetoric of the silver-haired NATO career man with the Cockney
accent and sharp delivery was shifting. From "NATO doesn't attack civilian
targets - full stop" to the following day's "the pilot dropped his bombs in
good faith", to finally, five days later, "NATO deeply regrets the loss of
life of civilians".

The admission that alliance jets had in fact been responsible for that
convenient and most clinical of euphemisms, "collateral damage" (that is,
the deaths of possibly 60 Albanian refugees in a convoy that included
tractors), came on Monday.

By Tuesday, however, things were rapidly changing in NATO HQ. For a start,
Tony Blair had sent Downing Street's Number One spin doctor to Brussels to
offer a helping hand and, whether by consent or personally perceived
political imperative, the British Prime Minister suddenly took charge of the
propaganda battle himself.

Within moments of NATO having come clean on the convoy bombing, he was
moving to trump up, and reinforce, the alliance's primary message.

"We are not going to take any lessons from [Slobodan] Milosevic about care
for refugees when these refugees are actually in a convoy because they are
fleeing from the butchery, the savagery, the rape, the torture, the
mutilation of ordinary, innocent people."

Nevertheless, the lesson was painfully clear. What a red-faced NATO cannot
afford in this increasingly drawn-out conflict are too many more public
relations blunders that will further unsettle wavering members of the
19-nation alliance and their deeply sceptical publics.

Serbia claims 500 civilian casualties in the 29-day conflict, though the
West smartly dismisses the claim as garbage. Yet there have been niggardly
incidents. For example, the bombing of houses in the Serb town of Aleksinac
and the bombing of flats in the Kosovo capital, Pristina, which are thought
to have resulted in more than a dozen deaths; the missile hit on a train
near Leskova which killed 10; and the convoy attack.

"What's obviously alarming from a NATO point of view is that it hasn't won
by a knockout both in terms of its military objectives and also in terms of
its propaganda war," says Dr Mark Almond, a Balkans expert at Oxford
University.

"I think part of the problem for NATO is going to be that the political
leaders have been so explicit, saying for example that it's not a war over,
in the classic sense, some national interest like oil, but rather it's a
humanitarian war, a purely principled war.

"And that raises the stakes for any kind of black propaganda on the NATO
side, that if it's caught out it's going to be much more damaging."

Interestingly, the speed at which news agencies got wind of the convoy
bombing appeared to catch NATO off-guard despite what the world has learned,
courtesy of the Gulf War, about the interplay between modern warfare and
modern media.

While it had come clean about the accidental train bombing immediately,
defusing much criticism and seemingly winning plaudits for its willingness
to engage, NATO's news management of the second, more damaging incident fell
well short of its target.

Commentators are split about the reasons for NATO's muddled response to the
convoy tragedy.

"I'm a great believer in chaos theory rather than conspiracy theory," says
Simon Haselock, a media adviser involved in the Bosnian conflict. "I think
one of the problems that NATO has is the fact that sometimes it takes a
great deal of time to actually get to the bottom of information."

But the writer Phillip Knightley disagrees. "I think NATO probably knew
within hours what had really happened and it's in their interest to
obfuscate a bit themselves ... And the longer it takes to come out the less
actual effect it has on the public when it does finally emerge."

This propaganda war is being fought from the sublime to the ridiculous, from
carefully crafted and regularly reinforced imagery and florid description
(such as Shea's likening of the exodus from the town of Pec in Kosovo to the
Khmer Rouge assault on Phnom Penh in 1975), to the crude fabrication on the
part of the Serbs of NATO cockpit conversations that allege to show
Hollywood-style "Top Gun" pilots being commanded

Chomsky was asked first about support among progressives for the position
that "military intervention is needed to stop Milosevic from committing
genocide, regardless of whether NATO's motivations are pure," with
comparisons about "WWII being necessary to stop Hitler, even if the U.S. did
not have truly humanitarian objectives." As well as, "Is the Yugoslavian
government genocidal" and "Will the NATO intervention have the effect of
stopping Milosevic and/or saving the people of Kosovo from extermination?"

I don't want to say anything about the people you are referring to,
because I don't know, but it seems to me reasonably clear that if we think
the matter through, the arguments you report are untenable, so untenable as
to raise some rather serious questions.

First, let's consider Milosovec's "genocide" in the period preceding the
NATO
bombings. According to NATO, 2000 people had been killed, mostly by Serb
military, which by summer 1998 began to react (with retaliation against
civilians)
to guerrilla (KLA) attacks on police stations and civilians, based from and
funded from abroad. And several hundred thousands of refugees were
generated. (We might ask, incidentally, how the US would respond to attacks
on police stations and
civilians in New York by armed guerrillas supported from and based in
Libya). That's a humanitarian crisis, but one of a scale that is matched or
exceeded
substantially all over the world right now, quite commonly with decisive
support from Clinton.

The numbers happen to be almost exactly what the State Department has just
reported
for Colombia in the same year, with roughly the same distribution of
atrocities (and
a far greater refugee population, since the 300,000 resulting from last
year's
atrocities are added to over a million from before). And it's a fraction of
the atrocities that Clinton dedicated substantial efforts to escalating in
Turkey in the same years, in the ethnic cleansing of Kurds. And on, and on.
So if Milosovic is "genocidal," so are a lot of others-pretty close to home.
That doesn't say he's a nice guy: he's a monstrous thug.

But the term "genocidal" is being waved as a propaganda device to mobilize
the public for Clinton's wars.

Second, the US ("NATO") intervention, as predicted, radically escalated
the atrocities, maybe even approaching the level of Turkey, or of Palestine
in 1948, to take another example. I wouldn't use the term "genocide" for
such operations-
that's a kind of ultra-right "revisionism," an insult to the memory of the
victims of the Holocaust, in my opinion. But it's very bad, and it suffices
to undermine the claim that "military intervention is needed to stop
Milosevic from committing genocide," on elementary logical grounds.

About "WWII being necessary to stop Hitler," that's not what happened at
all. The US/UK were rather sympathetic to Hitler (and absolutely adored
Mussolini). That went on to the late '30s, with varying defections in the
latter stages (much the same was true of Japanese fascism). When Hitler
invaded Poland, Britain and France went to war-called "a phony war," because
they didn't do much. When Hitler attacked them, it became a real war. When
Germany declared war on the US, after Japan had attacked mainly US military
facilities in US colonies that had been conquered (in one case, with
extraordinary violence) half a century before, the US went to war. No one
went to war "to stop Hitler."

There's always more to say: history is too complex to summarize in a few
lines. But the basic assumptions you describe are so far off the mark that
discussion is hardly even possible.

Chomsky was also asked: "To what extent could US resort to military force in
the Balkans be related to Caspian Sea oil and concerns over declining
reserves, uncertainty about Russia and its former empire, the threat to
Western interests of increasing conflict in the Balkans, the desire to
increase the Pentagon budget, or maybe other factors, since the professed
humanitarian concerns seem 'dubious.'"

On the last, "dubious" is too kind. If a Mafia don who runs the local
branch of Murder Inc. shows some kindness to children, the humanitarian
concerns don't rise to the level of "dubious"-and that's even more so if he
shows his humanitarian concerns by kicking the kid in the face. We can put
that aside, as sheer hypocrisy.

More plausible, in my view, is just what Clinton, Blair, etc., have been
saying from the start. It's necessary to ensure the "credibility of NATO."
But that
phrase has to be translated from Newspeak.

The US is not concerned with the "credibility" of Italy or Holland: rather,
with the US (and its British attack dog). And what does "credibility" mean?

which is true, after all, a stockpile of food will only last so long, and
when it runs out, what do you do? resort to banditry? of course, you'd only
have to do that in the worst case scenario, ie. total collapse of the means
of distributing food.

of course, maybe anarchy would be a good thing for the world, because we
might remember where our food, our water and our electricity comes from.
maybe we'll learn that corporations and big business don't care about us.
maybe we'll learn to take control of the land and use it to rebuild
civilization and make it better.

but then, that probably won't happen.

New Species Of Human Ancestor Found In Ethiopia

A new species of human ancestor and the earliest traces of animal butchery
have been discovered in Ethiopia. Both finds date to 2.5 million years ago.
In today's issue of Science, Ethiopian anthropologist Dr. Berhane Asfaw and
colleagues from the United States and Japan describe fossils of what may be
a direct human ancestor and an evolutionary link between the ape-man of
Africa, Australopithecus, and the genus Homo.

In a companion paper, other members of the research team, including
well-known University of California, Berkeley, archaeologist J. Desmond
Clark, announce evidence that antelopes and horses were butchered with the
world's earliest stone tools.

The discoveries, made between 1996 and last December, come from the Middle
Awash study area in the Afar desert of Ethiopia. The new fossils were dated
by the argon-argon radioisotopic method.

The discoveries refocus attention on the eastern part of Africa, a crucible
of human evolution, according to one of the team leaders, Tim White, a
professor of integrative biology at UC Berkeley. In 1992, the same research
team found Ardipithecus, the earliest known hominid, at the nearby Middle
Awash site of Aramis.

The scientists say that the new discoveries are important for three reasons.
First, they add a new potential ancestor to the human family tree. They also
show that the thigh bone (femur) had elongated by 2.5 million years ago, a
million years before the forearm shortened, to create our familiar human
proportions.

Finally, evidence of large mammal butchery shows that the earliest stone
technologies were aimed at getting meat and marrow from large mammals. This
signals a dietary revolution that may have eventually paved the way toward
an invasion of new habitats and continents.

"We cannot yet conclusively link the new species with the butchery or the
more modern limb proportions," White said.
Theories abound in the contentious field of human origins research, but a
basic outline has emerged from genetic and anatomical studies of modern apes
and humans. Fossils found over the last 75 years in Africa have validated
and extended this picture.

The evolutionary lines leading to humans and the African chimpanzees and
gorillas split more than five million years ago. Research in Africa since
the 1920s has identified several successive fossil species leading to
humans. As more fossils have been found, the family tree has become more
complex, sprouting several side branches including the robust
Australopithecus "ape-men" of southern and eastern Africa.

The earliest known fossil hominids belong to the genus Ardipithecus and date
to 4.4 million years ago. The descendent ape-man genus Australopithecus was
first recognized in South Africa in the 1920s. Several species are now
known. Some, like A. aethiopicus (the "black skull" at 2.6 million years
ago), A. robustus (1.8 million years ago) and A. boisei (2.3-1.3 million
years ago) specialized and went extinct.

Other earlier forms like the "Lucy" species Australopithecus afarensis
(3.6-2.9 million years ago) and its precursor Australopithecus anamensis
(3.9-4.2 million years ago) were less specialized and therefore suitable
ancestors of the earliest generally recognized species in our own genus,
Homo.

That species, Homo habilis, named by Louis Leakey and colleagues in the
early 1960s, is widely recognized as the maker of the earliest stone tools
from the bottom of Olduvai Gorge in Tanzania. These deposits are dated to
1.8 million years ago.

Some researchers think that "Homo habilis" fossils actually represent two
different species. But the relationships between the earlier ape-men
(particularly A. africanus) and their stone-tool-wielding early Homo
descendants have been impossible to decipher because of the lack of an
adequate east African fossil record between 2 million and 3 million years
ago.

The new Ethiopian fossils reported this week help fill this gap. According
to Asfaw, the Ethiopian co-leader of the team, they are certain to stimulate
new debate and additional research. But they also complicate our family
tree.

The discoveries are the latest in a series from the Afar depression of
eastern Ethiopia where three great rift valleys intersect in the Horn of
Africa. In recent years, the Middle Awash research area has become a focal
point for studies of human origins and evolution, surpassing such renowned
sites as Tanzania's Olduvai Gorge in both the number of ancestor fossils
found and the time span of the deposits.

Project co-leader Tim White of UC Berkeley says "With the publication of
these new results, and with a record spanning five million years, Ethiopia's
Middle Awash has become the world's most important single site for studying
human origins and evolution."

Today, the Middle Awash is a harsh desert -- a dry, remote land inhabited by

Kosovo : A Letter By An American Serviceman


*I heard in the news yesterday that 55% of Americans who were polled
support sending ground troops into Kosovo. Well, I'm a ground troop
and I'm willing to go. My only hope is that this 55% of Americans are
prepared to deal with the possibility they'll have to look my widow in
the eye and provide a plausible explanation as to just what I died
for. Good luck on getting her to buy into any of the current rhetoric
on why America has no choice but to involve itself in a Serbian Civil
war.

*I'm a Gulf War vet. In spite of all the B.S. about standing up for
Kuwaiti sovereignty we all know what that conflict was about - it was
about oil and it's importance as the life blood of the modern world
economy. The rank and file who fought that war all understood this and
didn't have a problem with it. Fighting to preserve free- market
access to oil may lack a certain nobility, but it was clearly in the
national interest. Had it come to that, I think my widow would have
understood there was some value in her loss.

*I've served with U.N. peacekeepers in Former Yugoslavia. At the time,
the nation seemed to believe the region was of only minor importance
to our larger national interest. Consequently, our involvement was
fairly low risk. Had it come to that, I think my widow would have
understood that when you take a calculated risk like this, a small
number of people are going to have the bad luck to be killed.

*Now the nation wants to send it's ground troops off to Kosovo. In the
event I go and in the event I'm killed, it's going to be a pretty hard
sell to convince my widow that her husband's life wasn't needlessly
squandered by a nation that decided to head down the road of good
intentions with both its eyes closed.

*The current situation in Serbia/Kosovo is a civil war; the inevitable
result of two groups of people who have chosen to treat each other
badly over the last several hundred years. Is it sad? It certainly is.
The current situation in Kosovo offends our sense of humanity. It
sparks that outraged voice that lives inside of each of us, both
because we're human beings and Americans, that asks "can't we do
something to stop this?" The pictures of suffering Kosovo refugees are
gut wrenching to anyone with a shred of conscience - As will be the
pictures of widows and small children standing over flag draped
coffins in American cemeteries.

*The talking heads encouraging our intervention in Kosovo all allude
(albeit very briefly) to the fact there will be American casualties.
How many casualties? No one seems to want to go into that. What the
55% should be asking themselves right about now is very simple - as
bad as the situation is in Kosovo, how many dead Americans is it
worth? In even simpler terms - how many American widows and orphans
are you prepared to try to justify our involvement in a Balkan ground
war to?

*Is Milosevic a war criminal? Maybe. Was General Sherman a war
criminal when he led his Army through Georgia in our own civil war?
I'm sure a lot of Georgians at the time felt he was. In our civil war
both the North and the South had some legitimate concerns and
grievances. In the Serbian civil war both the Serbs and the Muslims
have some legitimate concerns and grievances. This is usually the way
it goes in a civil war and it is why they tend to be such quagmires.
The necessity of our involvement in this quagmire will raise a few
questions in the minds of the widows.

*I'm going to shift gears a little and try to provide a little insight
into the minds of the "rank and file" as it applies to the situation
in Kosovo. I joke with my wife about how I'm currently in the
unenviable position of having too many people with too much to gain by
seeing me dead. My death allows Bill Clinton to distract the nation
from his peccadilloes and show international leadership. It allows
Milosevic to show Serbians how he has slain the enemy.

*It improves Ted Turner's ratings at CNN. It gives Congressional
Democrats the opportunity to support their President. It gives
Congressional Republicans the opportunity to show they're even more
"hawkish" than the Democrats. It even gives my wife a $200,000 GI life
insurance pay-off. Is there anyone out there in a position of
authority who doesn't have something to gain by seeing me dead? If
there is, I wish they'd hurry up and speak out. Otherwise I may find
it necessary to increase the benefits of my life insurance policy!

*I think it's kind of funny, but she doesn't seem to see the humor in
it. This probably has something to do with the worry associated with
having seen me off to two combat zones in last ten years.
Nevertheless, the rampant behavioral stupidity she has seen in this
White House and Congress (and the media's frenzied response to it all)
over the last couple of years has left her cynical enough to see a
little truth behind my attempt at humor (all except for that life
insurance part!).

I dunno.  I've personally known a number of otherwise intelligent 20-nothings
from good families who, besides playing D&D and being into the usual gross
gore flicks, have coldbloodedly skinned pets and nailed them to crosses or
immolated them, immerse themselves in satanistic lore, and secrete large
collections of REAL mutilation photos, and images of piles of decaying
corpses from Auschwitz, beneath their beds, a la porn, as a quasi-sexual
taboo TURN-ON source.  And these were kids you'd LIKE -- in all other
respects "normal" among our best and brightest ...  What's "normal" anymore?

Council in Houston, Texas, in September 1998.

Executive Summary
Environmentalists support a major phase-down of fossil fuels (with the
near-term exception of natural gas) and substitution of favored
"nonpolluting" energies to conserve depletable resources and protect the
environment. Yet energy megatrends contradict those concerns. Fossil-fuel
resources are becoming more abundant, not scarcer, and promise to continue
expanding as technology improves, world markets liberalize, and investment
capital expands. The conversion of fossil fuels to energy is becoming
increasingly efficient and environmentally sustainable in market settings
around the world. Fossil fuels are poised to increase their market share if
environmentalists succeed in politically constraining hydropower and nuclear
power.

Artificial reliance on unconventional energies is problematic outside niche
applications. Politically favored renewable energies for generating
electricity are expensive and supply constrained and introduce their own
environmental issues. Alternative vehicular technologies are, at best,
decades away from mass commercialization. Meanwhile, natural gas and
reformulated gasoline are setting a torrid competitive pace in the
electricity and transportation markets, respectively.

The greatest threat to sustainable energy for the 21st century is the global
warming scare. Climate-related pressure to artificially constrain use of
fossil fuels is likely to subside in the short run as a result of political
constraints and lose its "scientific" urging over the longer term. Yet an
entrenched energy intelligentsia, career bureaucrats, revenue-seeking
politicians, and some Kyoto-aligned corporations support an interventionist
national energy strategy based on incorrect assumptions. A "reality check"
of the increasing sustainability of conventional energy, and a better
appreciation of the circumscribed role of backstop technologies, can
reestablish the market momentum in energy policy and propel energy
entrepreneurship for the new millennium.

The Steel 'Crisis' and the
Costs of Protectionism

Executive Summary

Claims of the imminent demise of America's domestic steel industry -- at the
hands of "unfair" and "illegal" imports -- have generated a crisis
atmosphere in Washington. Antidumping, countervailing duty, and Section 201
actions now under way already threaten draconian cutbacks of steel imports.
But U.S. steel mills and their unions want additional protection, including
highly restrictive quotas already approved by the U.S. House of
Representatives in March.

It is vitally important that policymakers gain a measured understanding of
the full facts of the steel import question. There is no steel crisis. U.S.
steel mills shipped 102 million tons in 1998, the second highest annual
total in the past two decades. Eleven of the 13 largest steel mills were
profitable in 1998, earning collective profits of more than $1 billion. U.S.
steel makers still supply more than two-thirds of domestic steel
consumption.

The problems confronting the steel industry are already lessening. Steel
imports in February 1999 fell to 2.2 million tons, below the monthly average
of 2.7 million tons imported during the last "precrisis" quarter of
April-June 1997.

Steel protectionism is incapable of saving steel jobs. Employment in the
steel sector has declined by more than 60 percent since 1980 largely because
of rising productivity, and employment will continue to fall even if trade
barriers are imposed.

Consumers and steel-using producers will pay a heavy price for steel
protection. Workers in the major steel-using sectors -- transportation
equipment, industrial machinery, fabricated metal products, and
construction -- outnumber workers in the steel industry by 40 to 1.

Quotas are a direct violation of our international obligations under the
World Trade Organization and would encourage copycat protectionism in other
countries. An outbreak of protectionism around the world would directly
threaten continued U.S. prosperity. Congress and the administration should
reject protection for the U.S. steel industry.

 Well, there are newspaper accounts from the 19th century, before the
technology was developed (perhaps earlier, I don't recall).  "Above Top
Secret" by Timothy Goode opened my eyes on this matter.

Spiritual beings from another dimension are a possibility, too.  It's
also possible some "aliens" are from a spiritual dimension.  I can't think of
any other explanations to fit the anomalies, except that there might be
advanced civilizations here.

I do realize these are speculations, by the way.  I personally give much
weight to anecdotal and circumstantial evidence because if I wait for "proof"
to show up,  I know I'm going to miss out on a lot.

Not speaking for you here.  I am speaking for all the know it all scientists
who sit on the TV and in academic situations every day and declare what MUST
be simply based upon a numbers game.  I was just trying to point this out,

There is a day which sometimes occurs in Sweden shortly before the great
winter freeze sets in and which the Swedes call Gottbljitzentag, which
means, roughly, the day that God forgot. On that day, which occurs only
every five years or so and which is dreaded today just as much as it is in
folklore, the entire Baltic is lifted out of its ocean bed and dumped across
the Swedish landmass in the form of a bitterly cold and brutally violent
downpour. And it truly does seem like the day that God forgot. The rain is
so penetrative it can pierce slate. Certainly no allegedly waterproof
clothing can resist it. Rain is normally made of water, but there is
something deeply unaqueous about the substance from which this rain is hewn.
It is rather like a dark grey and greasy antifreeze, and is at a temperature
which would have long since turned mere mortal water into ice-cubes. And it
is curiously persisent stuff. It doesn't run off its victims like ordinary
water, but clings like a malevolent epidermis, a sort of vast and icy rash
chilling and killing its victims.

Sulphurous Greyness
Gottbljitzentag brings the death of the sun, which is not replaced by the
healthy nourishment of night, that dark and reassuring entity when torches
comes into their own and droplets of light arrive from distant suns, but by
a vast and consumingly sulphurous greyness, such as might have existed
before the Big Bang. The entire country is reduced to a protoplasmic stew of
cold and baffled molecules, waiting for the divine spark of creation to
transform their bleak and haphazard despair into purposeful order. Winds
sometimes moan across the landscape on this day, felling trees and unroofing
houses so as to maximise the misery of the Swedish population. The onset of
this appalling weather is normally preceded by the weak and impressionable
going mad in terror. Normally sedate and tranquil Swedes run amok, beheading
strangers with rye bread. Mothers suffocate their children rather than have
them experience the unspeakable misery of Gottbljitzentag. The upper storeys
of old peoples' homes are crammed with a traffic-jam of wheelchairs as the
elderly and the infirm queue to push themselves out of the windows, which
have special state-prescribed ramps for that purpose. Elks sink on that day.
Reindeer fall on their antlers. Lemmings lem. Schools are closed because so
many tiny Swedish tots are drowned on the playgrounds or die of hypothermia
in the sauna. In other words, it is a truly dire time for Swedes, who speak
of it with terror for months in advance. We too know the phenomenon,
although we do not call it Gottbljitzentag. We call it summer.
Sunlit skies
What perversity of human nature caused me to be ill with ecstasy the other
day while walking along a Kildare boreen, with primroses lying in great
golden swathes up the roadside banks, green shoots bursting everywhere, and
swallows scything through the sunlit skies? Every other country in Europe
takes spring weather for granted. Spring is spring. That is what it is.
Primroses, green shoots, swallows, sunlit skies, et cetera. All perfectly
normal. Not in Ireland. Not in bloody Ireland. My walk was in the single
hour of springtime which was allocated to the month of April. The rest of
the month, so far as I can see, has been imitating Gottbljitzentag with
remarkable success, with just a few windows of springtime dotted here and
there around the place in order to waylay innocent visitors from Africa.
Last Sunday week, for example, three martins arrived over my house in the
morning and began prospecting for nests. Within an hour heavy snow was
falling. Followed by sleet. Followed by frost. Followed by hail. Followed by
antifreeze-laden gales from Siberia. Followed by frost again. If there's a
market for frozen swallow steaks, I can put a bit of business to Birds Eye.
Ditto house martins. Ditto swifts, but not yet. We have the climate of the
doomed. Our actual summer this year has already occurred. It took place on
March 17th, and people of Ireland were so overwhelmed there were marches of
astonished joy all over the land to celebrate and to welcome the new season.
Foolish, foolish marches. The next day Gottbljitzentag's nastier older
brother arrived, turning pastures to porridge and meadows to mousse.
Rain and winds
But at least this year we had a summer's day, albeit a little one a little
early. We didn't last year, not in the entire length and breadth of it. From
January 1st to December 31st it was a single Gottbljitzentag, with a few
glimpses of sunlight here and there in order to lure African song-birds to
their doom. The rest of the year consisted of cold and sulphurous skies and
a ceaseless diet of rain and cold winds. Pray: does anyone actually remember
what midsummer's eve was like? Gottbljitzentag to a tag. Yet

Serbia's Lady Macbeth wields quiet power




President Milosevic is supported by a marriage, seemingly invincible, writes

YUGOSLAVIA: The mystery about Mira, wife of Yugoslav president Slobodan
Milosevic, begins with her surname, which she refused to change from
Markovic when she married.

It seems to indicate a strong streak of independence. Yet in truth this is a
couple more closely bound than most. Slobodan has been her only man, and she
his only woman, since the two met in their teens in the country town of
Pozarevac, near Belgrade.

Slobodan was an awkward, bossy, teenager, unable to make friends, fond of
giving orders. She was a shy introvert. But together they were dynamite.

"People who knew him said he was very stilted, going around in starched
white shirts. They could imagine him as growing up to be a very punctilious
station master," said Tim Judah, author of the book The Serbs. "But then he
met her. She is ruthlessly ambitious. She may be the reason Milosevic did
not become that station master."

Both had unhappy childhoods. Both Slobodan's parents committed suicide. Mira
had her own tragedy - her mother, a communist partisan, was captured,
tortured and executed by the Nazis in the second World War. Once together,
the two were inseparable. They had no outside friends, or lovers, and
married a few years later. While Slobodan moved inexorably up the communist
ladder, Mira became a lecturer at Belgrade University in Marxism and
Leninism. She always wore a flower in her thick dark hair.

They were, in fact, the perfect "party couple" by the late 1980s, when the
Communist Party found itself in trouble, challenged by the competing
national movements of a disintegrating Yugoslavia.

Milosevic was sent in 1987 to Kosovo to calm the Serbs, agitating against
the Albanian majority. Instead, he made a key speech, shouting the famous
phrase "No one should dare to beat you".

Mira went with him. Suddenly her husband was head of Serbia - overnight
switching to becoming a nationalist, but still at the head of the
Socialists, the renamed Communist Party. It is a change of ideology Mira did
not seem to like. She formed her own political party, the Yugoslav United
Left, firstly to keep alive communist ideals.

But she, and her party, changed through the 1990s. The small grass-roots
support died away, and instead it has become a virtual club. Businessmen and
ambitious party hacks joined YUL as their badge of acceptance into the
system Milosevic has built for himself. YUL has no seats in parliament, yet
includes almost all the most influential figures in Belgrade society. It
also has members sitting in the Yugoslav cabinet - naturally voting for
Mira's husband. It has in fact ended up being a centre for Yugoslavia's
business elite.

But getting too close to the Milosevics is difficult. One man who thought he
had connections was Slavko Curivja, the former editor of the opposition
newspaper Dnevni , who was shot dead last month in Belgrade. His funeral saw
an outpouring of grief from opposition figures. Last year he had ruminated:
"Nobody who is not a close friend, or not a bodyguard, has important
positions" within the Milosevic-Markovic sphere. Yet he himself was one of a
tiny number of courtiers who enjoyed their favour in the early part of the
decade before falling out with Mira.

Mira has used her position to carve out a niche as a newspaper columnist.
For several years her weekly diatribe has appeared in the magazine Duga.
Embassies and journalists studied these intensely, amid speculation that
they provided a rare window into the soul of her husband. Last year her
communist hackles rose when she accused Duga of being too nationalist. She
has since moved her column to another magazine, Bazaar.

Commentators insist she is the real power behind the throne - as they do
about Hillary Clinton, and have about the wives of powerful leaders since
Lady Macbeth. The truth is that few are close enough to tell.

In recent years the Milosevics have become semi-recluses in their chain of
official residences, one of which was this week bombed by NATO. Their one
indulgence is their children. Marko, in his mid-thirties, has taken a leaf
out of mum's book, embracing capitalism by taking over what remains of
Yugoslavia's duty-free trade, along with a large slice of the cigarette
importation business. In previous years he would order the Air Force to
close air bases near Belgrade so he could race sports cars. He has an
open-air disco, Madonna, in his home town, and was, when NATO airstrikes
froze most economic activity, building Yugoslavia's answer to Disneyland,
called Bambiland.

Mira has let it be known that she is worried that her son is married to a
golddigger. She has no such worries with her daughter, Marija, in her
