 PANAJI, Jan 22

 They have grown from a negligible minority in the '70s, to the third 
largest linguistic majority (after Konkani and Marathi) in Goa. Estimates 
by the Kannada Parishad here suggest the presence of 3.5 lakh (over 25 
per cent of the state's population) Kannadigas in Goa. Their impact on 
Goa's political, social and cultural milieu can no longer be ignored, say 
Kannadigas living here.

"There are constituencies in Goa, where candidates are dependent on the 
Kannadiga vote to get elected," points out the Goa Kannada Parishad 
president D M Ashrit. In Mormugao, Vasco, Cortalim, Navelim, Ponda and 
Aldona, pockets of Kannadiga settlers were furiously wooed in the 2002 
assembly election.

The Congress had Karnataka Chief Minister S M Krishna fly down twice to 
address a series of meetings in these areas, and BJP chief Venkaiah Naidu 
met personally with Kannadiga community leaders to solicit support.

What began as a trickle of white-collared migration from across the 
borders, to fill in positions in the state government after Goa's 
Liberation, has today grown to a swell of migrant labour, drawn by the 
real estate boom. "Migration for government posts was at its peak between 
1961 to 1982," says Ashrit, who himself arrived here in 1961, and retired 
from the state's irrigation department.

"We were filling in for Goa's need for engineers, chartered accountants 
and grain merchants," recalls H L Kulkarni. Attached to the state's 
Industrial Development Corporation, he has lived here for 31 years.

The profile of the Kannadiga immigrant has however seen a dramatic 
turnaround in recent years. With few jobs available in the upmarket 
category, the inflow has served to fill in the low-end jobs of waiters, 
vegetable vendors and at construction sites.

What many here find disturbing though, is the recent swarm of inmigration 
spurred by drought in the Bijapur district. "We have seen hundreds of 
them coming in from Ranivennur and Haveri, and wandering around in 
Calangute and other development areas," says Ashrit. The fact that 60 per 
cent of the Kannadiga labour is on its own (unattached to labour 
contractors) makes them vulnerable to exploitation, both by contractors 
and the police, he says.

The Kannada sanghas here are now in serious discussion over organising 
Karnataka-origin labour, and are planning a conference here later this 
year to thrash out the issue. "Unless we organise this sector, they could 
become a serious problem," he says./ends

 I just had to share this with you.  Its so cute.  My niece who is 9 wrote
 it.  At present in Canada.

 She had to make a class presentation i.e. public speaking. Write her own
 story and say it. This girl has chosen and written this story by herself. I
 just edited it for her. She has been chosen among the 10 kids in her class
 for the final round. She was asked just to improve on her delivery, and was
 told her contents are very good.

 THE CHRISTMAS STORY

 Can you guess whose birthday is the most popular among all? 75% of the
 people celebrate it. This also happens to be the most exciting time of the
 year!  Everyone loves it!

 Good morning Judges, teachers, parents and fellow students. My name is
 Michelle. Today, I will talk to you about Christmas. So much plays a part
 of Christmas. Angels, Virgin Mary, Joseph, Baby Jesus, Wise-men. Anyways
 let me just tell you about it.

 One day the Angel Gabriel came down from heaven and said to Mary, "Blessed
 are You, because you will have a Son who will be the most high. You will
 call him Jesus. He will be God's son and will be the saviour whom people
 have been waiting for. Mary said, "I am the handmaid of the Lord. Let it be
 done according to thy will".  Then she got married to Joseph, the
 carpenter. He was a good man. On the twenty-fifth of December, Mary gave
 birth to baby Jesus in Bethlehem. He was not born
 in a palace, but in a manger in a cattle shed. He was the king of all
 kings. After Jesus was born, the three kings who were three wise-men,
 noticed a bright star in the sky and knew what the meaning of it was. It
 was a sign that a king was born. They followed the star and found the baby
 Jesus. They gave him presents of gold, frankincense and myrrh. Herod was
 the king at the time when Jesus was born in Bethlehem. He was
  a wicked man.  He had asked the three wise men to let him know where the
 baby king was born, but they returned to their country by another road.
 Well, this is how Christmas started two thousand and two years ago. It is
 the day we celebrate Jesus' birthday.

 *The three wise men represent the people who worship God and also people
 who exchange gifts on Christmas Day. There is always more joy in giving,
 than receiving. Christmas brings joy to everyone. It brings families
 together. It brings smiles to people's faces and makes everyone so happy.
 People exchange gifts during this season. In my family, it a tradition that
 we take a Christmas lunch to either a Home for the poor or aged and I
 always look forward to wishing these lonely people. Christmas is the time
 you spend with the family. Families usually get together from far and near.
 Catholics celebrate Christmas by going for mass. It is also that time of
 the year when Santa makes his appearance with his sack of presents. And
 when Santa comes around you can see the children are so happy and are
 smiling.

 *My best Christmas was infact just this last one, the 2002 Christmas.  I
 spend it in Chicago where my grandmother lives with my uncle. Most of my
 family gathered there. We went for the midnight mass and as it started
 snowing just before the mass, the whole place was brightly lit up with the
 snow. The chapel was very beautifully decorated and the choir sang very
 nice carols and hymns. After the mass everyone was greeting each other. In
 the morning, my whole family and me sat beside the Christmas tree and
 opened our presents. I was so excited to open my presents and all of them
 were the things I really wanted. My best gift was a telescope given to me
 by my grandmother. It was the Christmas I will never forget. On Christmas
 Day people usually have special dinners with Turkey and a lot of food. This
 year for a change we had Steaks and it was fun!!

 *I know it is rather too early in the year to wish you a Merry Christmas
 but I will do so all the same. I hope you and your families have a Very
 Merry 2003 Christmas and I hope you will always remember the Christmas
 story and What Christmas really means.

PANJIM CORPORATION BILL.

The People?s Movement for Civic Action (PMCA) had an Extraordinary General 
Body Meeting on Thursday, January 23, 2003 to discuss the recently passed 
City of Panaji Corporation Act, 2002.

Recent statements emanating from Official sources, including the Chief 
Minister, Mr. Manohar Parikkar, have caused both concern and consternation 
among the general public.

The passing of the City of Panaji Corporation Bill by the Goa Legislative 
Assembly without soliciting the opinions of the Panchayats concerned, has 
been universally and vehemently condemned by the respective Panchayats which 
are sought to be included in the ambit of the proposed City of Panaji 
Municipal Corporation. Even more disturbing is the fact that the Panjim 
Municipal Council, which is sought to be upgraded to a Corporation, was not 
consulted by the Government before it tabled this Bill in the Assembly and 
had it passed. Such an attitude is unprecedented and bodes ill for the future 
of democracy in Goa. 

The Chief Minister is reported to have stated that he will go ahead with the 
formation of the Municipal Corporation of Panaji, but that he will leave it 
to the Panchayats to decide whether they want to become part of the 
Corporation. If this is true, it makes a complete mockery of the Rule of Law. 

It has never been heard of anywhere in the world that a piece of Legislation 
is enacted which allows citizens to decide whether they want to be covered by 
the Legislation or not. A Law is either applicable or not. It is not left to 
the discretion of the citizens to decide whether it will apply to them or 
not. Statements such as those reported in the media about the coverage of 
this particular legislation only add to the general perception that the 
Government is either ignorant about, or is callous about the sanctity of 
legislation.

The inherent contradictions in the legislation, reinforced by official 
pronouncements, only add to the disrespect for the Law, which is widely 
prevalent among the citizenry.   While, on the one hand, the legislation 
seeks to bring within the ambit of the Municipal Corporation far-flung 
Panchayat areas, on the other hand it seeks to exclude areas which are 
presently part of the Panjim Municipal Council.  There is no explanation for 
this gross contradiction in the official position of the Government of Goa. 
If Taleigao can be allowed to opt out of the Corporation limits, why can't 
Ribandar be allowed the same option?   

The meeting, chaired by Mr. Averthanus D?Souza, Vice President of the 
People's Movement for Civic Action, was addressed by Advocate Ms. Agni, who 
presented an overview of the legislation and indicated the inherent 
contradictions contained in it.

I'm really excited by George Bush's latest reason for bombing Iraq: he's
running out of patience. And so am I!
For some time now I've been really pissed off with Mr Johnson, who lives a
couple of doors down the street. Well, him and Mr Patel, who runs the health
food shop. They both give me queer looks, and I'm sure Mr Johnson is
planning something nasty for me, but so far I haven't been able to discover
what. I've been round to his place a few times to see what he's up to, but
he's got everything well hidden. That's how devious he is.
As for Mr Patel, don't ask me how I know, I just know - from very good
sources - that he is, in reality, a Mass Murderer. I have leafleted the
street telling them that if we don't act first, he'll pick us off one by
one.
Some of my neighbours say, if I've got proof, why don't I go to the police?
But that's simply ridiculous. The police will say that they need evidence of
a crime with which to charge my neighbours.
They'll come up with endless red tape and quibbling about the rights and
wrongs of a pre-emptive strike and all the while Mr Johnson will be
finalising his plans to do terrible things to me, while Mr Patel will be
secretly murdering people. Since I'm the only one in the street with a
decent range of automatic firearms, I reckon it's up to me to keep the
peace. But until recently that's been a little difficult. Now, however,
George W. Bush has made it clear that all I need to do is run out of
patience, and then I can wade in and do whatever I want!
And let's face it, Mr Bush's carefully thought-out policy towards Iraq is
the only way to bring about international peace and security. The one
certain way to stop Muslim fundamentalist suicide bombers targeting the US
or the UK is to bomb a few Muslim countries that have never threatened us.
That's why I want to blow up Mr Johnson's garage and kill his wife and
children. Strike first! That'll teach him a lesson. Then he'll leave us in
peace and stop peering at me in that totally unacceptable way.
Mr Bush makes it clear that all he needs to know before bombing Iraq is that
Saddam is a really nasty man and that he has weapons of mass destruction -
even if no one can find them. I'm certain I've just as much justification
for killing Mr Johnson's wife and children as Mr Bush has for bombing Iraq.
Mr Bush's long-term aim is to make the world a safer place by eliminating
'rogue states' and 'terrorism'. It's such a clever long-term aim because how
can you ever know when you've achieved it? How will Mr Bush know when he's
wiped out all terrorists? When every single terrorist is dead? But then a
terrorist is only a terrorist once he's committed an act of terror. What
about would-be terrorists? These are the ones you really want to eliminate,
since most of the known terrorists, being suicide bombers, have already
eliminated themselves.
Perhaps Mr Bush needs to wipe out everyone who could possibly be a future
terrorist? Maybe he can't be sure he's achieved his objective until every
Muslim fundamentalist is dead? But then some moderate Muslims might convert
to fundamentalism. Maybe the only really safe thing to do would be for Mr
Bush to eliminate all Muslims?
It's the same in my street. Mr Johnson and Mr Patel are just the tip of the
iceberg. There are dozens of other people in the street who I don't like and
who - quite frankly - look at me in odd ways. No one will be really safe
until I've wiped them all out.
My wife says I might be going too far but I tell her I'm simply using the
same logic as the President of the United States. That shuts her up.
Like Mr Bush, I've run out of patience, and if that's a good enough reason
for the President, it's good enough for me. I'm going to give the whole
street two weeks - no, 10 days - to come out in the open and hand over all
aliens and interplanetary hijackers, galactic outlaws and interstellar
terrorist masterminds, and if they don't hand them over nicely and say
'Thank you', I'm going to bomb the entire street to kingdom come.
It's just as sane as what George W. Bush is proposing - and, in contrast to
what he's intending, my policy will destroy only one street.

MYSORE—This historic city in India has been
overshadowed by nearby Bangalore, hub of India's
information technology. But this former capital of a
regional Hindu empire (1394-1947 but for a 40-year
Muslim interregnum) offers greater charms: The
exquisite palace of the maharajah, featuring a gilded
dome and stained glass ceiling, teak and rosewood
doors with silver and ivory inlay, and a bejewelled
throne of fig wood; ancient temples in and out of the
city; a lush countryside; and past it, up on a hill,
British India's famous summer resort of Ooty.

To this city came 230 academics and others for a joint
meeting of the Canada-Asia Pacific Conference and the
Indian Association for Canadian Studies. I posed two
questions to a random sample of delegates: What do you
think of George W. Bush? And of a possible war on
Iraq?

Herewith some of their responses:

Myung-Bae Yeom: director, American Canadian Institute,
Chungnam National University, Daejon, South Korea.

I don't believe a word of what Bush says. He's not as
wise as a president of the United States should be. He
thinks the cowboyish way. Under him, the world may end
up with a one-state tyranny. In our Oriental way of
thinking, people of age and power are respected. But
they have the wisdom to concede to the young and the
weak. The United States does not. That's the core of
the world's current conflict with America.

Dr. Harish Narang, professor, English, Jawaharlal
Nehru University, New Delhi.

What caused 9/11? Anger at America. The blatant manner
in which America is supporting Israel is leading to a
counter-movement in the world. More than Israel, it
will be America that will pay the price. Sept. 11 was
just a straw in the wind.

Just about everybody hates America now, not only
Islamists or jihadis or Al Qaeda or Osama bin Laden.
Germany's Gerhard Schroeder won an election opposing

BARKSDALE AFB, La.—A fighter pilot on amphetamines is
no different than an impaired driver in terms of
perceptions and reactions, a medical expert said in a
statement to the military hearing into the deaths of
four Canadian soldiers in Afghanistan.

"Being sufficiently awake to ... fly an airplane while
using amphetamines does not preclude the possibility
that the amphetamines alter the perception and
judgment of the user, any more than being able to
drive while intoxicated with alcohol presumes sound
judgment and safe driving practices," said Dr. William
Frees Haning, director of addiction psychiatry at the
University of Hawaii.

Prolonged use of the amphetamine Dexedrine, provided
to pilots by the U.S. Air Force, can cause extreme
paranoia, hallucinations and defensive reactions,
another expert said. Defence lawyers for pilots Maj.
Harry Schmidt, 37, and Maj. William Umbach, 43 —
charged in the April 18 bombing of Canadian soldiers
in Afghanistan — submitted the medical opinions in
writing as the hearing concluded yesterday.

Since the doctors did not appear as witnesses,
prosecutors could not cross-examine them. It is the
U.S. Air Force's position that Dexedrine is safe.

Both pilots had used Dexedrine during the mission that
night. Schmidt, who dropped the bomb, took two of the
pills, including one while in flight.

The Star revealed air force policy on providing such
"go-pills" and accompanying "no-go" or sleeping pills,
last Aug. 1.

Dexedrine "stimulates the central nervous system and
evokes ... the `fight-or-flight' response," said Dr.
Jonathan Lipman, a neuropharmacologist and consultant.

"It produces a psycho-toxic condition characterized by
suspiciousness, irrational fears and paranoia. The
user may experience delusions — fixed but irrational
beliefs — and hallucinations, or false sensory
perceptions, consistent with these paranoid fears."

Schmidt thought he saw enemy Taliban soldiers firing
from the ground that night in Afghanistan. He reacted
swiftly by declaring "self-defence" and diving in to
bomb the target, which was actually Canadian soldiers.

This is consistent with the fact "commonly such
hallucinations take the visual form of threats, seen
especially in peripheral visual fields," Lipman said.

Haning also criticized the way Dexedrine was supplied
by the air force, with "no control or restraint" over
dosage and evaluation of after-effects. Under such
circumstances, he said, "it is the prescribing agency
and not the pilots who must take responsibility for
any adverse consequences."

You turn out to be an excellent wise cracking Goan after all. I 
always thought that Goanet was a mailing list for Goans and Goa 
lovers to discuss all kinds of issues. There is no obligation to 
restrict it to issues that result in some kind of social action in 
Goa or anywhere else. The list is also not restricted only to people 
who participate in such action or engage in deep thinking. Otherwise 
I would be excluded. I am not able to do either of those things. But 
I would like people to oppose the war in Iraq, and I love the fact 
that I can "just mouth that off" on Goanet.

of the world.They are either with or without requisite
educational/professional/technical qualifications
which could otherwise qualify them for  employment in
India in Central/State Government, autonomous bodies,
public or private sector.Reasons for emigration is a)
high remunerative employment prospects b) to join
families for permanent settlement c) for studies d)
marriage e) etcEmigration era comprises,  those
migrated  in pre- Liberation and those in  post
–Liberation mainly  after the  oil embargo of 1974 to
the UAE. EMIGRATIONRecruitment agencies-There is a
Central  law in place,  to regulate recruitment etc.,
yet,  unscrupulous recruiting agents are successful in
duping job seekers.  The  lengthy litigation,  often
well beyond ones lifetime,abetment of law enforcing
authorities dissuade the victims from filingcomplains.

Passport/Visa/CDC _Harrowing experience at the
Passport issuing office. Requirements of multiple
documents, ECNR or ECR erroneously stamped. insistence
of employers certificates even from private
organizations. CDC -applicants have to run to Director
General of Shipping at  Mumbai,  time and again. 
Medicals is done in Mumbai alone.  These could be done
in Goa now that we are a full fledged State.  Visa
requirements are considered only at respective
Consulate offices in Mumbai .  There is no
Protectorate of Emigration office in Goa, hence the
bee line to Mumbai SENSE OF INSECURITYLien on
employment :Able bodied persons in age group of 18 to
45 cannot easily  find jobs in Goa India .Government
and some private sector  organizations  have schemes
to provide lien on their employment in India to those
in  employment and seeking opportunities abroad but
they are not implemented in letter  and spirit.
Self employment :Immigration procedures are  being
tightened by foreign countries.  Amnesty schemes
announced result in  large scale deportation of  NRIs
but  there are no exclusive schemes   by Economic
Development Corporation, Rural Development Agency
POST MIGRATION :The NRI invariably toil with the sweat
of their brow to improve the quality of life of their
next of kin. Economic prosperity brings change in life
style, living standards and higher aspirations of the
NRIs.  There is a  desire to create immovable assets
or set-up business or both.Present job contracts are
of one two years. The visits to India are short
periods ranging from 45 days to 90 days.
Acquisition of land/apartments/construction of
homes/farms -NRIs have been subject to time consuming 
running around from offices of sub-registrars , survey
 , revenue,  Town and Country Planning, Planning
Development Authorities, village panchayats and
municipalities   --- for  partition of property,
mutation, sanad conversion, approval of plans ,
conveyance retrieval of property documents etc; the
numerous affidavits, grant of  power of attorney.
Despite greasing of palms (bribes) more and more
technicalities are pointed out  and this disillusions
the NRI’s .Falsified documents unrealiable title deeds
even after validation by Advocates, have resulted in
several cases being filed by NRI’s in the Consumer
Forums against the Builders, fore defective titles,
failure of specific performance of the agreements to
the Apartments Purchase by them..
Advocates, Notary, Civil Engineers, Realtors,
Architects Evaluators Surveyors. Talathis politicians
, there is no difference each one demands his pound of
flesh knowing full well that the NRI’s visit is
shortlived. 
Setting up of enterprise:Whether it is industry, or
services excise licence, sales tax licence , stage
carriage permit, the clearances are numerous something
like twenty five and one has to visit every Government
office and made to run around even.
Retrieving ancestral property:Eviction of persons
encroaching  on lands of absentee NRI’s is a time
consuming ordeal.  Inventory proceedings are lond
drawn in   the absence of judges. Archaic legal
procedures have frustrated NRI’s and compelled them to
abandon ancestral land & house property or sell them
of the builders or non Goans for a song.
Marriage / Birth and Deaths Registration/Change of
Names:he documents required are one too many. 
Attestation of documents from overseas by the offices
of the  Collectorate and the Sub-Registrar offices are
cumbersome.Getting birth and death certificates is a
tedious and documents are mutiliate from Registers
House Tax/Power & Water Bills Change of name  to the
present

Thanks for the inspiration and help in net fora.Savio is willing to
administer the Aldonet on yahoogroups or goacom.Cecil Pinto has already
agreed to support it. He has even added email IDs of a few other aldonkars
to my list. I am sure it will gain momentum. Can you advise us how to go
about creating such a mail list for Aldona or,better still ,create one for
us. Sorry to trouble you ,but it is easier for the experts.

Poor promotion & public relations
Hindu religious leaders and exegetes have not bothered to promote their
religion within a coherent, rational framework. Unlike the Chinese, Indians
didn't keep written rigorous records about their own history and
achievements but depended mostly on oral traditions and folklore. Discussion
and debate were the preserve of the Brahmins and there was little
dissemination of knowledge to the general population. It was through foreign
records that we begin to get a clearer picture about India. Indians have
always had problems communicating with other cultures. The colonising Brits
were aware of Indian contributions in astronomy and mathematics and sought
to enter into a rational discourse with the Indians. John Playfair
(1748-1819), professor of mathematics at the University of Edinburgh had
requested the Asiatic Society to organise 'an actual examination of the
stars and constellations in company with a Hindu astronomer.' They just
couldn't
overcome the cognitive hurdles. Here is what the President of the Society
replied: "I would have long examined the heavens in company with an
intelligent Hindu astronomer if such a companion could have been found. I
was assured by the
Brahmin who I had commissioned to search for instructions that no Pundit in
Bengal even pretended to possess the knowledge I required."

G Thibaut (1848-1914) who popularised early Indian geometry wrote: "Indian
life has been under
the mighty sway of religion (including) those departments of knowledge which
the Indians have cultivated with such remarkable success."

Popular expositions of Hindu beliefs are not readily available and the
typical Hindu is curiously unable to explain the core beliefs succinctly to
an outsider. Discussions tend to littered with dogmatic assertions and non
sequiturs (from a failure to provide supporting evidence and to abide by the
rules of logic and inference).

Examples: The Vidya Bharati texts for schools in India contain statements
like the following [see for example www.sabrang.com for details.]
a) 'Lord Ram, the blue-skinned warrior king of Hindu lore lived 886,000
years ago', a conclusion based on 'ancient texts and astrology.'
b) Homer based his epic (Iliad) on Valmiki's Ramayana.
c) The North American Indian languages have evolved from ancient Indian
languages.

Crude assertions like these are abhorrent to scholars and can hardly inspire
respect. In August 2001, reputed Indian scientists and mathematicians
jointly expressed concern over the campaign to introduce so-called 'Vedic
Mathematics' in the school curriculum by the NCERT, and 'Vedic Astrology' at
the university level by the University Grants Commission. They pointed out
that "the so-called 'Vedic maths' is no more a bag of tricks to do some
elementary arithmetic computations. Its value is at best recreational and
its pedagogical use limited". The signatories demanded that the NCERT
proposals be submitted for thorough scrutiny by a proper body of scholars in
India.

So What should Hindus do?
Here are tentative proposals for a) educating the West on Hinduism, b)
improving the Indian image before the West, c) turning the tables on the
Christians (!).

1. Prepare a series of pamphlets in popular style about Hinduism, including
an illustrative catalogue of Hindu deities - explaining their form &
function (elephant trunk, multiple arms, extended tongue.). The idea is to
throw light on the symbolism by rational tools.
2. Persuade the BBC or Channel 4 (in the UK) to launch a popular series on
Hindu myths, rituals & deities - explaining the core beliefs, the meaning of
rituals, the philosophical underpinnings.
3. Indians should strive to be more assertive & articulate, grovel less
before power, adhere to scientific norms in debate, forge a vibrant
intellectual culture.
4. Instead of acting the victim, Hindus could turn the tables on the
Christians (not by silly slogans or physical assaults) but by mounting
satirical attacks on Christian beliefs, especially the fundamentalists (the
Christian Right).

Let's elaborate a bit on the last point. If the Hindus would only care to
study the Christian scriptures and practices, they would find plenty of
unsavoury facts to throw back at the Christians. In May 2002, the secretary
of the National Council of Hindu Temples (UK) was shocked that Selfridges
(London superstore) had topped their cakes with the figures of Hindu
deities: 'The idea of cutting and eating the image of a god is incredibly
offensive.'
No Hindu pointed out in response that the Christians (the Catholic variety
at any rate) do it all the time during their 'communion service' - they
claim to eat the body of Christ and drink his blood, a

Governor of Goa, Mr Kidar Nath Sahani has appealed to the people of

Governor was speaking as Chief Guest at the State level Republic Day
 function held at Parade Grounds, Campal, Panaji in the
 distinguished presence of Chief Minister, Mr Manohar Parrikar, Ms.
 Vimal Sahani, Union MOS for Civil Aviation, Mr Shripad Naik, Health
 Minister, Dr. Suresh Amonkar, Industries Minister, Mr Ramarao
 Dessai, Agriculture Minister Mr Dayanand Mandrekar, Transport
 Minister, Mr Pandurang Madkaikar, Town & Country Planning Minister,
 Mr Atanasio Monserrate, Leader of Opposition, Mr Pratapsingh Rane,
 Chairperson of Sanjay School, Ms Vijayadevi Rane and other
 dignitaries.

  Speaking further, the Governor paid tributes to the
 freedom fighters and martyrs who sacrificed their lives for the
 freedom of the country.

Governor said, the country has achieved phenomenal progress in every
 field, be it in science, technology, agriculture, industry,
 medicine, education or defence.  The quality of life of the people
 has improved, he added.

The Governor said, country's genuine commitments and contribution to
 world peace and order has been acknowledged universally.  However,
 we should not remain complacent, he said and called upon people to
 work with greater sense of patriotism, unity and vision to
 transform India into a great power and rededicate themselves in the
 task of speeding up further the process of national reconstruction.

He said, the people in the country have always maintained the
 fundamental unity in diviersity.  Our spiritual, moral ethical and
 human values, and our catholicity of outlook, continue to inspire
 and influence the world community.  We must live up to this   
 age-old and time-honoured tradition.  We must promote spirit of
 oneness.  Friendship, amity and goodwill must prevail among all
 religious communities, so that we can live a life worth living, he
 added.

The Governor lauded the traditional peace and communal harmony in
 Goa, which has helped in achieving the level of progress at which
 the State today stand.  Goa continues to serve as an example for
 other States in this regard.  He said, Goa has made spectacular
 achievements since its liberation in areas  like literacy,
 per-capita income, creditable birth and death ratios, and extensive
 network of public health centres, schools, colleges, banks and
 other financial institutions.  Goa is among the very best States in
 social, financial and health  indicators.  Revenue generation went
 up by 30 percent last year, and during this fiscal year too, the
 figures are expected to be good.  Goa is one of those States that
 have not defaulted on financial obligations.  Goa has good network
 of roads and industries, he added.

The Governor said, Goa, today can be described as an "Intelligent
 State" in the making.  With its educated manpower, the State always
 had the potential to attract high-value and 
 service-related and non-polluting industries.  Efforts are afoot to
 lay a strong foundation for creating a new computer-savvy manpower,
 and ready to take on the challenges ahead in IT sector,  Efforts
 are to take the State to new heights in IT sector.

The Governor said in the interest o all-round development of the
 State, the Government will soon be releasing an Information
 Technology Policy, an Industrial Policy and an Employment Policy. 
 All these steps will support a more broad-based vision of the
 State, and such a vision document will give an insight into the
 long-term development strategy of the State.

The Governor said,  tourism is an important sector of Goa's economy,
 also a major source of direct and indirect  employment. The
 response received by the State from tourist on the last New Year's
 eve is a happy reminder of the fact that the State enjoys a special
 place among tourists across the country and the world.  We have to
 maintain this reputation.  We should provide better civic
 amenities.  There is need to promote cultural tourism.  Goa has a
 rich cultural heritage which needs to be properly showcased.

He expressed concern over the unemployment problem in Goa and said 
 we should change the mindset of the people, particularly the
 younger generation to give dignity of labour.  Along with 
 unemployment, other social problems such as alcoholism, drug
 addiction, and the like also need to be removed from society.

Every person has a vision in a subtle state of his/her mind and may be
consciously as well. The vision has a boundary, may be imaginary or
geographical like boundary of a village, county (taluka), state, country,
continent, world, universe, etc with or without clarity.

Every person has a free will and absolute freedom to set his/her own vision
of life (boundaries) in a clear or confused state and hence, no one can have
objection to this. We must respect each other's vision and perhaps,
understand their view point. People with narrow or confused vision of life
may be right in whatever they say but not necessarily right compare to the
people with clear universal or humanity vision.

It appears Mr. Correia-Afonso has boundary of the world and humanity or
perhaps beyond, which is very good.

When one has clear vision of humanity, the world or beyond, one also
develops capacity to understand and instantly forgive the people with narrow
or confused vision of life.

People with narrow vision have difficulties to understand the people with
wide clear humanity vision.

in the Gulf region in the immediate vicinity of the theatre of the impending
war. So let us not say that it is of no concern to us.

[GOANET] Caging of Margao Municipal Garden & Aga Khan Park

To any Goan the Margao Garden, in Salcete Taluka ,
South Goa District is a cynosure of all eyes.  

The garden comprises of two parts: the Municipal
Garden on the South end, facing the Camara or
Municipal Building and His Highness Prince Aga Khan
Park  on the Northern side, facing the Post Office. 
It was this head of the Ismailis, whose benevolence
extends to far corners of the world,who gifted this
park in the heart of the city to the Goans.  
 
This garden is appropriately called the "lungs of the
city" as the chaotic transport system which caters to
the entire 30 villages of Salcete and other
neighbouring Talukas pass the garden enroute to and
fro the city.
 
There is no doubt that the majestic gate facing the
Municpal Building  matches the ambience of the garden
and the facade of the Municipality.  

Today there is a proposal to use the same design to
construct arches at the entrance of the city on all
directions North, South, East and West.
 
The age old Konkani music played in the gardens
provides a harmonious atmosphere, neutralising the
present cacophony around while soothing the minds of  
those relaxing in the garden especially mothers and
children indulging in recreation in the Park.
 
The Past Presidents of Margao Municipality with
special reference to late Vassudev Sarmalkar and late 
M. Gaundalkar were so attached to the garden that
painting of the concrete benches in and around the
garden and the park, trimming of trees was almost a
religious ritual year after year. 
 
As all good things must come to an end the previous
Congress backed Margao Municipal Council,  allegedly 
invited tenders. It entered into a  three page, 20
clauses agreement dated 24.11.1998  on a Rs 10 /-
stamped paper favouring a Goan Contractor, M/s
Multipurpose Industrial Services of Chicalim, Mormugao
Goa to erect within a period of six months i.e by
23.05.1999 a  1.50 meter high (not stated from whether
the ground or elsewhere) "decorative" "illuminated"
fence of mild steel "strictly " as per the design
approved;  besides"other items", (not specified)  to
be maintained for a period of 15 years.  

All this in lieu of  the Contractor being permited
display of advertisements boards as per the dimensions
in the sketches ( the sketch reveals 4x2 feet boards 
and a 30 cms pedestrian guard the decorative poles
ought to be in "conrcrete or metal pole" with a round
globe like bulb on each pole.)  Besides this the
Contractor will pay Rs.35,000 per annum which has
since been hiked to Rs.70,000 per annum following a
public outcry.The repairs to be carried out mention
only the "then existing swings slides etc." 
 
There is no mention of the fountain  in the municipal
garden or rivulet in the Aga Khan Park, the concrete
horse structures, the benches Hence one does not know
what are the other things the Contractor ought to
execute.
Nowhere, it is mentioned that Contractor ought to
construct another  mermaid of a rock and rouble
structure , flowing water fountain that surprisingly
has been erected by the Contractor but was immediately
put into disuse after "Dindi" Festival in November.
Even the lighting which is carried out only on
festival days otherwise sees the bulbs broken not
illuminated. There is nowhere mentioned in the
agreement that the aesthetic structured benches as
seen on the Northern side could be plastered to enable
the Contractor display advertisements thereon. Yet
this has been carried out. Instead of one display
board between two poles the Contractor has erected two
in its place.  This has made the Municipal garden a
literal zoo and families are afraid to move in as
homosexuals prowl the place after twilight.

The Contractor however has succeeded in carrying out
his business.  There are 72 boards on the Our Lady of
Grace Church side with rates varying from Rs.500 to Rs
1500 per board per month and each advertiser has to
take aminimum of five boards. Similarly there are 63
boards on the State Bank of India side. Thus the
contractor earns Rs 1,24,000 per month on all these
boards. Imagine what are his earnings in the next 15
years until 2013.  
This week in the wee hours of the evening the work of
erecting a similar caged fencing has commenced on the
Aga Khan Park on the North side and therefore the
citizens especially the women are up in arms.

We at South Goa Public Interest Action Group, a Regd
NGO, with jurisdiction in South Goa District, having
registered Office at Benlix Bldg, Opp Fatima Convent,
Margao Goa India 00-91-0832-2715269 , obtained the
copy of the Agreement under the Goa Right of
Information Act and rules thereof and were shocked to
learn of the contents of the Agreement as illustrated
above.  A protest was lodged with the Chief Officer
Margao Municipal Council vide our letter
SGPIAG/2001-2002/0

Jan 25: The Goa Pradesh Congress Committee (GPCC) president, Ms. Nirmala
Sawant has expressed shock and surprise over the state government's action
of relaxing the domicile period for the candidates seeking jobs in
government service from neighbouring states.

Addressing  a press conference at the Congress House, here this evening, Ms.
Sawant  said the government has released an advertisement in local dailies
inviting applications for filling in vacancies for the posts of junior
engineers and stenographers in Electricity  Department. She said the
department has asked the candidates to furnish 15 years residence
certificate from the taluka mamlatdars.

Ms. Sawant  said that the department seeks 15-year domicile certificate from
Goan youth, but the period is relaxed for the candidates from neighbouring
states. "This is gross injustice being meted out to the Goan unemployed
youth." Ms. Sawant said, and added that the government should clarify the
recruitment criteria.

The department has released an advertisement in local dailies inviting
applications to fill 37 junior engineer (electrical apprentice) posts by the
chief electrical engineer and asking the Goan youth to produce 15 years
residence certificate. However, the period has been relaxed for candidates
applying from neighbouring states.

Ms. Sawant said there are a number of unemployed engineers available in Goa
and suspected some 'hidden motive' in relaxing the domicile period for the
candidates from neighbouring states. Ms. Nirmala Sawant demanded immediate
withdrawal of the said advertisement and seeks amendment to the rules for
the benefit of the Goan youth. She stated that if the advertisement is not
withdrawn within the stipulated time than Congress will be forced to follow
the path of agitation.

COMMENTS:

There is nothing shocking about this, as Ms. Sawant, president of the GPCC
makes out to be. This is the old ruse whereby, this route has been followed,
 perhaps invented by the Congress during its long rule of Goa,  to make
money and promote nepotism in the electricity/Public Works Departments.  If
Ms. Sawant is not aware, for far too long advertisements have appeared in
Madras and Karnataka and Kerala etc. in local dailies there for jobs in the
Electricity and PWD in Goa.   Candidates have been selected before
advertisements have been released in Goa, interviews conducted and posts
assigned. In many cases, none of the candidates who appeared for the
interviews in Goa have been selected for obvious reasons, as this was only
an eye-wash to fool the Goan job seekers.

In this particular case, the candidates from neighbouring states must be
already selected  Therefore the relaxation of the residency requirement.  If
no hue and cry is made, it goes through and  everyone concerned is happy.
Otherwise, the plan is discarded with a polite "I am sorry"

If this advertisement is infact what it is, then  Goa Su-Raj Party is going
to demand from the CM the  the resignation of the Chief Engineer of the
Electricity
Department or whoever is responsible for its release. This is the height  of
effrontery which does not require the support of mass agitation. If the
recruitment rules are faulty, the blame must go to the marauding people's
representatives  who have not catered to the interests of qualified Goans
for far too long and probably capitalizing on this oversight  for their own
selfish ends.

RS.3 CR FOR DEVELOPMENT OF MALA: The Chief Minister, Mr Manohar Parrikar, 
said that the Goa Infrastructure Development Corporation has sanctioned an 
amount of Rs 3 crore for upgradation project of the Mala area wherein a 
lake in the ward would undergo beautification, besides improvement in the 
sewerage system. "Mala will be converted into a beautiful locality, within 
the next 6 months," he observed. Mr Parrikar, who earlier inaugurated the 
9-day long 'Fontainhas - Festival of the Arts', organised by the Goa 
Heritage Action Group (GHAG) in association with the Panaji Municipal 
Council (PMC), stated that heritage festival was a new concept with 
community participation on a large scale being tried for the first time in 
the state. Mr Ashok Naik, the PMC chairman released a special tile designed 
by Alexyz to commemorate the event. The inaugural function was followed by 
fireworks, Indian classical music performances by Baban Marathe and troupe 
and Marche de Fontainhas by Dr Francisco Colaco and a Bombay troupe. A 
special performance of the Portuguese and Latin American music participated 
by noted musicians Remo and Lucio Miranda will be held on January 26. The 
cultural fiesta stretching from Corte de Oietero junction to the crossroads 
near Mushtifund School has the local houses partly opened for visitors and 
converted into galleries, where exhibitions of the works of 34 artists from 
different parts of the country are being held. The street exhibitions and 
art workshops of crochet, embroidery, puppet and little pottery, besides 
mix of traditional, folk as well as contemporary music and dance 
performances, and traditional food stalls form other attractions. (NT)

PROTECT GOAN IDENTITY, CULTURE: CM: The Goa Yuva Mahotsav comes as a 
refreshing change especially in the backdrop of the resurgent language 
controversy. While core leaders like Konkani Bhasha Mandal president, Prof 
Shyam Verenkar, was wary of painting any controversy, the lower rung 
organisers like chief convenor, Mr Mangaldas Bhat and working committee 
president, Mr Chetan Acharya, indirectly spoke of protest against what they 
termed as "insult to the motherland" at Curchorem. The Chief Minister, Mr 
Manohar Parrikar, who briefly made his presence felt at the inaugural 
function due to his "busy schedule," appeared to be treading on safe 
grounds. Mr Parrikar said the red soil has this inherent quality to calm 
down anybody. However, he said, the same peaceful land is also capable to 
become furious and appealed to the youth to stand up in fury to protect 
Goan identity and culture at any cost. Around 4,000 students and youth from 
all villages and towns have gathered at Osmitai Nagar, a huge pandal 
erected in Curchorem, for the Yuva Mahotsav, a festival of performing art,

SAHANI TO HOIST TRI-COLOUR: Governor Kidar Nath Sahani will hoist the 
national flag to kick-off the Republic Day celebrations in State, today at 
8.45 am, at the Parade Ground, Campal, Panjim. He will then review the 
parade and present awards to outstanding personalities. On the occasion 
platoons of the navy, army, police, fire service, home guards, NCC, scouts 
and guides and contingents from various schools in State will participate 
in the combined parade. Later students of schools from Panjim and 
surrounding areas will present mass PT display, dance and songs. Mr Sahani 
in his message said, "fifty three year ago, the people of India took the 
destiny of our nation into our own hands by bringing into force the 
Constitution of India based on classical tenets of democracy to ensure to

BJP-BACKED PANEL BAGS 8 SEATS: In the keenly contested board of directors 
election to the Goa State Co-operative Bank, an apex cooperative bank in 
Goa, held yesterday, the Sahakar Vistar panel, backed by the ruling BJP 
secured eight seats, while six seats went in favour of the cooperators' 
group Sahakar panel. Both panels have claimed the support of two unopposed 
directors, who were elected from Daman and Diu, respectively and they hold 
the key in deciding the power in the bank. (NT)

ENERGY PARK IN MARGAO: The Urban Development Minister, Mr Digamber Kamat, 
stressed on the need to boost agriculture which is the core sector of the 
economy. He was speaking as the chief guest at the concluding day function 
of the all-Goa agriculture exhibition and flower show here today. Mr Kamat 
stated that youth should be encouraged to take up agriculture as their 
means of livelihood. "This will help to wipe out unemployment" Mr Kamat

one of the greatest nations in the world. We shall also see the display of
the bonds of friendship that our nation has with other comity of nations,
who wish our nation  well.

In his long and eloquent Republic day  address to the nation, our beloved
President, Dr. A.P.J. Abdul Kalam has put before us a vision that our dear
national and state leaders have for us in the year 2020. And it warms our
hearts to know that good things and good tidings are in store for us just 17
years ahead.

In recent times, we have been witness to the unprecedented encroachments on
the Secular fabric of our Constitution, which is the formula devised and
adopted by our peers and the drafters of the same that will keep this nation

divisive forces and  fall to the ground and disintegrate.

Let the display of our missiles and guns, warships and warplanes, men and
resources along with the power of the people of this great nation be
channelised, first,  to flush out the enemy from within before we train them
outwards to defend ourselves from our external enemies. Secured, to grow in
wisdom , health and unity, the external enemy will realize the futility of
engaging with a vibrant and strong India and will want to extend its
co-operation to live in peace. And,   the vision that has been spelled out
for us  by our dear President  will but be realized and fulfilled.
Otherwise, it will remain on the paper that it has been written on, the only
beneficiary being the waste paper basket.

Mitter (FELU) arrived in the holy city called a Varanasi for a holiday
with his young cousin Tapesh and a friend Lalmohan Ganguly,popular writer
of adventure stories. On being told by the Hotel Manager, they went to
have a look at Macchli Baba, a strang holyman who gave blessings to the
devotees every evening by the riverside. Here Felu met Umanath Ghosal, who
informed him about  theft of a rare and valuable gold statue of
Ganesha-The Elephant God-from his father's safe. Felu was engaged to
unravel the mystery of the missing Ganesha. Umanath informed Felu about
Maganlal, a rich businessman and a disciple of the holyman had offered him
a large sum of money for that Ganesha. Madanlal was widely suspected for
selling smuggled Indian Art objects to foreigners.

Later, Felu had an encounter with Maganlal, who offered him money to give
up the investigations, and realised that the Ganesha had not yet come in
possession of Maganlal.

Notwithstanding Maganlal's threats, Felu continued his investigations and
eventually solved the mystery of the missing Ganesha.

I thought you were complaining just a couple of days ago about many on
Goanet, being obssessed with the Iraq issue! How I wish George W. Bush
would be man enough in changing his war policies, just as you did here!!

I am also pleased at the fact that you have now decided to set the
agenda for future discussions on this forum. Goanet has been missing a
moderator since its inception and many had been complaining about it.

Thanks for waking up!  For a time the comments on Bush and Saddam were
getting to be .same old. same old .same old!  Now there is a new target.
Shoot the messenger! And while most people in the world do it, some
Goans (no names please) have made it into an art form.

There is a serious situation in the Middle East.  The world (especially
Ashcroft, Pointdexter and Condelliza Rice) want to know the Goan angle.
So in all seriousness give them (the world) and me the Goan angle.

Goans in the Middle East:
The anguish of Goans working in countries in the Middle East.
How many will temporarily be out of a job?
How many if any will be requested to leave and from which countries?
What should Goans do with their bank accounts and other fixed and liquid
assets?

Goans in Goa:
How will Goa and India be specifically affected if war breaks out?
How will exports and imports to the Middle East be affected?
What is being done to prepare for such a situation?
What are the experiences learnt from the last war?
How should that experience help?
Should Goans in Goa be doing something practical as a precaution?
How should Goa prepare for the influx of repatriates, if it occurs?

Goans in the West:
Should Indians lobby their respective Governments to give immigration
priority to "Middle East Asian-Indians" who have been displaced by the
war and become refugees.

I am sure in each category there may be other issues which this slow
thinker does not get. Hence cyberGoans (the cream of Goan thinkers)
should brainstorm on practical aspects of scenarios A, B, C.  My concern
is: Except for one or two, are Goans substituting action and deep
thinking with "just mouthing off"?  So cyberGoans should perhaps scratch
their heads and not crack their heads with the Iraq war.  If one insists
on doing the latter, I will not give you my helmet. When we were in
college in Bombay (Mumbai - I do not want to start another discussion!),
we classified some sincere friends as NATO (No Action Talk Only)! So
please continue the Goan perspective on the Iraq war. Please remember
your target (not the messenger!). Responders please identify as NATO or
non-NATO members (Just kidding!). Regards GL (definitely NATO)

P.S. Any cyberGoans interested in the non-macho subject that was
recently in the Goan news "The school dropout rate is high in Goa". I am
all eyes!

REPEATING THE 'MISTAKE' OF VIETNAM

What the US and the West did in Vietnam and across the globe were
 not mistakes, but calculated actions of foreign policy which
 included misleading the North American and Western population. The
 same thing is happening now in Iraq. We are again being misguided
 by our most powerful and trusted leaders, our media and academics
 are again accepting or quietly acquiescing to the 'inevitability'
 that the US, Britain and to-be-named-allies will just have to
 attack Iraq.

'Wouldn't have mattered very much,' said Henry Kissinger, US
 National Security Advisor and head of the State Department during
 the Nixon administration in the early 1970s, responding recently to
 the question 'What if the US had allowed Vietnam to go communist
 after World War II?' [Interview with Stephen Talbot, Toronto Star,
 8 December 2002, first published in salon.com]

In the 1960s, 70s and 80s, nothing mattered more to the US and the
 West. Across the planet, we supported atrocious regimes and
 political movements and overthrew governments and political
 movements, in the name of 'fighting communism'.

There were few speeches by Kissinger or other US leaders not based
 on defending why it was imperative that the US and the West 'fight
 communism' in every corner of the planet. Because this battle of
 Good versus Evil mattered so much, the US killed over 1,000,000
 Vietnamese. Most of the Western media and academics defended the US
 war effort. Most history books found today in North American
 schools defend and justify the West's fight against 'communism'.

And yet today, we are told by Kissinger that it 'wouldn't have
 mattered very much' if the US had 'allowed Vietnam to go
 communist'. Ho hum. Kissinger essentially admits, quite casually,
 that the war justifications of the 1960s and 70s were lies. Given
 his decision-making power at the time, one would think that
 Kissinger's admission should be used as proof of criminal behaviour
 leading up to and during the Vietnam War.

But the issue is much broader than the role and responsibility of
 one man. What do other Western governments, the Western media and
 academics - all long-time defenders of the American War in Vietnam
 -- think now? How do they see their role?

The killing and destruction of the war in Vietnam happened in part
 because of the overt support or quiet acquiescence of the majority
 of US and Western citizens. It was not until American soldiers
 'came home in body bags' that the media began to regularly present
 the strong voices of opposition. And even then, the media coverage
 was given to the opposition concerning the mounting American
 casualties - not to why the US and West had attacked Vietnam in the
 first place.

Kissinger, the foreign policy establishment, the media and academics
 played a fundamental role in orchestrating and assuring overt
 support or quiet acquiescence.

Why drag this up now? Ancient history? An ageing politician
 admitting a few 'mistakes' from the past? What the US and the West
 did in Vietnam and across the globe were not mistakes, but
 calculated actions of foreign policy. Misleading the North American
 and Western population was part of this.

And is this not happening right now in Iraq? Are we not again being
misguided by our most powerful
and trusted leaders? Are not our media and academics again accepting
 or quietly acquiescing to the 'inevitability' that the US, Britain
 and to-be-named-allies will just have to attack Iraq ... again? Is
 it not again hundreds of thousands, if not millions of children and
 elderly, men and women of another far-off nation that will be
 killed and destroyed ... again?

Now is the time to use our knowledge of the deceptions of the
 Vietnam War, to work harder to prevent today and tomorrow's killing
 and destruction in Iraq, to be carried out in our name. - Third
