Tricia has written a concise and clear précis of the Hanscom issues here; it’s
a really useful summary of why in the instance of private jet facility
expansion compromise is not actually the best option.

[LincolnTalk] Weed ID

2024-07-27 Thread Deborah Howe via Lincoln
Mark, the weed you posted is called clearweed (Pilea pumila). It’s an annual weed that seeds prolifically if allowed to grow to reproductive age (happens in one season). You can mow it to limit reseeding in your lawn, or simply pull out individual plants. They are shallow-rooted and come out very easily, so even a large patch can be dealt with quickly. Some consider it a weed, some value it as a food source for caterpillars of several butterfly species. You can split the difference by pulling it where you don’t want it and leaving it where you want to promote caterpillar/butterfly populations. [LincolnTalk] Select Meeting, 7/15, 6 p.m.

2024-07-11 Thread Deborah Howe via Lincoln

Hi, Lincoln Talkers -- Writing as a private citizen, as usual, to say that the
Select Board will hold a hybrid meeting on Monday, July 15 at 6 p.m.. The
meeting has a big list of items to address. One that may interest a number of
you is the update to be offered on the Town Meeting Study Committee. When quite
a few residents spoke up --first after the December Special Town Meeting, and
then after March's Town Meeting -- seeking clarity and understanding on Town
Meeting processes, the Selects voted to assemble a Town Meeting Study Committee
to assess those processes. Discussion on this topic should be worth joining, if
you have opinions or questions about Town Meeting policies. The meeting will be
held in Town Hall's Donaldson Room, and shared via Zoom as well. Here's a link

2024-06-10 Thread Deborah Howe via Lincoln

Hi, Lincoln Talkers -- Writing as a private citizen who believes in an informed
electorate: The Planning Board will be holding its next meeting in hybrid format --
Donaldson Room at Town Hall and on Zoom -- at 7 pm. on Tuesday (6/11). In addition to the
project-based agenda items, the Board will continue its discussion on the formation of a
Tree Study Subcommittee. This topic was on the last meeting's agenda, but was postponed
until tomorrow's meeting, so there should be some substance to the discussion. The Board
will also review the Building Inspector's memo "regarding unintended consequences of
the Zoning Bylaw sections on stories and height." For everyone who voted on the HCA
article in March's Town Meeting, this topic may be of interest. Here's a link to the

[LincolnTalk] Planning Board meeting tonight 7 pm — trees, lights

2024-05-28 Thread Deborah Howe via Lincoln
Hi, Lincoln Talkers —Writing in as a private citizen to let you know the Planning Board will hold a hybrid meeting tonight (Tuesday, 5/28) at 7 pm. The meeting agenda includes items on a possible tree protection bylaw and a possible lighting bylaw, and the Board will entertain comment on issues from its last meeting. At that meeting, the Planning Director and Board suggested that since Lincoln is different from Newton, Wellesley, and Cambridge, which have all developed tree protection bylaws, Lincoln may not need such a bylaw. At the very least, It was proposed that the Conservation Department assume responsibility for further exploration of the idea. Several towns have adopted tree protection bylaws of differing stringencies, according to the intensity of development in a given community. Concord has a pretty straightforward one, developed to preserve some mature tree cover on a property when that property is purchased for redevelopment. The town of Westford, a pretty green and rural community, last year commissioned a nicely comprehensive study of its own tree-related bylaws, as it has recently seen quite a bit of development in places, that has changed the rural character of those places. To my mind — and here this note shifts toward opinion and not a simple notification, so read on at your own risk — at the very least Lincoln would do well to look more closely at the implications and benefits of tree protections, especially with development now coming to South Lincoln. Westford’s study (https://westfordma.gov/DocumentCenter/View/13207/Westford-Tree-Plan-Regulatory-Review-FINAL-2023-0612-Cover ) might serve as a useful model for real due diligence on the issue, whether sponsored by the Planning or Conservation Department. It might even be worth the Town’s commissioning an actual professional study of its own.Anyway, the Planning Board Zoom link for tonight’s 7 pm meeting is here:Join our Cloud HD Video Meetingus06web.zoom.usMeeting ID: 834 5942 2292Passcode: 609749And here’s the agenda:_05282024-5617PDF Document · 91 KBBest to you all ~Deb Howe88 Wells RoadSent from my iPad--

[LincolnTalk] Planning Board meeting tonight, 7 pm

Hi Lincoln Talkers —Writing as a private citizen to let you know the Planning Board will be meeting tonight in person (Donaldson Room, Town Hall) and on Zoom at 7 pm. Among other issues, the Board will discuss its meeting management policy — how it orders its meetings, including how and when public comment is allowed. Right now, it’s a new peculiarity of the PB to open public discussion before any topics are raised in the agenda, and to prohibit public comment on agenda items until the following meeting. If this policy concerns you, join the meeting (early — public comment is slated for 7:00 sharp) in person or by Zoom. According to the agenda, the meeting starts at 7:30 a.m. on Friday, 1/5, but
the shared calendar entry calls for the meeting to begin at 9 a.m.. Will the
meeting start at 7:30 or at 9?

[LincolnTalk] Virtual Planning Board meeting 12/12/2023

2023-12-07 Thread Deborah Howe via Lincoln
Hi, Lincoln Talkers —

The Planning Board and HCA Working Group will continue working on zoning and
planning issues for Option C at a Zoom meeting next Tuesday (12/12/2023) at 7
p.m.
Here’s the Town’s link for that meeting and its agenda:

http://www.lincolntown.org/AgendaCenter/ViewFile/Agenda/_12122023-5370

This and subsequent Planning Board meetings are worth attending if you are
interested in understanding what is involved in refining Option C to inform the
addition of 600-800 new housing units within 1/2 Mike of Lincoln Station. To do
so, the Planning Board will amend the Town’s zoning bylaws (characterized at
Saturday’s Special Town Meeting as development “guardrails”); it will be quite
a process to track.

Tuesday’s meeting will both review a schedule for the HCA Working Group and
address several issues, including a required percentage of commercial space in
the Village Center District, the Special Permit process for added
height/stories, and an “additional guardrail” – building and parking coverage
in the Option C area, which includes the Mall and the commuter rail lot(s?).

[LincolnTalk] Planning Board Zoom tonight

2023-12-04 Thread Deborah Howe via Lincoln
Hi, fellow residents of Lincoln ~

I am writing as a private citizen to remind you that tonight at 6:30 pm the
Planning Board will hold a hybrid meeting to confirm Saturday’s Town Meeting
HCA decision and to consider their next steps. (For those of you not present
Saturday, the maximum-build by-right zoning option, Option C, was selected for
refinement before the March 24, 2024 Town Meeting).

Tonight’s is the last meeting noted on the postcard sent out town-wide in
October outlining key HCA-specific meetings.

The Planning Board will take the next four months to revise zoning bylaws, and
will be receiving public input on a range of issues (setbacks, building
heights, affordability percentages, parking requirements, parking structures,
etc., building in the paid commuter rail lot, South Lincoln neighborhood and
abutter concerns, etc.) that will shape what the area around the train station,
the Mall, Lewis Street, Lincoln Road up to Codman Road, and Codman Road down to
117 look like once development begins.

Your voice is welcome and needed over the next four months, as Lincoln expands
multi-unit housing stock and densifies development in that sector of town.
Remember, democracy is not a spectator sport.

Here’s the Zoom link, for those linking in; alternatively, you may attend in
person:

[LincolnTalk] Why I support Option E

2023-12-01 Thread Deborah Howe via Lincoln

An impressive list of people have signed a letter here endorsing Option C for the HCA zoning article, and I
applaud their cohesion. My view is similar to theirs -- to see smart redevelopment of the South Lincoln area,
and "to create a vibrant, welcoming center for this town." I absolutely agree that the Mall must be
redeveloped for mixed-use commercial/retail and multi-unit housing; I don't think anyone disputes that fact.
(I'd love to see some housing developed for those of us in the middle-tier of income; housing opportunities
for us are scant in Lincoln.) My view differs from the Option C group in that I feel extremely uncomfortable
voting for redevelopment of the Mall without seeing any site plans. The HCA Working Group held a Zoom on
9/21, and made a presentation to a small group at Lincoln Woods on 9/28. They showed a rendered perspective
of the view from Lincoln Road north to the proposed building intended to replace Something Special's
building. Unfortunately there were no other drawings of the rest of the planned development, behind the
Lincoln Road frontage. And we have not seen any drawings since, though Michelle Barnes (for whom I have a
great deal of respect) has said that Civico intends to build a U-shaped building facing Lincoln Road. When I
asked about parking at the redeveloped Mall -- parking for commercial interests and for housing residents --
Michelle explained that once construction is done, the developer would likely build a parking structure in
front of Donelan's. A two- or three-story (or, by right, even a four-story) parking structure in front of
Donelan's -- in what we'd all like to see become the "vibrant, welcoming center of town" -- would,
I think, work against that goal. Again, I am not comfortable voting for such a radical possibility without
seeing at least schematic site plans. What gets built, how the site layout is configured, how likely
commercial activity will be to stay put, given the greater profitability of housing -- right now, the RLF can
help determine those things. It will have no say once it has sold the site to a developer. And while I
support the RLF (I even contributed in 2012 to help the RLF buy the DeNormandie land north of Route 2, 5
months after I moved to Lincoln), I believe that Lincoln should retain its ability to rezone the parcel. I
support Option E because it removes the Mall from the HCA zoning process. Lincoln surrenders its ability to
determing its own home rule course for the Mall if it uses the HCA to allow by-right development rights
there. And while the Town will of course require site plan review, and can enact a demolition delay (a
one-year hold on construction, after which the developer can proceed without further intervention from the
Town), whoever owns the Mall property may build at will. And housing is a more profitable land use than
commercial use. By removing the Mall from the HCA zoning process, Lincoln will retain the right to exercise
its legacy of careful planning and design. Removing the Mall from the HCA process will give us 9 more months
to refine the HCA redevelopment plan without developer pressure. And it will let us exercise the greatest
flexibility in zoning the Mall for a thoughtful balance of housing, commercial/retail use, commuter rail and
mixed-use parking, and (I certainly hope) some open space that will be a benefit to all who visit what can
then become our "vibrant, welcoming center". Lincoln is a wonderful place; its legacy of open-space
conservation has made it an incredibly valuable asset to those of us who live here and those who visit. I
believe that -- despite other communities also releasing land under HCA for housing development -- in the
eyes of a smart developer, Lincoln is still a plum waiting to be picked. I will vote for the greatest town
participation in rezoning the Mall, and so I will be voting tomorrow for Option E. Sent from iCloud--

[LincolnTalk] LRHA information Zoom rerun

2023-11-29 Thread Deborah Howe via Lincoln

Hi, Lincoln Talkers -- The Lincoln Residents for Housing Alternatives group (LRHA) held an
information Zoom last night, and explained the HCA options, including and especially Option E.
To keep the focus on each speaker in the presentation, we kept all but the speaker's cameras
off -- no secrecy intended; we just wanted to have people concentrate on the numbers and
concepts being presented. The presentation ran about 35 minutes, after which we spent almost an
hour answering questions. We were not able to answer all the questions in the time we had
planned, so are parcelling out the remaining questions to the presenters best equipped to
answer them. We'll post those questions and answers as soon as we can collate them. Here is the
Zoom link to watch the recorded presentation:
https://us06web.zoom.us/rec/play/c_urkPYyIpORXwG4j7nrDaFtQX2tB92WJiDTk1x6g1RoAgTLDXXBXJrzXVWkqUYNBx1-FpGmvjt_cU9W.k7JF8I4wak0UvfZz?canPlayFromShare=true&from=share_recording_detail&continueMode=true&componentName=rec-play&originRequestUrl=https%3A%2F%2Fus06web.zoom.us%2Frec%2Fshare%2Fjj7wn9Qshh886Nm8XA_Q1T6Afqo8Kn2ZbyGho6njy1VD5I4a1XHfOyc_OgdNLip7.oNR4MeVsQKkt1DJr
We have gotten feedback already letting us know that the information was clearly organized and
presented, and we hope that if you weren't able to attend you'll at least watch the 35-minute
program to understand the salient points before Saturday's Town Meeting. Best to you all ~ Deb

[LincolnTalk] November 8th Housing Choice Community Forums!

2023-11-06 Thread Deborah Howe via Lincoln

Hi, Lincoln Talkers – I'm writing as a private citizen, one who lives in
Lincoln Woods and whose backyard shares a fence with the out-of-town commuter
rail lot. I am a landscape architect, and tend to see built form and open space
around built form as readable expressions of a homeowner's -- or a community's
-- values. Everyone I have spoken to in Lincoln appreciates the need for more
housing here (and not just single-family homes on 2-acre lots). I don't know
anyone who doesn't acknowledge that need. My take on the HCA issues facing
Lincoln: 1) I believe the RLF parcel rezoning should be decoupled from the HCA
effort. The Mall area is important central enough that its rezoning and
redevelopment should be subject to a more rigorous vetting than it's currently
getting. I may have missed something crucial, but I haven't found in Town
documents any siting standards that address development in Lincoln's biggest
retail/commercial zone. It makes sense to define, at a minimum, building siting
parameters (distance between building mass and rights of way) disposition of
stone walls and mature trees, building height setbacks, dumpster locations, car
storage/parking limits and accommodation, etc.) as well as realistic projected
impacts on the town (traffic management, infrastructure amendments, etc.)
before any developer is given an option to build by-right there. 2) The Town
might be best served by slowing down the HCA compliance process as much as
possible, and rethinking its approach to the public process. So many people
have asked good questions about the rezoning; it's good to see that the boards
involved are now recognizing that the public process presents a wonderful
opportunity to develop even better zoning options. In a town where brainpower
is practically an energy source, it makes sense to harness it! (In the late
90s, after protests about a cookie-cutter redesign of Cambridge's Fresh Pond
Reservation landscape, the City of Cambridge enlisted citizens from all sectors
of the City to develop a text master plan for the whole reservation. The
Committee was given the charge to reach consensus on a huge range of issues --
and remarkably, it did. The process required a lot of thought, time, and the
assumption of good will by all parties. The City used the Committee's 2000
Master Plan report to guide all subsequent design and construction throughout
Fresh Pond Reservation, Cambridge's largest and arguably most successful public
open space. That process, and its result convinced me that patient and
civic-minded consensus-building really works.) We are all stakeholders in the
HCA zoning effort. A citizens' advisory committee that draws together pertinent
Lincoln officials with Lincolnites from every part of town could reflect
Lincoln's best consensus thinking, and result in a rezoning option that more
fully reflects the Town's values and character. I do appreciate all the work
that has gone into solving the HCA puzzle so far, and I'm looking forward to
the November 8 community forums. See you there -- Deb Howe Sent from iCloud--

[LincolnTalk] the Rural land foundation and the Housing Choice Act

2023-11-01 Thread Deborah Howe via Lincoln
Speaking as a concerned citizen:

The inclusion of by-right Mall development in the HCA, and resulting need for
septic upgrades funded by state grants sounds like a case of “If we had some
ham we could have ham and eggs, if we had some eggs.”

And Colleen, I agree with you that the Mall sale should be decoupled from the
HCA. That area is one of the most visible elements of Lincoln’s “institutional
spine”, and the decisions about how it is developed shouldn’t be sold off
without a 2/3 Town meeting vote. This land is not just an RLF asset; given its
location and presence in the South Lincoln streetscape it is a Town asset.

[LincolnTalk] Housing and wildlife

2023-10-27 Thread Deborah Howe via Lincoln

Hi, Lincoln -- I'm writing in a private capacity here. I really appreciate all
the work done to date on the HCA issues; those involved have done a tremendous
amount to create and present development options. And I also think that the
town as a whole -- not simply the Planning Dept, or HCAWG, or RLF/Civico -- has
further development/redevelopment opportunities to explore more fully than the
initial effort suggests. As a resident of Lincoln Woods, the densest
development in the densest part of town, I’m not thrilled with the prospect of
several years of construction disruption, dust, and noise around here. Also not
thrilled with the idea of filling the Mall/Donelan's open space (paved, but
with a greater view of the sky) with high-density building mass, or with the
destruction of habitat, or the nighttime light pollution, or still more
traffic, or the hardening of the Codman Road corridor with dense multi family
housing where none currently exists. (Despite words at Tuesday's Planning Board
meeting about this area not being part of the state's Biosphere 2, there is a
significant wildlife corridor between the huge wetland on 126 and Lincoln Road;
it covers woods, Farm Meadow, and the extensive complex of wetland on either
side of Lincoln Road, and links up with Drumlin Farm via Codman Road. It is
home to deer, coyotes, foxes, fishers, turtles (one 14-inch snapper crossed the
commuter rail lot last summer to lay eggs on the bank behind my townhouse),
owls, turkeys, and myriad smaller fauna.) I know Lincoln needs housing, and I’m
not opposed to building it. But the balance of density and the burden of
disruption needs to be better distributed than the Town’s options allow. And
because I’m one of the middle-income citizens who pays LW’s market-rate rent
but certainly don’t see myself living in a place priced a la Oriole Landing, I
heartily agree with the need for more realistically middle-cost housing. The
redevelopment of Lincoln Woods seems likely to me in the next decade or so.
Currently, the complex has tiered pricing -- 40B, moderate-rate, and
market-rate rents; will the redevelopment of this now privately-owned complex
require the continued inclusion of affordable housing here? The HCA has raised
so many questions, and I think we should address them with deliberation and
openness. In the tree world, fast growth usually produces weak wood and
shortlived trees; slow, steady growth produces dense, durable wood and
well-balanced, long-lived trees. The huge oaks standing at Lincoln Station
exemplify the slow, steady growth I think has stood this town in good stead;
let's aim for that kind of growth, durability, and balance in our planning. Deb

[LincolnTalk] Why I'm posting

2023-10-24 Thread Deborah Howe via Lincoln
Hi, all -- I just received an email asking if I am posting notices of the HCA-related issues as a member of a town committee, or if I'm just an interested citizen, and asking that I clarify my role when I post about town issues. My answer: I do serve on the Roadway and Traffic Committee, and the
Transportation Coalition. I live at Lincoln Woods. I have posted links to the HCA-related meetings as a private citizen, and not as a representative of any group, town-sponsored or otherwise. I believe that the issues being discussed are
significant enough to the Town that everyone should be aware of and
conversant with them. (Another role, as an election volunteer, may be
more pertinent to and is completely congruent with my interest in participatory democracy and a
well-informed public.)At the Multi-Board Zoom meeting I asked
that the Town do more to publicize the meetings related to HCA. You
likely received a postcard in the mail listing the meetings and forums, which went out across town.
I'm posting the info on Lincoln Talk as a private citizen, because a lot

of people read LT, I haven't seen word of the schedule there, and in my limited
experience with PR I know that repetition creates engagement. DebSent from

[LincolnTalk] Osage orange fruit

2023-10-20 Thread Deborah Howe via Lincoln
Hi, Anne —

What you found in DC is a fruit from the Osage Orange tree (Maclura pomifera).
Osage Orange, also known in the Midwest as Hedge or Hedge Apple, is native to
the south and Midwest US, and was often planted as hedges or as windbreaks on
the Great Plains.

If you still have the fruit, give it a squeeze or scratch the skin and take a
sniff; it has a pleasantly spicy smell.

[LincolnTalk] Housing Choice public dates

2023-10-18 Thread Deborah Howe via Lincoln
Hi, Lincoln Talkers ~

Rezoning parts of Lincoln to allow 635 new housing units is a big deal, and
will affect every Lincoln resident’s experience of the town. Jennifer Glass’s
post here in LT about the Housing Choice Act is a useful primer; to learn more
about the issues, consider attending the upcoming meetings:

1. October 24 - Planning Board meeting to present options D1 and D2 to the
public; options will then be posted on the HCAWG web page

2. The Housing Choice Act Working Group will hold two Community Forums on
Wednesday, November 8, 2023

Morning: 8 AM to10 AM — in person @ Town Offices

Evening: 7 PM to 9 PM — virtual via Zoom

For the Zoom forum, register here:
https://us06web.zoom.us/meeting/register/tZ0lcuuqqj8uGtFZbgFL3Ghr2zR5oH5ZdaVF

That meeting’s agenda calls for:
Review Option C and new Option D1 and Option D2 — 30 minutes
Q & A — 90 minutes
Feedback preference for D1 or D2

3. Saturday, December 2, 2023 Special Town Meeting
Sense of the Town from residents via an informal paper ballot on preferred
option C or D

Because the Lincoln Journal no longer exists, and not everyone reads either
Lincoln Talk or the Squirrel, consider talking to your neighbors about the
meetings scheduled and the information being presented. Thoughtful community
input can only improve the big decisions being made.

[LincolnTalk] 10/10/2023 Housing Choice Multi-Board Zoom info

2023-10-09 Thread Deborah Howe via Lincoln
For those who haven’t gone onto the Town website to pull up the Planning Board
calendar, here is the agenda and Zoom link for Tuesday night’s Multi-Board
meeting about the Housing Choice options.

As the agenda points out, this meeting is scheduled for the various Town boards
involved to select a “final configuration” of the Town’s proposed 3A Housing
Choice District.

If you are interested in the disposition of density in Lincoln, and think that
perhaps more citizen discussion and input might lead to a solution that
accomplishes the Commonwealth’s goals while reflecting better this Town’s
character, this is the Zoom call to join.

You can get the same info from the Planning Board website, but for quick
reference (the Town site loaded verry slowly for me), here it is:

7 pm, Tuesday, 10/10/23, at the link highlighted below.

You might check the Town website, or ask a member of the BPAC; I haven’t seen

I posted on LT because I had attended one forum and remembered that the last
one (my neighborhood’s) is tonight; not seeing any further announcements about
it I figured this would be the last chance to let people know about it, and let

2022-11-02 Thread Deborah Howe via Lincoln

Hi, Lincolnites ~

Lincoln’s Bicycle and Pedestrian Advisory Committee will be holding a Zoom
forum tonight, one of a series of forums being held for residents of Lincoln’s
East, West, North, and South quadrants. Tonight’s forum (at 7 pm) will be
directed to and for the residents of Lincoln’s West quadrant (west of Lincoln
and Bedford Roads), though anyone is welcome to participate. Here’s a link to
the agenda:

https://www.lincolntown.org/AgendaCenter/ViewFile/Agenda/_11022022-4706

BOAC has been working hard to develop a master plan for bicycle transit through
and in Lincoln, and have put together this forum series as part of its public
process. The issues they’re discussing will likely have significant impact on
Lincoln for the foreseeable future; if you are a walker or cyclist or driver,
or have any interest in how transportation corridors of all sorts in Lincoln
are used, this is your chance to ask questions and offer your take.

This will be the last BPAC forum; in previous weeks they have held forums
focused on the East, North, and South quadrants. The group wants you to
understand their aims and work, and want to understand your views; I strongly
recommending attending tonight’s forum if you can. Here’s the Zoom link:

[LincolnTalk] ConComm meeting Wednesday night

2022-07-12 Thread Deborah Howe via Lincoln

Hello, all —

Lincoln Talk has hosted lively discussion of the proposed trail policy changes
in the last few weeks, which I think can only improve peoples’ awareness of the
issues involved and, hopefully, the policy draft itself. I understand that the
Conservation Department and LLCT staff see Lincoln Talk; to be sure your
comments are actually recorded in the town’s public record, you might want to
copy and email your comments to the Conservation Department directly.

Tomorrow night the Conservation Commission will continue its discussion of the
proposed trail policy changes; the meeting is of course open to the public. The
trails discussion will start at 8 pm. This link will take you to the meeting
agenda and Zoom link:
https://www.lincolntown.org/AgendaCenter/ViewFile/Agenda/4595?html=true

The discussions have really been an exercise in participatory democracy; they
are a way for all citizens to have their views on trail use heard. Walkers,
cyclists, horseback riders, proponents of unrestricted access, proponents of
protecting the natural world — all voices are welcome and necessary to the
process. And you may just find yourself getting to know and exchange views with
other Lincoln residents you may have encountered on the trails…I urge anyone
interested in Lincoln’s trails and conservation land to attend.

[LincolnTalk] trail discussion continuance

2022-06-21 Thread Deborah Howe via Lincoln

Hi, all --This conversation is an important one, and I am glad to hear and read
the wide variety of perspectives Lincolnites and others have shared. So many
factors regarding opening trails for recreational use in particular have been
discussed: -- the wish by Lincoln cyclists to ride Lincoln trails and to ride
to other towns' trails without getting in a car to do so-- the wish by regional
cyclists to explore Lincoln trails by bike-- the wish by walkers to keep the
trails through Lincoln natural areas vehicle-free-- the wish to protect the
flora, fauna, soils that make up and populate Lincoln's natural areas-- the
wish to promote family togetherness by biking the trails-- the wish to promote
family togetherness by walking the trails--
the wish to enjoy quiet contemplation of nature without having to
encounter the asymmetrical dominance of trail space, if even for a brief

time when bikes are approaching and passing walkers-- the wish to shrink
LIncoln's collective carbon footprint by opening trails for cycling--
the wish to tread lightly on the land, and share appreciation of that
light footprint (literally and figuratively) with others. As
I understand it, the initial impulse to open trails had to do with
expanding point-to-point transportation opportunities within the town --
to connect significant town institutions and various populated
neighborhoods in Lincoln by trail. Somewhere between this first
initiative and the draft proposal the goal has shifted to focus on
recreational opportunities for cyclists.  I am concerned that the focused drive to open recreational trail loops for cycling a)

will put vehicles (human-powered and electric) in places where the most
vulnerable plants and wildlife currently live, and that vehicle use in
those areas will degrade those habitats into inhabitability.b)

will also affect nearby natural areas -- as I have noted before, Walden
Pond, already under enormous pressure, is likely to be still further
burdened should Pine Hill and Adams Woods loops be opened to cyclists.c)

will homogenize the special qualities of Lincoln's natural areas into a
generic blend of ever-wider treadways and impoverished habitat.Riding
on natural trails is fun. Nobody has to worry about getting clipped or
hit by a car, or having to ride off the road into a ditch or guardrail;
cyclists, who ride the most vulnerable wheeled vehicles, lose that
vulnerability when they get onto the trails.  Walking
on trails is fun, too. Unfortunately, when bikes and walkers are on the trails,
bikes become the dominating vehicle. And walkers -- who are as
individuals the most vulnerable humans on road or trail, and who
currently enjoy little threat on the trails -- become vulnerable to
cyclists, who can ride at least 4 or 5 times as fast as a person can
walk. (Electric bikes, which are gaining fast in popularity, can go faster with less effort by the rider). Small wildlife, saplings, forbs, moss, and tree roots are often
more vulnerable still, and stand the greatest risk of harm from wheeled vehicles.I love LIncoln's
trails; they give me the ability to walk freely and observe the nature that
presents itself readily in the woods and fields here. I definitely see
cyclists on the trails, though usually solo riders, or riders in groups
of 2, 3. or 4. Conflicts don't have to arise if all parties are cognizant
of and use trail etiquette.(Btw, riders are not a
monolithic group -- over an individual's life span he or she may learn
and exercise good trail etiquette -- but new individuals enter the
riding pool every day, and certainly the only etiquette some follow is
whatever accords with their sense of entitlement.) One meeting attendee, who also sent a comment in to the discussion, spoke about the youth cycling group he leads that would love to ride on Lincoln trails. While I think it's great that the local youth riding groups train young
riders in riding protocol, I also wonder how having big groups of kids
zip through Lincoln trails is at all good for the trails and the woods
and fields they traverse. And with comments on the trails discussions coming
from Lexington, Belmont, Concord, Weston, Wayland, and Andover
cyclists, too, I have to think that groups of adults will also be
heading (many by carbon-burning car) to the trail loops to ride. Middlesex
Fells is a prime example of a unique natural area that has become a
trail-riding mecca; the trails there show extreme wear, and a nature
walk is mostly a walk over exposed and torn-up tree roots, pebbles, and
ad hoc jumps. Not a ton of habitat remains there.I'm

all for inclusivity, but above all, I'm for protecting what is wild and
habitable for Lincoln's non-human inhabitants, and keeping the trail
system primarily for the two- and four-legged walkers. Our conservation land here is ever more precious for the passive recreation it offers humans and the refuge and habitat it offers flora and fauna. I hope that the Conservation Com

Hi, all --Just a note to remind anyone interested in the Lincoln trails that
the Conservation Commission will be taking up the question of a new trails

will be presenting their recommendations for bicycle transportation in Lincoln
at 7:10.  They're the first presenters on the agenda and their presentation may
well discuss their perspective on cycling and the trail system. The continuance

[LincolnTalk] Trails continuance

2022-06-19 Thread Deborah Howe via Lincoln

Hello, all -

The June 1 ConComm trails discussion over Zoom was robust and heartening; lots
of people showed up and voiced their opinions on the proposed trails
regulations.

For those who couldn't make it, the ConComm decided to hold off on voting on
the regs, and instead to continue the meeting on the evening of this Wednesday,
June 22, also over Zoom. You can find the agenda for that meeting here:
https://www.lincolntown.org/AgendaCenter/ViewFile/Agenda/_06222022-4573
Further discussion and a vote on the trails issue is scheduled for 8:15 pm, and
the Zoom link for the meeting is on the agenda, or here:

Zoom Meeting Link:

or Dial In: 1-646-876-9923
Meeting ID: 880 6324 7875 Passcode: 894034

Written comments on the proposed draft trails policy are a matter of public
record; Michelle Grzenda suggested that anyone interested in reading those
comments should call or email her or Stacy Carter for the link. (The
Conservation Dept. prefers to get individual requests for the link rather than
broadcasting it, because private emails are included with the comments).

I have read the comments, and think they’re worth the read, as they give a wide
range of opinions on trail use in Lincoln. (I noticed that some quite extensive
comments came from residents of Lexington, Wayland, Weston, Concord, Belmont
and Andover — there’s quite a lot of interest outside Lincoln in Lincoln’s
trail policies.) And of course it’s always good to hear the voices and views of
others on the ConComm Zoom, and to voice your own.

Best,

[LincolnTalk] Trails decision tonight?

2022-06-01 Thread Deborah Howe via Lincoln

Just a reminder that the Lincoln Conservation Commission will be discussing
proposed revisions to the trails policy tonight at 8 pm. Their meeting agenda
and Zoom link are available here:
 https://www.lincolntown.org/AgendaCenter/ViewFile/Agenda/_06012022-4544

The Conservation Department has held two Zoom calls — one in November 2021 and
the second on May 18 — first to discuss the idea of revamping Lincoln’s trail
policies and then to reveal the draft proposed policy. Attendees were asked for
their comments, both in the Zoom calls and in writing, and at the May 18 call
(the one I was able to attend) there was lively and respectful discussion.

The proposed policy changes will affect trail use, and the experience of
walking on the trails. A significant expansion of recreational bicycle access
is proposed: currently, bikes are allowed on 8 miles of trails, mostly to
connect points in town by trail); the draft policy would expand that 8 miles to
19 miles of bike use of point-to-point trail connections and several complexes
of recreational trail loops, including at Mt. Misery, Pine Hill, and in Adams
Woods. You can see the current and proposed bike access maps and the entire
draft policy here:
https://drive.google.com/drive/folders/1Po2vEOwZdYDkTkOiv-fP6i515q5fFmnT

Dog-walking leash requirement changes are also proposed; anyone who walks the
trails with a dog will want to know what new leashing requirements are on the
horizon.

The Conservation Department proposes to improve trail signage to clarify for
trail users trail guidelines and etiquette.

The trail system was developed for the passive enjoyment of Lincoln’s
conservation land, and to date has been mainly used by walkers of all stripes,
with some use by cyclists. This year’s proposed changes will affect everyone
who uses the trails, especially the walkers.

The ConComm is poised — after its discussion — to vote on the proposed trail
policy changes tonight. If you walk on the trails and have an opinion on trail
safety, dog-leashing, the use of e-bikes, the enforcement of new regulations,
the preservation of soils, flora, and fauna, or any other of the concerns that
have been raised in the Zoom calls and comments, tonight’s 8 pm Zoom is where
to make your voice heard.

[LincolnTalk] Proposed new trail policies

2022-05-30 Thread Deborah Howe via Lincoln

Hello, all -- I haven't seen mention of Lincoln's  proposed trail policy
changes in this forum since the May 18 Conservation Zoom call, and thought that
perhaps  people not on that call might be interested to know about the changes,
which have implications for people and dogs who walk the trails, as well as for
the flora and fauna living in Lincoln's woods and fields.  The Conservation
Dept. recorded the May 18 Zoom call, on which Michele Grzenda, Conservation
Director, gave an excellent explanation on what the proposed policy includes.
Much of the call was given over to citizen comments, as well. I was impressed
with how respectful and thoughtful folks were even as there were significant
differences of opinion. You can find the recording, as well as maps and other
documents presented, at
https://drive.google.com/drive/folders/1Po2vEOwZdYDkTkOiv-fP6i515q5fFmnT; if
you are interested in the nature of Lincoln and if you walk the trails the
recording and docs are well worth a listen and review.People sent in additional
comments to the Conservation Dept. and Conservation Commission after the call
(comment period ran from May 18 to May 25), and this Wednesday night (June 1)
at 8 p.m. the ConComm will discuss comments and observations they have
received.  This meeting is also open to the public; the link to that Zoom is
https://www.lincolntown.org/AgendaCenter/ViewFile/Agenda/4544?html=trueI'm
posting this info because the trail system belongs to all Lincoln residents,
and the proposed changes will affect pretty much everyone who walks the trails
and the nature of many of the trails themselves.  If you weren't able to attend
the May 18 Zoom, the June 1 Zoom would be a good one to attend, to understand
how those changes may affect you.Deb Howe--

Re: [LincolnTalk] arborist

2022-03-03 Thread Deborah Howe via Lincoln
Hi, Colleen —

Massachusetts has some really excellent arborists! I’m a landscape architect,
and regularly call on a couple of companies for tree work :

Matt Foti (https://fotitreeandlandscape.com/) is based in Lexington

Barrett Tree East (https://www.barretttreeeast.com/) has a Newton yard and a
Medford yard.

Both have knowledgeable crews that have been with the company for years (a good
sign), and both are very well-respected in the arboricultural world.

[LincolnTalk] update on Verizon audio cut-out

2022-02-13 Thread Deborah Howe via Lincoln

Using my phone both at home and on the road in metro Boston for the last
several days, I can report that turning on Roaming for Cell Data) and having
WiFi Calling on has made a significant difference for me. I still get the
occasional cut-out in audio, but don't know if I should chalk that up to my
location (if I'm not home) or the other party. The improvement is significant
enough that I feel much more relaxed about making or taking calls. Now I just
have to get used to the various swipes that my new phone employs to toggle

Re: [LincolnTalk] iPhone and Verizon

2022-02-08 Thread Deborah Howe via Lincoln

Well, it's definitely not just me.  I have now gotten notes from several people echoing the
audio-cutting-out problem.  After a dive into Verizon's phone support system (most of which
is apparently geared toward selling one on their Unlimited 5G plan), and two instances of
my phone audio cutting out while on the line with Verizon(!), an actual tech person gave me
what I hope is a solution. She explained that all across MA Verizon is deactivating 3G
towers so they can upgrade them to 5G functionality.  The 3G towers' signals are weaker
than they used to be (tech people, forgive me for mangling this explanation), and unless
the Cell Data Roaming is turned on in your iPhone settings, your phone will have flawed
reception.  The tech rep told me to turn on (in the Cellular section of my iPhone Settings)
Cell Data, turn on Cell Data Roaming, and if I had an international CDMA setting turned on
(this is a setting on earlier iPhones up to iP8), to turn it off.  She then instructed me
to turn off the phone entirely and restart it after a few seconds.  I just restarted my
phone, and my fingers are crossed that this works (she did sound very confident, and told
me that it'd be fine if I posted this solution on Facebook.  Lincoln Talk is my amplifier
of choice...)Let's hope it works.  It is helpful, at least, to know that others have been
experiencing this same technological irritation; it'd be great if we could all experience a
fruitful remedy.DebOn Feb 8, 2022, at 3:24 PM, Staci Montori

[LincolnTalk] Plans for South Lincoln

2021-11-16 Thread Deborah Howe via Lincoln
Rep. Stanley's news email today announces the Town receiving a $400,000 grant to upgrade the Farm Field waterwater treatment plant that currently serves the Mall and Lincoln Woods; the upgraded facility will also support mixed-use redevelopment in whatever form it's going to take.  I followed the South Lincoln segment of the State of the Town meeting last week, but hadn't heard about this grant -- did I miss a Town announcement? According to Rep. Stanley, "Lincoln will receive $400,000 to create design and engineering plans to
expand an existing wastewater treatment plant that services the Mall in
the Village Center and a 125-unit mixed income residential property. The
expansion will support Mall redevelopment to include mixed-use on a
