Nyabushozi leaders have resolved that errant cultural leaders be removed by the Constitutional Court rather than Parliament as recommended by Cabinet.
They were in a consultative meeting organised by Nyabushozi MP, Ms Mary Mugyenyi, on Monday at Agip Motel in Mbarara.
They said MPs are politicians who could have personal and selfish interests. A source said that the leaders resolved a return to multiparty politics and the lifting of the constitutional two-five year presidential term limits.
They suggested that the president should only have powers to dissolve Parliament if he also resigns and that the Chief Administrative Officer (CAO) should be hired by district authorities rather than the central government.
They also proposed one voting day for the President, MPs and LC5, and another day for LC1- LC4, to save time an d resources.

Critics say the Shs533 billion a year Plan for Modernisation of Agriculture had largely flopped because it overlooks the people who should be most involved - farmers.
But officials implementing the programme say PMA would take time to fully work. Critics maintain that despite big expenditures for PMA, farmers are not benefiting and are not directly involved in implementation activities.











 
The treasurer of the Uganda National Farmers Federation, Mr Charles Ogang, told The Monitor on October 28 that money for PMA activities at the sub-county level is not having an impact and farmers. He alleged that non-agriculturalists based in Kampala, were monopolising the money.
"This is one of the reasons why most farmers down in the villages have not understood PMA up to date. Those in the implementation process of the programme are using the money to fulfill pledges they made when they were campaigning for political posts," he said.
But the Director PMA Secretariat, Dr Willie O.
Odwongo, told The Monitor that PMA was designed for medium and long-term transformation of agriculture and was never meant to be a quick- fix.
"The benefits of PMA will be realised after the transformation process being undertaken is completed. Let people hold on for some more time. The impact will come to pass. It is still too early to judge whether PMA has failed," Odwongo said.
"PMA as a process is not something that is going to make things change overnight. This is a strategic policy designed to develop the sector in a holistic way which will have to under go many stages in all the 56 districts," he said.
Critics have accused the government for sidelining farmers' organisations that are better placed to do the mobilisation need to make PMA work.
"PMA is the best-ever programme government has undertaken to transform agriculture in this country. The programme is really very good for poverty eradication in this country because it lays emphasis on productivity and marketability of the produced," Ogang said.
Government officials, on the other hand, tell The Monitor that carrying out plans to modernise farming in Uganda is difficult because the sector is so complex and entwined with every thing from education to finance.
PMA, introduced in the financial year 2000/2001 as a policy framework for reforming agriculture, has seven key objectives. Those are agricultural and technological development, agricultural advisory services, rural financial services, agro-processing and marketing, agricultural education, sustainable use and management of natural resources and supportive physical infrastructures.
Officials maintain that it could take years to show real results under the program simply because of the difficulty of coordinating efforts by many programs.
The Ministry of Finance Planning and Economic Development is involved with budgeting and provision of rural micro finance to the farmers and the Ministry of Works Housing and Communications is involved with building roads important to connecting farmers with district and regional markets.
The Education Ministry is charged, in the PMA plan, with getting young people interested early in farming and setting up effective training for them.
Getting all these different organisations working together is slowing down progress, officials say. The permanent secretary in the ministry of Agriculture Animal Industry and Fisheries, Mr David Obong, said it will not be possible to spread PMA components into all the 56 districts in short term as some people and politicians have wanted.
As one example, the National Agricultural Advisory Services NAADS, which offers extension services in areas of field training, has reached only 24 districts since PMA went into effect.
"This policy of PMA is a holistic approach government is using to transform agriculture from subsistence-oriented to commercial," Obong said. "By changing all the traditional way of farming into a modern type,"

The Acholi living and working in the diaspora want to come back home and offer expertise services to their community, the leader of Kacoke Madit Diaspora Volunteers Scheme (KMDVS), Mr Tom Odoki Olam, has said.
He said since KMDVS' inception in 1996, many Acholi in the diaspora have shunned the rebellion in northern Uganda. The organisation has since held three grand meetings between those in the diaspora and at home.
This was at a one-day consultative workshop at the Gulu University Main Hall. It was attended by 10 of the volunteers, local community and opinion leaders.
The Acholi community on October 29, 2004 welcomed and endorsed the KMDVS, funded by the Department For International Development (DFID).
Another volunteer, Mr Zeru, said the Secretariat had received 25 applications, but there were funds available for only 10 people.
Two of the volunteers will work in Gulu University in the department of Conflict management and Information Technology (IT).
Rwot George William Lugai (Pajule Clan) told those in the diaspora that they they would only understand the complexity and suffering in Acholi land if they returned home to interact with the people.
Rwot Otinga-Atuka Otto-yai (Lamogi) and the Gulu University don, Mr Leander Komakech, said the LRA conflict had affected their relationship with neighbouring tribes.
Gulu LC5 Chairman, Lt. Col. Walter Ochora-Odoch, said the Acholi have a right to stay in Britain to read and make money because the British are responsible for their problems that resulted from bad colonial policies.

Okello,
I was only trying to put right the misinformation that the author was 
spreading around about our history, and this involved our King. I do not 
know exactly what you want from me. Do you expect me to give up my identity 
in order to save myself ? Isn't that a contradiction in terms ? Nowadays 
when you don't mention Gulu or Acholi, people like you assume that one is in 
slumber. No sir ! The Baganda can take care of themselves. I am also aware 
that the Buganda Kingdom is not static. If it was, the issue would have for 
example been whether all these non-Baganda putting up constructions in 
Buganda are on borrowed land or not, due to an old law that forbade 
non-Baganda from buying land in Buganda.

As for who put who in the chair, the saying goes that one hand washes the 
other. It is public knowledge that during the war, without Kabaka's support 
the NRM/A was finding it increasingly difficult, if not impossible, to make 
any headway towards Kampala. Its only that some people tend to forget who 
got them there.

BTW Okello, I don't know how you are able to live with yourself, since the 
country you reside in still pays allegiance to the outdated traditional 
path of 'our Queen' !

You got some points. But, as long as you stick to the traditional system, 
that only cocoon people and put them to a state of slumber, when in fact 
people should be engaging, with ferocity, in economic and political hassles 
of today's world to have themselves mass awoken, in order to be able to 
fend off the growing threats to their land and livelihood, like the turks 
of the movement government now pushing off baganda from their land, you are 
bound to lose hands down. Politically and economically astute people are 
the ones who can secure, and protect whats theirs by birth for posterity. 
The Kabaka is in no position to save the baganda; only the baganda can save 
themselves. And as long as they, the baganda like you, still continue to 
traverse the outdated traditional path of our King, and look at the world 
around them from the spectacles of the Kabaka and his chiefs, because that 
is fundamental traditional values to hold religiously, then only waking up 
one day and finding
 your/themselves holder/s of these traditions, but merely squatters on the 
land, will make them learn; but, that will be just too late. The NRA/M put 
the Kabaka back in his so called chair for god sakes! What make you think 
the Kabaka can now turn around and tell the NRA/M what it can or can not do 
in Buganda? It is only woken people of Buganda, and Uganda in general who 
can stop these turks from the vision of creating a middle class in Uganda 
out of an ethnic group, in order to re-engineer the political direction of 
the country. Not the Kabaka; not traditions; not even any ineffective 
systems, be it a political party or not, in whatever nuances they may be.

Stick to this ineffective  our King, and you sure are going to learn the 
hard way when Uganda finally becomes too small for you to live in.

Why don't you ask your friend in Lusaka ? Since he grabbed it and moved it 
to Uganda Land Commission, it has never been returned.

What then is your 2004 view of land ? Is it the same as the NRM Land Act of 
1998 ?

Even if you are right about the land, but this is 2004 and not 1300. So a
whole lot of things in Uganda have changed, the only problem is that 
Buganda
kingdom still think it is leaving in 1300. And that is what many Ugandans
are trying to explain very hard to Mengo.

 The Baganda already had a sophisticated and well-organized system of 
land
 tenure and ownership even before the arrival of the Europeans. The
majority
 of Buganda land was held as 'bibanja' under customary tenancy. All the
 bibanja holders had security of tenure and their payment of 'busuulu' to
the
 landlord tantamounted to proof of ownership. That meant that a kibanja
owner
 could sell, transfer or inherit the said land. The bibanja holders were
not
 thrown off the land and were quite happy to keep things as they were. In
any
 case, one had the option to buy the land outright, thereby turning it 
into
 freehold. Mailo land was therefore not a problem for the Baganda, that 
is,
 until Amin came in with the 1975 Land Decree which took away bibanja
 holders' rights.

 That said, the obsession of this government, especially its leader, with
 Buganda land has not been lost to the keen observer. This government has
 tried to grab Buganda land using all sorts of dubious means and
 justifications. Instead of revoking Amin's decree, the NRM government
 aggravated the problem by legitimizing illegal settlement and unlawful
 occupancy by a minority that had used guns and their positions of
influence
 to occupy the said land. The 1998 Land Act was directed at Buganda land

 was intended to give illegal squatters the right to attain titles and

So the NRM is the only one allowed to change positions, if and when the NRM sees fit..other political parties and members of the opposition are now NOT allowed to change positions... this, fellow citizens, is according to the NRM political Doctrine. 
Politics is but a game of chess. May be certain members of the UPC leadership have re access this issue of federalism..many be many among our leaders are now of the opinion that the Buganda should be granted there federo. And if indeed , this is the wish of the people of Uganda, so be it.
Onething is for sure; there are certain illegal squattersfrom a certain area of "twalirilist" whostand to be evicted from theland of Bana ba Kintu.

THE state minister in the office of the vice-President, Adolf Mwesigye, has blasted the Uganda People's Congress (UPC), accusing its leaders of claiming to be experts on federal issues yet they were the ones who abolished the federal system.
He was on Saturday commissioning a grader for Mukono north constituency at Goma sub-county. Area MP Peter Bakaluba bought the grader to repair and upgrade roads.
Mwesigye, who represented Vice-President Prof. Gilbert Bukenya, said UPC leaders had no moral authority to discuss issues pertaining to federal governance in the country.
"Without shame most UPCs have jumped on the bandwagon to discuss federo issues, yet they are the same people who removed federo from Baganda. I do not think any Muganda could line behind such a party," he said.
Mwesigye said recent disagreements with Mengo during the federo talks would soon be resolved.
He said a delegation from mengo visited state house recently and showed willingness to resolve the issue.

The 'Nyabushozi' leaders can propose any nonsense thay want. You see it is the land they want. 
Sothey have a clause in thewhite paper that the"biggest cultural leader M7" can steal
any land he wants in the name of Baiita/ Nyakiga development.

If as they expect, one cultural leader refuses, then the courts of law now fully manned by Nyakiga's will find him guilty of breaking the Nyakiga constitution and declare him unfit for his job.

The Nyabushozi leaders then expect the others to just bend so that they can kick ass and carry on the Basiita plan.

No third term, say northern advocates
By Chris Ochowun LAWYERS from northern Uganda and the Uganda Law Society (ULS) have rejected the white paper proposal to lift presidential term limits. They said, during a workshop at Acholi Inn in Gulu town on Saturday, that the government should concentrate on amendments that will effect a smooth political transition and suspend the debate on other proposed amendments, to the 8th parliament. The lawyers said issues like lifting of the presidential term limits and federalism should be handled by the next parliament, which will have ample time to study them in depth and make wide consultations before taking final decisions. They said if Museveni still wanted to be President, he could stand again in 2011.

Nyabushozi leaders have resolved that errant cultural leaders be removed by the Constitutional Court rather than Parliament as recommended by Cabinet.
They were in a consultative meeting organised by Nyabushozi MP, Ms Mary Mugyenyi, on Monday at Agip Motel in Mbarara.
They said MPs are politicians who could have personal and selfish interests. A source said that the leaders resolved a return to multiparty politics and the lifting of the constitutional two-five year presidential term limits.
They suggested that the president should only have powers to dissolve Parliament if he also resigns and that the Chief Administrative Officer (CAO) should be hired by district authorities rather than the central government.
They also proposed one voting day for the President, MPs and LC5, and another day for LC1- LC4, to save time an d resources.

others, the facts should be available for all to see but I fear that this is not 
the case. The recent example is on the completion of the Apac-Kigumba-Masindi 
line, the Press reported that some people had endorsed the Kisanja thing simply 
based on the completion of along overdue Project rather than indignation 
for delays due to incompetence for a Project which should have been completed by

I have been trying to follow the debates for and against the power projects 
supposedly initiated by the NRM. Based on some facts available to me, I wish to 
state that this is not a question of being taken for a ride but in actual fact 
being ridden in a fashion worse than that of the proverbial beast of burden. I 
believe that the whole problem comes about because the 'clearest head' in the 
'revolution' did not, has not and will probably never develop an idea worth 
implementation for the development of our country. This is brought to light by 
the irrefutable fact the UPM could not produce an elections Manifesto for 
the 1980 elections, (even though people like Tumusiimwe Bwajoojo claim to have 
seen one) and after launching and waging a vicious war which involved destroying 
of the much needed infrastructure, the best idea they could come up with is the 
primitive barter trade.

In the NRM's first budget speech, they stated "What went wrong 
in Uganda was that budgetary discipline was lacking and those who advocated the 
monetary approach to the management of the economy depended on the market 
mechanism to orient the economy towards more production and less consumption." 
They went further to state "The situation was made 
worse by the financial programme approved by the Obote Government and supported 
by the International Monetary Fund." At this point in time the 
'clear headed' leadership was totally opposed to the liberalisation of the 
economy and "therefore, decided that the exchange rate be fixed at 
1,400 per US dollar. With immediate effect, the dual exchange rate regime is 
abolished." It could be that Lutwa's regime re-instituted the dual 
exchange rate regime because records show that on the 14th June, 1984 during the 
reading of the Budget Speech, A. M. Obote President/Minister of Finance stated 
"I propose that the dual exchange rates be unified on 15th June, 
1984, at a rate to be struck at the auction on that day." Whether 
the NRM were flogging an old [work] horse, I don't know, but by removing the 
market mechanism from the system, it is hardly surprising that the inflation 
rates went into triple digits, which they will conveniently blame on 
"past regimes."

From the Economist Intelligence Unit Country Report No 1 - 1987 under 
"THE ECONOMY" from the sub-title "The economy continues 
to drift -" it states "A year of peace in the South has 
done wonders for the rural areas which comprise Uganda's economic heartland and 
this recovery has been helped by the resumption of projects in the field of 
agricultural rehabilitation, roads and power as aid funds have begun to flow 
again. In other respects the situation is bad, with inflation well into three 
figures at the end of the year and still rising, local industry bankrupt and in 
disrepair, and foreign exchange critically short." The report 
describes the situation in the urban centres that the "continued 
economic drift has hit urban Ugandans particularly hard, as employment has been 
lost and wages massively eroded by a year of hyperinflation." 
though the report describes much improvement in the 
"countryside" on the basis that "peace has 
allowed the peasants to resume cultivation unhindered by security 
problems." The "projects in the field of 
agricultural rehabilitation, roads and power" were not conceived 
by the NRM but were part and parcel of the UPC Recovery Programme which was 
"approved" first by the people of Uganda and 
then by the international finical institutions. In other words these were 
legitimate UPC babies. (Maybe I should do a detailed piece on agricultural 
rehabilitation soon)

Seeing as the NRM/Movement are even now petrified of producing a clear 
economic programme to be approved by the people of Uganda in a competitive 
contest, it does not surprise me that "In the continuing absence of 
a declared and detailed economic strategy, assessment of the Uganda economy and 
its prospects has to lean heavily on the broad policy statements of government 
leaders." A more accurate description should be 'on the clearest 
head of the revolution'. In 1987 it was assumed that "the government

A new load 
shedding programme announced recently by government has plunged the 
country into darkness. The industrial sector too, which directly depends 
on power, is hurting. Low production and increased production costs are 
taking their toll on investors. As Private Sector Foundation 
President, James Mulwana, said recently, because of load shedding, 
factories are also downsizing the night shift of employees. Of what use 
would the night shift be, if power returns at 10.00 Pm yet the machines 
take another 2 hours to warm up?

Minister Syda Bbumba, says load shedding is inevitable, because by 
September last year, the demand for power had reached 300 mega watts 
(MW) and yet the supply had remained constant at 220MW. According to 
Bbumba, the demand has now reached 347MW at peak hours leading to a 
shortfall of about 130MW. Even at off peak hours, the demand stands at 
245MW, 25MW less than the supply. Bbumba blames the reduced water levels 
of Lake Victoria.The other option, according to Bbumba, is 
importing power from neighboring Kenya. "There are some redundant 
stations in Kenya that we can tap power from," Bbumba told the press 
recently.But to President Museveni, the power crisis can only be 
attributed to "lack of independence" from donors."Lack of 
independence is causing the country problems," the president said at the 
Independence Day celebrations at Kololo on October 9. He said 
"interference from some development partners" had almost made it 
impossible to hold anybody accountable for the crisis, as the country 
had become "everybody's business."The President says government's 
intentions to construct power dams at Kalagala, Bujagali and Karuma to 
deal with the shortage of power in the country had been frustrated by 
development partners."Some of our friends (donors) said it would 
be dangerous and we would suffer from too much electricity, and now we 
are having these shortages," he said. And apparently, the squabbles 
between the government and development partners do not seem to show any 
sign of abetting. A recent communication from Karren Rasmussen, Lead 
Financial Analyst, World Bank Energy Group World Bank "requested" the 
Bujagali project deal to be reviewed. He said WB requires that 
after the pullout of AES Nile Power bid to develop Bujagali in September 
2003, a fresh assessment of the social-economic, environmental, 
technical and other aspects of the project should be redone before 
sanctioning its funding.He also called for the re-examining of 
alternative hydro power projects like Karuma as well as thermal options 
and imports of electricity in light of Uganda's projected power demands 
to determine the least cost power option.But, said Rasmussen, 
"Only one power project is justified at the moment."Apparently, the 
World Bank does not want to co-finance Karuma with Norpak, as requested 
by Government, because it thinks the country lacks the capacity to 
absorb output from the two dams if they are constructed 
simultaneously.Meanwhile as Government and its 'friends' the donors 
play hide and seek, the country' demand for power continues grow at over 
8% per month (4MW). Uganda Electricity Distribution Company Limited 
(UEDCL) officials say power demand has been growing at 11.4% since 
2002.But they blame the current shortage of power on the water 
levels of Lake Victoria, which they, say, have "dropped because of the 
prolonged drought."But Hillary Onek, an engineer and Lamwo County 
MP, contends that it is indeed a technical error at Nalubale and Kiira 
dams in Jinja and not the "drought" that is to blame for the power 
crisis. Onek says a well-designed dam, having Lake Victoria as 
its reservoir cannot fail because of a short period of drought. He 
argues that the statistical average of Nile river flow at Jinja, which 
has been monitored since 1899, is currently 800 Cu.M/Sec - enough to run 
through the Jinja facilities without affecting the water level of the 
lake. But he says releasing more water like it has been done with 
the construction of both Nalubale and Kiira dams close to each other 
could only deplete the existing reservoir and hence lowering the water

KAMPALA — The Second Vice Chairman of the National Resistance Movement (NRM) Organisation, Jaberi Bidandi Ssali, has resigned. In a stinging letter to the chairman of the party, President Yoweri Museveni, Bidandi said his resignation “takes immediate effect.”“I have taken this painful decision after failing to reconcile myself with the approach Your Excellency and the group around you have opted for in establishing NRM as a political organisation,” the two-page letter dated November 3 2004 reads in part.“Your Excellency seem to have opted for the voter mobilisation approach targeting Kisanja and 2006 and not the laying of a firm foundation for the political institution that will incarnate our movement ideas and principles in perpetuity,” the letter says.Sources at State House yesterday told The Monitor that President Museveni received Bidandi’s letter yesterday, read it and c
 losed it again without saying a word. In an interview with The Monitor last evening, Bidandi said he had not yet received a reply from the President.The Movement spokesman, Mr Ofwono Opondo, confirmed Mr Museveni received Bidandi’s resignation letter. “I can confirm that the chairman (Museveni) received Bidandi’s letter and he is studying it and will give an appropriate response,” Opondo said. Bidandi’s letter attacks “the recent crude dishing out of money to Members of Parliament to consolidate their support for the white paper in parliament” as having “not only compromised their integrity within society but also undermined the independence of the highest democratic institution, the parliament.” The veteran politician, however, says he will remain a promoter of the NRM-O, and therefore a member of the interim executive committee of the party, but notes that the “emphasis placed on money” to consolidate Movement support “is wrecking havoc not only
  amongst NRM leaders at the national level, but also amongst our cadres and supporters throughout the country.” Opondo said, “Since he has resigned on his own we cannot force anyone to serve on the NRM executive but since he has decided to remain in the party it means he is still available for deployment elsewhere,” he said. The resignation of the second vice chairman of the National Resistance Movement, Jaberi Bidandi Ssali, is the price of taking an independent stance with an increasingly intolerant party.Inside sources tell The Monitor that a clique of political operators close to President Yoweri Museveni were plotting to humiliate Bidandi by dismissing him for the position of vice chairman, and membership of the party all together.According to inside sources, Bidandi was to be dismissed next week.“He has jumped before he could be pushed,” a highly placed NRM insider intimated to The Monitor, “Bidandi had been fired from cabinet before he resigned on this same position. He did not want history to repeat itself this time round.”Last Monday, the clique around President Museveni within the NRM sponsored Moroto Municipality MP Sammy Loote to move a vote of no confidence motion in Bidandi as second chairman of the
  NRM. But the motion caused murmurs of disapproval from the assembled delegates prompting President Museveni to stop it.Bidandi had circulated a document to the conference in which he criticised the President who is also chairman of the NRM. Bidandi’s document also accused “a clique” around the President of using money to bribe Members of Parliament (MPs) to support a third term for Museveni. Bidandi was forced to withdraw this latter claim.However, under President Museveni’s personal charge, the meeting wanted to punish Bidandi but could not do so because the NRM had not formed a disciplinary committee. Museveni’s handlers had already written a resolution to form a disciplinary committee to “take care” of errant members like Bidandi.According to an NRM insider, on Wednesday (the day Bidandi resigned) the NRM called a meeting whose purpose was to form the disciplinary committee. It's all about Vin Diesel. The man we are all dying for. I wish I could have a one-night stand with him. I wish, I wish. Oh God, how I would enjoy every moment of that and re-play back every scene in my head. 

I wonder how big or small Vin's downstairs is. Can someone tell us, please? Maybe, someone who knows someone who knows someone who knows someone who was with Vin intimately in the past. Vin is not a virgin. He is not married either. He's had a string of past girlfriends. The dude claims thathe has no present girlfriend. He must be in lots of one-night stands then. You know, those things are good sometimes. Especially when one is not in any sort of relationship. 

There has got to be someones out there who have beenwithhim (past  present). Someone tell us. Hahahah, LOL. I love talking such crap. Such crap is good for the mind sometimes. We loosen up and talk a lil' bit dirrrty.

I own every good Vin movie ( Fast  Furious, Pitch Black, Chronicles of Riddick: Dark Fury, A Man Apart, XXX ). I have already pre-ordered The Chronicles of Riddick. I am waiting for Vin's The Pacifier movie to come out in theatres in 2005.

A Man Apart was good. My favorite part was when he told the stripper to get off his lap. That man is crazy and has a dark side to him. He is one of those you don't have any business F-ing with. There is an animalside to him. Vin can be furious and I think that movie gave him achannel to express that side of him. He also showed some love with his wife. The most hot/sexiest scene was when he was in his pajamas gun-fighting off the assassins at night, in his house. I loved, loved, loved it. The man is so hot in his pajamas. Better than he was in XXX's pajamas. I love the scenes where he hits the men, especially the last man (in his pajamas). That was very athletic, hot, intense with emotions, anger, and in line with the movie. Just what I love to see. Hahahah, LOL.

However, Knock Around Guys lacked something. I did not buy it. Sorry folks! Vin's acting was great in that movie, but the movie still lacked something. I didn't dig it enough to buy it. I love the man's acting, personality, and presence. Anyways, what can I say? He is HOT. It's a gift. Lord help him.

Vin said that he has not found that special someone. He wants an Independent Woman (with her game one). Hahaha, LOL the man is full of it. He does not want Clingy Women. If you are one of those who can not stand on your feet without a manby your side, pop off! He is not the guy for you. If you are a b--ch, forget him! The man said he wants a Cool Girl. He wants someone who can hang out with his boys! He wants someone who will get along with his mama and daddy, sister and brother. LOL, hahah. Oh poor Vin! No wonder Mrs. Right has not arrived yet. Just watch how model/actress Jazelle caught Leonardo deCaprio. Just watch that. Justin Timberlake with Cameroon Diaz. Who thinks such "come togethers" will last?

Vin needs to look outside hollywood. Just like Britney Spears did. Britney has found true love in her dancer (hahaha, LOL) and dropped other celebrities she was secretly dating. Look at JLO, she had to go outside that place to find Mark Antony. Otherwise, she would be stuck with the Bens and P. Diddys of that place. Sometimes, celebrities have to date outside their celebrity rings to find the Mr.(s) and Mrs. Rights for them.

Ladies,
If you are not a celebrity justhope thatyou run into him someday, somewhere. You might have a chance. 

As for me, I would lovehim to sign every movie of his I own. I would love to have his original signatures on my DVDs. I am tired of duplicate autographs. I want the real one. UNITED NATIONS (AFP) Sudan's blood-soaked Darfur region could be headed toward disaster with warlords on the loose and the government no longer in full control of its forces, the United Nations' top Sudan official warned.Just two weeks before a UN Security Council trip to Africa intended to help ease the crisis, Jan Pronk outlined a grim picture for council members and said the situation may soon become unmanageable."Fighting is breaking out in more and more places, parties are provoking one another, militias are ganging up," he said."Darfur may easily enter a state of anarchy -- a total collapse of law and order."A vast desert region in the west of Sudan, Darfur has been wracked by violence since a rebel uprising against the Arab-led government in Khartoum in February 2003.The government responded in part by using proxy Arab militias to put down the rebellion, and

UNITED NATIONS (Reuters) - The United States has asked Secretary-General Kofi Annan to explain why he cleared U.N. refugee chief Ruud Lubbers of sexual harassment charges after a U.N. probe found the complaint valid. 
The U.N. Office of Internal Oversight Services, in a report last week, supported the accusations against Lubbers, a former Dutch prime minister, and recommended "that appropriate actions be taken accordingly." 
The incident involved a 51-year-old American, who alleged Lubbers groped her as she was leaving his office in Geneva after a meeting late in 2003. The woman's lawyer has said he would appeal Annan's decision. 
U.S. delegate Tom Repasch told the General Assembly's administrative and budgetary committee that Annan had "decided that the complaints could not be substantiated by the evidence and therefore closed the matter." 
"The United States would appreciate an explanation from the secretariat on this apparent contradiction," Repasch said on Wednesday. 
Questioned about the controversy, U.S. Ambassador John Danforth told reporters, "We don't understand the basis for that disjuncture and we would be interested in learning more." 
Lubbers has denied the allegations and dismissed the watchdog report. "The facts could not be substantiated at all," he told Reuters in New York last week. "I found it a very weak report. 
U.N. spokesman Fred Eckhard said that Annan had rejected the OIOS report after seeking his own legal advice. 
"He did not say there was no evidence. He said he found the allegations unsustainable on a legal basis," Eckhard said. 
The spokesman revealed last year that Lubbers had donated some $300,000 annually to the refugee agency since he assumed his post in 2001, an amount roughly equivalent to his salary and expenses. 
Lubbers, who was Dutch Prime Minister from 1982 to 1994, winds up his term at the end of next year as the U.N. High Commissioner for Refugees (UNHCR). The agency has an annual budget of close to $1 billion (540 million pounds) and 6,000 staff in 115 countries to deal with some 17 million refugees around the world.

BAGHDAD (Reuters) - Insurgents have mounted fresh attacks in Baghdad and a U.S.-Lebanese contractor has become the latest victim of a kidnapping spree in the run-up to a threatened U.S. assault on rebel-held Falluja and Ramadi. 
The violence surged on Wednesday as the world awaited the outcome of Tuesday's presidential election in the United States, which has failed to pacify Iraq since last year's U.S.-led invasion. 
Gunmen killed a senior oil ministry official in Baghdad, an interior ministry spokesman said. A car bomb also blew up near a U.S. convoy in the southwest of the city, the military said. 
U.S. Marines watched television coverage of the contest between incumbent George W. Bush and challenger John Kerry at their base near Falluja, 50 km (30 miles) west of Baghdad. 
"A Bush win would mean we would stay the course in Iraq. A Kerry win means we would probably leave before the job is done," said 1st Lieutenant Tony King, 33. 
First Lieutenant Sara Hope, 24, had only one thought in mind: "I am leaving in March no matter who wins." 
Bush's deadliest Islamist enemy Osama bin Laden said the U.S. president had dragged his country into a quagmire in Iraq and warned for the first time of retaliation for Iraqi deaths. 
In a full Internet broadcast of a video partly aired by Al Jazeera television last week, the al Qaeda leader said Bush had launched "an unjustified war on Iraq" against advice. 
"More than 15,000 of our people were killed and tens of thousands wounded and more than 1,000 of your people (Americans) were killed and tens of thousands wounded. Bush's hands are sullied with the blood of those on both sides just for oil and to employ his private companies," bin Laden said. 
"Remember that for every action, there is a reaction," he said, vowing to fight the United States until it is bankrupt. 
The complete 18-minute tape was posted on the Internet after Al Jazeera aired excerpts last Saturday in which bin Laden issued a warning of possible new September 11-style attacks. 
Al Jazeera did not broadcast his remarks on Iraq, but the video prompted Bush to declare that Americans would not be intimidated or influenced "by the enemy of our country". 
In Baghdad, four gunmen kidnapped Radim Sadiq, a U.S. national of Lebanese origin, from his Lebanese company's office in the capital's western Mansour district at about 11 p.m. (8 pm British time) on Tuesday, the interior ministry spokesman said. 
An American, a Filipino and a Nepali were seized on Monday when gunmen stormed a Saudi company villa in Mansour. 
BRITISH-IRAQI AID WORKER 
The Care International charity that employs kidnapped British-Iraqi aid worker Margaret Hassan said on Wednesday it was distressed by the latest video released by her captors. 
The tape showed Hassan fainting on camera with water thrown at her to revive her, a witness who saw the tape told Reuters. 
"She was making a very, very emotional plea. She appeared distressed and suddenly fainted on camera. Water was tossed on her," said the witness who asked not to be named. 
The video showed a masked gunman speaking, but there was no audio. Al Jazeera said it would not broadcast the tape in full "because of the state in which the hostage appears". 
Hassan's unidentified captors threatened to turn her over to a group led by al Qaeda ally Abu Musab al-Zarqawi within 48 hours unless British troops quit Iraq, Al Jazeera said. 
Zarqawi's group has claimed responsibility for hostage beheadings and some of Iraq's bloodiest suicide attacks. 
"Mrs Hassan's colleagues are profoundly distressed by her condition and urge those holding her to release her without further harm," Care International said of the video. 
The interior ministry spokesman said gunmen had killed Hussein Ali, director general of state-owned Refined Oil Products distribution company, as he left his home in Baghdad. 
Guerrillas have killed scores of Iraqi officials to try to undermine Iraq's U.S.-backed interim government. 
A car bomb blew up near a U.S. convoy on the highway to Baghdad airport, causing no American casualties, the military said. Witnesses said the blast set a U.S. Humvee on fire. 
Reuters photographs show U.S. soldiers carrying a corpse wrapped in a black body bag to a military ambulance. A U.S. spokesman said later the body was that of an Iraqi security man. 
Attacks and kidnappings have intensified as Marines step up pressure on Falluja and Ramadi before an expected offensive to retake rebel cities to enable elections to go ahead in January.

One of the lions, a large male with a shaggy mane, bit the man in his right leg before zoo workers drove it off with water hoses and tranquilizer guns.

The fact is that the International donor nations have been very supportive of the NRM military dictatorship over the years. 
Donor are probably now much aware that the funds granted to the NRM military dictatorship have instead been used to buy Lakwena off, or West Nile Bank Rebels part iii, or buy 1,000 dogs ( at the cost of 15,000 dollars each ) to fight "kony" or pass envelopes to Uganda Members of Parliament to buy their votes so that they may endorse Yoweri Museveni's Ekisanga ( also known as the sad Term).
That the International donor community have come up with a different story, if you like,  about the support for Museveni's Dams, could in fact be a way for the donors to air out their grievances..albeit "diplomatically" against NRM corruption. my two cents!

President Yoweri Museveni has blasted Non Governmental Organisations (NGOs), which connive with donors to distort his programmes, saying they are criminals.
He was addressing the 5th African Ministers' Council on Water (AMCOW) at the Imperial Resort Beach, Entebbe on Wednesday.











 
Museveni said NGOs and donors keep giving wrong advice on projects in the country citing the dam projects.
He said while the power consumption in the country is at a mere 38 kilowatts per person per annum, the donors said building three power dams was dangerous to the environment.
"There are feeble groups. Something non governmental, non responsible organisations that say we shouldn't build dams here because we are endangering the environment. These pseudo environmental groups which interfere with the development of power here are criminal organisations," he said amidst laughter from the participants.
Museveni said the danger to the environment was to destroy the biomass, not dams.
" A few years ago when I was trying to build new dams, they said I was in danger of too much electricity. That when we build three dams at ago, we will suffer from electricity indigestion. So we didn't build the dams. Now we are having a big electricity shortage in the country," he said.
He blamed it on the lack of independent decision making in Africa.
" Here you must consult, this and that. Nobody is responsible in Africa. There is a power vacuum. Let me make my own mistakes, let me make a decision. If it's wrong I will learn out of it. I don't want outsiders to teach me how to make mistakes," Museveni said.
AMCOW is a grouping of ministers responsible for African countries. The Nigerian President, Chief Olusegun Obasanjo, launched it in April 2002 in Abuja, Nigeria.
The 5th ordinary session of AMCOW brought ministers from various countries in the East, West, Central and Southern Africa. Participants included the Prince of Orange, Netherlands, His Royal Highness William Alexander, the AMCOW president Mr A.M Shagari from Nigeria, AMCOW vice president, Ms Maria Mutagamba, Egyptian Water Minister, Dr Abu-Zeid, the Executive Director, UN Habitat, Ms Anne Tibaijuka and representatives from the World Bank, European Union and other donor communities.

The debate on lifting of the presidential term limits officially started on March 26, 2003 after President Museveni hinted on it in his address to the Movement National Executive Committee (NEC) at Kyankwanzi in Kiboga district. Leaders from Ankole, where Museveni hails from, were among those that rejected the proposal. Through Ankole Parliamentary Group Chairperson Col. Kahinda Otafiire, Museveni hosted Ankole MPs at Rwakitura on April 22, 2003, to find out why they were opposed to him. Below is an edited version of a speech he delivered titled, “Talking Points With MPs from Ankole Region.” The speech gains new meaning in the context of the fresh intrigue and bickering within NRM-O:
Ever since 1971, when dictatorship in Uganda took a turn for the worse, many cadres from Ankole took a leading role in fighting for democracy. Leaders, cadres or militants from Ankole, in concert with other Ugandans, e.g. from Luwero and the Rwenzori region, took part in this multifaceted struggle.
In 1979, we had a limited victory because, our getting rid of Idi Amin notwithstanding, the political question in Uganda was not resolved. That led to the collapse of the process in 1980/1981.
Again leaders, cadres and militants from Ankole, in concert with other Ugandans, took a leading role in this new phase of the struggle until victory in 1986. After the victory, a very broad-based administration, including quite a number of elements from Ankole, took charge of the country. Organs were created…to collectively guide the country: Cabinet, Parliament, etc. All major policies come through these: privatisation, the return of Asian properties, the restoration of traditional rulers where the people wished, etc.
Even in the army, ever since the Kafu and Kyanda conferences of 1981/1982, is always run on a committee system: PAC (Policy and Administration Committee); UDC (Unit Disciplinary Committee); Army Council and High Command.
Under this Movement administration, a lot of achievements have been registered in almost all fields: industrial recovery; agricultural rehabilitation; education; health; infrastructure rehabilitation and development (roads, telecommunications, electricity, piped water and safe rural water supply, etc.).
Yet certain leaders from Ankole, sometimes in concert with other elements from other areas, carry out a whispering campaign against the leadership of our Movement and the State. Sometimes, they take overt acts that are at variance with the previously, collectively agreed positions.
I always hear about these subterranean goings on in which certain MPs from Ankole are involved. I have, for instance, heard of the following:
Discouraging new members of the Movement by saying that they need to restrain their enthusiasm for Movement because they do not know enough about the Movement. Ekiihire embwa nkuru aha koomi ekibwana tikyetekaho – If senior members of the Movement have lost interest, who are you, a novice in the Movement politics, to exhibit enthusiasm for the Movement and the current leadership. 
Calling those who exhibit continued enthusiasm for the Movement (or is it the current Movement leadership) “kakwisi” – puppets, bootlickers, whatever.
Going against previously agreed positions (e.g. decisions of the Movement caucus). We saw this in Political Organisations’ Act (POA), in the presidential and parliamentary elections bills, etc.
Trying to revive sectarianism in Ankole along the lines of castes (Bahima vs. Bairu) and religious denominations (Catholics vs. Protestants). There was an attempt, for instance, to say that Bahima are “dominating” the public service, [Uganda] Revenue Authority, etc. When we examined this, it was simply ludicrously false. Why should anybody tell such lies? The usual reactionary politics. 
This is unacceptable and must stop. Those involved in such bankruptcy must stop it forthwith. There were also attempts to say that the NRM administration is dominated by Protestants and marginalises Catholics and Muslims.
Maligning me personally by saying that I was clandestinely supporting certain elements against other Movement cadres. How can this be in keeping with my character to do one thing in public and something else in private except, of course, in the intelligence operations? 
Why should I fear to oppose somebody publicly whom I believe to be subversive or against the Movement? In the last parliamentary elections, I, openly, opposed the re-election of Winnie Babihuga, Mr. Musinguzi of Kinkizi, Hon. Kibazanga of Kasese, etc. because they had identified with the conspiracy of dividing the Movement spearheaded by [former presidential candidate Kizza] Besigye.
Failing to follow closely development programmes of your areas, especially generating household incomes for the people. I always invite many Movement leaders to come to Rwakitura so that they can see that transformation I was able to carry out in this more barren part

With so many NGOs and government departments involved in sensitisation and HIV/AIDS outreach programmes, it is easy to assume the whole country is being served. 
However, delegates at a recent meeting of the Uganda Network of AIDS Service Organisations (UNASO) heard that money for HIV/AIDS programmes is not reaching every deserving organisation or patient.
Ms Jane Kiremakedde Odunga, coordinator of Busia Compassionate Friend, appealed to donors to support the outlying border district of Busia. 
In an interview, she said that the HIV/AIDS prevalence rate in Busia is 34 per cent (against a national average of 6 percent). In spite of this, she said, there is only one NGO to the whole district. Community based organisations (CBOs) exist but lack donor or government funding. “There is no provision for HIV/AIDS in the district budget. It is not taken as a priority,” Kiremakedde said.
UNASO officials explained that the lack of funding for Busia is partly because the high prevalence rate in the district is a new phenomenon that came up after other areas had been considered.
UNASO is itself also not a beneficiary of the well-funded Global Fund. The Global Fund Project Management Unit (PMU) rejected UNASO’s proposal because it arrived after deadline. PMU would later reject an appeal from the National Council Commission to accept UNASO, GOAL and Action Aid even if their proposals arrived late. 
As a result, 60 CBOs in six districts that were supposed to benefit as sub grantees are left out. PMU officials insist that they strictly followed public procurement regulations to reject all late proposals.
But while the funding agencies quarrel, intended grassroots beneficiaries are suffering. Kiremakedde said that the lack of money, for mobilisation and sensitisation, leaves a large majority of the population in ignorance of the facts and issues about HIV/AIDS. 
“Sex workers are too many, and even 13-year olds are selling themselves on the streets.”
She said CBOs are trying to help using local donations but cannot do much without substantive funding. [EMAIL PROTECTED]

Besides were are opposition political parties going to obtain funds with which they may bribe members of Ugandan Parliament...so that MP's "may vote appropriately"  in support of opposition agenda?

Three MPs have said the money paid out to their colleagues to support the Cabinet White Paper was drawn from the National Social Security Fund.
Workers MP, Mr Martin Wandera, told journalists at Parliament on Monday that the government withdrew about Shs1.2 billion from the NSSF to pay the National Resistance Movement MPs to support the White paper.
"I therefore call upon all my colleagues who have not collected this money, not to do so," Wandera said in a stern voice.
About Shs1.2 billion has been earmarked for about 240 Movement MPs.
The MPs in return are supposed to promote the Cabinet proposals in the White Paper which include lifting of presidential term limits from the Constitution.
Wandera said he is a Movement promoter, but he would not receive the Shs5 million even under duress.
"I will not receive that Shs5 million because I believe that by doing so I will destroy my name before the right thinking members of society. Yet, my name is my only stock in trade as a politician," he said.
Asked whether he had evidence to support his claims, Wandera said, "My word is my bond. Anyone who wants to challenge me can come to me. I am a serious MP, a systematic person and I am not a joke."
Last week the NRM gave out Shs 5 million to MPs and district chairpersons to support the White Paper recommendations.
On Saturday some MPs said the money was drawn from an account in the Bank of Uganda, the banker of all the government institutions's funds.

(The lastnugget of wisdomweheard from the lips of no other luminarythan those of the vice president of Uganda, during his recent visit to California. Someone told me he is a medical doctor of sorts. Yaleka tunyeenya mitwe nga embuzi etenda enkuba! Anyhow, we gave him a letter to the president and the Ugandan people with our ideas on the then ongoing fedro talks. No idea whether he ever delivered it either, but we did see his mis-statement about us that we planned to boycott or demonstrate against him. Lies, it seems are the stock of politicians.)

After seeding the minds of the unimaginative'pizanti' they jet back to their comfortable abodes in distant cities, or drive back to their haunts in Kabalagala (or "Half-London", if you can believe it), leaving the pizanti exactly where he was yester-year, if not yester-decade.

The funny thing is that many of them believe thier distorted views, such is the power of self-deception; and many others have never bothered to sit down and analayze what has been parroted to them. Thinking is not easy, I know only too well. But nobody's head ever caught fire because of it.

Small wonder then, that those with book learning are known as "ababugumyeeko", in Luganda, being as they are, truly half-baked or half-cooked.

In Greek mythology, Prometheus stole fire from the Gods. Now, Saturn’s tiny moon Prometheus is showing similar tendencies, repeatedly stealing material from planet’s rings, according to new images taken by the Cassini probe.

The image was taken on 29 October 2004 from a distance of 791,000 kilometres. It shows a sliver of light about 300 km inside Saturn's F ring, which lies beyond its main ring system and contains at least three bright strands of ice and dust. 
That sliver is the partially illuminated, potato-shaped moon Prometheus, which is about 150 km in length. Prometheus and another moon - Pandora, which orbits just outside the ring - bookend the ring and have been called "shepherd" moons because they appear to keep the ring in line.
But this image confirms that sometimes the moon also strips material from its neighbouring ring, as a stream of material appears to be drawn from the innermost bright strand toward the moon.
Dark lanes and streamers 
This type of feature - called a streamer - was first seen around Saturn by the joint US-European Cassini spacecraft earlier in 2004. It is thought to occur when Prometheus - which travels in an elliptical orbit around the planet every 14 hours or so - reaches its closest point to the F ring. It is currently unclear to astronomers whether the wobbles in the bright central strand near Prometheus are associated with the moon.
The image also shows evidence of previous close approaches. A dark horizontal band in the upper right section of the image is thought to be the hole left behind from a previous pass in which Prometheus siphoned off ring material. 
These dark lanes - called striations - were also first seen by Cassini earlier in 2004. But streamers and dark lanes have never been seen together in the same image.
Simulated success 
"When we saw this we were blown away," says Mike Evans, an astronomer at Queen Mary, University of London, UK. "Before, we postulated streamers and dark lanes were connected and were effectively the same feature. But now you've got an image of Prometheus yanking material out and then these dark lanes in the same image."
"It's amazing to see something that looks just like what was seen in numerical simulations," agrees Luke Dones, a Cassini imaging team member at the Southwest Research Institute in Boulder, Colorado, US.
Earlier observations from NASA's Voyager spacecraft in 1980 and 1981 had hinted that the F ring might be divided into bright strands, but the ring looked different when it was observed at different times. 
Then, observations from Earth when a star passed behind the ring in 1989 showed "a perfectly well-behaved narrow ring", Dones told New Scientist. He says the new Cassini data suggests “it's a complicated system" and not just one ring.
"Maybe there's a belt of little moonlets in the ring providing material to maintain the strands," suggests Evans. "We just don't know."
Cassini went into orbit around Saturn in July 2004.

Uganda People's Congress (UPC) has dismissed claims of the reported contact between the government and their jailed former Minister, Mr Chris Rwakasisi.
Rwakasisi is on death row at Luzira prison awaiting execution. But there has been talk that he may benefit from a presidential pardon and be freed.











 
The Vice Chairman of UPC's Presidential Policy Commission, Mr Henry Mayega, told The Monitor in an interview recently that Museveni was playing his favourite game of keeping people waiting in a bid to win over a section of the voters.
"He is targeting the Bairu (the biggest ethenic group)," Mayega said.
The Monitor learnt that Rwakasisi had been moved from Luzira's Upper Prison, to Boma. Sources said Rwakasisi's internal transfer was normal given his poor health condition.
"He is usually moved to Boma where there is more space so that he can exercise due to his poor health," an inmate said.

The United States embassy has backed Buganda Kingdom in its demands for a federal system of governance, saying it is more efficient and development oriented.
The embassy officials reportedly declared this during a sensitisation workshop on federalism at Nsambya on Wednesday.











 
The Buganda Youth Minister, Mr Kabuuza Mukasa, said the US embassy Public Affairs Officer, Mr Michael Gonzals, said the American government supports federalism since US governance has embraced the same system.
"We have been backed by the US embassy on federo. They recommend federalism for Uganda," Kabuuza told The Monitor recently.
Officials reportedly said federalism would work best in Uganda because it would develop every part of the country equally.
The issue of federal governance stirred up Buganda Kingdom when the government recommended in its white paper that Buganda should be a municipality instead of a federo state.
This comes after talks between the government and Mengo officials crumbled after misunderstandings.
But efforts to get Gonzala for a comment failed as his phone was off.

Whilst I respect the personal judgement of honourable Members of Parliament that subscribe to the third term (read life term) project, I am utterly dismayed by the bait they have bitten i.e. Shs5 million. It will not only compromise their consciences while making laws for the posterity of our country, but it will also forever haunt them as people who sold out our nation for a few pieces of silver. 

Further, this is a perfect manifestation of the level of bribery (read corruption) and how it has become institutionalised in our dear Uganda.My humble prayer is that on voting day their own consciences will override the guilt of the bribe they have taken today.In this regard, I would like to know the list of the honourable members that have been ensnared. It’s upsetting how bribery has eaten up Ugandan society to the extent of promoters hiring innocent English words like “facilitation”, to define it as if it were holy. It matters little whether or not this so-called facilitation money is from the coffers of NRMO, friends or well wishers. It is the mode, spirit and timing at which it was given out that is . The Secretary General of the UN, International Human Rights Organisations, and several distinguished world leaders have made strong statements of concern about the use of "anti-terrorism" campaigns by State governments to violet Fundamental Human Rights and Freedoms. The basis of this concern can be vividly demonstrated in Uganda.
Immediately after the September 11th terrorist attack in the US, Uganda was among the very first countries to enact a special law cited as The Anti-terrorism Act, 2002. The law was clearly a reincarnation of the notorious Public Order and Safety Act that was previously used to promote a state of terror in Uganda.











 
On 22nd April, 2002, during a meeting with Parliament's select committee on election violence, President Museveni announced that I and the Reform Agenda had links with the LRA. What followed was a spate of arrests and political executions of Reform Agenda members and suspected supporters; accompanied by an intensive and sustained media campaign aimed at portraying RA and its leaders as terrorists. Many RA members and supporters fled into exile. Several military-security squads were deployed in Southern Africa to hunt me down.
Some of the people who were arrested are still in prisons without trial; while others were released by the Courts having been in detention with severe torture for over one year. No single person was ever convicted of any offence.
The real objective of the orchestrated "anti-terrorism" campaign was to criminalise and repress political opposition; curtail media freedom; justify the Government policy of regional aggression; and to seek the sympathy and support of the "Western" countries, especially the UK and US.
The effects of this campaign have been extensively reported on by both the Ugandan and international Human Rights organisations. The Uganda Human Rights Commission, Human Rights Watch and Amnesty International have all published detailed cases of monstrous Human Rights abuses. The plunder and horrendous war crimes committed in the DRC in the wake of Uganda's aggression have also been extensively documented.
Three out of the five countries neighbouring Uganda remain on its list of "hostile" countries. The offensive on media freedom saw the near annihilation of The Monitor, which was Uganda's only independent print media house. A number of private FM radio stations were similarly attacked.
A combination of international (donor) pressure and fierce internal wrangles within the NRM over President Museveni's intention to stay in power beyond 2006 had created some respite for the political "opposition". There were even half hearted attempts to engage the "opposition" into a dialogue process.
However, now the lines are clearly drawn again, with a section of the NRM leaders having resolutely crossed over to what the Government defines as the "enemy" territory. Those who publicly oppose President Museveni are invariably described as undisciplined, lacking vision and traitors.
By the time the dust within the NRM settled, the "dissidents" had joined hands with RA and a new political force the FDC had been born. A lot of effort has been unsuccessfully made by the NRM leaders to undermine the FDC and prevent its consolidation. The bizarre complications surrounding the FDC registration is just one manifestation of more intricate conspiracies. The FDC and its leadership must now brace themselves for another round of State terrorism.
A new wave of attack against me personally started months ago, when on 7th June 2004 an employee on my Kasangati farm, Hajat Aisha Nakiguli, was arrested by some CID and State House staff. Subsequently, her 12 year old son mysteriously disappeared from the farm. Following our application to Court for a writ of habeas corpus, she was brought to court by State House officials, where she denied being detained, and left with the same officials.
She has never reported back to the farm; though she is known to be still under the "protection and care" of State House. Information filtering out of the CID/ State House suggests that she was being induced to act as a witness in some yet unclear charges to be trumped-up. This saga was followed by the reappearance of Uganda security squads in South Africa, which have been trailing me since.
In August 2004, I was informed of the tribulations of the Lira District Speaker, Mr William Onyanga, who was harassed and blocked from travelling to South Africa on account of security officials suspecting him of an intention to meet me.
Following this, a Kampala newspaper associated with State security circles reported that the South African government had "banned Besigye from holding further meetings with FDC members who visit him in Johannesburg".

The internally Displaced Peoples (IDP)camps in the district should be destroyed and the people sent back to their villages, the RDC, Mr Musa Ecweru, said.
He said Teso was free from rebels, making the existence of the camps unnecessary.
"These camps are now used to perpetrate crime," he said.
Ecweru was addressing a council meeting on Tuesday.
He said most huts in the camps were used for defiling children and breaking marriages. The councillors however objected to the move, saying a thorough investigation should first be done.
"We should find out exactly which huts are used for committing crime before any is pulled down," a representative of Tubur sub-county, Mr Charles Elasu, said.
On behalf of the chief administrative officers of Kumi, Kaberamaido and Katakwi districts, the Soroti CAO, Mr George William Omuge, petitioned President Yoweri Museveni to fulfill his promise to pacify the area.
He said their revenue had reduced due to the LRA invasion that had displaced many tax payers.
Omuge said out of the anticipated budget of Shs10.6 billion for the 2004-5 financial year, Soroti had only collected a paltry 24.2%.

President Museveni has appreciated the support the Americans give to Uganda, particularly in critical areas of the economy, health and security.
The Minister of State for Information, Dr James Nsaba Buturo, told a weekly cabinet briefing that Museveni sent a congratulatory message to US president, George Bush, who was re-elected for a second term of office.











 
"President Museveni is looking forward to a continued close relationship between the two countries in support of world peace, security and development," Buturo said.
Buturo explained that Uganda's access to the American market had benefited the country and challenged it to focus attention on existing production constraints.
"President Museveni has relentlessly and single-handedly campaigned for access of Africa's products to the rich American market. In response, President Bush allowed our products to enter the American market quota free and tax-free," he said.
On the search for peace, Buturo said, "the American administration had contributed to increased prospects for peace in the region." He appreciated Bush's support to Uganda in the fight against HIV/Aids saying, "the support is expected to continue."

Father Matthew Ojara, the episcopal vicar of Kitgum (north Uganda), is still in prison following his arrest in his home next to his church, Christ the King, during a joint military and police operation on Monday evening. The news comes from MISNA sources in Gulu, the capital of the homonymous district and the location of the prison to which Father Ojara was taken shortly after his arrest. “The priest is now being detained illegally. The 48-hour term allowed for precautionary custody is now up. This morning they should either have released him or brought him before a court and charged him with something,” a government source told MISNA, asking not to be named. Religious sources who visited Father Ojara in prison today report that the priest is in good health, even though he has been psychologically taxed by the events of the last few hours. The Ugandan authorities, and the army in particular, allegedly 
 mean to
 accuse the vicar of Kitgum of suspected links with rebels of the self-proclaimed LRA (Lord’s Resistance Army), the armed movement that has tormented the civilian population in the northern districts for 18 years. In particular, military sources in Gulu and Kampala have let slip that the evidence against the priest allegedly includes a recording of a radio conversation between a rebel and Father Ojara in Kitgum at 09.00 on Sunday 31 October. The army claims that during the conversation the priest advised the rebels not to participate in peace talks organised by the government. In reality, religious sources stress that the evidence is unfounded, given that on 31 October the priest was in Gulu, 100 kilometres away, leaving this town for Kitgum only at 15.00 that afternoon. Tensions have been rising since a disarmament deadline was missedUnited Nations Secretary General Kofi Annan has condemned raids by government aircraft on rebel-held Ivory Coast as a "major violation" of the ceasefire. 
Mr Annan's spokesman said several dozen civilians may have been killed or injured in the attacks. 
The attacks on Bouake and Korhogo are the first major resumption of hostilities since last year's truce. 
The country has been split in two, with 10,000 French and UN troops deployed to monitor the ceasefire. 
Last week, the rebels, known as the New Forces, withdrew their ministers from the unity government and accused the army of preparing to return to war. 
Explosions 
Three people were killed and at least 20 were wounded in the raids, French news agency AFP quoted New Forces leader Guillaume Soro as saying. 







 We've just been bombed. The war has started again 

New Forces commander Cherif Ousmane The first two raids struck Bouake, a rebel stronghold, on Thursday morning, when two Sukhoi fighter planes apparently targeted a military camp and a checkpoint to the north of the city. 
In a raid in the afternoon, jets bombed the rebel headquarters and the television station, a French spokesman told the BBC. 
But witnesses told Reuters new agency that the raid on the headquarters had missed. 
Korhogo - situated 225 kilometres (140 miles) north of the rebel stronghold of Bouake - was reportedly bombed at nightfall. 





 "They bombarded at 1720 GMT. It was two fighter planes and I saw them myself. They dropped bombs and I can see smoke rising now," Hegel Ouattara, a local politician, told Reuters. 
UN spokesman Fred Eckhard said Annan was "deeply concerned" by the attacks. He urged President Laurent Gbagbo and all parties "to immediately cease all hostilities and to take all possible actions to prevent further bloodshed". 
US state department spokesman Richard Boucher condemned the attacks and urged "all the parties to exercise restraint and continue to work together to decrease tensions". 
'New offensive' 
The main government army command has so far refused to comment on whether this is the start of an all-out offensive to regain the north, which has been held by the New Forces for two years now. 





 
The New Forces have long been suspicious of President Gbagbo's commitment to peaceHowever, army commanders have told reporters it is. 
"We've started with an aerial bombardment and we will start using armoured vehicles for a terrestrial assault," Captain Jean-Noel Abbey, the head of an armoured vehicle division told Reuters. 
"We think we can finish the war in six days. We are going to attack all the zones where there are rebels," he said from the capital, Yamoussoukro, 100km south of Bouake. 
New Forces commander Cherif Ousmane told the Associated Press: "We've just been bombed. The war has started again." 
UN troops are stationed in Bouake, and a UN official described panic, with some residents fleeing the city and others staying indoors. 
Political leaders of the New Forces are reported to be in Togo at the moment. 
A spokesman said they planned to return as soon as possible. 
"The New Forces take note of the inactivity of the impartial forces deployed in Ivory Coast, especially the UN and the French forces," Sidiki Konate told Reuters. 
Alert 

Tension rose last week when a "state of maximum alert" was declared and a curfew imposed after truckloads of heavy weapons were found near Bouake. 
The New Forces pulled out of a long-delayed disarmament process. 
They said they were ready to defend themselves if a ceasefire, which has held for more than a year, was broken. 
Two major roads linking the loyalist south to the rebel-held north have been closed since Sunday.

Museveni, like any other man, puts his pants on one leg at a time. This is a fact. He like God who is invulnerable. No one person can piss on a people for ever..that is against the law of nature.
Now that the people of Uganda have tried every possible avenue, the argument wouldgo, to bring about peaceful political change in the country, ( through the courts, appeals to the the so called Protector's of Democracy in In the Western World e.t.c) 
all but in vain.. it appears soon there will be no option left, but for the people of Ugandato speak the language which the dictatorships understands...One thing is for sure, If I was the dictatorship , I would not count on the UPDF for help..doing so is simply seeing merges which disappears with time. The Muntu speak with visionary images of what may happen in our beloved country.

Major General Mugisha Muntu last week hit the headlines with hard but calculated talk.
A friend quickly remarked to me that finally the clouds have started to gather in the skies. In a matter of time Uganda's starved political appetites will be wetted.
Muntu's rhetoric was short enough to excite strong desire without revealing much of political act in store.
Watch this: "Why should we be ruled so badly? We deserve better. We deserve dignity as human beings. We're capable of changing our society - politically - and we shall do it. There must be no doubt about that."
Muntu's remarks were precise and straight to the point.The retired general and army commander seems to have taken some time to understand his audience. His rhetoric is informed by the fears and the political apathy out there.
The population, especially those in the opposition know they are dealing with a dangerous opponent. He is armed to the teeth with military arsenal, and to the pocket with cash to influence the electorate.
To be taken a serious contender against the incumbent, one has to come out and allay the fears above in clear and absolute terms. Those yearning for change need a person who can look the incumbent straight in the eye and engage him in his own currency.
The incumbent is known for scaring the population by reminding it of "his" army spiced with "we shall kill them."
If the incumbent promises fire, his opponent has to promise fire too. This re-assures the doubting public. It is the language the ordinary person understands out there.
The Democratic Party has been commended for its court actions and resorting to the law to re-direct the political process. But this does not strike a chord with the ordinary person. One still has to translate that into language the ordinary electorate understands.
Court actions on political issues while appreciated, are still regarded as intellectualised processes removed from ordinary rhetoric.
Uganda's opposition has over the last decade failed to take on the incumbent by the horns. So have the civil society. A majority of them spend their time displaying their political acts behind the safety of radio talk shows.
They cannot be blamed. The fear out there is real. For all the talk about the incumbent being liberal and very tolerant, the superstructure of Uganda's politics is lock, stock and barrel militarily constituted. That would perhaps not be much of a problem if the army were non-partisan. Or if the incumbent ceased reminding the population that it is "his" army and will use it to deal with any trouble maker - those that challenge his hold on to power.
This tendency has created despondency among the population. The common belief out there is that only military action can challenge the incumbent.
One ought not be deceived by the political face value of Ugandans to believe that they are the cowards they look. They might fear to demonstrate against the incumbent because they know his operatives can shoot to kill, as has been the case while dispersing "illegal" rallies. But they would be much willing to resort to arms and engage the incumbent in an "equal match".
Not surprisingly, the incumbent is of the same mind set. He openly despises unarmed opponents, kicks them in the back like they were his political football. On the other hand he takes armed opponents seriously.
The Ugandan opposition in their desperation had turned to the donor community in the hope that they would help tame the incumbent.
For over a decade, the mainstream donor community were too eager to listen but always sided with their "darling" the incumbent. They always gave him the benefit of doubt and kept the money taps flowing.
It is only now that some have started to wake up from their slumber to realise that the incumbent they knew is not the exact one in bed.
The incumbent has turned strange and now bites with impunity the hand that feeds him. He can now tell off the

Thank you compatriot for sharing with us the two articles from Wayne Madsen. The one of yesterday and the one below.
Madsen is a former Marine Intelligence officerin the US military. He is a very credible man. He has no equal, as far as I am concerned!!
His book on the real actors in the 1994 genocide in Rwanda is a must read. He tells it like nobody has ever done. It blew away my mind and for it I developed the highest regard forhim. I wish himthe grace of God.

Since the 2000election theft, African-Americans have always blamed Gore for not standing up to make sure that their votes were counted in Florida. 
So Kerry has been going around African-American churches, promising them that this time around he would, by all means,stand up to ensure that their votes were counted. 
And of course he should know more than most about how the election has beenstolen from him. 
That is why his rush in conceding defeat is so puzzling.

Karl Rove, the political sorcerer who is called "turd blossom" by his 

political master George W. Bush has his nasty fingerprints all over the 2004 Election 

in a scam that can best be called "Grand Theft Election." 

 

There was something very wrong in Ohio, which Bush claims he won handily. Not 

only had the head of computer voting machine maker Diebold and Ohio's 

Republican establishment of Governor Bob Taft and Secretary of State Kenneth 

Blackwell conspired to suppress registration and voter turnout in heavily Democratic 

precincts but the Ohio Secretary of State web site was only reporting results 

from 9 counties as of 11:30 AM on November 3, just three hours before John 

Kerry conceded the election to Bush. Totaling the results from the 9 counties 

(Fayette, Fairfield, Geauga, Jefferson, Portage, Mahoning, Trumbull, Richland, and 

Washington), John Kerry was clearly ahead. A 10th county, Columbiana, 

suspiciously showed up as "NO RESULTS." 

 

There has to be a way for those of us who voted for Kerry and Edwards to sue 

Diebold Chief Executive Walden O'Dell and Diebold board member W.R. Timken for 

conspiring to deliver Ohio's electoral votes to Bush. O'Delland Timken are 

also top fundraisers for Bush, so-called "Pioneers." O'Dell told the Cleveland 

PLain Dealer in 2003 that he was "committed to helping Ohio deliver its 

electoral votes to the president next year." 

 

The fact that Diebold machines were used in the Ohio rip-off should make 

O'Delland Timken the subjects of criminal investigations. Of course, that will 

not happen in a GOP vassal state like Ohio. But why not a civil suit by those 

of us nationwide who voted for Kerry and had our presidency stolen from us as a 

result of racketeering and corrupt practices by a cabal of Republicans and 

fat cat corporate types? In a civil suit, through the process of discovery, 

O'Dell's and Timken's e-mails, letters, and other records could be ordered open by 

a judge. They could also be deposed as witnesses before plaintiffs' attorneys.

Attempts to access Miami-Dade County's election web site during the morning 

of November 3 were similarly unsuccessful. 

 

On the Florida Secretary of State web site there appeared some verbage about 

a link to the Marion County election web site. But there was no link. Ditto 

the same for Nassau County, a county that saw widespread voter intimidation and 

suppression of African-American votes in 2000. 

 

Indian River County, Florida election results were also of interest and 

indicated fraud: 

 

Registered voters as of October 4, 2004, included Republican: 41,866; 

Democratic: 24,515 ; Independent: 15,262. Votes on Nov 2 were Bush: 36,744;Kerry: 

23,850

Major General Mugisha Muntu last week hit the headlines with hard but calculated talk.
A friend quickly remarked to me that finally the clouds have started to gather in the skies. In a matter of time Uganda's starved political appetites will be wetted.
Muntu's rhetoric was short enough to excite strong desire without revealing much of political act in store.
Watch this: "Why should we be ruled so badly? We deserve better. We deserve dignity as human beings. We're capable of changing our society - politically - and we shall do it. There must be no doubt about that."
Muntu's remarks were precise and straight to the point.The retired general and army commander seems to have taken some time to understand his audience. His rhetoric is informed by the fears and the political apathy out there.
The population, especially those in the opposition know they are dealing with a dangerous opponent. He is armed to the teeth with military arsenal, and to the pocket with cash to influence the electorate.
To be taken a serious contender against the incumbent, one has to come out and allay the fears above in clear and absolute terms. Those yearning for change need a person who can look the incumbent straight in the eye and engage him in his own currency.
The incumbent is known for scaring the population by reminding it of "his" army spiced with "we shall kill them."
If the incumbent promises fire, his opponent has to promise fire too. This re-assures the doubting public. It is the language the ordinary person understands out there.
The Democratic Party has been commended for its court actions and resorting to the law to re-direct the political process. But this does not strike a chord with the ordinary person. One still has to translate that into language the ordinary electorate understands.
Court actions on political issues while appreciated, are still regarded as intellectualised processes removed from ordinary rhetoric.
Uganda's opposition has over the last decade failed to take on the incumbent by the horns. So have the civil society. A majority of them spend their time displaying their political acts behind the safety of radio talk shows.
They cannot be blamed. The fear out there is real. For all the talk about the incumbent being liberal and very tolerant, the superstructure of Uganda's politics is lock, stock and barrel militarily constituted. That would perhaps not be much of a problem if the army were non-partisan. Or if the incumbent ceased reminding the population that it is "his" army and will use it to deal with any trouble maker - those that challenge his hold on to power.
This tendency has created despondency among the population. The common belief out there is that only military action can challenge the incumbent.
One ought not be deceived by the political face value of Ugandans to believe that they are the cowards they look. They might fear to demonstrate against the incumbent because they know his operatives can shoot to kill, as has been the case while dispersing "illegal" rallies. But they would be much willing to resort to arms and engage the incumbent in an "equal match".
Not surprisingly, the incumbent is of the same mind set. He openly despises unarmed opponents, kicks them in the back like they were his political football. On the other hand he takes armed opponents seriously.
The Ugandan opposition in their desperation had turned to the donor community in the hope that they would help tame the incumbent.
For over a decade, the mainstream donor community were too eager to listen but always sided with their "darling" the incumbent. They always gave him the benefit of doubt and kept the money taps flowing.
It is only now that some have started to wake up from their slumber to realise that the incumbent they knew is not the exact one in bed.

The American people , be it for religious reason, or ant-gay agenda or pain simply fear) elected the man to be in oval office for 4 more years. Granted the fellow ran some well coordinated and well executed champaign. Now Americans will have to live with the fellow for four more years. that is that full stop period.caput.end of story!

Thank you compatriot for sharing with us the two articles from Wayne Madsen. The one of yesterday and the one below.
Madsen is a former Marine Intelligence officerin the US military. He is a very credible man. He has no equal, as far as I am concerned!!
His book on the real actors in the 1994 genocide in Rwanda is a must read. He tells it like nobody has ever done. It blew away my mind and for it I developed the highest regard forhim. I wish himthe grace of God.
And now as it has turned out, besides him, I see nobody else raising issues on the blatantly stolen US election.
Since the 2000election theft, African-Americans have always blamed Gore for not standing up to make sure that their votes were counted in Florida. 
So Kerry has been going around African-American churches, promising them that this time around he would, by all means,stand up to ensure that their votes were counted. 
And of course he should know more than most about how the election has beenstolen from him. 
That is why his rush in conceding defeat is so puzzling.

Karl Rove, the political sorcerer who is called "turd blossom" by his 

political master George W. Bush has his nasty fingerprints all over the 2004 Election 

in a scam that can best be called "Grand Theft Election." 

 

There was something very wrong in Ohio, which Bush claims he won handily. Not 

only had the head of computer voting machine maker Diebold and Ohio's 

Republican establishment of Governor Bob Taft and Secretary of State Kenneth 

Blackwell conspired to suppress registration and voter turnout in heavily Democratic 

precincts but the Ohio Secretary of State web site was only reporting results 

from 9 counties as of 11:30 AM on November 3, just three hours before John 

Kerry conceded the election to Bush. Totaling the results from the 9 counties 

(Fayette, Fairfield, Geauga, Jefferson, Portage, Mahoning, Trumbull, Richland, and 

Washington), John Kerry was clearly ahead. A 10th county, Columbiana, 

suspiciously showed up as "NO RESULTS." 

 

There has to be a way for those of us who voted for Kerry and Edwards to sue 

Diebold Chief Executive Walden O'Dell and Diebold board member W.R. Timken for 

conspiring to deliver Ohio's electoral votes to Bush. O'Delland Timken are 

also top fundraisers for Bush, so-called "Pioneers." O'Dell told the Cleveland 

PLain Dealer in 2003 that he was "committed to helping Ohio deliver its 

electoral votes to the president next year." 

 

The fact that Diebold machines were used in the Ohio rip-off should make 

O'Delland Timken the subjects of criminal investigations. Of course, that will 

not happen in a GOP vassal state like Ohio. But why not a civil suit by those 

of us nationwide who voted for Kerry and had our presidency stolen from us as a 

result of racketeering and corrupt practices by a cabal of Republicans and 

fat cat corporate types? In a civil suit, through the process of discovery, 

O'Dell's and Timken's e-mails, letters, and other records could be ordered open by 

a judge. They could also be deposed as witnesses before plaintiffs' attorneys.
