the plugin (of SRM or RKM - I do not remember which) but not the underlying
forms, so there were missing fields in the older version forms that the
plugin kept complaining

Interesting requirement.. This is how I might have handled it..
I would build a configuration form (custom) called Configure Change Blackout
Dates or something..
Three fields that I would see as mandatory on this form is:
Start Date
End Date
Reason for Blackout
I would sort the results o

The version 7 apps OTB to the best of my knowledge do not lead to
performance issues like the older ITSP apps used to for lack of indexes etc.
If there were any customizations done, to any queries, on table fields etc
on screens that give you those 'white screens' I would take a second look at
all
