There's always the chance to upgrade from rommonitor. Well, sort of on this
case...there's this booting utility on Cisco switches where you can download
the image using the boothelper command line and the xmodem.
The process is similar to the password recovery procedure...

I had the same problem with my 3620 although I am using a different IOS. It
throws up this error and then re-boots. After that it seems to boot up okay
the second time. Functionality too is normal.

I ran into a similar problem using the TFTP server offered by Cisco. I have
been using the 3-Com suite, which includes FTP/TFTP server and client, as
well as a syslog server.
