That was my mistake -- I was not doing cross-staff. I forgot that
wasn't the only use for Note Mover and had neglected to check that
before trying my experiment. So I was actually moving the notes to the
other staff, not simply having them appear in the other staff as they do
with cross-staff

I wrote out 4 notes - set them to play in Flute voice.
I then added chords - they all played in flute voice
I opened instrument list
clicked on the "down" triangle in the "STAFF NAME" column on the extreme left NOT the "Instrument" colum

Just a remark about the analysis: you have to realize that finale analyses only the content of one layer.
Furthermore: if even the human who made the chord doesn’t know it’s name, why should Finale bother? ;-)
