There where two choices when setting up a MS server.

They are looking now at giving a third user mode option where the CAL gets
assigned to the user.
There is no License limit to TCP connections.
HLDS used UDP which is connectionless and there is no License limit to the
number of HLDS clients that may send and receive UDP datagrams.

The per seat mode (or per server connection mode for that matter) of
Microsoft licensing has to do only with named pipes connections which are
used for file and print sharing as well as other Microsoft products.
In a dedicated HLDS machine you should turn all those services off anyway.

Nope, 2000 does not support Hyperthreading. This feature must be turned of
in the bios to load and run 2000.
