This is quite a concession considering that the public swim club - which has to be built before a public swim club can be erected - is going to be placed in the Second Ave. pavilion. The public club plans call for a pool 18 deep, with fluffy pillows scattered about, in addition to about 50 lounges, and attendants walking among clubbers, who will pay $5 a day, spritzing them with lavender water and handing out fluffy white towels. A scene out of a W Hotel ad, no? Seriously folks, here's another cheap trade off under the rationale of rushing to meet a deadline. Sewer lines, as every homeowner or property owner knows, are a huge investment. Why would we would we rip them out? And temporary toilets send a huge negative message to visitors wondering if Asbury's rebirth is permanent. Yeah lady, it's as permanent as that toilet seat there. The council doesn't want to see the bathrooms go. Most of the planning board didn't buy it. But they need to know how residents feel, too, to give them more ammo in fighting this one. There is nothing wrong with the poles, In fact they are authentic 'historic' 1920s Westinghouse poles. What is neded are replacement vintage (1920s) lamps on top of the poles. (see Norwood Ave in Deal for examples) But of course noone will support doing the economical, appropriate, historic solution. Instead a committee will apply for a grant, receive a zillion dollars, install fake vivtorian poles and throw away the real historic ones. My prediction. If the state had not come to the aid of certain City Council members' pleas for help, our minimal tax bill increase would have been $2,685 per household, on an average assessed home of $150,000. The City Manager has stated that, It's going to be a few years before we can balance a budget with our own revenues. Larry Fishman of Asbury Partners has stated that, I think the city's going to have to plug that gap ($7.5m) for another year. Asbury Park's deficit was supposed to be eliminated back in 2002 when the city sold all of our waterfront properties and pavilions. Citizens were then told in 2005 that the surplus of $11million from the sale of the Sewer bond would go to plugging the budget for the next three years. As proof to support this bond and to gain approval, the City presented a report to the Local Finance Board stating that Asbury Park will have annual recurring revenue beginning in 2006 to 2008 equaling $4.2 m in phase 1; (and) phase 2 will be on line in 2008-2009 with an additional $4.2m. The following is a list of deficiencies on the part of Asbury Partners under the terms of the recent Dispute Resolution Agreement: A. Convention Hall (Schedule B) (i) Window Replacement Program. The window replacement program was to be completed in May 2007. Asbury Partners subsequently indicated that this program would be completed by September of 2007. On May 31, 2007, Asbury Partners indicated that the condition of the window openings necessitated repair of those openings and that fabrication of the replacement windows would be deferred until the details of the necessary repairs were completed. The Recent Submission indicates that reconstruction of the window openings has begun but there is no definitive completion date. (ii) Interior Store Replacements. Interior Store Replacements were to be completed in September of 2006. An updated projection by Asbury Partners' representatives was July 2007. To date, this work has not commenced. On April 19, 2007, Asbury Partners indicated that a bid award was expected on April 20, 2007. The Recent Submission indicates that construction will commence in September and be competed in December of 2007. However, the City is still awaiting indication that the SHPO has approved the interior storefront design. (iii) Arcade Entrance Structure Repair. This work was to be completed by May 2007. Revised projections from Asbury Partners' representatives were that the work would commence in early April and would be completed in August 2007. On May 31, 2007, Asbury Partners indicated that revisions were necessary to existing plans and that a permit modification would be applied for. The Recent Submission indicates that construction will start in mid-September, and be completed in December 2007. (iv) Exterior Store Fronts and Entry Doors. This work would be completed in April of 2007. To date, this work has not been commenced. On May 4, 2007, Asbury Partners indicated that an extension for submitting bids was granted with the new deadline being May 18, 2007. The Recent Submission lacks any definitive timeframe for the completion of the work. (v) Entire Building Renovation Design. Construction documents were to be complete in September 2007 with renovation work to begin in October 2007. To date, Asbury Partners has not undertaken the schematic design which was scheduled to be complete in January 2007. The Recent Submission does not indicate any definitive timeline for this work. B. Casino (Schedule C) 1. Arcade (i) Entire Building Renovation Design. Schedule C indicates that construction documents are to be complete in September 2007 and that renovation is to commence in October 2007. You can have a mix of both, and claim the happiness of different groups all at once. With todays events, you have to wonder. If the roadwork were the way it was before, would the event still have parking problems? I say yes. I remember a few years back when i was in highschool and i'd go to the Warped Tour (a concert of sorts), the streets were always packed with no parking. Now this is going back 6 years before any roadwork had begun. Parking appears to have always been an issue. Now it's worse, becasue parking spaces were lost. You couldnt have gained any, but you didn't have to loose any either. Places like The Wonder Bar and the Stone pony attrack a lot of cars on certain nights. These buildings are sitting in the mist of a changing enviorment. They don't seem to fit in 100 percent. In a few years, will they still be there? If they arn't then things may go along smoothly (not sure how smooth). But becasue they are still there, there almost in the way, or a blockage of sorts causing insanity. It's not that the deisgn is bad, it's just different then what these buildings came out of. The design isn't designed in the same ways that the previous one was. The Convention hall and Casino are huge buildings. However, they may not need as much parking as everyone thinks they will need. Why? Becasue from the way things were planed, its possiable these buildings were not to be used as much as they had been. Not to the max, not to capacity. But maybe below capacity! They can't take them down. They know there would be hell to pay if they tried to, or did. These are just thoughts.. Clearly i don't know any information, or claim to know what's going on! Whats everyone else think? I like the lights, the sidewalks. The plaza in front of Convention hall is nice. I didn'tget my curved sidewalk around HoJo back, but i like the new courtyard a lot. I also consider it to be sitll be open space like what was there previously. I think that area can now hold a lot of people. standing, walking thru. Compared to before, everyone had to squeeze thrue that 10 foot wide walkway around Hojo?! Now you can have groups of people coming off the sidewalk and heading straight for the boardwalk.
