Possible biotech grain prompts expanded tortilla recall

http://www.nandotimes.com) - The recent recall of tortillas expanded Friday
when the nation's largest manufacturer recalled all its tortillas, taco shells
and snack chips made with yellow corn because the flour may contain an
unapproved biotech variety of grain.
The move by Mission Foods Co. of Irving, Texas, followed a decision
earlier this week by Safeway Inc. to remove all of Mission's taco shells from
its stores and an earlier recall of taco shells by Kraft Foods.
Mission said it was also switching from yellow to white corn in all its
products. A sister company, Azteca Milling, announced that it was recalling
all its flour made from yellow corn. Azteca supplied the flour for both the
Mission Foods and Kraft taco shells.
At issue is a variety of genetically engineered corn, known as StarLink, that
is not approved for human consumption because of questions about its
potential to cause allergic reactions. Federal officials say the health risk is
remote.
"Our guiding concern has been to protect the safety of the consumer, our
customers and our food products," said Steve Brunner, senior vice
president of Mission Foods.
Mission Foods is a subsidiary of Gruma S.A. of Monterrey, Mexico. Azteca
Milling is a partnership of Gruma and Illinois-based Archer Daniels Midland
Co.
Mission's recall applies to all of its tortilla products, which are sold under
both the Mission name and under a variety of private and generic labels.
The volume was not immediately known, officials said, and Mission
declined to disclose the names of supermarket chains that distribute its
products. It will be up to the stores whether to tell shoppers about the recall,
said Peter Pitts, a Mission spokesman. Mission makes about 10 percent
of the taco shells sold nationwide, he said. Information about the recall was
to be posted to the company's Web site.
Officials with Azteca Milling said they initiated their recall of the flour
because they were not confident of methods of testing for the StarLink
corn. The company plans to mill only white corn.
"Because StarLink is a yellow corn, and we believe that we need to assure
our customers and the public that products made with our flour are safe, the
surest way to bolster confidence is to make products with only white corn,"
said Dan Lynn, Azteca's president.
The corn that was detected in the Kraft and Mission taco shells is believed
to have originated at Azteca's mill in Plainview, Texas.
On Thursday, the Environmental Protection Agency said that the seed's
developer, Aventis CropScience, had agreed to cancel its license to sell
the corn.
Aventis already had suspended sales of the seed for next year's crop and
agreed to reimburse the government for purchasing all of this year's
harvest.
The corn contains a bacterium gene that makes it toxic to an insect pest.
StarLink is one of the least used varieties of biotech corn and the only one
not allowed in food.
The Food and Drug Administration has been testing various food products
for the corn, but officials have declined to discuss the results.
Critics of biotech food say the StarLink incident shows that government
regulation of genetically engineered crops is inadequate.
The government should have never approved StarLink in the first place,
until it was permitted to be used in food, said Jane Rissler of the Union of
Concerned Scientists.
"This is really a black eye to the regulatory regime," she said.
The StarLink corn has become an embarrassment to the biotech industry
and food manufacturers, who have been fighting consumer resistance in
Europe and Japan to genetically engineered crops. To date, there has
been relatively little public concern in the United States.
"It's going to create ripple effects in terms of demands for tighter
regulation" of agricultural biotechnology, said Sano Shimoda, an analyst
with BioScience Securities.
Aventis was supposed to ensure that farmers kept StarLink corn separate
from other varieties but failed to do so, government officials said. The corn
was first detected in the Kraft and Mission taco shells during tests
performed for a coalition of environmental groups opposed to biotech food.

BERKE CHICAGO, Oct. 13 - The presidential race is so agonizingly tight for both sides that it has set off a lively debate over whether Vice President Al Gore or Gov. George W. Bush should dare reach for something dramatic to try to pull ahead in the next three weeks or play it safe and hope for the best on Election Day. Top strategists, politicians and party officials in both campaigns are so anxious and jittery that many of them readily acknowledge they could lose. The bloodshed in the Middle East and the tumult on Wall Street have only compounded the uncertainty, with strategists saying the contest has been buffeted by events that could enhance or harm the prospects of either candidate ó or have no impact at all. "Any false move could cost one of these guys the presidency of the United States," said Senator Robert G. Torricelli, Democrat of New Jersey. "The pressure must be unbearable. There's no margin for error in this race." Richard N. Bond, a former Republican national chairman, said, "Neither of them ought to be whistling `Hail to the Chief' at the moment." After weeks of seesawing polls, several surveys said the competition nationally and in swing states was too close to call. But perhaps because some polls suggest that Mr. Bush has nudged ahead after the first two debates, Democratic officials seem slightly ó just slightly ó more tense than their Republican counterparts. In fact, while many Republican officials counsel Mr. Bush to keep moving forward pressing his issues, prominent Democrats are more critical of the Gore operation. They say that Mr. Gore must be far more forceful in accentuating his accomplishments ó and his differences with Mr. Bush. Senator Bob Kerrey, Democrat of Nebraska, complained that in the debates Mr. Gore did not sufficiently counter Mr. Bush's assertion that he was a uniter who would deal better with Democrats and Republicans in Congress. Mr. Gore, Mr. Kerrey said, needs to underscore his achievements on everything from the budget to trade pacts. "Gore's got to say, `I delivered,' " Mr. Kerrey said. "You're saying we didn't do anything? Were you on this planet in '95 and '96? Bill Clinton and Al Gore almost got run out of the Democratic Party for working with Republicans. How about the crime bill? How about the balanced budget act? How about GATT? How about Nafta?" James Carville, an architect of President Clinton's victory in 1992, said he did not understand why either Mr. Gore or Mr. Bush does not do something bold to overtake his rival. Yet Mr. Carville had no suggestions about what audacious moves either side could make. "Somebody's got to come up and grab this thing," he said. "This is an election that's waiting to be won. It strikes me that the one who steps up and does something will be the winner. Both sides are paralyzed by worry." But officials in both camps said they were nervous that any dramatic moves in this close a race could backfire ó and make it impossible for them to recover. "I come from the Green Bay Packers school of politics," said Tom Cole, the chief of staff for the Republican Party. "You execute and you do it well so hopefully the other side can't stop you, though they have a pretty good idea of what's coming." He added, "This is a risky time to get cute." William M. Daley, Mr. Gore's campaign chairman, had a similar outlook. "If you're 10 points down or 15 points down, you've really got to throw the long bomb," Mr. Daley said. "Right now this race is so close it's not about throwing the Hail Mary pass. What if you come up short?" Officials on both sides scoffed at the notion of an "October surprise" that could somehow help their candidate break through. Their larger concern is that the violence in the Middle East constitutes an October surprise ó not of their own making ó that could scramble the race. What is most disconcerting to advisers in both camps is that there is no way of gauging how a foreign crisis will affect the race. If attention to foreign policy continues to escalate, Mr. Gore could capitalize on his much richer foreign affairs experience and the tendency of Americans to rally behind an administration in a time of crisis. On the other hand, if voters disapprove of how the White House is handling matters of war and peace, they may turn to Mr. Bush. Republicans, after all, are rated in polls as more capable of handling foreign policy. Many Republicans and Democrats said they could not even guess how the foreign crises would play politically. "We're in charge ó it's our guy at the White House," Mr. Kerrey said. "It could help the Democrats. It could hurt the Democrats." Gov. John Engler of Michigan, a Republican, agreed that the Middle East episodes could play many ways. -Caveat Lector- October 15, 2000 LIBERTIES As the World Churns By MAUREEN DOWD We were sleepwalking toward the election, not loving our choices, but not really too worried, with the country on palmy automatic pilot. Suddenly, three weeks out from a new president, the Middle East blows up and the markets tank. With talk about war and terrorism and retaliatory bombing, and heartbreaking pictures of mangled American sailors and mutilated Israeli soldiers, with F.B.I. agents investigating in Yemen, the election seems more consequential and the issues more complicated than merely which side will offer better drug insurance for older Americans. Going from cruise control to cruise missiles, we face the eerie specter of a St. Louis town hall meeting on Tuesday with Al Gore and George W. Bush debating in the midst of chaos. The roiling globe provides a different prism to view not only the nominees, but their running mates. Reporters doing man-in-the-street interviews began getting a few questions wondering if Joseph Lieberman would have the proper distance on Israeli issues. Awkward campaigner Dick Cheney all at once found himself on terra firma, urging "swift retaliation" against those who attacked the U.S.S. Cole. It is easy to imagine the Bush inner circle, always reliving the glory days of Desert Storm, swinging into action on the strategy of another Middle East war. You know Poppy is peppering his son with e-mails like "Talk to Condi. Get with Wolfowitz. Very tricky. Water's edge. Nation with one voice." If W., who has been winging it on foreign affairs, had given a shakier debate performance Wednesday, the race might be over. With the scary backdrop of the Middle East, Al Gore could have jumped ahead as he grimly told Americans he had to leave Iowa's pumpkin-strewn campaign stages to join "the principals" of the National Security Council in the situation room. But in Winston-Salem, W. was like Peter Pan. You knew there were wires holding him up as he flew Around the World With 80 Coaches. (He had finally figured out what was going on in East Timor.) But the Bush team did a pretty good job of hiding those wires for an hour and a half. And W. ended up with bonus points from the first debate when it turned out that his suggestions that the Russians be called on to help push out Slobodan Milosevic ó which Mr. Gore haughtily dismissed ó turned out to be what the Clinton administration was already doing. Al Gore, by contrast, had such a bad second debate that his foreign affairs I.Q. is not giving him the edge it should as the world turns dark. The vice president was in a straitjacket the whole debate, forcing himself to look humble because he had looked too arrogant in the first debate. But the humble act was self-defeating. Gore was reacting to Gore, like the sheriff in "Blazing Saddles" who holds a gun to his own head and takes himself hostage. W. seemed almost like a bemused spectator at the vice president's split-personality psychodrama. And since Mr. Gore was afraid to show his smarts and his contempt for W., the pair came across as a couple of regular guys running for student body president. You knew what the transparent Mr. Gore was thinking, of course, when he was forcing himself to give that self-effacing little smile: I know I'm smarter. I'm just not allowed to say so. The scene conjured up that hilarious "Saturday Night Live" sketch from 1988, with Jon Lovitz playing Michael Dukakis and Dana Carvey doing his papa Bush. BUSH: "So, in summary . . . stay the course . . . thousand points of light . . . thousand points of light . . . stay the course. MODERATOR: Governor Dukakis? Rebuttal? DUKAKIS: I can't believe I'm losing to this guy. Mr. Gore's confidants always worried that his biggest problem would be that he does not know who he really is, and there was a danger he would turn the race into a personality crisis. The vice president thought his main hurdle was getting out of Bill Clinton's shadow and showing he was his own man. But the more he shows himself, the less people seem to like him. If only he had put himself in that lockbox right after the L.A. convention. Now we will see whether W.'s foreign affairs tutorial has staying power. There are no saints or innocents on this stage. If you think you see any you are simply delusional. There are no saints or sinner at any stage. The Palestinians probably don't really even know what Hitler's vision was. They might apply it to the Israeli vision for themselves if they did. Swaidan had been shot in the back of his head, but it is not clear whether this was the cause of death. The body of Isam Hamad, 36, from Um Safa, Ramallah, was found in a field near his village. An eyewitness stated that he saw Hamad driving to his farm when an Israeli military vehicle stopped and took him away. Hamad was found dead today (October 9, 2000) in the morning near Pisgot settlement. Isam Hamad had been tortured to death. There is evidence that he was electrocuted, burned with a hot iron, and attacked with an axe. Law has asked a medical examiner to prepare a full report. For the past couple of days settlers attacked Palestinian citizens and their property and their homes. They used firearms in their attacks while the occupation army turned a blind eye to their aggressive acts. They attacked the Old City of Jerusalem and some parts of Shufat, Hizma, Shufat refugees' camp, Anata, Al Isawiyi, Al Ram, Dahiyit Al Bareed, and Harit Al Aqbat as well as Hebron and the main road junctions. Lewinsky, for example, far from being an agent provocateur, was a staunch defender of the president throughout the scandal. Her affair only unraveled and became public in January of 1998 after a chain of events involving her relationship was raised during the Paula Jones civil suit against the president. Lewinsky testified under oath that during her steamy Oval Office affair with the president, he said that he would not be able to telephone her because a "foreign country" was tapping his White House phone lines. Lewinsky never specified what country Clinton believed was surveilling his communications, but it raises the question of whether Clintons relations with Lewinsky were discovered by the Russians or other foreign intelligence agencies. *Was Clinton being blackmailed? Intelligence experts have worried that the presidents private life may have led to compromising him and, de facto, the countrys national security. Russia continues to operate a significant spy network in the United States, a holdover of the Soviet days. Additionally, Russia maintains a large communication-gathering spy station at Lourdes, Cuba. The old Soviet intelligence agencies used blackmail and extortion to achieve their national interests, and there is no reason to believe the Russians have stopped using those tactics. *Why has Clinton turned a blind eye to Russian wrongdoing? -Caveat Lector- MASHANTUCKET, Conn.(AP) - A wealthy Indian tribe that runs the world's largest casino abused a government health program intended for American Indians by dispensing $5.8 million in discounted prescription drugs to its non-Indian casino employees, a federal audit says. The audit found that 82 percent of the drugs dispensed under the program by the Mashantucket Pequot's pharmacy in 1998 and 1999 went to ineligible patients. In response, the federal Indian Health Service said it will review all prescription drug contracts with tribes across the country. The service said it will also instruct the Mashantuckets to stop including non-Indians in the program. Tribal spokesman Arthur Henick said Monday that the Mashantuckets disagree with the audit's conclusions and may appeal to top health officials in Washington. He said there are no immediate plans to scale back the drug program, which he said allows the tribe to provide prescription medicine at no cost to its employees. The Mashantuckets run Foxwoods Resort Casino, which takes in upwards of $1 million a day in gambling revenue. There is no suggestion the tribe profits directly from the sale of the drugs. However, on its Web site, Foxwoods touts its ``no-cost prescription program with onsite delivery'' as a job benefit. Health officials expressed concern that including non-Indians who work in tribal businesses could jeopardize the future of the drug discount, which some poorer tribes count on for affordable prescription medicines. ``Evidence of program abuse could prompt Congress to reconsider the future of discounted drug programs, which would ultimately affect the millions of federal beneficiaries who now depend upon them for their health care,'' June Gibbs Brown, the U.S. Health and Human Services Department's inspector general, wrote in an Aug. 17 memo to the head of the Indian Health Service. Brown's office conducted the audit. Under the Veterans Health Care Act of 1992, the Veterans Affairs Department, the Pentagon, the Coast Guard and the Public Health Service are entitled to buy drugs from suppliers at deeply discounted rates - often less than 50 percent the regular price. The Indian Health Service, a unit of the Public Health Service, extends this service to tribes that have ``self-determination contracts'' with the government. Tribes can then provide the discounted drugs to their own members. But the law says the drugs may be dispensed to non-Indians only if ``there are no reasonable alternative health services available.'' The Mashantucket tribe has about 600 members, plus 12,000 employees at its casino, hotels, restaurants and museum. Together with their dependents, about 22,000 people, almost all of them non-Indians, are covered under the tribe's prescription drug plan, auditors said. Auditors said that because there are at least 40 drug stores within 10 miles of the reservation, the tribe cannot claim a lack of alternative health services. The auditors also dismissed the tribe's contention that the Indian Health Service was aware of its practice of selling drugs to non-Indians, saying that even if it were true, the health service does not have the authority to approve it. Casino employees said the tribe's prescription drug benefit was unusually generous and would be sorely missed. Leo Jackson, a shuttle bus driver who said he lost his medical coverage while employed at Electric Boat in Groton years ago, said he requires three prescriptions for cancer treatment. ``There's no way I could afford to pay even for part of this stuff I have to take,'' Jackson said. ``I don't know what I'll do if the plan disappears.'' Henick said the Mashantuckets do not consider the inspector general's report the final word on the matter. ``The tribe has been able to provide one of the best health plans in the region for its employees,'' Henick said. ``We're going to continue to do anything we can for our employees, whom we consider part of the tribe for purposes of health care.'' Although the inspector general's report concentrated on the Mashantuckets, it found reason to believe the alleged abuse may involve other tribes. The report noted that in August 1999, a consortium of 11 tribes in Michigan and Wisconsin requested advice on the legality of providing discounted drugs to non-Indians, indicating that they believed they could do so. It was not immediately clear whether the tribes received a reply. In addition, the Mashantuckets contract with 16 other tribes to provide mail-order pharmaceutical services. -Caveat Lector- Wednesday October 11 4:26 PM ET Ray: White House Lawyers Hold Facts By GREG TOPPO, Associated Press Writer WASHINGTON (AP) - Independent Counsel Robert Ray's office has accused a former White House attorney of ``inaccurate testimony'' and suggested to a judge that presidential lawyers made it difficult for investigators to find subpoenaed documents. Ray's office took the rare step of intervening in an unrelated civil case involving missing White House e-mails to draw the judge's attention to the practices of President Clinton's lawyers during the 1998 investigation that led to his impeachment. Though not a party to the lawsuit, ``this office has an obligation to assure that inaccurate testimony is corrected,'' Deputy Independent Counsel Jay Apperson wrote in a letter dated Oct. 5. The letter was made public Wednesday. In the letter, Apperson challenged the veracity of former White House lawyer Michelle Peterson's testimony in the lawsuit, and urged U.S. District Judge Royce C. Lamberth to take ``appropriate action.'' Peterson testified that White House lawyers always produced subpoenaed documents to investigators ``as soon as anything was found.'' And whenever requested documents turned up belatedly, White House lawyers would ``explain why they hadn't been found before,'' Peterson testified. But Apperson wrote that Peterson knew this wasn't the practice of White House lawyers. He said she was ``personally involved in the failure to disclose to this office the belated discovery of an important document'' during the Monica Lewinsky probe. That document revealed that White House officials were concerned that Lewinsky had been engaged in ``extracurricular activities'' inside the White House before they transferred her to a job at the Pentagon. The memo became an important piece of evidence in the report prosecutors sent Congress that initiated impeachment proceedings against Clinton. Apperson told the judge that Peterson ``made no effort to disclose'' the belated discovery of the document, ``delayed production of the document for over a week following its discovery'' and then placed it in a package of 970 pages of documents sent to prosecutors handling another case. Apperson suggested to the judge that it was routine for the White House to ``covertly transmit'' belatedly discovered documents without calling attention to them. He sent the judge a 1998 letter in which then-Special Counsel to the President Lanny Breuer acknowledged to the Office of the Independent Counsel that White House lawyers routinely sent newly discovered documents to prosecutors without clearly stating their relevance. The letter also acknowledged that White House lawyers routinely sent belatedly discovered material with documents required by a different subpoena, without indicating that the material had been ordered by a prior subpoena. ``Although we provide you with a production log, we do not invariably and explicitly identify a recently discovered document to you in our cover letter,'' Breuer wrote. An official with the White House counsel's office on Wednesday said he had not seen Apperson's letter and had no immediate response. A phone call to Peterson's lawyer was not immediately returned. Attorney Larry Klayman, whose conservative legal group Judicial Watch brought the e-mail lawsuit, said Apperson's letter shows ``a pattern and practice of obstruction of justice'' by the White House. He has alleged that the administration is dragging its heels in restoring thousands of lost e-mails. Klayman, who has put several administration officials - including Peterson - on the stand since last summer, said Apperson's letter ``just explodes any defense that they have that the e-mail was a matter of good faith.'' A programming error in 1998 prevented thousands of incoming messages - including some from Vice President Al Gore's office - from being archived. As a result, they were not reviewed by White House lawyers to determine whether they should have been turned over to investigators probing cases that included the Monica Lewinsky scandal, Whitewater and campaign fund raising. Those kidnapped were six Americans, two Frenchmen, a Chilean and an Argentine, military officials said. Vice President Pedro Pinto told reporters "the kidnapping is confirmed." Pinto said Colombia's largest guerrilla organization the Revolutionary Armed Forces of Colombia "have claimed responsibility saying they carried out the kidnapping, in reprisal for Plan Colombia." Plan Colombia is an anti-narcotics initiative backed by a $1.3 billion U.S. aid package. A military official, speaking on condition of anonymity, said the gunmen hijacked the Superpuma helicopter from the YPF oil field at 4 a.m. in the El Coca region, about 100 miles northeast of the capital, Quito. I had information from the federal government these harmless side effects from this vaccine could cause sweling of the brain, etc. Threats were made - finally I required the nurse and doctor administering the vaccine sign a paper they would be held responsible personally for any injury that might be caused by the drug - I won that argument - but at the time, 1 in 100,000 kids had these "harmless" side affects. Unfortunately, everyone serving in this administration seems to have been corrupted by it, or perhaps all of Clinton's DoD appointees were corrupt coming in the door. No one is talking about this issue on the staff anymore, which strongly suggests that the news story killed the initiative. If I were a betting man, I would bet that this is a dead issue. To clarify one facet of the story, I am sure that there never was any intention for Clinton to go to Vietnam on a Navy ship, although he may envision himself traveling on a Navy ship, as did Franklin D. The leaders agreed to meet as Israelis and Palestinians yesterday largely took a breather from fighting, with few skirmishes and casualties reported. Barak and Arafat agreed to attend the summit after a weekend of shuttle diplomacy by UN Secretary-General Kofi Annan and intensive prodding by Clinton. Annan said both leaders had dropped preconditions for the meeting, whose limited goal is to reach a cease-fire agreement and restore some sort of joint Israeli-Palestinian security mechanism. Barak reportedly has low expectations for the summit and only agreed to attend at Clinton's request. "Our main target is to reach an immediate truce," UN special peace envoy Terje Larsen told The Jerusalem Post. PA Planning Minister Nabil Shaath said the Palestinians agreed to attend the summit after Annan assured them that Barak would allow medical supplies and food to enter the Palestinian areas, which have been sealed off by Israeli forces, and would pull Israeli forces back to their original positions. But another senior PA official, who declined to be identified, said that international pressure from all sides from the US, UN, Russia, and the EU led to the breakthrough. PA officials say Arafat, who traveled to Egypt yesterday to consult with Mubarak, was reluctant to attend such a reconciliation meeting with Israel ahead of the first Arab summit in 11 years, scheduled to take place in Cairo this coming Saturday. Arafat hopes there to solidify Arab backing for Palestinian demands of sovereignty over east Jerusalem, including the Temple Mount, something he failed to do in a whirlwind tour of Arab capitals following the collapse of the July Camp David summit. Clinton was concerned that wider military confrontations could erupt if the Arab summit preceded a cease-fire agreement. The US president, who has labored intensively throughout his term to strike an historic peace deal, would also like to use the meeting to set a time frame for resuming final-status negotiations, but officials and analysts say the trust necessary for such talks has completely eroded. Pressure on Barak from potential coalition mates like Likud leader Ariel Sharon to reject a new round of talks, and Arafat's desire to maintain some friction with Israel at least until the Arab summit, also make a declaration of a resumption of peace negotiations unlikely. Arafat, breaking all the agreements that he signed, initiated and launched this violence, sending innocent, incited citizens together with policemen and Tanzim people and kids 10 years old to assault our isolated positions. He released terrorists of the Hamas that should be according to the agreement behind bars and invited the (Hamas) leadership to his cabinet meeting in Gaza. By this, he gave a green light for violence. If you look a the TV footage from the coverage of preaches at the mosque, it's devastating. It's like living in the fourteenth century, I don't know, troubled Italy, or during religious wars in western Europe 300 years ago. It's unbelievable. We have to take responsibility for our people. And since the P.A. is the source of these orders and the source of this violence, we had to attack their infrastructure. But let me tell you, Lisa, we deliberately made it in a way that in all the five attacks of Thursday afternoon, we did not kill a single Palestinian. We shot warning shots outside in the backyard or outside the installations so that everyone will be able to go out. We watched by remote control vehicles, drones, the going out of these people. And we didn't shoot to destroy it before it became clear that no one was there. We made this effort in order to emphasize our feeling that Arafat is responsible but that somehow he uses the blood of his own people as lubrication for calling upon the attention and the support of the world. That is cyncical, opportunistic behavior that should be condemned by any honest leaders in the world. TIME: The Americans, though, have blamed both you and the Palestinians. They've called on both sides to stop the bloodshed. On Thursday they called on you specifically to end the army actions. What do you say to that? Barak: I think that we are acting out of self defense. We do not initiate. Arafat can put an end to it in 12 hours. We do not agree with this kind of condemnation, not by the U.N. Security Council and not by the United States. We are still working to convince open-minded leaders all around the world that in spite of the sensitivity to the Arab positions, to the oil prices, to the sensitivites of other interests â every country has its interests in the Arab world, there is a need for leadership that will be able to stand firm even against certain challenges. You know, I cannot criticize any other leader, but I know that we are all in the same boat. In biblical times, the people of Israel worshipped at the temple in Jerusalem -- the hub of Jewish activity. After Israel's enemies destroyed the temple, it was rebuilt only to be destroyed again in 70 A.D. by the Roman Empire. The Temple Mount and Land of Israel Faithful Movement announced its plans Friday to lay a cornerstone to the Third Temple in an anointing ceremony. The event poses a threat to Muslims, as the site of the new temple, the Temple Mount, is also the location of the Dome of the Rock -- a Muslim mosque. In its "Vision of Redemption," the Temple Mount Faithful Movement states its belief that the creation of the modern state of Israel is "the beginning of the redemption of the world," which is completed with the building of the Third Temple. Led by Gershon Salomon, the movement explains its reasons for the timing of the plan to rebuild the historic Jewish Temple. "Two and one-half millennia ago, the Hebrew prophets spoke that in the 'last days' G-d would regather His people from all the lands where He had scattered them," states the group's website. "For the last 100 years the Jewish people have been returning to and rebuilding Zion. Today Israel is again the dynamic center of Jewish life across the world. The regathering is not yet complete. Ezekiel prophesied that G-d would 'leave none of them there any longer.'" In the Jewish faith, the name of God is so holy that it is never spelled out in its entirety. "It is the view of the Temple Mount and Land of Israel Faithful that the redemption will proceed in an orderly fashion according to G-d's plan," the statement continues. The group plans to anoint a four-and-a-half ton marble cornerstone, which will be covered with Israeli flags and driven to the Temple Mount on a flatbed truck. Participants will also bring "reconstructed vessels for the Third Temple, a priest in the original garments, and Levites who will play music," recreating historical temple activities. According to a statement by the Temple Mount Faithful, "The event has the approval of the Israeli authorities and will be protected by the Israel security forces." Reaction by the Arab-American community to the scheduled event is strong. In a letter sent Friday to U.S. Secretary of State Madeline Albright, the American Committee on Jerusalem warned against the "explosive consequence of such an act." "We urge the United States government to ensure that the government of Israel takes all necessary actions to prevent such a blatant provocation, particularly in view of its failure to do so two weeks ago," when the current Middle East conflict erupted. Written by ACJ President Rashid Khalidi, the letter conludes, "ACJ stresses with the utmost urgency the importance of the U.S. government taking this matter up immediately with the government of Israel." The Temple Mount Faithful attempted to lay the cornerstone of the Third Temple more than a year ago but was prevented from doing so by the Israeli government due to the potential for further violence. Some Israelis believe that to begin full-scale construction of the temple, the Dome of the Rock must first be torn down. Others believe the Temple can be built adjacent to the Muslim shrine. "This effort to go and actually attack the mosque is a very, very grave provocation," said Ali Abunimah, vice president of the Arab-American Action Network, who called the Temple Mount Faithful an "extremist group." "Israel will be solely responsible for any provocation and any consequences," he added. But Salomon's movement is determined to go through with the ceremony. The American intelligence connection is linked to a crucial meeting called by the Governor-General, John Kerr, a few days before he sacked Prime Minister Gough Whitlam. Sir John sought and received a high-level briefing from senior defence officials on a CIA threat to withdraw intelligence cooperation from Australia, according to Mr Morrison in an interview with The Sunday Age. Speaking at his home in Sydney's southern suburbs, Mr Morrison, a career diplomat before entering parliament and a former Australian ambassador to Indonesia, said: "Kerr loved the cloak and dagger. I don't think (the briefing on the CIA threat) was decisive, but I think it reinforced his position (about sacking the Whitlam government). "The CIA was pissed off because their cover as far as Pine Gap was concerned was blown. Kerr could say that as Commander-in-Chief (a formal position the Governor-General holds under the constitution) he could take briefings from Defence," Mr Morrison told The Sunday Age. Mr Morrison's revelation - 25 years after Australia's greatest constitutional crisis - underlines the significance that Sir John, who had an intelligence background, attached to the CIA threat. It has previously been reported that three days before the sacking Sir John was briefed on security issues by the Defence Department, but the CIA threat and the Pine Gap furore have never before been identified as part of the briefing. The US Government has officially denied any involvement in the dismissal of the Whitlam government. Sir John sacked Mr Whitlam on November 11, 1975, and appointed Opposition Leader Malcolm Fraser caretaker prime minister on the condition that he called an immediate election. The CIA threat was made after Mr Whitlam revealed that the American spy agency ran Pine Gap, the powerful satellite-tracking station in central Australia that played a crucial role in America's Cold War readiness for a nuclear conflict with the Soviet Union or China. Pine Gap was used to eavesdrop on military movements in China, the Soviet Union and parts of Europe. Its crucial significance to the US military remains today, even though the Cold War has ended. In a cable sent to ASIO on November 8, 1975, the CIA said: "They (the CIA) feel that if this problem cannot be solved they do not see how our mutually beneficial relationships (with Australian intelligence agencies) are going to continue." On the 25th anniversary of the opposition's decision to block supply, a Sunday Age investigation of the dismissal, which has accessed special tape-recorded interviews made by key figures for the oral history section of the National Library, also reveals how close Australia came to a breakdown in the system. The investigation shows that: Gough Whitlam, when he returned to parliament after being sacked, asked defence minister Bill Morrison: "Who's got the army?" Former Liberal Party leader, the late Billy Snedden, said Australia came close to an insurrection. Crises "don't come bigger than that without a few shots", he said. The Labor government's upper house leader, Ken Wriedt, said that he had "no doubt" that the caretaker government led by Mr Fraser would, "if need be", have called in the army. The late Clarrie Harders, a former head of the Attorney-General's Department, revealed that less than three hours after he had dismissed Mr Whitlam, Sir John rang him up to discuss the latest parliamentary manoeuvres. "Looking back," Mr Harders sensed "a desire by Kerr to seek protection in the circumstances he had been faced with and to endeavor to enlist others in supporting the action that he had taken." Mr Snedden said that only days after the dismissal he was "sickened" and "ashamed" at a drunken display by Sir John when he was Sir Robert Menzies' guest at a dinner of the Melbourne Scots at Leonda, in Hawthorn. Mr Fraser confirmed earlier reports that Sir John raised the issue of the conditions under which Mr Fraser could agree to be a caretaker prime minister in a telephone call with him at 10.15am on November 11, nearly three hours before Sir John sacked Mr Whitlam. The claimed involvement of the CIA in Mr Whitlam's dismissal comes against a backdrop of traditional distrust of the ALP by the US during the Cold War. This distrust dates back to World War II, when H.V. THE SWISS CANNABIS REPORT v1.05 Copyright By Mike Braben - May-September 2000 (Do not redistribute without author's permission) The following article was written in the hope of shedding some light on the controversial situation surrounding Marijuana / Cannabis here in Switzerland. Many things have been said during the last months, most unfortunately grossly inaccurate. I hope my views will be somewhat more balanced in that I have worked for one of Switzerland's most respected Cannabis retailers. Unfortunately I'm not in able to name my previous employer, in part due to a pending criminal investigation against him. It is my hope that this report will do be as objective and informative as possible. Please note that English is not my primary language and that I do not pretend to be a skilled writer CHAPTER I - The Beginnings Recently there has been talk that Cannabis has been legalized in Switzerland. This is incorrect in that - technically speaking - Cannabis has always been completely legal in this country. The Swiss Cannabis market started to emerge about 10 years ago when the first pioneers noticed how our Federal narcotics law is formulated. I decided to reproduce the four most relevant Articles in their original language (German)below and comment on their respective significance. Needless to say that I will focus only on the Cannabis related parts and that my translation is not guaranteed to be legally fully accurate. 1. Kapitel : Allgemeine Bestimmungen Art. 1 1 Betäubungsmittel im Sinne dieses Gesetzes sind abhängigkeitserzeugende Stoffe und Präparate der Wirkungstypen Morphin, Kokain, Cannabis. Zu den Betäubungsmitteln im Sinne von Absatz 1 gehören insbesondere: a. Rohmaterialien 1. Opium, 2. Mohnstroh, das zur Herstellung von Stoffen oder Präparaten dient, die unter die Gruppen b 1, c oder d dieses Absatzes fallen, 3. Kokablatt, 4. Hanfkraut; b. Wirkstoffe 1. die Phenantren-Alkaloide des Opiums sowie ihre Derivate und Salze, die zur Abhängigkeit (Toxikomanie) führen, 2. Ekgonin sowie seine Derivate und Salze, die zur Abhängigkeit führen, 3. das Harz der Drüsenhaare des Hanfkrautes; c. Weitere Stoffe, die eine ähnliche Wirkung haben wie die Stoffe der Gruppen a oder b dieses Absatzes; Chapter 1, Article 1 is called "General Statements", and defines what a "narcotic" means to this law and lists the raw materials used in the production of the major narcotics. These raw materials are: Opium, poppy straw for the production of narcotics, Coca leaf, Hemp and the Phenantrene alkaloids of Opium, Ecgonin, the resin of the glandular trichomes of Cannabis as well as other compounds having a similar effect (!). All of the above are strictly regulated and the Hemp plant is mentioned in the same category of raw opium, apparently making it strictly illegal. However the document doesn't end here, the next relevant part being Article 8: Art. 8 1 Die folgenden Betäubungsmittel dürfen nicht angebaut, eingeführt, hergestellt oder in Verkehr gebracht werden: a. Rauchopium und die bei seiner Herstellung oder seinem Gebrauch entstehen-den Rückstände; b. Diazetylmorphin und seine Salze; c. Halluzinogene wie Lysergid (LSD 25); d. Hanfkraut zur Betäubungsmittelgewinnung und das Harz seiner Drüsenhaare (Haschisch). "Art.8 - The following narcotics can't be cultivated, imported, produced or sold: a) smokable Opium and the residues created by it's production or use; b) Diacetylmorphine (aka Heroin) and it's salts; c) Hallucinogens like Lysergid (LSD 25); d) Hemp for the production of narcotics and the resin of it's glandular trichomes (Haschisch)." While Hemp is mentioned again in Article 8 - a very important article - it is explicitly stated that this applies only to hemp for the production of narcotics! Haschisch on the other hand is illegal in itself, regardless of the intended use. That should mean that all Cannabis which is not intended for the production of narcotics can be freely purchased, sold and possessed since it is quite evidently not regulated. 4. Kapitel: Strafbestimmungen Art. 19 47 1. Wer unbefugt alkaloidhaltige Pflanzen oder Hanfkraut zur Gewinnung von Be-täubungsmitteln anbaut, wer unbefugt Betäubungsmittel herstellt, auszieht, umwandelt oder verarbeitet, wer sie unbefugt lagert, versendet, befördert, einführt, ausführt oder durchführt, wer sie unbefugt anbietet, verteilt, verkauft, vermittelt, verschafft, verordnet, in Verkehr bringt oder abgibt, wer sie unbefugt besitzt, aufbewahrt, kauft oder sonstwie erlangt, wer hiezu Anstalten trifft, wer den unerlaubten Verkehr mit Betäubungsmitteln finanziert oder seine Finanzie-rung vermittelt, wer öffentlich zum Betäubungsmittelkonsum auffordert oder öffentlich Gelegenheit zum Erwerb oder Konsum von Betäubungsmitteln bekanntgibt, wird, wenn er die Tat vorsätzlich begeht, mit Gefängnis oder mit Busse bestraft. In schweren Fällen ist die Strafe Zuchthaus oder Gefängnis nicht unter einem Jahr, womit eine Busse bis zu 1 Million Franken

The IDF Spokesman, Brigadier General Ron Kitri, said yesterday in an interview to Channel 2's "Media File," that the decision was made only recently, and will be implemented soon. The footage will be distributed to the Israeli and foreign media, he said. The IDF maintains that clashes in the occupied territories, in which Israeli soldiers are often under gunfire, are not documented well enough. As a result, the general picture in the media is that of soldiers, tanks and helicopters fighting stone-throwers. Since the PA instructed the Palestinian TV camera crews not to videotape the Tanzim militia shooting at riots, and instructed that all shooting be limited to after dark, the image received is reminiscent of the Intifada, and problematic for Israel's public relations. Ideas similar to that of Brig. Gen. Kitri were suggested during the Intifada, but were never approved for implementation. I was temporarily stranded in an "economically disadvantaged" area while I waited for a friend to arrive with the parts required for the repair. I had a few encounters while I was there, the first of which occurred when I was newly arrived on the scene at about two o'clock in the morning. While I was on the phone with my friend, three rowdies came up to me yelling, and generally acting in a belligerent manner. My friend could hear them, and asked if I was in trouble. I told him it was possible that I was about to mugged, but that it seemed unlikely they'd succeed, while staring down the rowdies. At that point, my "accosters" apparently took in my general, non- terrified demeanor, large multi-pocketed vest (which is very nearly the official uniform for concealed carry), and partially concealed hand grasping something under the vest at my hip. They left abruptly. Maybe I should send Lott another report of a crime prevented without firing a shot. Or maybe not. After all, nothing really happened. I didn't really have any more trouble for the entire seventeen hours I was there. Quite the contrary. While waiting to use the phone, or otherwise killing time, I was engaged in several friendly conversations with the locals. You know, the sort of thing that isn't supposed to happen to a white guy in the slums, if you believe stereotypes that deny that most people are just ... people. Around lunch time I walked into a little cafe across the street, where I chatted pleasantly with the folks working there while I ordered and ate a meal. And even though it was set up as more of a fast food joint, the cashier even brought my food to my table, and came back to refill my glass of tea. Nice folks. Most of the day was like that; generally pretty good, despite a breakdown that cost seventy-five bucks to fix. People walking by, saying hello, smiling, wondering about my trouble. So what's my point? Well, I did have another "visitor" while I was stuck there. A cop. I was over by the payphone about to call my friend for an update, when a patrol car pulled into the parking lot and slowly circled my truck. It stopped, and American Ninja carefully exited his vehicle: BDU pants, black. Shirt, black. Tactical load-bearing vest, black. Black equipment belt with gun, OC spray, asp baton, cuffs, and enough mag pouches to supply the allied forces in Desert Storm. Combat boots, black; at least they weren't jackboots. As he slowly approached my truck, his head maintained a constant scan of his surroundings. His hand was on his gun. Careful is one thing; but this was behavior more suited to a soldier behind enemy lines than a public servant in his own community. Given his apparent paranoia level, I approached him pretty damned cautiously myself, announcing myself so's not to startle him into anything unpleasantly fatal (to me). He didn't quite draw his sidearm. We spoke. I explained my difficulty, and that parts were on the way. He barely made eye contact as he continued to visually sweep the area. Then he told me that I should get towed out of the neighborhood, as soon as possible, don't wait for repairs, because "This area is dangerous". Eventually he left, still looking like a soldier listening for the whistle of incoming mortar fire. Ya gotta wonder Aside from the three stooges at the beginning of my odyssey, no one in the area gave me any trouble. To the contrary; people chatted with me, exchanged jokes. I got some of the best cafe service that I've seen in months. I was even offering to share coffee (one of the advantages of keeping all that camping gear in the truck) with folks waiting for the bus. But the obviously nervous cop told me, "This area is dangerous". I encountered three clowns with better sense than to mess with me and a whole lot of friendly people. That cop looked like he was expecting Viet Cong on night patrol. Ya gotta wonder What did that cop see or know that I didn't? Or, more to the point... Why did he see something different? Ya gotta wonder Did the people react to me in a friendly manner because I came across as an ordinary Joe, no threat? If so, were they simply reacting to the psyched-up, blackshirted stormtrooper... appropriately? Spooner knows, the guy made me nervous; and he was supposedly helping me. Ya gotta wonder I found it inconvenient to be stuck there; but to the municipal soldier it was dangerous. Ya gotta wonder I treated people decently, and was treated the same way in turn. The cop seemed to consider them the enemy... and thinks the area is dangerous. Ya gotta wonder if black-garbed thugs are really the best way to keep the peace in our communities. Parker told prosecutors last week that it was unfair of them to ask for a strict prison sentence in a New Mexico perjury case, pointing out that President Clinton recently asked for leniency for lying under oath. Parker said other factors warranted the sentence he imposed, but that Clinton's pleadings were somewhat "icing on the cake." Parker said it seemed "terribly unfair" that the U.S. Department of Justice was trying to "pillorize" Ruben Renteria Sr. when Clinton, for similar or more "egregious" conduct, was asking for leniency. Clinton was found in contempt of court in the Paula Jones sexual harassment case for lying about his affair with White House intern Monica Lewinsky. Just last month, Parker issued a stinging rebuke of the Clinton administration's prosecution of Wen Ho Lee, who was convicted on one count of mishandling government nuclear-weapon secrets. According to newspaper stories, Clinton told an Arkansas judge in late August that losing his law license was too harsh a penalty for lying under oath in the Paula Jones case. U.S. District Judge Susan Webber Wright found Clinton in contempt, fined him $90,000 and referred the case to the Arkansas Supreme Court Committee on Professional Conduct. The committee in turn has recommended that Clinton be disbarred. Parker has declined comment on the Renteria case, saying he intends to issue a written opinion. The Renteria case resulted from a drug-smuggling investigation in the early 1990s. Renteria, 49, was acquitted of drug-conspiracy charges after spending 324 days in jail awaiting trial. However, prosecutors later charged Renteria with perjury after he denied signing a consent form that gave investigators permission to search his property in Deming. Renteria was convicted of one count of perjury, and Parker sentenced him in 1996 to 15 months in prison and two years of supervised release. Prosecutors argued at the time that Renteria should be sentenced to 60 months in prison. Renteria appealed his perjury conviction to the U.S. 10th Circuit Court of Appeals in Denver, and the government appealed the sentence. The appeals court in 1998 affirmed Renteria's conviction but threw out the sentence because Parker followed an incorrect sentencing guideline. The 10th Circuit directed Parker to hold a hearing to resentence Renteria. In May 1999, Parker determined that the appropriate guideline term of imprisonment was 60 months but noted there were several criteria that could lower that sentencing range. A spirited legal battle ensued over what sentencing criteria applied. Renteria's attorney, Assistant Federal Public Defender Joseph Gandert, argued in one court filing that the government was being too severe on Renteria when it failed to prosecute FBI agent Robert Messemer, who acknowledged that he had made "inadvertent" errors while testifying in the Wen Ho Lee case. Prosecutors contend Parker suggested to Renteria at a hearing Aug. 30 that he argue for a less-severe sentence than 60 months based on Clinton's argument in the Paula Jones case. Gandert included the Clinton argument in a court motion, and at a hearing on Oct. 4 Parker imposed a 15-month sentence again. At that hearing, Parker determined the proper range for sentencing was 15 to 21 months. Among the reasons for choosing that guideline, Parker said, was that the government could not prove how much marijuana Renteria allegedly smuggled, that Renteria had already served the original 1996 sentence and that he was doing well at a full-time job. Parker also gave Renteria credit for the 324 days he served while awaiting trial on the drug-conspiracy charges. Assistant U.S. Attorney Jonathon Gerson vehemently opposed lowering Renteria's sentence by anything more than the 324 days of pretrial confinement. Gerson told Parker that it was "an abuse of this court's discretion to rely in any way" on the proceedings involving the president. Parker said Clinton's pleadings are "icing on the cake" adding "weight" to the other reasons he chose to lessen Renteria's sentence. But he said he would have made the same decision even without taking Clinton into account. "I took it into account because I think it demonstrates how terribly unfair it is for the president's Department of Justice to be attempting to pillorize Mr. Renteria when the president, for similar conduct, or what is probably more egregious conduct in terms of its consequences, is claiming that the prospect of not being allowed to practice as an attorney in Arkansas is too harsh," Parker said, according to transcripts of the Oct. 4 hearing. -Caveat Lector- From http://www.ireland.com/newspaper/world/2000/1014/wor20.htm }}Begin Saturday, October 14, 2000 Arab populace demands action against Israel Arab rhetoric at Israel and the US is tinged with self-loathing over the singular failure of Arab states to vindicate the cause of the Palestinians, writes David Hirst MIDDLE EAST: In his workshop in suburban Beirut, Raef Hammoudi has been more than usually busy painting Israeli and US flags, so high is the demand from people demonstrating in support of the new Palestinian intifada. He does them on non-absorbent cloth just an hour or so before they are due for ritual burning because, he says, "I can"t stand them in my shop and they disgust my clients." Lebanon, as the freest and politically most diverse of Arab countries, is the most eloquent sounding-board of Arab and Muslim emotions. True to form, it was the first to react to the Palestinian drama, with those twin villains, Israel and US, more automatically linked than ever as the target of the demonstrators' wrath. But, this time, Lebanon has been far from alone. The protests sweeping the Arab world these days are by far the most persistent and widespread for many a year, even reminiscent, some say, of the 1950s and '60s, when President Nasser, the pan-Arab champion, used to rouse the masses from the Gulf to the Atlantic. In Egypt, university students have been staging daily protest marches and sit- ins for nearly two weeks now. Some demonstrations, liked those in Baghdad, were state-sponsored. But most, like one, of particular significance, in tightly- controlled Syria, were spontaneous; last week 4,000 people stoned the heavily fortified US embassy, scaled its walls and tore down its flag, chanting "Jerusalem is ours", "Down with America, Down with Israel." There have been demonstrations in Tunis, Sudan, Libya, Morocco, Yemen and Jordan. But, most strikingly, the protest has also spread to the Gulf, where there is little tradition of street protest. In Oman, a huge throng of students at Sultan Qabous University shouted "with our souls and blood we shall redeem you, al-Aqsa". They demanded the closure of the Israeli trade mission in their country: and on Thursday the government obliged. The protests reached even into Saudi Arabia, heartland of archconservative authoritarianism; thousands burned Israeli and American flags in the streets of Sakakah in the kingdom's remote north. In Kuwait, where popular anti- Palestinian sentiment runs deep, Islamists led a march for Palestine. There is often a religious flavour to the outrage, be it Muhammad Tantawi, Sheikh of Cairo's al-Azhar University, decreeing - in the name of establishment Islam - that "force must now be our only weapon to confront Israel", or the 55 personalities, from Malaysia to Morocco, who - in the name of militant, fundamentalist Islam - have issued a joint declaration proclaiming that Israel's arrogance would never have reached the dimension it did were it not for "Arab submissiveness and willingness to give in, instead of pursuing the path of the intifada, resistance and struggle to liberate every handspan of Palestine." But conventional patriotism, instinctive fellow-feeling with Palestinian compatriots, is very much present too. It is renewed, dramatic testimony to the abiding centrality of Palestine in the Arab psyche. Yet, though this has been the most impressive such outpouring of solidarity for years, the fact is that the same thing has been seen, in one form or another, time and time again. And, repeatedly, emotion has failed to translate into serious action. Palestine may be a great rallying-cry, but, to many Arabs, it is also a badge of shame, a prime symptom of weakness and disarray, of the rottenness and corruption of an Arab world once again reminded, by the spectacle of Palestinian youths dying in unequal combat, that, for all its wealth, numbers and geographic immensity, it is quite unable to check the excesses of the historic foe. The anathemas heaped on Israel/America may be genuinely felt, but, beneath them, lies another, perhaps more significant emotion: self-disgust, a profound exasperation with this Arab impotence, and above all with regimes which are the chief expression of it. That emotion has long been an intrinsic part of the contemporary Arab condition: but it always breaks surface on occasions like this, not so much in the demonstrations, as in the lamentations of the Arab media. The fate of Muhammad Durra, the 12-year-old boy shot to death on the world's television screens, had a very special resonance. Like other obituarists, Sawsang al-Shaer wrote in the Kuwaiti newspaper al-Watan that not just Israeli soldiers, the Arabs themselves, had the child's blood on their hands. "Do you remember", she asked, "TV footage of Israeli soldiers breaking the bones of Palestinian youth during the intifada a few years back? "Didn't we fume and revolt and threaten? What happened afterwards? Nothing.

He declared that this was a unique chance to create a democracy in the context of further European unification. Reunited Germany has a special responsibility for stabilizing democracy in Serbia. Democracy, said Mr. Fischer, is the basis for a lasting peace in the Balkans. But the priority is for the moment that the democratic changes be carried out peacefully and that justice prevail. The Western Balkans is a part of the European comprehensive responsibility. It was truly correct at the time to stop Slobodan Milosevich's policy of Greater Serbia and to engage oneself on the side of the democratic opposition, says Joschka Fischer. Interview conducted by Max Sinclair Sinclair: Some supporters of Kostunica are arguing, or hoping, that somehow he can maneuver around the United States because he has ties to Europe. That Europe is getting away from US domination and wants to be independent. Chossudovsky: I think they're very na?ve in that belief. Berlin and Washington are working hand in hand in this situation. They coordinate their respective foreign policy initiatives. Germany's secret service, the Bbundesnachrichten Dienst (BND) collaborated closely with the CIA in the various stages of the 78 day bombing of Yugoslavia, and also after the bombing. Everything indicates that what they want is to transform Yugoslavia into a German protectorate with German troops (and the Deutschmark) stationed on Yugoslav soil, within Germany's "lebensraum". This has been the fate of the other former republics of Yugoslavia including Macedonia and Croatia. In Montenegro and Kosovo the Deutschmark has been established as legal tender. In Kosovo Germany's Commerzbank controls the entire commercial banking system. At the same time it is the Washington Group, which is a US Transnational linked up with the US defence industry, which controls the Trepca mines in northern Kosovo. The Americans and their British allies have their eyes on Central Asia; that is the deal. The Caspian Sea basin and Central Asia are American territory. BP-AMOCO and ARCO, the world's largest Anglo-American oil consortium, is the major player in the Caspian oil fields. Salans, legal adviser to the secretary of state. It was prepared for the consideration of Eugene Rostow. The report, kept top secret until 1983 and apparently given only cursory examination by Secretary of State Dean Rusk, examines the credibility of the Israeli study and reveals as has no other single document the real attitude of the U.S. government toward the Israeli attack on the USS Liberty. It was a document too explosive to release. Item by item, Salans demonstrated that the Israeli excuse could not be believed. Preparing the report immediately after the attack, he relied mainly on the limited information in Admiral Isaac Kidd's court of inquiry file. He never heard Ennes, Golden, nor any of the principal witnesses. He found enough there to discredit the Israeli document thoroughly. The items Salans examined were the speed and direction of the Liberty, aircraft surveillance, identification by Israeli aircraft, identification by torpedo boats, flag and identification markings, and time sequence of attacks. In each instance, eyewitness testimony or known facts disputed the Israeli claims of innocent error. For example, the Israeli report contended that the Liberty was traveling at a speed of 28 to 30 knots, hence behaving suspiciously. Its actual speed was five knots. Israeli reconnaissance aircraft claimed to have carried out only two overflight missions, at 6:00 and 9:00 A.M. Aircraft actually overflew the Liberty eight times, the first at 5:15A.M. and the last at 12:45 P.M. The Israeli report charged that the Liberty, after refusing to identify itself, opened fire. Captain McGonagle testified that the only Signals by the torpedo boats came from a distance of 2,000 yards when the attack run was already launched and torpedoes on their way. The blinker signals could not be read because of intermittent smoke and flames. Not seeing them, the Liberty could not reply. Immediately thereafter it was hit by a torpedo and 25 sailors died instantly. The Israeli report contended that the Liberty did not display a flag or identifying marks. Five crewmen testified that they saw the naval ensign flying the entire morning and until the attack. When the flag was shot away during the air attack, another larger flag was hoisted before the torpedo onslaught began. Hull markings were clear and freshly painted. The Israelis tried to shift responsibility by asserting that the attack originated through reports that the coastal area was being shelled from the sea. Salans said it should be clear to any trained observer that the small guns aboard the Liberty were incapable of shore bombardment. The Salans report was forwarded September 21, 1967, to Under Secretary of State Rostow. This means that high officials of the administration knew the falsity of Israeli claims about the Liberty soon after the assault itself. With a document in hand so thoroughly refuting the Israeli claims, the next logical step obviously would be its presentation to the Israeli government for comment, followed by publication of the findings. Instead, it was stamped "top secret" and hidden from public view, as well as the attention of other officials of our government and its military services, along with the still-hidden Israeli report. Brownfeld In recent years there has been a dramatic growth of Jewish fundamentalism in Israel which has manifested itself in vigorous opposition to the peace process and has played a key role, as well, in the assassination of Prime Minister Yitzhak Rabin and the murder of 29 Muslims at prayer by the American-born fundamentalist, Baruch Goldstein. Few outside of Israel have been properly informed about the extent of the fundamentalist movement or the theology upon which it is based. American Jews, in particular, seem unaware of the narrow ethnocentrism which is promoted by the movement's leading rabbis, or of the traditional Jewish sources they are able to call upon in drawing clear distinctions between the moral obligations owed to Jews and non-Jews. In an important new book, Jewish Fundamentalism In Israel, Israel Shahak and Norton Mezvinksy provide a thorough assessment of this phenomenon in modern Israel. The authors trace the history and development of Jewish fundamentalism, examining the various strains, and identify the messianic tendency which they believe to be the most dangerous. Israel Shahak, an Israeli and a Holocaust survivor, is a retired professor at the Hebrew University and a leading human rights activist. Norton Mezvinsky is a professor of history at Central Connecticut State University who has written and lectured extensively on the modern Middle East. The authors point out that "the adherents of Jewish fundamentalism in Israel oppose equality for all citizens, especially non-Jews." The respected Israeli sociologist Baruch Kimmerling, citing evidence from a study conducted by other scholars, declared: "The value of the [Jewish] religion, at least in its Orthodox and nationalistic form that prevails in Israel, cannot be squared with democratic values. No other variable neither nationality, nor attitudes about security, nor social or economic values, nor ethnic descent and education so influences the attitudes of [Israeli] Jews against democratic values as does religiousity." What particularly concerns the authors is the total contempt which Jewish fundamentalists show toward non-Jews. Rabbi Kook the Elder, the revered father of the messianic tendency of Jewish fundamentalism, said, "The difference between a Jewish soul and souls of non-Jews all of them in all different levels is greater and deeper than the difference between a human soul and the souls of cattle." Rabbi Kook"s entire teaching, which is followed devoutly by, among others, those who have led the settler movement on the occupied West Bank, is based upon the Lurianic Cabbala, the school of Jewish mysticism that dominated Judaism from the late16th to the early 19th century. "One of the basic tenets of the Lurianic Cabbala," the authors write, "is the absolute superiority of the Jewish soul and body over the non-Jewish soul and body. According to the Lurianic Cabbala, the world was created solely for the sake of Jews; the existence of non-Jews was subsidiary. If an influential Christian bishop or Islamic scholar argued that the difference between the superior souls of non-Jews and the inferior souls of Jews was greater than the difference between the human soul and souls of cattle, he would incur the wrath of all and be viewed as an anti-Semite by most Jewish scholars regardless of whatever less meaningful, positive statements he included." The scholarly authors of books about Jewish mysticism and the Lurianic Cabbala, such as Gershon Scholem, have, the authors charge, "willfully omitted reference to such ideas. These authors are supreme hypocrites. They are analogous to many authors of books on Stalin and Stalinism. Until recently, people who read only the books written by Stalinists could not know about Stalin's crimes and would have false notions of the Stalinist regimes and their real ideologies." October 13, 2000 It is assumed that this will be an ordinary election year in which our government peacefully changes administrations. While this is likely to occur, remember it is Bill Clinton who is scheduled to leave office. That does tend to put the situation in a different light. After all, Clinton has managed to tear apart practically every restraint that was designed to arrest his insatiable lust for power. He has turned the Constitution upside down and turned Congress inside out. He has demonstrated that neither the media nor the military brass has the character to resist his tyrannical inclinations. Truly we have experienced Americaâs first imperial presidency. Therefore, why should he leave office gracefully? Some people donât think he will. What would the American people do if Clinton decided to stay in office? What would the media do? What would our military leaders do? What would Americaâs religious leaders say? What would Congress do? If recent history were any indicator, they would do what they have done already: nothing at all! There hasnât been a serious challenge to Clintonâs corrupt and treasonous regime since he became president. Why should he think that suddenly one would now materialize? Even the staid and bland statement read by Clinton yesterday and Gore's "selfless" cancellation of campaign stops to be briefed - so long after the fact that these "briefings" had to be staged - are so cynical and coldly political as to border on the criminal. It's an outrage that the USS Cole was directed to refuel in the port of Aden in Yemen, a known haven of some of the world's most notorious terrorists, with the knowledge that there have been numerous kidnappings of diplomats and Western citizens over the past year, as well as various other acts of abject terrorism. And, why did the Clinton administration, in the ultimate act of inane political correctness, recently re-classify "terrorist states" as "areas of concern?" It has also now been revealed that recent U.S. intelligence reports warned that U.S. ships were being specifically targeted by terrorists based in Yemen. Why, then, continue refueling there? There is no excuse, there is no reason, there is no justification for such a disastrous decision, which directly resulted in the loss of American lives. The blood of these U.S. sailors is on the hands of Bill Clinton and Al Gore. By forcing talks this summer, beyond any realistic possibility of a sound result, between Ehud Barak and Yasser Arafat at Camp David, Clinton demonstrated his utter lack of comprehension of diplomacy and his abiding interest in only himself. The result is that the man he helped elect as Israeli prime minister, merely because he was deemed more willing than Netanyahu to grant concessions, offered such far-reaching and one-sided terms to the Palestinians that Barak's own political fate was thrust into question, severely weakening his hand. And just last week when the United Nations acted upon a resolution condemning Israel, Clinton and Gore abandoned our ally and directed that the United States abstain! This act of cowardice and indecision stands as stark as any betrayal could. So much so that these events could not help but send a dangerous signal of weakness and lack of resolve to the aggressors and enemies of both the U.S. and Israel. What's more, the ill-advised decision to grant substantial relief from the post-Desert Storm sanctions to Iraq - even after U.N. arms inspectors were unceremoniously expelled and in the face of other acts of defiance - has left Saddam Hussein with a vastly strengthened hand, which he continues to wield with increasing audacity. This, also, is materially related to the tragedy of the USS Cole because its very mission in the gulf was to monitor Iraqi export shipments that are now so much more numerous, given the relaxed restrictions, therefore engendering greater danger through even more opportunities for confrontation. FBI Joins Probe NewsMax.com Wires Saturday, Oct. 14, 2000 SAN FRANCISCO, (UPI) - A large U.S. team of investigators and experts began arriving in the Yemeni port of Aden Saturday for the complex task of trying to determine the cause of Thursday's suicide bomb attack against the USS Cole that left 17 crew members dead and 39 injured. Around 150 FBI agents and evidence and explosives experts and Defense Departments specialists from Washington were expected to be engaged in investigating the bombing for which two little-known Islamic radical groups have claimed responsibility. Arab and Western experts are taking the claims of the two organizations - the Islamic Deterrence Forces and Mohammed's Army - seriously, but they believe they may be terrorists from old militant outfits in the region that have assumed new names. "We have no previous reports of their activities and that's why we believe it is old wine in new bottles," said an Arab intelligence official who monitors the activities of the so-called Arab-Afghans, citizens of Arab states who participated in the Afghan war. Many of these Arab-Afghan fighters are now associated with various militant groups. Since 1992, when an Arab militant group bombed the Egyptian Embassy in Islamabad, killing 15 people, most Arab embassies in the region maintain big intelligence outfits. An American specialist in international terrorism commented that the bomb attempt was too ambitious for a newly formed group. "You do not form a group one day and the next day you go and attack an American warship," he said. "You need a lot of courage and practice for that." You also need preparation. Eyewitnesses of the explosion said the attack was made by a small watercraft that had been helping the Cole to dock before refueling. The boat, which was manned by two men, was packed with explosives, and the two men stood at attention just before the explosion ripped into the ship's hull. Various experts have pointed out that the attack had to be the work of people with advance information about the Cole's arrival in Aden on a refueling stop. A Pentagon spokesman said Friday U.S. fleet movements are not made public, but the port was routinely notified about 10 or 12 days in advance of the USS Cole's arrival so as to ensure that the fuel would be available. Despite his silence, the Al-Quaida group of terrorism suspect Osama bin Laden remains one of the prime suspects. Washington holds bin Laden responsible for masterminding the August 1998 bombing of its two embassies in East Africa that killed 224 people. Bin Laden has been hiding in Afghanistan since 1996 and U.S. intelligence sources claim that he has at least two major training camps where he trains militants for his Al-Quaida and other Islamic groups. "He has a cadre of dedicated and well-organized supporters who can do anything for him. He also has sympathizers across the Muslim world and is capable of striking wherever he wants," said an Arab diplomat. But bin Laden has long had ties with Yemen, a country where several Islamic radical groups and terrorist organizations blend into a landscape of traditional tribal rivalries and old-fashioned bandits. during the prayer in protest. In 6 short weeks, Central
Christian Church, where Reverend Wright is pastor, logged more
than 5,000 phone calls with only 47 of those calls responding
negatively. The church is now receiving international requests
for copies of this prayer from India, Africa, and Korea.
Commentator Paul Harvey aired this prayer on "The Rest of the
Story" on the radio and received a larger response to this
program than any other he has ever aired.
With the LORD'S help, may this prayer sweep over our nation and
wholeheartedly become our desire so that we again can be called
one nation under GOD.

MOSCOW, Oct 14, 2000 -- (Reuters) The head of Russia's leading independent Media Company told prosecutors on Friday that he refused to come to Russia for questioning on allegations of hiding company assets, and invited them to Israel instead. Prosecutors have alleged that Media-Most boss Vladimir Gusinsky shifted assets abroad to avoid having them seized in a debt dispute with Russia's state-owned gas giant, Gazprom. Media-Most says the case is part of official pressure to force Gusinsky to give up control of Media-Most. "He (Gusinsky) does not believe he has guarantees of security on Russian territory and he has said that he is ready to testify at any convenient time to the prosecutors in Israel," Media-Most spokesman Dmitry Ostalsky told Reuters. He said a letter to this effect had been sent to the General Prosecutor's office. It was the second time in recent weeks he has refused to appear before prosecutors. Gusinsky holds Russian and Israeli citizenship and has been in Israel since prosecutors dropped a previous, unrelated case. Russian news agencies quoted the prosecutor's office as saying they would press on with their pursuit of Gusinsky. "Someone called for questioning must appear at the time and place set," a spokesman said. "The law has demands which every citizen must fulfil and Gusinsky is no exception in this." The Media-Most case has raised fears for press freedom but President Vladimir Putin has said he supports freedom of speech. Media-Most has accused the Kremlin of orchestrating a campaign to seize Media-Most, which owns Russia's only independent national television channel, NTV. Of the other two national TV channels, one is state-owned while the other is under strong official influence amid an unending tug of war between the state, which owns 51 percent of it, and the other key shareholder, Boris Berezovsky. NTV is the only one that even mildly criticizes Kremlin policy. Gusinsky, jailed for three days in June, left Russia after saying he had been forced "at gunpoint" to sign a deal in July to hand over Media-Most to settle debts to Gazprom. He has repudiated the deal but Gazprom has gone to court to have it honoured. Ostalsky said Media-Most had asked a firm of U.S. lawyers to check on the firm's assets to prove that none of them had been shifted abroad. He said the firm's conclusions would be ready soon. Oct 12th 2000 From The Economist print edition Wall Street is rediscovering fearthis week in its high-tech stockmarkets, but more particularly in the junk-bond market THERE is trouble brewing in the worlds capital markets, especially at their most speculative end. Although the blue-chip Dow Jones Industrial Average has fallen by only a bitwell, 10% actuallythis year, Nasdaq, the main market for high-tech shares, has had a torrid time. Since its high point in March, it has fallen by some 40%, and it shows few signs of hitting bottom. The profits of technology companies are failing to meet expectationsand even the rare ones that do, such as Yahoo!, find that this is not always enough to spare their share price a beating. Telecoms firms are saddled with huge debts. Internet firms are near-untouchable. At mid-week, the Nasdaq Composite index had fallen for 13 of its 15 most recent trading days. Disappointing profits, sales and advertising revenues, plus the fact that many shares were crazily overvalued to start with, have all caused problems. Intel, Lucent Technologies, Motorola: all have seen slower sales growth than investors had previously been led to expect, and have been punished severely for their shortcomings. Even when sales growth has been better than expected, as was the case with Yahoo!, some other factor, in this case signs of a drop in advertising revenues, has spoiled the picture. So much for shares. But an even scarier story may be unfolding in a market mostly ignored by those who day-trade Nasdaqs dreamy paper: that for corporate debt. In recent weeks, disappointing profits have meant that some blue-chip companies have seen their investment-grade debt pummelled. The victims include Xerox, Eastman-Kodak, and just about every telecoms firm (death, taxes and the long-term deterioration of the phone sector are among the few certainties in life, wrote Credit Suisse First Boston in a recent report). After announcing bad results, yet again, last week, the spread on Xeroxs bonds over Treasuries tripled to 330 basis points. Hitherto, investment-grade bonds had generally stood above the fray. Cowboy junkies The fray has, in particular, surrounded those bonds without an investment-grade rating: described by Wall Streets marketing folk as high-yield bonds, but formerly (and perhaps again) known simply as junk. These bonds, particularly those issued by non-blue-chip telecoms and tech companies, have been by far the worst of a poorly performing bunch. Merrill Lynchs high-yield index is now nearly as ugly as in 1998, during the panic over the failure of Long-Term Capital Management (LTCM), a hedge fund that owned lots of junk (see chart). This week, some big investment banks were rumoured to have lost a fortune$1 billion is the gossips favourite sumon junk debt they underwrote but could not shift even to their most gullible customers. Among the names bandied about in the market were Morgan Stanley Dean Witter, Deutsche Bank and CSFB. Each denied, more or less, that it had lost lots of money on junk debt. Morgan said junk would hurt fourth-quarter profits by at most only $45m, causing a rebound in its shares, which had plunged by 11% on October 10th. Shares in other investment banks also fell. Since Credit Suisse bought Donaldson, Lufkin Jenrette (a high-yield-bond specialist), $12 billioncoincidentally, the price it paid for DLJhas been wiped off Credit Suisses market value. Investment banks hold many billions of dollars of debt and have lots of risky loans on their books. One market participant reckons that there is, perhaps, $25 billion at serious risk in the big investment banks portfolios. It is conceivable, he says, that among them, they could lose $10 billion of this. If so, the grim reaper seems likeliest to be the telecoms sectorwhich is fast looking less like the foundations of a glorious Internet future and more like another outing for the emperors new clothes. Deutsche Telekom, France Telecom and British Telecom, to take but three, have had their credit ratings slashed. These would have been cut by even more had the companies not persuaded the rating agencies to hold fire while they try to flog any assets they can. But, done in a hurry, this may be a less lucrative process than they hope. And Credit Suisse Asset Management, for one, reckons that Deutsche Telekom, for example, should already be closer to a BB credit (ie, junk) than its current A rating. That might reveal something about those telecom firms that are already rated as junk. The sheer volume of high-yield debt is causing spreads over Treasuries to soar. But so, ominously, is the draining of liquidity from the market, which has never really recovered from the

The Vatican (which has innumerable US sycophantic spittle-lickers), teaches that IT ALONE is the "true church," and that Salvation of souls cannot be attained unless it is ONLY through it. This teaching is in fact papal LAW! All those not "saved," by [un]holy Rome, will burn and writhe in the eternal flames and agony of "Hell," including the infirm, elderly, children, women, babies, so on and so forth. This repugnant superstition, makes the notion that some are in possession of "lesser" souls, seem rather pale in comparison. Some 49% of the US populace apparently adhere to the papal religion, how many TENS of MILLIONS would this be then? Where are the voices raised against such a barbaric religion in the U.S.? Yet some miniscule group of Rabbi's, which ascribe to some silly tribal superstition, from a worldwide population perhaps less than that of a big US city, makes some headline? Rather odd in my opinion? The Vatican "religion," claims it has over 1 BILLION devotees, many of which inhabit the highest offices of US government and Intel. The current US President was trained by a Vatican institution, by the Jesuits, via Jesuit Georgetown University. His "morality," is testimony to his indoctrination in the Jesuits use of CASUISTRY and equivocation. Common to both the Talmud and Halacha, Orthodox religious law, is a differentiation between Jews and non-Jews. The late, highly revered Rabbi Menachem Mendel Schneerson, the "Lubovitcher Rebbe" who headed the Chabad movement and wielded great influence in Israel as well as in the U.S., explained that, "The difference between a Jewish and a non-Jewish person stems from the common expression: 'Let us differentiate.' Thus, we do not have a case of profound change in which a person is merely on a superior level. Rather, we have a case of 'let us differentiate' between totally different species. In comparison, if you care to look at the history of your own country, and the supposed "Christian" rants of many Catholic prelates, which, for example, taught the doctrine, and called for the atomic annihilation of ALL, "godless communists," many of the same also supported Catholic Hitler and the Nazi regime, and exterminated Jews, at the behest of the pope of Rome who egged his "favourite son of the church" Hitler on, whilst saying his holy "Hail Mary's," and prayers. Rabbi Yitzhak Ginsburgh, who wrote a chapter of a book in praise of Goldstein and what he did, is another member of this group. An immigrant to Israel from the U.S., Rabbi Ginsburgh speaks freely of Jews' genetic-based, spiritual superiority over non-Jews. David Ben-Gurion, one of the father founders of Israel, described Zionist aims
in 1948 thus: "A Christian state should be established [in Lebanon], with its
southern border on the Litani river. We will make an alliance with it. When we
smash the Arab Legion's strength and bomb Amman, we will eliminate Transjordan
too, and then Syria will fall. If Egypt still dares to fight on, we shall bomb

50 years after the Arab defeat in the1948 war, which resulted in the
establishment of Israel, many of Ben-Gurion's stated aims can still be
discerned in the language of Israeli and Zionist leaders. Some modifications
have become apparent, in large part as a result of Arab resistance, but the
biblical language in which Ben-Gurion chose to state his meaning starkly
expresses the deeply-rooted nature of these violent fantasies of conquest and
destruction.
Resistance, in this instance through a better comprehension of the history of
the struggle, as well as the writing of our own version of it, becomes more
necessary than ever. Israel cannot be allowed to write the history of the past
fifty years unchallenged. It is in this conviction that Al-Ahram Weekly
