measures - no multi-measure rests after the first wrong one. This is

Previous message about how adjusting system margins does or doesn't
work only partially true.
Things work as I describe for the first system - in other words, not
as expected by looking at the controls.
Adjustments of subsequent systems seem to work correctly.

Sorry about that misunderstanding - MM rest creation simply worked
behind the scenes in the earlier versions, and that made me think
that this "selection" had existed. Wrong about that.
