I think there are some problems with the archives. The *java* archive contains a .war file which has 42 jars in the WEB-INF/lib directory. Some 17 or so of these are ASF files, but the rest are 3rd party files. None of the 3rd party files are mentioned in the META-INF NOTICE and LICENSE files.
