CGI version are you using? CGI 2.93 works just fine with mp1 and mp2.
CGI.pm does 'require Apache' only if it detects no mod_perl 2, but mod_perl 1.

Has anyone gotten Apache::MP3 to run on Mod_perl 2?

As Ged suggested, try to go ahead and install if for now. Even better try the
cvs of 1.2-tobe which has several fixes in it. http://httpd.apache.org/apreq/
