In place of "dialer map", you can use the "dialer string" command. Then
you don't need destination's IP address.
I guess the easy answer to your question is "yes" -
if someone wants to pay more for a CCIE lab candidate
than for a CCNP who is not a candidate for the lab,
then it is worth more to them.
Now, my personal opinion would be that you could not use
the attainment of either CCIE written or CCNP

If you're not using authentication, I assume you're using 'dialer caller' or
something similar so that the router knows which profile to bind incoming calls
to. There is/was a bug where if you only had a single dialer profile, any call
would be accepted, even if it didn't match the dialer
