I prefer to explicitly tag the roads with the maxspeeds and access rules. The reason: why would we enforce data consumers to consult another data source to find this data. Why make it difficult to merge that data with OSM data ? What's the next step for splitting data: keep the address data

Thanks for writing this nice guide. Everything becomes more complex when there are cycle lanes involved. Maybe you could spend a chapter on that as well ? I'm thinking about turn:lanes that should take into account the cycle lanes, as well as permissions for the different lanes in those cases.
