Bei mir ist die URL gar nicht eingetragen, sondern nur das Hakerl
drüber gesetzt. Ich verwende derzeit auch JOSM und kann ohne Probleme

Eso también nos hemos dado cuenta pero yo creo que es un bug de mapnik
que en algún momento hay que escribir.

There's no legal reason why you can't remove the attribution=* tags (or any
tag, for that matter).

The Nominatim tool will classify properly the roads in a city when there is an
administrative boundary relation defining the limits of the city. It seems that
no one have been imported one for your city yet.
Be Carefull! Do not try to do it by yourself. It is not an easy task and
