[AsburyPark] Asbury Park, Europe the future
With all due respect to Hinge and Werner (both of whom i respect for their posts, intelligence, knowledge and passion about the town, particularly werner who is extremely knowledgable on a number of topics), it is important that we realize that Asbury is not continental Europe and that ironically is a good thing. While gorgeous in architecture and history, the socialistic aspects of Europe have effectively brought the continent to its knees in a terrible financial crisis that in many ways is far worse than the housing situation that we went through here. The crisis in that content will continue to plague them for years to come and while all of us love Europe for its splendor, it is unfortunately a great place to visit but one who's future is troubled by its financial situation which will be an albatross for years to come. I too wish that Asbury could be completely restored to its former splendor. However, i am also aware that i have to balance that desire with the pragmatic aspects of the current and the future. Both in regard to economics and social change. While historic theatre's are romantic and whimsical to think about, we live in a world of iPod's and Facebook. Sometimes change is scary but it is a part of moving forward in history. Just like Asbury was transformative in its beginning, it should be so again. When reading the history books, the town was forward thinking with indoor air conditioning in the paramount or a train line over sunset bridge that took patrons downtown for shopping. in the 1920's this was futuristic stuff. We need to think about what is forward thinking now and attempt to tie it appropriately to our past. One size does not fit all. I for one think the town is on a very promising path of resurgence. Asbury has done extremely well though a brutal economic downturn. With no help from a very failed redevelopment plan, the town has found a way to claw itself further along house by house, business by business. Crime is obviously a very serious problem and one that needs to be addressed. So where do we go from here. Importantly, the economy is starting to rebound and the housing market has found its bottom although their is likely to be a shallow upturn rather than a resurgence. As werner has talked about i think the town's resurgence has its roots in music and entertainment. I'm glad bamboozle is coming to Asbury and anything we can do to promote both music and entertainment should be applauded how can we blend the past and the future? While i agree with Werner that the loss of some of the historical treasures are a tragedy, i also realize that the economic realities made it so. that being said, i think the historical artifacts and building that are left such as convention hall or the beautiful casino building should be brought back to their historical glory. This is an enormous economic undertaking and needs to be considered in light of reformation in the context of a return on invested capital. Even back in the 1920's, the architects of the buildings did not think they were going to be built for beauty alone without form of purpose. I am a bit discouraged regarding the posts i read on this site. I find that every post is castigating madison marquette for all of their transgressions. I want to say that i have zero affiliation with madison marquette and only have spoken to their representatives over an errant vodka soda one summer evening. i agree they have made some mistakes but as a homeowner in this town i am thrilled that they are here, undertaking an enormous monetary investment and trying to bring the town back in spite of its challenges. I know that given the circumstances most people would have cut bait at this point considering the investment and I for one am glad MM has not. I'm not sure what the alternative is. It's always easy to criticize but always more difficult to offer solutions. I'm not sure if anyone from Madison marquette reads this board. Or if any of the more involved citizens of Asbury would be willing to get involved. I think it would be a great idea to bring together an ad hoc group to discuss potential improvements to the redevelopment and or town under the concept of cooperation and not attack... effectively a brain storming group where no idea was stupid and attacks on the past, future or status quo were avoided in lieu of ideas about what could be better. With an understanding that economics matter, money isn't free flowing and that change has to be made in the context of pragmatic realistic decision making. Also, the AP police department does an excellent job but any suggestions from them as to how we could all get involved and help would be appreciated also. [AsburyPark] Asbury Park High's football team
Just wanted to put this out there for the AP Group I think we all agree that Asbury Park is a city in transition and that many improvements are needed on a number of fronts. But some times we get so focused on which restaurants are opening and closing, crime, the parking issues, the city government, etc, that we miss little news stories that highlight some of the good things that happen in town. On Saturday, Asbury Park High's football team beat Florence 42-18 to win the Group 1 championship our team may be smaller than most others it plays against and usually outnumbered, but the heart, soul, and passion of this team is incredible (it was especially touching to see the kids holding up the photo of John Key their coach who was killed earlier this season out of love and respect for someone who tried to make a difference with these kids). [AsburyPark] Asbury Park bicycle thieves
Last night at 7 pm I surprised a would be bicycle thief who was in the process of trying to steal my bicycle seat/seat post. This happened in broad daylight. I was leaving my apt with my dog when this little shit heard us coming down the stairs, and I saw him with his hands on my bike. He ran away before I could see his face, but I did see him join a group of three other kids on BMX bikes, and they all sped away. The plan could then be amended to change which properties are to be acquired along with zoning, land use, densities, etc. The prior plan (which I have a copy of) is certainly a better model than what we have now. Unfortunately the Wesley Grove project is already there which would need to be worked around. In any case a new plan is an absolute necessity, lets talk about that later. Planing will be critical to get out of this mess. The City could itself exercise eminent domain for the traditional purposes such as parks, streets, public amenities... The current foundation of the C8 site is a parking garage which would qualify as a public amenity - eminent domain it and then sell the air rights above it for private development. Public/private partnership without the ridiculous land banking and third parties. Implement that concept in strategic locations along with independent development according to the new plan. [AsburyPark] Asbury Park gets $11.75M in state aid
ASBURY PARK The city has learned it will receive $11,750,000 in state transitional aid -- the extra money the state Department of Community Affairs funnels to distressed cities each year. Gov. Chris Christie required municipalities to go through a fairly rigorous application process this year and Asbury Park appeared to meet or exceed some of the requirements to show the city's need, demonstrate what Asbury is doing for itself, and meaningful proposals to regionalize services, city officials said. The city can now adopt its 2010 budget of $40 million, possibly at its Oct. 6 meeting. Asbury Park asked the state for $14 million. Last year, it received $10.5 million, the year before $12 million. DCA notified City Manager Terence Reidy Thursday night. I think it speaks to the progress we're making in Asbury Park,'' said Mayor Ed Johnson Friday morning. We have a brand new governor, we have economic challenges around the state, funding is limited and I think this is definitely a vote of confidence in Asbury Park, not just the government, but the community itself.'' This aid gets us to the 2-yard line on the overall impact on the tax rate,'' Reidy said. What I'll be doing over the next couple of days with the finance director is to work our way back through the budget and bring a recommendation to the governing body.'' The city was looking at a $12.2 million shortfall on the budget. The new aid does not cover an arbitration award of about $700,000 to pay raises the past three years that police have won. City municipal workers and firefighters have not received raises during that time. DCA officials could not be reached for comment Friday morning but it appeared they have not yet released the transitional aid figures for all towns. Reidy said the application process held all municipalities to a higher standard for receiving the aid this year. Asbury Park was able to show the need, that goes without saying,'' he said. Even more importantly, we were able to demonstrate we have been taking very, very bold and effective measures to close the gap, lower our overhead and increase our revenues.'' Some examples of Asbury Park doing better at helping itself include the increase in beach revenue from $35,000 seven years ago to $750,000 this past summer, Reidy said. And, in putting in new parking meters on the beachfront last year, the city went from no revenue for parking to $270,000 last year and $370,000 so far this year. Like many other towns, Asbury Park laid off some of its work force. People retiring are not being replaced. Reidy said he requested in the application process to work with the governor and DCA Commissioner Lori Grifa to use Monmouth County as a model on how to regionalize services. Yahoo! Jordan will make $30,000 in the 12-month position. School Superintendent Denise Lowe said Thursday it is a new position, and one of her early questions after taking over as superintendent last year was why the district didn't have someone in charge of security. Part of the position is training, safety assessment, assessing our needs, she said. Lowe said Jordan comes with the expertise needed to train the security staff and work with parents. Jordan served as Asbury Park's police director from 2002 to 2005 but did not get his contract renewed after using a quasi-military approach, with new titles and new honorary positions to make his officers more accountable. He ended up prompting resentment and opposition from both the majority of his superior officers as well as the rank and file, and could not hold on to his job. But through the years, Jordan has held the deep respect of many city families. He has made children a priority in his work and was an investigator for 14 years with the Monmouth County Prosecutor's Office, specializing in bias crime and gangs. [AsburyPark] Asbury Park looks to have its own new hit with Exit 102
Filming for the final full version will take place this spring in the Asbury Park Area. The premiere took place in November at the Paramount Theater and was an outstanding success. Peter and Ran told the packed house that they had received full funding (14 million dollars) and are ready to go full bore. Madison Marquette’s Meagan Olivera told me that attendance numbers were around 1,000. It was great to see that the whole town turned out to support and cheer so wildly as the screen lit up. To me it represented a triumphant sounding for a town that’s weathered everything and survived. I love plugging the Asbury Park Roastery. I am addicted to the product. We drink a pot of it a day at home. My favorites are COSTA RICA and EL SALVADOR. Both have a lot of flavor without any trace of bitterness. It's the only coffee I drink black. At ten bucks or so a bag, these are great for stocking stuffing or gift exchanges. I think Ali is making gift baskets with teas and hot chocolates too. A great way to promote Asbury Park to business associates and family back home. Sgt. Connie Breech said the number of applications from families in need doubled this year from 200 to 400 and donations are slim. The Asbury police program is in its 10th year. We're in a little of a crisis this year,'' Breech said today. The need for toys and gifts is far exceeding the donations we've received so far. Update: Blue Bishops advance at Pop Warner Super Bowl, 14-0 SARAH WEBSTER STAFF WRITER December 7, 2008 LAKE BUENA VISTA, FLA The Asbury Park Blue Bishops Junior Midget team Sunday advanced to the second round of the Pop Warner Super Bowl, beating Winston-Salem, N.C., 14-0, in an opening-round game at the Disney Wide World of Sports complex here. The Blue Bishops now move to the second round Wednesday when they will meet the Santa Ana (Calif.) White Monarchs, a 26-0 first-round winner over the Holy Cross (Tex.) Knights. All the Asbury Park scoring came in the first half as two key punt returns by Myles Martin set up the two Blue Bishop scores that proved to be the difference. The Blue Bishops took an 8-0 lead with 6:38 left in the second quarter when Martin returned a punt 60 yards for a touchdown. Asbury Park converted a two-point kick to take an 8-0 lead. In Pop Warner, a successful PAT kick counts for two points while a run counts 1 extra point. Later in the second quarter, Asbury Park added another score, taking a 14-0 lead at half time. [AsburyPark] Asbury Park to get $90G more from developer for land
ASBURY PARK The city has agreed to sell a triangular-shaped piece of beachfront land at its north end to developer Asbury Partners for $490,000, an amount determined by an appraiser several years ago. An appraiser for the developer at the time valued the parking lot site at $170,000, an estimate that set off sharp criticism of Asbury Partners from some residents and officials, who said the city should get millions based on how the land would be developed. According to a city resolution approved last week, the property had to be appraised for its value at Aug. 1, 2001, when the city and Asbury Partners were starting their venture to rebuild the beachfront. Asbury Partners had already paid $400,000 as the city and developer attempted to reach an agreement on the final price over the years. The city will get the last $90,000 it is owed. My thing is that it's been hanging out there, and we need the revenue, Deputy Mayor Jim Bruno said Tuesday. That's what it was worth. According to the waterfront redevelopment plan approved nearly two years after the Aug. 1, 2001, valuation date for the land, the land will be a residential site. The City Council also is expected to approve street changes to make the triangular lot a buildable lot. Yahoo! Very intriguing Pop Warner game on Sunday afternoon at 4:30 if you are interested. PLEASE READ THIS (particularly the bottom!): Don't know if you've heard about Asbury Park's Pop Warner this year. At one point in the season, not only was every team at every level (mighty might, jr pee wee, pee wee, jr midget and midget) undefeated, BUT EVERY GAME AT EVERY LEVEL WAS A SHUT OUT. Wow. Not sure if that's even changed. For some reason, many kids from Neptune are playing for Asbury. Neptune's program seems decimated. I heard they had to drop one level completely, and when the mighty might team I coach in Howell went to play them, Neptune forfieted for not having enough players. Anyone know what's up with that? Sharon?? Anyway, Howell also has an undefeated team (not sure if it is pee wee or jr midget). They happen to be playing an Asbury team on Sunday. I'll be spotting the game for the announcer. The announcer will be Mike Clark, who graduated APHS with me and coaches with me here in Howell. HOWELL WILL BE PACKED WITH FANS! They moved this game from Saturday because Saturday is Howell Day and the fear was so many people were going to the game that Howell Day would be a bust. Accordingly, to keep Howells 12th man off the field, the Asbury Park kids are going to need many people to come cheer for them, so pass this around and come if you can. Show some Asbury spirit and come support the kids. Everyone's welcome. Should be fun and a great game. Asbury Park court swamped by parking tickets Larger signs ordered to acclimate beachfront visitors to pay stations BY NANCY SHIELDS COASTAL MONMOUTH BUREAU AUGUST 30, 2008 ASBURY PARK City officials Friday said they will order and post larger signs perhaps 12 by 18 inches directing people to the new beachfront pay stations at each intersection, where they can pay for the newly numbered parking spot they parked in. Police have issued hundreds of parking tickets since Asbury Park began enforcing metered parking on the beachfront two weeks ago. The cost of a ticket for not paying to park is $26. Smaller signs now are posted in the middle of each block, but it will take more to get people to adjust to paid parking in Asbury Park once again, officials said. Municipal Judge Mark T. Apostolou let municipal officials know that his court is being swamped with the tickets and something needs to be done. Asbury Park has not required people to pay for parking in most places for many years, in part because the old meters broke and never were fixed. With the revival of the beachfront and downtown, the city moved to collect parking revenue and has set up about 2,100 numbered spaces on the beachfront to be governed by the pay stations. People enter the number of their parking spot and pay either with coins, bills or a credit card. The cost is 50 cents an hour. City officials Friday could not say how many tickets have been written in the two-week period. Anthony Nuccio, the director of social services, who is filling in for City Manager Terence Reidy while Reidy is on vacation, said he was told that several hundred tickets were written each week during that two-week period. But an update for the full two weeks was not available, he said. Nuccio said the city is addressing individual concerns or glitches people may have experienced operating the pay stations. People should hold on to their receipts but do not have to put them in their car windows. Police monitor what parking spots have been paid for both on hand-held computers or at headquarters and can issue tickets when a numbered space has not been paid for but a car is parked there. City Engineer Brian Grant is in charge of monitoring the new system and said 27 pay stations are up and operating. There are five more to be installed, and Grant said three of those may be placed on the boardwalk so people can feed additional money if they have gone past their time limit. A person can pay for a parking spot at any pay station. Paid parking is enforced from 9 a.m. to 2 a.m. Parking on Ocean Avenue is limited to three hours before a customer has to pay additional money. Parking on the east-west avenues in one block to Kingsley Street is limited to six hours at a time. Parking on Kingsley is allowed up to 12 hours at a time. When a person wants to get additional time for a spot, they should enter the space number and the ID number on their receipt, Grant said. The city bonded to spend about $428,000 for the 32 pay stations and is paying debt service of $55,000 per year. In future phases, the city will install the pay stations at other sections of the city, including the downtown and Main Street. Yahoo! I'm going to Rant so be prepared folks! I live in Asbury Park. Lots of good things are happening here finally. Unfortunately I need to complain and I do that very well so I'll refrain from whining. Some background. I am a City Planner by education. I took many classes on Architecture and Urban Design . The focus of 3 Senior papers in college was Waterfront Development, so I have the credentials to complain. I haven't printed pics yet, but who ever heard of using shipping containers painted white as storefronts? My God they are hideous!!! They dot the vacant spots between the pavillions (which are looking great by the way) I am not sure how much the rent is for these hideous containers whatever it may be is too much. I took a walk with my boyfriend this morning to get a first hand look at the progress. I wanted to give the developers time to get things rolling and be objective when I viewed the boardwalk. I'm sorry but whatever good feelings the improvements on the pavillions impart, they are immediately crashed by these god awful trash boxes. Ugh! In a few weeks, you will have to pay to park for the boards and beach : 50c /hr. I think patrons will need alot more to draw them to the beach and stay while paying 50c/hr for shipping box shopping. Just a thought. Another criticism: try having shops open at 7:30 am... lots of people are on the boards, running , walking , biking . Get some of the foot traffic $$$. I sure was thirsty and could have used an ice drink or even a breakfast sandwich. There is a restaurant at the end of the boards that is open year round (good idea) . I love the miniature golf course. It looks great and people are using it. I'll be there next weekend!! I can't golf , but I love mini golf. They are still building the waterpark...can't wait for that either. Good things coming there. Yes Virginia, there is a new Asbury Park. But it needs some help!!! I love this town. The moment was ripe to bring order out of the chaos of rapid urban growth through carefully considered systematic changes. It then observes that the American city, and Chicago preeminently, is a center of industry and traffic. This observation is the justification of the Plan's emphasis on improving commercial facilities, transportation, traffic flow, and general convenience. Since a productive urban labor force required places to play and rest, the planners also believed it was necessary to consider parks and recreational facilities. Proper design was a vital consideration in more than a narrow functional sense. A proud city, after all, like any self-respecting human being, has a dignity to be maintained. Besides, good order is essential to material advancement. --- Note that Asbury Park was designed 40 years before the above description. [AsburyPark] Asbury Park on the MOVE
It has gotten too crowded TOO fast! Bikes are now banned after 12 Noon on the boardwalk! Not even at night or after 6PM. 6AM - 12 Noon ONLY. The beach was packed this past weekend even with the water being too rough to swim. The restaurants now in Asbury Park simply blow away anything in Ocean Grove - I should know - I live in Wesley Grove - there is not even any visitor parking around the building Saturday night. Some of it could be OG Pavilion shows but Moonstruck is going head strong - Crust Crumble is my new pizzeria - a good pie. I have yet to have a bad dinner on Cookman - what is going on here ... Asbury Park crime rate remains lower than in previous years BY NANCY SHIELDS COASTAL MONMOUTH BUREAU JULY 13, 2008 ASBURY PARK A downturn in crime that made last year the best in the city in a decade is continuing so far this year, according to reports for the first half of 2008. Police Chief Mark Kinmon released statistics through the end of June showing one murder compared with three at the halfway point last year. There were reports of 69 robberies compared to 86 halfway through 2007, two rapes compared with six at the same time last year, and 62 aggravated assaults compared with 74 as of June 30 last year. The reduction in homicides, if it continues, is significant, following the high of eight in 2006 and six last year. The city, like many urban communities, was hit hard with young people, often gang members, shooting and killing each other. We feel we're making a lot of progress on the gangs, Kinmon said. The county (Monmouth County Prosecutor's Office) continues to be a big help. He said the increase of the city police officers to 90 has been important as well as assigning city police members to the county gang task force, the FBI's gang task force and the U.S. Marshals fugitive task force. The city police budget had a $1.75 million increase this year, which included money for 14 positions added to the department in the past year and a half. Car thefts were down to 24 from 42 reported by the end of June last year. Burglaries were about the same, at 120 so far this year. Anytime the numbers are down, we are happy, the chief said. We've started strong for the first part of the year. We want to finish strong. We have the right people in the right positions and we have to keep the heat on, said Deputy Mayor Jimmy Bruno. The street crimes unit, which is doing one heck of a job, has to continue. If we have the resources, we'd love to increase the police department even more. A significant increase this year came in larcency, with 252 reports the first half of this year compared with 164 for the same period last year. Kinmon said the increase reflects a hot trend, here and elsewhere, of stealing navigation Global Positioning Systems (GPS) from cars. We made several arrests around the beginning of May, and it seems to have dropped, the chief said. Kinmon said city patrol officers and detectives are taking policing to a new level. For example, he said, there have been 25 driving-while-intoxicated arrests as of June 30, compared with 12 last year. And there's been an increase in traffic summonses. At the same time, the data shows a downward trend in narcotics activity. As of June 30, there were 214 reports of drug activity compared with 273 half way through last year. The total reports of drug activity in 2007 was 515, half of the total 1,038 in 2006, Kinmon said. Narcotics arrests were up 450 arrests compared with 405 halfway through 2007. Simple assaults were up from 220 to 255 for the first six months, and criminal mischief was up from 276 to 310. Disorderly conduct incidents were down from 2,003 the first half of last year, to 1,835. There's a lot of work to be done and we have a long way to go but Im very pleased with the direction the department's going, Kinmon said. Yahoo! Karpinski has worked to try to save the long-vacant Metropolitan Hotel on Asbury Avenue and the downtown Charms Building. She said in a telephone interview that she was very encouraged that Gary Mottola, president of investments for Madison Marquette, the beachfront redeveloper, is going to try to save the Charms Building. It seems as though they're really committed to moving forward, even in this economic and real estate environment, Karpinski said. The historical society also is sponsoring an Asbury Park memorabilia showcase in the library's reading room. The exhibit contains memorabilia from society trustee Don Stine's Antic Hay book business that will be displayed in a 13-foot glass showcase in the library room, Stine said. There's going to be Victorian, business and rustic souvenirs, like deer-foot letter openers, old plates, boot lace tighteners, Victorian ceramics, clamshell purses and a sort of traveling makeup mirror, Stine said. YES, a historic preservation commission is need for Asbury Park! A great deal of work is needed to preserve properties here! In September 2005 the Asbury Park Historical Society listed two sites which needed to be saved (Casion/Heating Plant; Metropolitan; Charms/Elks; The Ambassador; 5th Ave Pavilion; Baronet, et al; Savoy; Convention Hall; Steinbach Bldg; The Jersey; Stone Pony; 3 houses on Webb (2 on 6th 1 on 7th); Belmont/Atlantic; Berkeley-Carteret; Winsor Bldg on Main Bangs; Library Square; North AP Train Station; Post Office' The Brittwood; Geo Wurt's [306 8th]). One property listed as lost on the September 2005 inventory was the Park Cinema. The Society also need to look at the historic buildings in other parts of the city as well as the ones listed above. Asbury Park couple jailed, accused of having drugs, porn around children BY ED JOHNSON STAFF WRITER JANUARY 18, 2008 ASBURY PARK An Asbury Park couple remain in the Monmouth County Jail after sheriff's officers charged them with endangering the welfare of their three children by possessing narcotics, narcotics paraphernalia, and pornography in the children's presence. Lynette K. Solomon, 37, and Shawn D. Solomon, 42, were both arrested Thursday at 1254 1/2 Washington Ave., by a team of sheriff's officers serving a warrant for failure to pay child support, said Cynthia Scott, a spokeswoman for the Monmouth County Sheriff. While at the location the officers determined Lynette Solomon was also wanted on an outstanding traffic warrant from Freehold Borough, Scott said. An arrest affidavit by Sheriff's Officer Donna Gonzalez said the officers determined narcotics and narcotics paraphernalia as well as pornography was present and accessible to the children, ages three, nine and 15. The items were described in the arrest warrant as present and accessible to the children. The narcotics were also described as being used in the children's presence, according to the arrest warrant. The Solomons were each also charged with possession of crack cocaine. The couple have each been ordered held in lieu of $30,000 bail, Scott said. The children were turned over to their grandparents and the state Division of Youth and Family Services was notified to investigate further, Scott said. Yahoo! Asbury Park police chief chases down suspect BY MICHELLE SAHN JANUARY 11, 2008 ASBURY PARK In October, Asbury Park Police Chief Mark Kinmon ran a marathon. On Tuesday, his run in the city was more like a sprint, but it ended with the chief catching a man wanted on warrants. Just before 2 p.m. Tuesday, Kinmon was driving down Washington Avenue with Police Inspector Chris Van Buren when they heard a radio transmission in which Monmouth County Sheriff's Officers Randy Morgan and Roger Miller were requesting help from city police. Morgan and Miller work in the fugitive unit, and they were attempting to take Brian Hester, 36, into custody on outstanding warrants. But the Brooklyn N.Y. man ran from them and headed to a house on the 400 block of Ridge Avenue, the chief said. Kinmon and Van Buren were just a few blocks away, so they headed to the house. As the sheriff's officers went inside, the chief and inspector checked the exterior. When Kinmon went to the north side of the property, Hester jumped out of a first floor window, landing on the ground in front of the chief. Kinmon said he told the 36-year-old he was under arrest, but Hester bolted, so Kinmon chased him. As the chief ran through the backyard, he fell over a pile of debris behind a tree, but he got back on his feet and continued to chase Hester through several backyards, he said. Kinmon caught the Brooklyn man on the 500 block of Ridge Avenue, and then turned him over to the county sheriff's officers. The chief suffered cuts to his left hand, arm, shoulder and knee in the fall during the foot chase. But those injuries do not compare to the way he feels after running the 26.2 miles of a marathon. I'm in much worse shape after a marathon,'' he said, laughing. As for Hester, he was being held today in the Monmouth County Jail in Freehold Township, on a Monmouth County Superior Court warrant alleging he failed to appear in court on a drug charge, as well as an outstanding Asbury Park municipal court warrant, and charges of obstructing the administration of law and being a fugitive from justice from New York State, where he was wanted on a parole violation. Amir Bercovicz can't find his gun and reported it missing when he came to work at 4 p.m. Monday, Police Chief Mark Kinmon said today. Kinmon said Bercovicz had his gun when he left work at 10 p.m. Sunday. He realized it was missing Monday afternoon. It's embarrassing - embarrassing for him and for us,'' Kinmon said. It is a vital piece of equipment, and we take every precauation to ensure things like this don't happen. We're doing everything we can to locate the gun and get it back. The Guardian Angels, a worldwide organization dedicated to providing and maintaining safety, will visit Asbury Park today to start a chapter in the city to deal with crime and safety, and help in the murder investigation of Cesar Torralba, who was shot outside his Sixth Avenue apartment on Christmas Eve. Founder Curtis Sliwa and 12 Guardian Angels will visit the site of Torralba's murder today and will help patrol the streets, after receiving several requests from concerned residents, according to Sliwa. This is the least we can do, said Sliwa, who started his group in 1979 and now has chapters in 102 cities and 11 countries. He said most requests came from residents of Monmouth County complaining about problems on Main Street in Asbury Park and Broadway in Long Branch. Many who asked for help are Spanish speakers who are victimized because of their inability to speak English and intimidated not to cooperate with the police, he said. City Manager Terence Reidy said Asbury Park welcomes the Guardian Angels and hopes for an effective coupling of communication and coordination. He said that Chief of Police Mark Kinmon will meet with Sliwa before the Sixth Avenue visit. The Guardian Angels have done a lot of good and have been around a long time, Reidy said. It's important when any organization comes into town that they work with the officials. I trust their sincerity, and they just need to connect with the city, the Police Department and the Prosecutor's Office. It's all about coordination efforts and communication. There won't be any vigilantes in Asbury Park, he added. The group hopes to address several problems in the area, including the rising juvenile gang problem, intimidation of Hispanic residents who do not speak English, and random, violent crimes that go unsolved, he said. Residents have to join and get involved, he said. It has to be local people who join and continue to deal with the day-to-day community. The volunteers can make a citizen's arrest if they witness a crime. ASBURY PARK Police are warning residents to lock their cars after a string of vehicle burglaries in the city. Thieves stole handbags and a credit card from three vehicles in various parts of the city between 2 p.m. and 9 p.m. on Tuesday, Detective Capt. David Kelso said. In each instance the cars were unlocked, he added. In an earlier incident, a car window was smashed and a GPS system was stolen from the car, Kelso said. We're just reminding people to lock their cars. A lot of times these thieves are just looking for a car that's open and easy to get into, Kelso said. He also reminded people not to leave valuables where they can be seen in the car. [AsburyPark] Asbury Park police looking for man who assaulted and robbed city resident
Posted by the Asbury Park Press on 10/2/07 ASBURY PARK A robber pulled a gun on a city man, struck him in the head and stole $10 and a set of keys, police said. Around 10:30 p.m. Friday, the 48-year-old victim was on the 500 block of Grand Avenue when the robber approached him and asked him for a light, police said. When the victim pulled out his cigarette lighter, the robber grabbed his arm and then pulled out a revolver, said Capt. David Kelso. The victim grabbed the gun and wrestled with the robber, but the thief punched victim in the jaw, said Kelso. The victim fell down, but wrapped his legs around the robber and continued to wrestle with him. That's when the robber struck the victim on the head with the gun several times, then reached into the victim's pants pocket and stole $10 and a set of keys, said Kelso. The robber broke free of the victim's grasp and he ran way, heading north on Grand Avenue, toward Library Park. The victim was treated at Jersey Shore University Medical Center in Neptune for abrasions. The robber was described as a black man, who was about 25- to 27 years old, wearing a black hooded sweatshirt, blue jeans, and two baseball caps -- a black and yellow hat with the letter P on the front, and a red, white and blue Giants cap. Officer Chenice Wesley responded to the scene, while Detective Steven Ramseur is handling the follow-up investigation. Repeated fiscal problems over the years triggered the state's decision, announced Tuesday, which was made under the School District Fiscal Accountability Act, known as the Willingboro Act. Asbury Park will be joining Willingboro, Camden, Paterson, Irvington and Pleasantville in having such oversight. The monitor arrangements have replaced a previous state initiative of taking over the running of poorly performing districts. Under the new system, the local school board remains intact but its financial decisions need the monitor's approval. Once the monitor is in, the state has its presence in the district, the monitor has a presence and looks at all of the things happening there, Deputy Education Commissioner Willa Spicer said. It is the conclusion that the state needs a presence in that district. The district has had a state intervention team working with school administrators, but that team did not have the authority of a fiscal monitor. The district is working to address areas that need to be improved under a new monitoring method called the Quality Single Accountability Continuum, or QSAC. But officials said the move to have direct control for some period of time over the district's finances is not connected to QSAC. Katherine Attwood, the state assistant commissioner for finance, cited repeated or serious problems found in the district's audits. Asbury Park's educational system has been in severe distress for at least a decade. During the past year, the school district struggled with acting superintendents coming and going while current Schools Superintendent Antonio Lewis remains suspended with pay for more than a year. The infighting in the district continues over jobs — from administrators on all levels to coaching jobs. Board member pleased It's about time, Board of Education member Garrett Giberson said of the state monitor coming in. It's absolutely great and something that's long overdue. I think the monitor will be able to lead board members in the right direction. Let's face the facts, Giberson said. Our administration is in chaos, and it all centers around the investigation of the current superintendent. . . . We are literally being held hostage. Before the board suspended Lewis right just prior to classes beginning last September, he had started to face opposition from the still relatively new business administrator, Aiman Mahmoud, who was prepared to leave if Lewis stayed. Mahmoud seems to know what he's doing, Giberson said. He's our money man, a pretty savvy guy when it comes to finances in the district. What messes he's cleaning up from the past is another story. We all know that messes can linger. It takes a while to straighten out. Board kept in dark Robert DiSanto, board president, said he was concerned that the decision to send in a monitor had not been discussed with the board. We were completely in the dark regarding this, DiSanto said. Nobody's communicated this to us at all. . . . We are making changes best we can to make it best for our district. What is missing in all three rings is integrity. The First Sideshow: A Fraternity Deems Itself Apostles of Peace and Unity RLUIPA licenses religious landowners to trump zoning laws, even when the religious practice that is substantially burdened is not central to the religion at issue. In other words, any precept that is even remotely related to some religious belief of some kind can trigger RLUIPA protection . While the government may not challenge the truth of religious beliefs, it may challenge the sincerity of the claimant. Sincerity challenges are part and parcel of standard free exercise doctrine, so there is plenty of precedent for such a challenge. nothing more than a pretext intended to circumvent valid zoning rules . If the religion is indeed proven to be a pretext, then the constitutional right to the free exercise of religion is not implicated, and the rule of law applies. The Second Ring: Religious Landowners' Organizations Intimidate Zoning Officials In the second ring of our RLUIPA circus, we have towns and cities being terrorized by overzealous organizations representing religious landowners. Even before litigation is filed, such organizations are making grandiose claims about their win record and their proven ability to drain city resources through RLUIPA's attorneys' fees provisions. Local officials and governments, though, need to take a deep breath before they permit themselves to be cowed by such tactics. Recently, in Tiburon, CA, the Becket Fund sent just such a letter, intended to intimidate the Town Council into permitting a local, established synagogue to put on an ambitious addition in a tightly-plotted residential neighborhood. Towns and cities need to read such letters carefully. For example, the letter threatens attorneys fees, implying they could be ruinous, by offering the following case citation, among others: Congregation Kol Ami v. Abington Township .. the Becket Fund charged that there was anti-Semitism in the denial of the synagogue's original, expansive proposal. Their website, trying to prove discrimination, went on to claim that this was the only synagogue in Marin County, which is patently untrue . Derek Gaubatz, Director of Litigation for the Becket Fund for Religious Liberty, applauds the ruling, saying Make no mistake, this was a huge victory for the congregation and the First Amendment in Tiburon. This sort of public relations hyperbole, combined with the Becket Fund's predilection to count settlements (which always include a disavowal of liability by the defendants) as victories, makes this second ring of our circus a hazard for all towns, cities, and their communities. . The Third Ring: Attempts to Invoke RLUIPA to Protect Non-Religious Land Uses . Integrity plays a role here as well. RLUIPA is an invitation to exaggerate or fudge actual building needs, but religious leaders - regardless of the legal advice they receive - need to consult their own consciences before unleashing their lawyers. So who do we blame for this three-ring circus, which is destroying relationships and neighborhoods? Congress. You cannot blame the religious entities, because they are simply taking what Congress gave them. Daytime - you need OFFICE WORKERS in downtown during the day. 10 people walking around isn't enough. Take Dan's idea and if he has someone, rework muni plaza with CITY Office, BOE Offices (neat in the same place), retail and OFFICE space. 3. NATIONAL retail. IF there is one retailer or lunch guy in AP that doesn't want a national retailer in, then they need a better idea. One retailer could do more for marketing the business district then Jewell or any marketing would be able to do. Now the question would be where could they go?? Well, it's a shame Raff's is where it is. So it will be up to MM to make it work -all the way into cookman. That includes Wesley Phase II/III to fill in the gap. That should be done now, during the slump to bring cookman and wesley together. If it means removing the MK and Phoneix, then let her go. Plant grass and mulch it or fence it off. Yahoo! In the past year, it's been fairly obvious that the cities administration, Asbury Partners and Madison Marquette visit this group, and upon occasion the things discussed here actually have an effect on the city. We've made friends, we've helped people, and in a small way, we've even helped the city. To overwhelm this board with discussions that have nothing to do with the city undermines the group itself. That's why I made the simple suggestion that we create a group so that local people can discuss other things, like politics, and religion. Why is that a bad thing? Our country and media is already overwhelmed with political discussions etc. My only desire was to shift the focus of the group back to the reason it exists in the first place. Religion: Asbury Park was founded in 1870, when the mile-long, untouched beachfront was purchased for $90,000 by James Bradley, a devout Methodist, who had been persuaded to buy the property as a buffer zone between the pious seaside tent city of Ocean Grove, NJ and its neighbor to the north, Long Branch, where you could indulge in dancing, drinking, gambling, and horse racing. Bradley had made his fortune as a brush manufacturer in New York City, and thought he could make Asbury Park into a successful enterprise as well, by attracting upscale, Protestant tourists with wholesome amusements and fresh saltwater air. He named his seaside utopia after Bishop Francis Asbury, the founder of the Methodist Church, but added the Park to denote it as a place for fun. It's one of the inherent contradictions that has characterized Asbury Park ever since. Real Estate: James Bradley ran his town more like a kingdom than a city; he actually owned the boardwalk until 1905, and would personally patrol the beach to ensure that visitors were attired in suitable bathing costumes (no skin showing) and behaving properly (no alcohol, dancing, or public displays of affection.) Bradley donated prime tracts of real estate to Protestant churches, and he insisted on wide boulevards, multiple parks, and modern sanitation, which gave it a distinctively charming scale. It is still a city where you can walk everywhere and see the ocean from blocks away. Now, real estate developers are planning to build high rise residential condominiums along the beach front, and it's an open question as to whether Asbury Park will retain its jewel-box quality for much longer. Race: Like most American cities, Asbury Park was segregated by race and class well into the 1960s. From the beginning, blacks and immigrants were relegated to their own district, in a separate, shadow city quite literally across the tracks. There, on the West Side, there were stores, restaurants, shopping everything needed for an existence and one of the most exciting music scenes on the Jersey Shore. Springwood Avenue is where ragtime was first heard in Asbury Park; where blues and jazz musicians flocked to hear and play the latest hot sounds, and where, during the golden age of Swing and Rhythm Blues, there was a club on every block. Those clubs exist now only as memories, as nearly all the businesses and homes on the West Side were burned out and destroyed when riots swept through in 1970. It was irresistible music, this hybrid of African-American syncopation and European melodies. But ragtime was a forbidden taste to the upright Victorian tourists who vacationed in Asbury Park it was associated with saloons and dance halls, after all, and was considered to be dangerous to one's health. But when a young trombone virtuoso and composer named Arthur Pryor introduced ragtime to John Philip Sousa, the new music began to acquire a patina of respectability. Pryor later formed his own band and made Asbury Park his home base. Thousands of visitors flocked to the band shell every summer to hear Pryor and his band, who became hugely famous as performers, and also recording artists. Vinny'' Baker, the former owner of an Asbury Park restaurant, pleaded guilty today to laundering $15,000 he received from an FBI operative during Operation Bid Rig,'' an undercover sting operation that resulted in corruption charges against more than 20 public officials. Baker, 63, told U.S District Court Judge Jose L. Linares that he received the cash in May and June 2001 from Robert Duke'' Steffer, the FBI's cooperating witness who was posing as a demolition contractor. In return for the cash, Baker said today I issued (Steffer) a check on two occasions for $6,750 each,'' for a total of $13,500. The difference of $1,500 was Baker's fee'' for laundering the cash. In exchange for his plea, the U.S. Attorney's Office will dismiss bribery charges against Baker upon his sentencing. Judge Linares set sentencing for Dec. 19. Asbury Park Images at Wikipedia 1. Just some observations I've made recently. Reuters reports that Wikipedia is now the top online news and information destination, according to Nielsen//NetRatings. Online encyclopedia Wikipedia has added about 20 million unique monthly visitors in the past year. In May, Wikipedia had 46.8 million unique visitors, up 72 percent from June 2006, NetRatings said. Wikipedia also has finished on top of the news and information category every month this year -- ranking ahead of Landmark Communications' Weather Channel site by an increasing margin -- topping out with a disparity of about 10 million visitors in May. 2. As I understand it, the rank of results at Google is based on what sites users are visiting. Right now, a search for Asbury Park will show Wikipedia ranked as number 3 or 4 out of approximately 2,000,000 hits. 3. They show us in a more positive light than what you'll see there now: the old Beirut-by-the-Sea stuff. It is not very difficult to edit a Wikipedia article or comment on the talk or discussion pages. Much easier, less time and effort than it took to carry out this year's a fantastic Road Trip event. [AsburyPark] Asbury Park Police investigating shooting of 17-year-old girl
Posted by the Asbury Park Press on 05/16/07 ASBURY PARK Police are investigating the shooting of a 17-year-old city girl who was hit by a bullet Monday as she sat in the back seat of a vehicle, authorities said. The girl, whose name was not released, was still in the hospital Tuesday, but her injuries were not considered life threatening, police said. Around 9:15 p.m. Monday, the girl was in the back seat of a vehicle that was also occupied by two other people. The driver pulled out of the parking lot of the McDonald's restaurant on Main Street and turned left onto Sixth Avenue, police said. As they headed east on the 800 block of Sixth Avenue, shots were fired into the vehicle, said Capt. David Kelso. The girl was struck in the shoulder, he said. Neither the driver nor the front-seat passenger was hit, Kelso said. Police are still trying to determine if the bullets were fired by someone who was standing on the street or who was in another vehicle. The investigation is being handled by city Detectives April Bird and Terry Williams, along with Detective Louis Zuppa of the Monmouth County Prosecutor's Office. Dear Group Members, Thanks to all of the Asbury Park residents who voted in the Board of Ed election. As you know there were five seats in contention, and those winning were Garrett Giberson, Barbara Lesinski, Tom Pivinski, Adrienne Sanders, and myself. No matter whom you voted for, I am deeply appreciative of all those who participated in the democratic process. I am also grateful for the hard work of APAC which resulted in such an excellent showing. Marie Castro, a really terrific lady, came in fourth out of the eight people (or nine if count the candidate who ran as a write-in) who ran for a three-year term. One learns quickly that when merchants are constantly endangered and harassed by the community they serve, that's just the way it is (sort of a: what did you expect, it's Asbury? attitude); but shake up a council member, and now we have a problem! It should be noted that the climate for this gang to exude it's mayhem was set by the fact that the lights on the boardwalk were out for several blocks; not to mention that the constant battle between the partners and the city certainly played a hand in the lack of (city provided) security on the boardwalk (controlled by the partners; with their own ongoing lack of proper security). I don't know if it's the city's or the partners' responsibility to light the boardwalk, but I lost my life savings as a result of their failure to do so for a few hours. As a pioneering merchant, caught in the middle of their differences, one's safety and business potential are seriously compromised. Yahoo! [AsburyPark] Asbury Park police seek two robbers
Another incident also occured last night. My next door neighbor observed a man getting into her car while she was walking her dog. She confronted him, he claimed sorry, wrong car and fled the scene. ASBURY PARK: Police are searching for the two robbers who stole cash and a cell phone from a city man inside the stairwell of an apartment building, authorities said. About 7:20 p.m. Sunday, the 30-year-old victim was walking down the first-floor stairwell at the Miramar Apartments building on Webb Street, Lt. David Kelso said. Two men approached him, and one placed a gun to his head and took $170 from the victim's pants pocket, police said. The robbers then began to leave, but as the victim removed his cell phone from his pocket, the armed robber snatched it from him, Kelso said. The robbers left the apartment complex on bicycles, police said. One robber was described as tall and the other was shorter, both were around 18 or 19 years old and wore black hooded sweat shirts and black baggy pants, police said.
