minute Input Output rate. During peak utilisation sometimes I/p rate is
about 63Kbps and O/p is about 5 to 10 Kbps. , or vice versa.

Are you using a frame relay simulator, or is this a connection to the telco?
If this is a frame lab you have at home post the config of the router at

interface was resetting ... IOS upgrade fixed the problem. Check the bug
tracker if you have CCO access, or just upgrade to a GD release of 12.x
