I believe, and am very prepared to be proven wrong, that when sending the
update it *should* assume the mask of the sending interface since it is in
the same classful network. If it were in a different classful network, it
would assume a classful mask of 255.255.0.0.

Yes. I agree with Philip static route will not support load uneven balancing
but
EIGRP will. Static route will send out the packet in rotating basis and
ignore
the BW define.
Q 1. Up to 6 static routes can be supported by Cisco IOS.

how can yu monitor a dhcp server to ensure that it is operating

can you monitor it from snmp, do you need sms for nt to monitor ists
