Usually map change will cause connection to be regained but there are
some situations where only server reboot will do that. Just like at
"Full moon". It will be on but no halloween items are seen on any player
playing on a server untill the server has been restarted.

Quickplay by default should not give you any servers that have these
settings mentioned altered. Either there is a bug in the system
(unlikely) or these servers lie the response to Valve, thus break the rules.
