You have a point, but the whole nation has moved or is moving to county based 911. We are not special in Asbury Park to think that we can be different in this capacity. We need to cut costs. This is a place where it should be done. In addition, did you see app.com today? Guy from Neptune served 11 years for killing and sexually mutillating a women is accused again of new murder. A major issue with 911 in AP -- it is misused for non-emergencies. Also many calls are made from pay-phones and then hung-up on. The cost factor is -- each call gets billed to Asbury Park. References to 911 should be removed from all police vehicles, it only ecourages calls for ANY type of police service. 911 is so universally known that displaying it is not needed. Police vehicles should have only the local AP Police Dept number so the public gets familiar with it. A local 911 center was in response to the high cost of County billed 911 services. I don't know this for a fact and maybe someone out there knows, but with technology, the PD, may NOT have to ask, what your name is, due to the fact that caller ID, has been in the mainstream, since the 80's and was known technology at ATT, (experimental), but known, so they already know, that you are a frequent caller, may be seen as a nuisance, to them, but not to us. Authorities, forget, on purpose, how monies are derived to pay them and not necessarily from property taxes. State, local and federal taxes, are probably pooled to pay PD, Fire, etc., especially in AP, where firemen are paid instead of volunteer. Just saying that, to say, when you call in, you are seen as a frequent caller! Perhaps if more of us got involved and called, something, just might be done! Place yourself in their place, keep a diary of how many times a week, day, month, you call. Who knows, they may well be keeping tabs on you! Don't mean to run on, but I worked in Safety and Security, at one time in conjunction, with other managerial duties and I did keep a diary/record, of complaints/concerns. I'm not saying your calls weren't legitimate. You should also follow up with letters to the Mon. Co. Prosecutor/Sheriff, keep copies and retain a lawyer, on retainer, just in case. You may have legal recourse for the City not heeding your calls and JR, if you're reading this, please advise. Oops, forgot this is what you do for a living! Not looking for pro bono advice, but wondering whether we should form a safety coalition group, to show solidarity with Hinge on this issue! I live about 5 blocks from the park, never walk over there, but drive to the library, instead, but still interested in the welfare and safety of those living in proximity. I don't live on the West Side but I'm just as concerned for thier safety as I am for my own! I still drive everywhere from habit of living in the hills of Neptune, where EVERYTHING, was far away! One more thing, there is/was a citizens group, that is supposed to observe, the things that Hinge, keeps us informed on. Why aren't THEY patrolling this area? What is their purpose? I forget what they call themselves and they have an annual lights on march? When a little girl, was murdered, some time ago, a march was held and has been held yearly, in her memory. Her murderer, was never caught! I won't call her name, but if you've lived in AP 15 years or more, you know what I'm talking about. She was African-American and school age. The lack of follow-up, is so telling. Just think how these county dispatchers could link crimes that are happening outside of Asbury Park to ones happening inside Asbury Park. I.e. The such and such drug gang did so and so in Neptune at 10:30 p.m. and then did such and such in Asbury Park at midnight. I think it would make it much easier to catch the criminals this way. I always find it such a joke that we are in so much of a financial crisis, yet we maintain the fire department and the police departments in a fashion that no other well heeled town with lots of money to waste would even consider doing. I'd like to see what other people think about something else. Does our cities PD have any physical fitness standards? Now, I don't want to be thought of as a jerk, or mean or anything, but we have at least one officer who is incredibly out of shape. He is caucasian, and I often see him just hanging out on Cookman. Does this really present the proper image to the public? Also, what if an out of shape officer had to chase somebody on foot, or got into some kind of scuffle. My eyes filled up, when I read your thoughtful reply. I'm sure many more, who feel as you and I do, could make a difference. Does anyone care what we think? Some do and some passionately do. None of us are divided on the quality of life issues, decent education, or safe and clean streets. Affordable housing, is hard to come by, everywhere and monies devoted to but hardly ever materializes and living wages are everywhere, but here! Asbury Works, did a helluva job, but can't do anything without sufficient grants! So, ever the skeptic; Where do we go from here? Do we need more police? If so, can the City ask for state funds? If not, why not? Are we to remain the whipping boy, for the State/County? How in the world, can we shed the image, when we still have problems emanating, from 1970, which were never addressed? Not asking you personally; just asking, is all. It's been 37 years, since the riot. The Mayor was just a kid, himself, when it occurred. If we can't wait for the city to install cameras, would web cams help? Apart from the technical issues, there are the safety issues. If the footage is used in court, and there's a revolving door on prison, could the criminal figure out which house had the camera and come back for revenge? I think we need to pressure the city to install the surveillence system that they already are talking about This is the most obvious tool available to them. When the 19 yr. old was murdered last week, the article in the APP said that the police are asking for our help. The surveillence system will help. It's been very effective in other cities, like East Orange. It's being installed in Newark. London has nearly 40,000 cameras. On the other hand, more murders will hurt the city and cost us even more in the long run. Out PD is understaffed and they acknowledge that. Public opinion about AP is horrible. My boss continues to offer me money to move out of the city. I don't know a single outsider who thinks AP is a safe place. This is similar to the system already in place in East Orange; I am all for a surveillance system. But remember - there will not only be a significant cost to purchase and intall it, but likely an even larger cost to monitor it. It's a fixed glass, floor to cieling window with black trim on the second floor, on the south side facing the ocean. It could even be a window that was in there before the place was abandoned and boared over (not sure what kind of windows they had there when it was open). But it definately looks out of place, and the rest of the pavilion was boarded back up again as opposed to last week when all those holes were punched out. Tell incumbents to start packing I was not surprised to hear of the large number of New Jersey residents who have fled the state. (More New Jerseyans leaving state, Oct. 10.) I attribute this great escape to three simple things: the highest taxes in the country, the most corrupt officials in the country and the mass development using abusive condemnation and eminent domain. When you tax the people out, rob the people out and throw the people out of their homes and businesses, what did you expect would happen? These three problems are controlled by 120 elected officials sent to Trenton by the same people who later wake up and start packing to move. Those of us who have not started boxing up our possessions have an opportunity to do something to fix the problem. There was something on the agenda about a thank you from the gay state troopers association, When the time came, this very scary looking (size mattered) trooper gets up and proceeds to thank the city for allowing the gay pride parade etc etc, in his high voice. Many people turned their head and laughed. Me, I was impressed and asked someone why they were laughing. Residents are not going to be able to get a handle on Library Park until Trinity Church changes it's policy. Currently Trinity Church runs a food pantry several days a week and a soup kitchen on Saturday. Most of the people using the program are truly in need and the church does a good job reaching out to them. However, the church also gives hand outs to substance abusers who loiter in Library Park and make life miserable for for those who live in the vicinity. Residents should lobby the church to change it's policy. A small percentage of Trinity's guests have no respect for public private property. In my view, the church has a responsibilty not to allow its guests to ruin the quality of life in our neighborhood. Quite frankly, I don't know why it is allowed in residential areas. It will be difficult for the immediate blocks to improve as long as it continues in the manner it does. While I am sure that many of the congregation live in AP, how many live within a 2-block radius and sees what goes on? How many live in other towns, drive to Trinity, hand out the food and get back in their cars and go home. These services belong in areas away from residences. I am tired of seeing the food and packaging from this service all over the park and the surrounding sidewalks, including my own. There is a parade of people up and down Asbury Ave going to this facility. As I said to Heather, some are real beauts. I don;t care how it sounds. I pay an awful lots in taxes in two states and to the federal government. I give to charities. As crazy as it sounds, the affluent have rights too. Yahoo! While I am sure that many of the congregation live in AP, how many live within a 2-block radius and sees what goes on? How many live in other towns, drive to Trinity, hand out the food and get back in their cars and go home. These services belong in areas away from residences. I am tired of seeing the food and packaging from this service all over the park and the surrounding sidewalks, including my own. There is a parade of people up and down Asbury Ave going to this facility. As I said to Heather, some are real beauts. I don;t care how it sounds. I pay an awful lots in taxes in two states and to the federal government. I give to charities. As crazy as it sounds, the affluent have rights too. Yahoo! So, I called the mayors office to discuss the situation in Library Square Park, but unfortunately, I have nothing to report as the mayor is only in his office on Fridays, and his secretary isn't in until Thursday. I find that to be surprising, but I honestly don't know what kind of hours any mayor keeps. I also sent an email to the APP the other day to find out why both the story about the 19 yr. olds murder, and the 8 shots fired disappeared from the APP website so quickly (I don't read the print edition any more) Anyhow, they said there is no new news about the 19 year olds murder, so there's nothing to report. Ok then. Next, this is how they responded to my question about the 8 shots fired at 12 teenagers; Re the two teens who were shot at, the story was not done as an afterthought, but given the other news of the day, since no one was hurt in the gunfire, the decision was not to put it on A1. To me, 8 shots being fired at 2 teenagers is a pretty big story. Yahoo! Perhaps you did not know but the 5 council members, including the mayor, are part-time elected officials. They receive a stipend and I believe health benefits. The majority of the council picks one of them to be the mayor, thus, a mayor is not really elected by the populace. It is the city manager who really has the job of running the city from day to day. Park update. Today, the park has been immaculately cleaned by the city. The fountain looks as good as it's gonna get. All the drug bags are gone, cigarette butts are gone, and litter is gone. This is a good starting point, and since things are so clean it will be easy to see the effects of what goes on in the evening, until the lighting is restored and improved. I'd love to see the area patrolled more. I don't think it's being patroled at all so far. Also, I'd like to see our PD start to pay attention to the many litterers that are trashing our city. Sharon, Having been in a more technical role at ATT, I can add a little about Caller ID. Caller ID is actually called ANI, or Automatic Number Identification. Every time a call is initiated, ANI is sent along with the call data. In the early days, all that the data contained was the calling number. Later, database information was added to the ANI from LMOS (I think that was the Line Maintenance Operation System which included the subscriber's address. Whomever posted (I think it was DD) that the information is only 95% accurate is about correct. The introduction of VOIP (Voice over I.P.) made that accuracy even worse, but litigation has improved that number. I would think that the data of today comes from multiple sources. The divestiture of The Bell System certainly did not help this effort. One interesting fact about ANI is that although you can pay a small fee monthly to have Caller ID restriction or use *67 before dialing to hide your number, the number will only be hidden from the common folk. If you call a enforcement agency... or even a telephone Operator, they will still see the number you are calling from; in the case of 911, they also will see the address of the subscriber. Cellphones: About two years ago, a federal law was passed that ALL cellphones must pass ANI information to 911. A few providers also will pass GPS (Global Positioning System) information along with the ANI data. (If your carrier does this, it is usually disabled within your phone and available if you want it.) OK, enough about that. LOL If Asbury Park has E-911 Enhanced 911 the system is already logging the frequent callers which you spoke about. Some municipalities use that information to collect fines and / or prosecute frequent abusers. I agree with whomever pointed out that 911 should be used for emergencies ONLY... and that EVERYONE should know the telephone number of their local authority. And lastly... The Citizens group that you referred to is called Asbury Park C.O.P (Citizens on Patrol.) I met a few members this summer and made a monetary donation to their cause. (They were surprised that a non- resident was making a decent donation.) I live about 5 blocks from the park, never walk over there, but drive to the library, instead, but still interested in the welfare and safety of those living in proximity. Thanks for your perceptions Werner. Maybe as citizens, we are foolish to expect those politicians who currently find themselves in power to solve problems as complex as gangs. I have been to enough town meetings to have a minimal amount of faith in the ability of some folks to deal with such incredible complexities. There are people in the country doing amazing things with gangs. Gangs incubate in places that provide them with kids who have little else. Asbury created that problem and has to take responsibility for that. Asbury is not the virginal little city that the SUFA folks would have you believe is susceptible to homeless people. There is a man in LA who has created an incredible organization that provides kids with a better choice. If anyone is interested, I will be happy to send an article. Unlike the Stone Pony, this really is something that needs to be talked about and considered deeply and lovingly. I doubt SUFA is capable of that, and they have the homeless to fight. Finally update for tonight, then it's time for some couch potatoing. I noticed that the light pole near the fountain is now intermittently working. It goes on a bit, then off for awhile, and when it is on, it casts a pretty weak moonlight kind of glow on the fountain area. It's something, but it's still not enough because even at full blast you can't see much of the central park area. Only one of the original lights along the pathways is out. Anyhow, thanks for the support today. We will fix this situation and make the park better for all of us.
