You have a point, but the whole nation has moved or is moving to 
county based 911.  We are not special in Asbury Park to think that 
we can be different in this capacity.  We need to cut costs.  This 
is a place where it should be done.

In addition, did you see app.com today?  Guy from Neptune served
11 years for killing and sexually mutillating a women is accused 
again of new murder.  How does a guy serve only 11 years for killing 
someone, especially that way?

A major issue with 911 in AP -- it is misused for non-emergencies.
Also many calls are made from pay-phones and then hung-up on.

The cost factor is -- each call gets billed to Asbury Park.

References to 911 should be removed from all police vehicles, it only
ecourages calls for ANY type of police service. 911 is so universally
known that displaying it is not needed.

Police vehicles should have only the local AP Police Dept number so
the public gets familiar with it.

A local 911 center was in response to the high cost of County billed
911 services.

I don't know this for a fact and maybe someone out there knows, but
with technology, the PD, may NOT have to ask, what your name is, due
to the fact that caller ID, has been in the mainstream, since the 80's
and was known technology at ATT, (experimental), but known, so they
already know, that you are a frequent caller, may be seen as a
nuisance, to them, but not to us.  Authorities, forget, on
purpose, how monies are derived to pay them and not necessarily from
property taxes.  State, local and federal taxes, are probably pooled
to pay PD, Fire, etc., especially in AP, where firemen are paid
instead of volunteer.  

Just saying that, to say, when you call in, you are seen as a
frequent caller!  Perhaps if more of us got involved and called,
something, just might be done!  Place yourself in their place, keep a
diary of how many times a week, day, month, you call.  Who knows, they
may well be keeping tabs on you!  Don't mean to run on, but I worked
in Safety and Security, at one time in conjunction, with other
managerial duties and I did keep a diary/record, of complaints/concerns.

I'm not saying your calls weren't legitimate.  You should also follow
up with letters to the Mon. Co. Prosecutor/Sheriff, keep copies and
retain a lawyer, on retainer, just in case.  You may have legal
recourse for the City not heeding your calls and JR, if you're reading
this, please advise.  Oops, forgot this is what you do for a living! 
Not looking for pro bono advice, but wondering whether we should
form a safety coalition group, to show solidarity with Hinge on
this issue!

I live about 5 blocks from the park, never walk over there, but drive
to the library, instead, but still interested in the welfare and
safety of those living in proximity.  I don't live on the West Side
but I'm just as concerned for thier safety as I am for my own!  I
still drive everywhere from habit of living in the hills of Neptune,
where EVERYTHING, was far away!

One more thing, there is/was a citizens group, that is supposed to
observe, the things that Hinge, keeps us informed on.  Why aren't
THEY patrolling this area?  What is their purpose?  I forget what they
call themselves and they have an annual lights on march?  When a
little girl, was murdered, some time ago, a march was held and has
been held yearly, in her memory.  Her murderer, was never caught!  I
won't call her name, but if you've lived in AP 15 years or more, you
know what I'm talking about.  She was African-American and school age.
The lack of follow-up, is so telling.  It happened before the Louis
Jordan era.

 Just think how these county dispatchers could link crimes that are 
 happening outside of Asbury Park to ones happening inside Asbury 
 Park.  I.e. The such and such drug gang did so and so in Neptune at 
 10:30 p.m. and then did such and such in Asbury Park at midnight.  I 
 think it would make it much easier to catch the criminals this way.
 
 I always find it such a joke that we are in so much of a financial 
 crisis, yet we maintain the fire department and the police 
 departments in a fashion that no other well heeled town with lots of 
 money to waste would even consider doing.

I'd like to see what other people think about something else.
Does our cities PD have any physical fitness standards?
Now, I don't want to be thought of as a jerk, or mean or anything, but we have
at least one officer who is incredibly out of shape. He is caucasian, and I 
often see him just 
hanging out on Cookman. Does this really present the proper image to the 
public? Also, 
what if an out of shape officer had to chase somebody on foot, or got into some 
kind of 
scuffle. Is it just me, or does anybody else think this is a problem?

My eyes filled up, when I read your thoughtful reply.  I'm sure many
more, who feel as you and I do, could make a difference.  Does anyone
care what we think?  Some do and some passionately do.  None of us are
divided on the quality of life issues, decent education, or safe and
clean streets.  Affordable housing, is hard to come by, everywhere and
monies devoted to but hardly ever materializes and living wages are
everywhere, but here!

Asbury Works, did a helluva job, but can't do anything without
sufficient grants!  So, ever the skeptic; Where do we go from here? 
Do we need more police?  If so, can the City ask for state funds?  If
not, why not?  Are we to remain the whipping boy, for the
State/County?  How in the world, can we shed the image, when we
still have problems emanating, from 1970, which were never addressed?
Not asking you personally; just asking, is all.  It's been 37 years,
since the riot.  The Mayor was just a kid, himself, when it occurred.
He didn't create the abyss, this city is in and I don't expect him to
solve these problems, by himself!

If we can't wait for the city to install cameras, would web cams help?

Apart from the technical issues, there are the safety issues.  

If the footage is used in court, and there's a revolving door on
prison, could the criminal figure out which house had the camera and
come back for revenge?

Still, a ring of web cams and signs in the park saying, This park is
protected by video surveillance through Neighborhood Watch

Could it help?

I think we need to pressure the city to install the surveillence system that 
they already are 
talking about
This is the most obvious tool available to them.
When the 19 yr. old was murdered last week, the article in the APP said that 
the police are 
asking for our help.
The surveillence system will help.
It's been very effective in other cities, like East Orange.
It's being installed in Newark.
London has nearly 40,000 cameras.
This weekend, I saw Bloomburg do an interview about how he is increasing the 
number of 
cameras in NYC to match London.

I know the guy you are talking about. He hung out at the paninni
palace on the bw all summer and I thought the same thing. Then I was
there that day that the two girls who could not swim went out in a rip
tide and got caught on the rocks. That office sprinted all the way
down there. I was impressed.

I am all for a surveillance system. But remember - there will not only
be a significant cost to purchase and intall it, but likely an even
larger cost to monitor it. Technology is not a panecea, especially if
it is not utilized correctly.

On the other hand, more murders will hurt the city and cost us even more in the 
long run. 
Out PD is understaffed and they acknowledge that.
Public opinion about AP is horrible. My boss continues to offer me money to 
move out of 
the city. I don't know a single outsider who thinks AP is a safe place.
I have to believe that the funding could be found.

I know this is going to piss you off, and I do not mean it as an
insult. But you are starting to complain about everything. Having
children teaches you to pick your battles. Pick one and pursue it.
Don't tilt at every windmill along the way. An overweight white cop is
not contributing to the crime in AP.

Jack - This is just a suggestion - In addition to makeing it known 
what you do not wish to see th eparl used for, why not develop a 
series of community benfitting uses for the park.  If the park gets a 
positive name, the negitives will move away from it.

Maybe some regular uses for pet activities, organized walks, fenced 
area for offleash activity, a local mutt show in the evenings.  After 
work walks, etc etc etc.

When I find a hypodermic needle, in a park where children are playing, and the 
city has 
been notified by multiple people about things like there being inadequte 
lighting, that's 
something to complain about.
And if I see an overweight cop, I'm going to ask the question. It's not exactly 
complaining, 
it's observing. Sorry you have a problem with that.
I'm only complaining about the things that I think will make a difference.
Somebody needs to do it.

it hasn't been sold already.  others have pointed out that it has been.)  Are

The park is a big enough issue to deal with. I am trying to be
helpful. You want to stay focused on that. If you add (I won't say
criticize) other things to the mix, you get written off. yes, crime
and public perception is the umbrella, but like anything else, deal
with one thing at a time.

Not sure if the window is new or not, but its definately something 
I've never noticed before. It's a fixed glass, floor to cieling 
window with black trim on the second floor, on the south side facing 
the ocean.  It could even be a window that was in there before the 
place was abandoned and boared over (not sure what kind of windows 
they had there when it was open). But it definately looks out of 
place, and the rest of the pavilion was boarded back up again as 
opposed to last week when all those holes were punched out. 
I'm thinking it could just be temporary to let light in for the 
workers inside?

Tell incumbents to start packing 
I was not surprised to hear of the large number of New Jersey residents who  
have fled the state. (More New Jerseyans leaving state, Oct. 10.) I 
attribute  this great escape to three simple things: the highest taxes in the 
country,  the most corrupt officials in the country and the mass development 
using 
abusive  condemnation and eminent domain. 
When you tax the people out, rob the people out and throw the people out of  
their homes and businesses, what did you expect would happen? 
These three problems are controlled by 120 elected officials sent to Trenton  
by the same people who later wake up and start packing to move. Those of us 
who  have not started boxing up our possessions have an opportunity to do 
something  to fix the problem. 
On Nov. 6, send all 120 incumbents back to private life by voting for some  
new Senate and Assembly people who are dedicated to lower spending, smaller  
government, fewer taxes, honest government and development without the use of  
eminent domain for private developer gain.

Here's a story about a state trooper in that you bring it up. Years 
ago, I was actually at a city council meeting. At that meeting, there 
was a state trooper there - big. About 6'7. There was something on 
the agenda about a thank you from the gay state troopers association,

When the time came, this very scary looking (size mattered) trooper 
gets up and proceeds to thank the city for allowing the gay pride 
parade etc etc, in his high voice. Many people turned their head and 
laughed. Me, I was impressed and asked someone why they were laughing.

All I know is, if he pulled me over I knew he could kick my ass or 
due to his mattered size, I wouldn't attempt anything.

Gather the cost to erect a pole and mount one camera in the park.  Get 
a few people to offer to donate that cost and see if the city would 
jump at the opportunity to test it out there.  It would make for a good 
private public partnership.

 Apart from the technical issues, there are the safety issues.  
 
 If the footage is used in court, and there's a revolving door on
 prison, could the criminal figure out which house had the camera and
 come back for revenge?
 
 Still, a ring of web cams and signs in the park saying, This park is
 protected by video surveillance through Neighborhood Watch

Residents are not going to be able to get a handle on Library Park 
until Trinity Church changes it's policy.

Currently Trinity Church runs a food pantry several days a week and a 
soup kitchen on Saturday.  Most of the people using the program are 
truly in need and the church does a good job reaching out to them.  
However, the church also gives hand outs to substance abusers who 
loiter in Library Park and make life miserable for for those who live 
in the vicinity.

Residents should lobby the church to change it's policy.  A small 
percentage of Trinity's guests have no respect for public  private 
property.  In my view, the church has a responsibilty not to allow its 
guests to ruin the quality of life in our neighborhood.  The church 
should identify who these people are and direct them to the substance 
abuse programs they really need.

Thank you for putting it gingerly. Quite frankly, I don't know why it
is allowed in residential areas. It will be difficult for the
immediate blocks to improve as long as it continues in the manner it
does. While I am sure that many of the congregation live in AP, how
many live within a 2-block radius and sees what goes on? How many live
in other towns, drive to Trinity, hand out the food and get back in
their cars and go home. 

These services belong in areas away from residences. I am tired of
seeing the food and packaging from this service all over the park and
the surrounding sidewalks, including my own.

There is a parade of people up and down Asbury Ave going to this
facility. As I said to Heather, some are real beauts. I don;t care how
it sounds. I pay an awful lots in taxes in two states and to the
federal government. I give to charities. As crazy as it sounds, the
affluent have rights too.

then shouldn't 
Trinity church be doing some of the clean up themselves?
What about teaching some responsibility and getting some of these folks on 
clean-up 
duty?
I'd like to see them direct people away from the park. 
The park has suffered from abuse for way too long.

I think they did start doing that and I believe they have been open to
input from the community in the past and remedied some conditions.
There has to be a better way. They pulled that religious nonesense
when zoning was attemoting enforcement, although I know it was claimed
by some that it was spot enforcement.

What will eventually happen to some relgious group is that they will
eventually get sued somewhere some day by a person or persons who get
hurt or otherwise by their actions or clients.

I know people in extremely close proximity who have over the years had
to put up with horrors caused some who frequent the suop kitchen.

Why doesn't everyone share the pain? How about the congregants take
turns having the soup kitchen in their homes on a rotating basis?

Ben's is down the block from my office. Corned beef, brisket, matzo
ball soup. Their slogan We cure our own corned beef, our chicken soup

So, I called the mayors office to discuss the situation in Library Square Park, 
but 
unfortunately, I have nothing to report as the mayor is only in his office on 
Fridays, and his 
secretary isn't in until Thursday. I find that to be surprising, but I honestly 
don't know what 
kind of hours any mayor keeps.

I also sent an email to the APP the other day to find out why both the story 
about the 19 yr. 
olds murder, and the 8 shots fired disappeared from the APP website so quickly 
(I don't read 
the print edition any more)
Anyhow, they said there is no new news about the 19 year olds murder, so 
there's nothing to 
report. Ok then.

Next, this is how they responded to my question about the 8 shots fired at 12 
teenagers;
Re the two teens who were shot at, the story was not done as an
afterthought, but given the other news of the day, since no one was hurt
in the gunfire, the decision was not to put it on A1.

To me, 8 shots being fired at 2 teenagers is a pretty big story.

I meant to apprise you of this. Perhaps you did not know but the 5
council members, including the mayor, are part-time elected officials.
They receive a stipend and I believe health benefits. The majority
of the council picks one of them to be the mayor, thus, a mayor is
not really elected by the populace. It is the city manager who really
has the job of running the city from day to day. I think Tommy has
some good ideas about how our governance needs to be reformed, in that
we have council members elected from each of the districts or wards
and elect a full time mayor.

 I honestly don't know what

 I meant to apprise you of this. Perhaps you did not know but the 5
 council members, including the mayor, are part-time elected officials.
 They receive a stipend and I believe health benefits. The majority
 of the council picks one of them to be the mayor, thus, a mayor is
 not really elected by the populace. It is the city manager who really
 has the job of running the city from day to day. I think Tommy has
 some good ideas about how our governance needs to be reformed, in that
 we have council members elected from each of the districts or wards
 and elect a full time mayor.

state to use eminent domain You and I know it is always local
governments that ue this power.  Their fraud is exposed with this simple
rule.

This pdf (http://www.state.nj.us/dep/greenacres/regs.pdf) outlines the
Green Acres Program rules. Page 14 reads as follows:   

7:36-4.9 Acquisition by condemnation
 
(a) A local government unit may use Green Acres funding
to acquire land by condemnation in accordance with the Eminent Domain
Act of 1971, N.J.S.A. 20:3-1 et seq.

This means the exception contained in the following paragraph DOES NOT
apply to local governments.
 
“Acquisition” or “acquire” means the obtaining of a fee
simple or lesser interest in land, including but not limited to a
development easement, a conservation restriction or easement, or any
other restriction or easement permanently restricting development, by
purchase, installment purchase agreement, gift, donation, eminent domain
by the State or a local government unit, or devise; except that any
acquisition of lands by the State for recreation and conservation
purposes by eminent domain shall be only as authorized pursuant to
section 28 of P.L.1999, c.152 (C.13:8C-28).

It also raises questions as to whether local governments will be able to
use eminent domain under the Blue Acres program.

c. The State shall not utilize the power of eminent
domain in any manner to acquire lands utilizing funds made available
pursuant to the Blue Acres bond program; such lands shall be acquired
only from willing sellers.

I think that's what Paul's post suggests. Responsibility is a two-way
street. You just can't operate something and expect local enforcement
to clean up the mess. For instance, if I recall correctly, trinity was
not allowing its patrons to use its restroom facilities. Well what
alternative did the have? Library Square. That may have been remedied.

Then there is security. let trinity provide it. I could go on but
won't. I don;t see Paul's post contradicting the position of SUFA.
That would ven be if it were decided that soup kitchens should be
congregated in particular areas.

Do onto to others as you would have them do unto you. I was taught to
act in other's homes as I would want them to act in mine. Treat their
property as I would want them to treat mine.

I doubt very few indeed would allow or want what goes on by some
around trinity by their own houses or in their houses. Don't to it to

Park update.
Today, the park has been immaculately cleaned by the city.
The fountain looks as good as it's gonna get.
All the drug bags are gone, cigarette butts are gone, and litter is gone.
This is a good starting point, and since things are so clean it will be easy to 
see the effects 
of what goes on in the evening, until the lighting is restored and improved.

I'd love to see the area patrolled more. I don't think it's being patroled at 
all so far.
Also, I'd like to see our PD start to pay attention to the many litterers that 
are trashing our 
city. Just this morning, there were 2 discarded 40 oz. beer bottles on my 
sidewalk. I'm 
really getting sick of that.
Tickets need to be given out, and fines need to be imposed.
I call out every single litterer I encounter. Usually, they tell me to go F 
myself. Now I 
remind them that it's a crime and I'll call the police.

Sharon,

Having been in a more technical role at ATT, I can add a little 
about Caller ID.  Caller ID is actually called ANI, or Automatic 
Number Identification.  Every time a call is initiated, ANI is sent 
along with the call data.  In the early days, all that the data 
contained was the calling number.  Later, database information was 
added to the ANI from LMOS (I think that was the Line Maintenance 
Operation System which included the subscriber's address.

Whomever posted (I think it was DD) that the information is only 95% 
accurate is about correct.  The introduction of VOIP (Voice over 
I.P.) made that accuracy even worse, but litigation has improved that 
number.

I would think that the data of today comes from multiple sources.  
The divestiture of The Bell System certainly did not help this effort.

One interesting fact about ANI is that although you can pay a small 
fee monthly to have Caller ID restriction or use *67 before dialing 
to hide your number, the number will only be hidden from 
the common folk.  If you call a enforcement agency... or even a 
telephone Operator, they will still see the number you are calling 
from; in the case of 911, they also will see the address of the 
subscriber.

Cellphones:  About two years ago, a federal law was passed that ALL 
cellphones must pass ANI information to 911.  A few providers also 
will pass GPS (Global Positioning System) information along with the 
ANI data.  (If your carrier does this, it is usually disabled within 
your phone and available if you want it.)

OK, enough about that.  LOL

If Asbury Park has E-911 Enhanced 911 the system is already logging 
the frequent callers which you spoke about.  Some municipalities use 
that information to collect fines and / or prosecute frequent abusers.

I agree with whomever pointed out that 911 should be used for 
emergencies ONLY... and that EVERYONE should know the telephone 
number of their local authority.

And lastly...

The Citizens group that you referred to is called Asbury Park C.O.P 
(Citizens on Patrol.)  I met a few members this summer and made a 
monetary donation to their cause.  (They were surprised that a non-
resident was making a decent donation.)  To contact C.O.P. with 
regard to assistance with Library Square Park (or anything else), 
please call Lawson June at 732-988-3269.

If anyone can think of a way that I might assist in this effort (I am 
3 hours away) please let me know.

Thanks for your perceptions Werner.  Maybe as citizens, we are foolish
to expect those politicians who currently find themselves in power to
solve problems as complex as gangs.  I have been to enough town
meetings to have a minimal amount of faith in the ability of some
folks to deal with such incredible complexities.  There are people in
the country doing amazing things with gangs.  Gangs incubate in places
that provide them with kids who have little else.  Asbury created that
problem and has to take responsibility for that.  Asbury is not the
virginal little city that the SUFA folks would have you believe is
susceptible to homeless people.

There is a man in LA who has created an incredible organization that
provides kids with a better choice.  If anyone is interested, I will
be happy to send an article.  Unlike the Stone Pony, this really is
something that needs to be talked about and considered deeply and
lovingly.  I doubt SUFA is capable of that, and they have the homeless
to fight.

I would love to chat further with anyone else who would like to

Finally update for tonight, then it's time for some couch potatoing.
I noticed that the light pole near the fountain is now intermittently working. 
It goes on a 
bit, then off for awhile, and when it is on, it casts a pretty weak moonlight 
kind of glow on 
the fountain area. It's something, but it's still not enough because even at 
full blast you 
can't see much of the central park area. Only one of the original lights along 
the pathways 
is out. 
Anyhow, thanks for the support today. 
We will fix this situation and make the park better for all of us.

I remember about 6 years ago when the state audited the city, they 
said the council was not legally allowed to get the health benefits.  
The council as I remember just ignored this finding.
