group ID is historically a 'Role' instead...I don't know if that's the case

The License Usage Report was introduced in AR System 7.1.00 - which is one
reason why you may be having difficulties finding it. The License Usage report

ITSM 7 applications are deployable application. You can enable Application
Statistics for these application. Then in the same way of the server
statistics, you can track the ITSM application license usage in the Application
