For security reasons, I'd really not recommend using a router for a
tacacs or radius server. If someone cracks the routers security, they
have access to all usernames and password. Personally, I'd use a simple
linux machine for radius authentication. Even an LDAP auth

configured with multiple Radius servers, but now, each one needs it's own key.
According to Cisco docs, IOS prior to 12.0 would only allow you to set a
Global key for all Radius servers to use (with the radius-
