I've just thought of something .The only part of an 802.3 or EV2 frame

a new image onto flash. And when you do a 'copy tftp flash, the router
automatically puts the flash into R/W mode. (At least in Ver 12.0 and
higher - might even work in 11.2 or' 11.3)

In order to see a telco provided loop towards your CPE, you will need to
change your encap. to HDLC. I don't think Frame-Relay enap has the
capability to see loops. Also, try a 'sho cont serial 0/1'. Look for the
various alarms on the card; AIS, LOS, etc.
And make sure that your local
Cisco's ACS v2.6 using Radius and Funk's Radius Server are the only Two
known Radius server's that support MPPE (Tacacs is not supported). I'm
willing to bet your not using either one of those.
