haven't tried on Win7 yet, but from the command line, try CONTROL
USERPASSWORDS2 , I've used this on XP, uncheck the requirement for user
password and it *should* autologin the currently authenticated user upon
reboot

Is Ubuntu a requirement ? You could put up a simple hardned windows box,
and run Filezilla Server on that where the FTP logins do NOT come from, nor
have access to, the Active Directory
