BGP-OSPF interaction has specifically been made Historic by the IETF (i.e., obsolete). It's not in the current BGP documents, and there is an administrative document that obsoletes 1364. Sounds like Cisco meets the old RFC 1364, but new implementations won't have the restriction.

John, It's not that your router can't route to x.x.x.254, just that the gateway (x.x.x.254) has no idea where your internal network is (192.168.0.x/24), so won't route back to it. You need to perform NAT on your router so that as far as the ISP is concerned all your addresses are in the same /24
