Using VMFINFO, as suggested by Larry, I concluded that
other queues, its probably do to the guest still having some outstanding
work, or the dispatcher believing you have some outstanding work that
needs to complete.
The big question is, are you experiencing a guest performance problem and
looking at this as the reason why?

I personally believe that you should just split the difference by a half an
hour and leave the time alone. Never change it back and forth again. VM
was, and still is ahead of its time! no pun... For the records, I have a
watch set that way. My wife just won't let me wear it anymore :-(

For others information, the following was added to MAINT's profile exec
allowing 1) the usage of VMADMIN SERVER commands (they all reside on
MAINT's 193 disk) and 2) the ability to use TCP/IP functions such as PING
