Usually if it completely fails, it's faulty telco equip. Their stuff can freak out (if it's faulty) if it see's all ones (has to do with the 12.5% rule in B8ZS), all zero's (same principal) 4040 is a test pattern the telco sends out. ABCD is another test pattern. The fact that it works better

I can't find anything real quick. I did a serach and I saw QOS in with the avail bandwidth search results. So I'm pretty sure it's what the line has left over after the router reserves the 25% for routing protocols and line maintenance. You can chage it by the max-reserved bandwidth (#)
