Kathleen, I must have spent half a day formatting and repartitioning. Windows 95, Windows 98 require a single DOS partition for M$ Setup to continue. I always make a single FAT partition just in case. For some bizarre reason, if you have multiple paritions with FAT32, Win98 will not install.
