The problem only occurred when an ACK was returning with a destination that
had to be reached by the default route. The correct sequence of NAT

Not 2 minutes before your post came across the list; I remembered why
you can not ping the local ip on a MULTI-POINT interfaces. I was not
thinking about pvc encapsulation. The ping still has to go out and if
you don't tell the router which pvc to send it on it just drops it.
The VTP mode has no significance to renaming VLANS other than this:
In VTP Client mode, no Changes can be made
In VTP Transparent mode, all changes can be made but are only locally
significant
In VTP Server mode, all changes can be made and are propagated throughout
the VTP Domain.
