Cir is controlled by telco, you can do a show interface to see an average of the last few minutes, or gather snmp data to look at your usage. Typically, the cir is 1/2 to 3/4 of the purchased rate from the ISP. I often saw 56k frame circuits with a 3 CIR. Also, more CIR can cost more money.

If this is a 56k frame relay circuit, you could just use analog dialup to back it up. This is just my california take because for the most part, isdn is so pricey here, I would never recommend it. You could probably attach a modem to the aux port, setup dial to work and give a higher default metr
